Although some may see this as an interesting and possibly amusing diversion there is a deeper intent behind the guide. Much of the regulation that affects shipping comes about from a combination of a desire to control one or other aspect of the industry and there being the means available to achieve the level of control and monitoring that the regulators are seeking. Much of the recent regulation that has been imposed on shipping has pre-supposed a technical ability that may not actually have been available. Among such some would hold up the hi-jacking of AIS from a safety tool to a surveillance device. Others might point to ballast water systems that have gained type approval but whose subsequent performance raised questions. In the very near future is the matter of e-navigation – still to be defined but touted as a universal panacea. Operators too may want to have better management of their assets than they have been able to do in the past. Satellites have improved communications beyond what was even imaginable half a century ago but many have been put off from exploring the full potential by the initial high cost. Costs do seem to be falling but so to have some operators’ incomes offsetting the potential benefit gain.
