HIGH SPEED PATROL VESSELS DELIVERED TO TTCG Austal completes delivery of six-vessel fleet to Trinidad and Tobago Coast Guard Maritime security in the Caribbean region has been bolstered with the delivery of six high speed aluminium patrol craft for the Trinidad and Tobago Coast Guard (TTCG). Capable of speeds greater than 40 knots and armed with general purpose machine guns and a 20mm cannon, the 30 metre vessels - designed and built by Australian shipbuilder Austal - will expand the TTCG’s surveillance and enforcement capability in the region. The on-schedule, on-budget delivery of the fleet was achieved less than two years from the initial order, with the final vessels arriving in Trinidad and Tobago via heavy lift ship on January 18. Director of Trinidad’s Defence Transformation and Integration Secretariat, CDRE Garnet Best, said the vessels would be used to create a security blanket around the waters of Trinidad and Tobago. “We are confident that the speed of the vessels will contribute to their effectiveness in the interdiction of illegal drugs,” CDRE Best said. “These vessels have been very well designed to perform numerous roles including customs and immigration border control, fire services and prisoner transport, protection of our marine environment as well as protection of our oil and gas resources.” As well as superior manoeuvrability and speed, the patrol boats benefit from the reduced structural weight, improved fuel economy and enhanced corrosion resistance that typifies Austal’s aluminium platforms. Austal is now set to deliver a five-year comprehensive maintenance and support services program for the vessels as part of an additional contract. Included in this will be scheduled planned and preventative maintenance support, unscheduled maintenance, management and performance of annual surveys and maintenance periods, as well as shore based engineering support. Austal Director – Sales and Australian Operations, Andrew Bellamy, said the six-vessel fleet reinforced not only Austal’s unique brand of high performance defence platforms but also the importance of customised vessel support packages.

“These state-or-the-art patrol platforms will play an integral role in modernising Caribbean maritime security,” Mr. Bellamy said. “Ensuring that the right support structures are in place can be as important as the vessels themselves. From pre-delivery crew training to ongoing vessel maintenance via our newly established service hub in Trinidad, Austal is pleased to be providing an allinclusive support package to the TTCG.” The vessels are named “TTS Scarlet Ibis”, “TTS Hibiscus”, “TTS Humming Bird”, “TTS Chaconia”, “TTS Poui” and “TTS Teak”. A comprehensive crew training program, facilitated by Austal at its Western Australian facility, was also undertaken during the construction process by more than 90 TTCG personnel. Austal is currently delivering further training on-site in Trinidad. Vessel Review The Austal 30 metre fast patrol platform mixes high speed with high endurance and is designed for superior sea keeping and operation in up to Sea State 6 conditions. Their light but strong hard chine, deep “V” monohull delivers manoeuvrability, durability, speed and a draft of only 1.5 metres. Propulsion consists of two Kamewa 56A3 waterjets featuring advanced mixed flow pump geometry, delivering higher speeds, lower fuel consumption, and the capability to operate in shallow debris-laden water. Advanced electronic controls enable the Captain to manoeuvre the vessel with a high level of precision at high and low speeds. Powering these are two MTU 16V 2000 M92 diesel engines, designed specifically for patrol craft with low load factors that require a high performance rating. Each engine produces 1630kW at 2450rpm. The propulsion unit combines with the lightweight aluminium hull to deliver a maximum speed of more than 40 knots, a range of 1000nm (at 10 knots) and a small tactical diameter and short crash stop distance. As well as providing superior visibility, the vessel’s fly bridge features a control station, equipment monitoring, two general-purpose lockers, a signal light and access to the vessel’s PA system and main bridge intercom. Located both port and starboard of the fly bridge are the vessel’s secondary weapons - .50 cal fixed mount general purpose machine guns - with a third located on a removable mount at the vessel’s stern. The primary weapon is a 20mm cannon mounted on the foredeck and supported by a dedicated magazine locker situated underneath. Reinforcing its surveillance capability, the vessel’s main bridge features a Northrop Grumman Integrated Bridge System (IBS) utilising new-generation Sperry Marine Visionmaster FTTM navigation technology, including an “X” Band radar system with high speed scanner. Integrated multi-function consoles enhance situational awareness for the bridge watch team.

A HF, V/UHF military communications package from CEA Technologies included crew familiarisation. A Captain’s Cabin and a two-berth Officer’s Cabin, complete with climate control, are situated on the main deck, along with bathroom and locker facilities. Located on the outside aft section of the main deck is space for the vessel’s 4.8 metre Rigid Inflatable Boat (RHIB). Launch and recovery of the RHIB is achieved via a hydraulic knuckle boom crane. Ensuring maximum crew habitability during long term surveillance missions is a spacious crew mess, fully equipped galley and laundry facilities, all situated on the lower deck along with four two-berth cabins. AIDAblu with GL Maritime Software AIDA Cruises's latest newbuilding AIDAblu uses GL Maritime Software for ship management. The comprehensive software suite GL ShipManager supports planned maintenance, purchasing, stock control, voyage management, port clearance, incident management, and quality and safety management. The software installation process had been completed while AIDAblu was still in the yard. Integrating the installation of the vessel system into the newbuilding phase allows for optimal use of the software as soon as the vessel is docked out and begins its service. All vesselspecific data such as equipment, machinery and spare parts as well as maintenance job details were captured in the database before installation. First New US Navy Pilots' Tug Enters Service The first of a new class of tugs for the US Navy, designed by Robert Allan Ltd of Vancouver, Canada, has been handed over and is now in operation.

The US Navy has selected the Robert Allen Z-Tech 4500 design for its latest class of pilot tugs, the first of which has just entered service in Puget Sound.

The new tug, “YT 802 Valiant”, for operations in Puget Sound, was handed over to her eager owners in December 2009, and after a shakedown period and crew training was placed into active service in early February 2010. The design firm reports that the series of new tugs is being built in Tacoma by J. M. Martinac Shipbuilding a sub-contractor to Pacific Tugboat Services of Long Beach, prime contractor for the delivery of the vessels to the Navy. The design was adapted to the Navy Pilots' needs based on the Z-Tech 6000 hull form originally developed by the designers for the Port of Singapore.

The US Navy tugs will be based in Bremerton and Bangor, Washington, and will perform shiphandling duties for the full range of US Navy surface warships and submarines. For this the tugs are equipped with an array of underwater fendering, as well as the typical resilient style fenders for handling surface ships. The propulsion machinery comprises a pair of Caterpillar 3512C, main engines, each rated 1,350 kW (1,810 bhp) at 1,600 rpm, each driving a Schottel Model SRP 1012 steering/propulsion Z-Drive unit, with 2,100 mm diameter fixed pitch propellers. This combination delivered in excess of the predicted performance, providing 42 tonnes (92,500 lbs) bollard pull ahead, 45 tonnes (99,205 lbs.) astern, and a free-running speed of 12.4 knots on trials. Electrical power on the tugs is delivered by a pair of R.A. Mitchell diesel generator sets with a John Deere 6068SFM75 prime mover, each rated 130 ekW at 1,800 rpm. Deck machinery fitted includes a ship-handling hawser winch forward; JonRie Series 210 Assist winch, fitted with 180 metres 600 ft. of 175 mm line. The itinerary is always a blend of sophisticated and cosmopolitan cities, private islands and seldom visited small towns and villages. The 2009 itinerary was another year of thrilling adventures, in-depth exploration and unforgettable journeys, when the vessel visited a number of countries including South Korea, Japan, Russia and Australia. The World averages 2.5 days in each port, which allows Residents and Guests to experience each destination thoroughly. INTERNATIONAL NEWS HHI Seeking to Buy Stake in Brazilian Shipyard - February 24, 2010 Industry sources report that Hyundai Heavy Industries (HHI), the world's largest shipbuilder, is seeking to buy 10 percent of a Brazilian shipyard in a bid to win domestic orders. HHI is in talks with OSX Brasil SA, a shipbuilding and oil services company, over the deal. The South Korean shipyard will transfer its shipbuilding technology to the Brazilian business partner in return for the stake purchase. “In a couple of weeks, the two companies are expected to sign a deal,” a source said. Petrobras, Brazil's state-run oil company, is projected to place orders for offshore oil development vessels such as drill ships and storage facilities valued at up to $42 billion.

Output Surges in China’s Shipbuilding Industry - February 23, 2010 The gross output of China's shipbuilding industry was RMB 548.4 billion in 2009, up 28.7% year on year, according to statistics released by the Ministry of Industry and Information Technology. Growth was 31.1 percentage points slower than in 2008, said the ministry. The shipbuilding industry's export value was RMB 253.2 billion last year, up 17.8% from a year earlier. The growth was 38.2 percentage points slower than in the previous year. The total export value of ships, boats and floating structures surged 44.9% year on year to $28.36 billion in 2009, while import value soared 92.5% to $2.48 billion, according to customs statistics.

Ship Demolition hits 13-year high - February 20, 2010 Ship demolition rose to the highest in 13 years in 2009, as owners scrapped aging vessels to make way for a record number of new ships being built, Clarkson Research Services Ltd said in a report. Scrappers in Bangladesh, India, Pakistan and elsewhere bought 1,014 ships with a combined carrying capacity of 31.5 million deadweight tonnes, said Clarkson Research, a unit of the world's biggest shipbroker. That's double the 2008 tally and the most since 1996, it said. Total demolitions will advance to 53.3 million tonnes this year, led by a more than fourfold increase in scrapping of oil tankers, Clarkson estimates. Single-hull oil carriers face trading restrictions this year under environmental rules from the International Maritime Organization. The biggest component of demolition last year was commodity carriers, with 10 million tonnes of capacity removed, the Clarkson data show. Oil tankers accounted for 8.4 million tonnes and the remainder was split across different vessel types.

Relief Shipment to Haiti halted as Crew Lacks Licenses - February 13, 2010 US Coast Guard officials in Miami said they are considering a request by the owner of the “Sea Hunter” to continue its relief mission to Haiti, despite the fact that the ship's crew lacks the necessary mariner licenses. "We're considering the proposal," said Capt. Cyndi Stowe, after meeting for 45 minutes with Greg Brooks, the owner of the “Sea Hunter”. "The material condition of the ship is very important," Stowe said. "And coming up with some licenses would be very helpful." The “Sea Hunter”, with nine crew members and two volunteers aboard, was expected to dock at the Port of Miami within the hour. The 220-foot vessel, carrying an estimated 150 tons of food, medicine and other supplies donated by people and businesses throughout Maine, has weathered three major coastal storms since it departed Portland Harbor on January 31, 2010.

Jurong building foothold in Brazil - February 11, 2010 The Singapore shipbuilder Jurong Shipyard (JSPL), a subsidiary of Sembcorp Marine, will be building a new shipyard in Brazil to cater directly to one of the fastest growing offshore oil and gas exploration and production markets in the world. A freehold land area of 825,000m² with 1.6km of coastline in the State of Espirito Santo, in Brazil, has been acquired and will be developed as a shipyard. Located in the Municipal of Aracruz, the site is about 80km by road north of Vitoria and is strategically located close to the offshore Espirito Santo Basin. Jurong says that this is one of the recently discovered giant presalt oil basins of Brazil, making it a location well suited to support the country’s oil and gas activities. The investment in the new shipyard is in line with Sembcorp Marine’s global hub strategy and it reinforces the Group’s commitment to forging a strategic foothold in Brazil to grow its offshore oil and gas businesses. Wong Weng Sun, President and CEO of Sembcorp Marine said “We have been a key player in Brazil’s oil and gas construction industry since 1997, having delivered to-date a total of 11 units of oil and gas exploration, production and storage platforms for Brazilian oilfields. These platforms produce more than half of Petrobras’ daily 2 million barrels of oil output, thus effectively making JSPL the main contractor to Petrobras.”

SHI TO MAKE ONLY ECO-FRIENDLY SHIPS 30% REDUCTION IN GREENHOUSE GAS EMISSIONS PLANNED At its green management Launch Ceremony, Samsung Heavy Industries (SHI) announced its intention to build only Eco-friendly Ships from 2015

On January 28, at its corporate headquarters in Seocho-dong, Seoul, Samsung Heavy Industries declared its new green management policies at a ceremony that was joined by more than 120 guests, including ship owners such as SK Shipping and Hanjin Shipping, and respected academics in the field of environmental issues. The Company unveiled its plan to build only eco-friendly ships from 2015, by achieving a 30% reduction in greenhouse gas emissions. The announcement makes SHI the first shipbuilder in the global shipbuilding industry to declare a green management policy that includes a detailed vision for the development of ecofriendly products and the reduction of greenhouse gas emissions. In relation to its green management plan, SHI announced three key strategies, which include the development of eco-friendly ships with up to 30% less greenhouse gas emissions, the development of green workplaces and green networks, and the development of zero-energy houses. As the first step of its journey, the Company aims by 2015 to design the optimal shape of ships that will maximize fuel efficiency, and to develop diverse technologies to improve energy

efficiency, including heat recovery devices and low-temperature combustion devices, in order to reduce the greenhouse emissions of its ships. In particular, the Company has set a goal of building the world’s first eco-friendly ship by developing LNG and hydrogen fuel cells, superconduction electricity-powered motors and cables, and CO2 collection technology, jointly with universities and private research centers. The Company has applied the diverse green technologies that it is developing to its 13,000 TEU-class container ships, and simulations show that these technologies will reduce greenhouse emissions by up to 30%. The greenhouse gas reduction achieved by building a single ship in this manner is the equivalent to the gases absorbed by 12 million pine trees in a year. In other words, building a single eco-friendly ship is like planting 12 million pine trees in the sea. Experts predict that companies that enter the green technology shipbuilding market early will lead the shipbuilding and marine transportation industries in the future, as ships account for 3.3% of CO2 emissions worldwide, and IMO is introducing standards for the reduction of the greenhouse gas emissions of ships. SHI is favorably positioned to respond to this trend, as it built double-skin oil tankers in 1992 and electricity-powered LNG carriers in 2001, both of which were world firsts that gained the company high recognition for the excellence of its green shipbuilding technology, including the Environment Minister’s Prize as the leading company with the best resource management practice, the Special Prize at the Korea Technology Awards, and the Eco-Friendly Ship Award of Nor-Shipping in 2009. The Company also announced that it has organized a green management committee, chaired by its CEO, which aims to develop eco-friendly ships and introduce green management policies to its shipyards and partner firms. In detail, the Company aims to make the Geojeo Shipyard a green workplace by developing eco-friendly shipbuilding facilities, using eco-friendly paints and saving energy, while building a green network by providing technical support to its partners to reduce greenhouse gas emissions, and by introducing a certification system. By 2011, SHI’s construction business unit will launch the Zero-Energy House, in which residents will be able to live without an external energy supply, through research on major technologies such as highly efficient heat insulating materials, renewable energy, and highefficiency power facilities. T&T Government Eyes CL Marine The Government of the Republic of Trinidad and Tobago (GORTT) has expressed an interest in acquiring CL Marine, a subsidiary of the CL Financial empire which is now being run by Chase Hart, the son of controversial Udecott Chairman Calder Hart. The reason that CL Financial is considering putting the company which operates a dry dock in Chaguaramas, up for sale, is that it is unable to service its current bank debt.
