ABOUT US

Founded in 1944, the Naval Academy Athletic and Scholarship Programs (A&SP), a division of the United States Naval Academy Foundation, encourages and supports athletic excellence at the Naval Academy. The program is responsible for grants and awards that recognize superiority in athletics and a comprehensive scholarship program to ensure that the Naval Academy has the best scholar-athletes in the nation.

MISSION

To provide leadership, need based funding, guidance and mentoring to all Foundation Preparatory School students, to provide needed private funding to all USNA varsity, club and intramural sports teams through The Fund for Athletic Excellence and to remain a highly respected organization in support of the Physical Mission of the U.S. Naval Academy.

ATHLETIC SUPPORT

Each year, the Foundation (A&SP) provides more than $3.33 million in direct support for all types of athletic activities at the Naval Academy. This includes extensive financial support to not only the 35 varsity teams, but also the many club and intramural teams as well as to the Naval Academy Prep School in Newport, RI.

SCHOLARSHIPS

Through a need-based scholastic program, the Foundation (A&SP), provides one year of post-high school education to qualified young men and women who need further academic preparation before they enter the Naval Academy. Thanks to the Foundation’s (A&SP) sponsorship, more than 4,000 motivated candidates with excellent leadership, scholastic and athletic potential have graduated from the Naval Academy since 1944. It is a “win-win” for the Naval Academy and for these outstanding candidates!

Seems so many things change—our world, society, environment—yet some things remain the same. Our Athletic and Scholarship Program (A&SP) continues to evolve, but our mission has remained constant … and we’ve had another GREAT year!

The A&SP advances the admission of highly qualified candidates to the United States Naval Academy (USNA) by providing scholarship opportunities which enable aspiring young men and women to attend private preparatory schools. A&SP has helped deserving students attend the Academy by way of one of our affiliated preparatory schools since our inception in 1944. During that time, we have provided motivated men and women the opportunity to learn, grow and succeed at the Academy and beyond.

We have 16 prep schools; all of whom help each of our students obtain a coveted Naval Academy appointment. Our program remains as strong as ever and the extra year allows our prep students to graduate from the Naval Academy at a better than 90 percent rate!

Equally important is the support we provide to the Naval Academy physical mission which includes all varsity sports, 15 club sports and brigade intramurals. This fall, the Naval Academy added two additional varsity sports to bring the total to 35. Both men’s and women’s rugby teams will now compete at the varsity level.

Obviously, it takes resources to pull it all together. Coaches, facilities, weight training, etc., and in this regard, I’m proud to report we set another record by raising $3,980,000 during our most recent fiscal year. Our Trustees, graduates, parents and friends of the Naval Academy permitted us to achieve $750,000 above our stated goal. These funds support all our teams and provide the Margin of Excellence that takes them to the next level; from good to great. Thank you for your support, without which our teams would be struggling to succeed.

As evidence of what this means to Navy athletics, Navy won a record eighth consecutive Patriot League President’s Cup. Our Navy teams established the most wins in the history of the Army-Navy series with a record of 20 wins and 4 losses. Additionally, the 27-9 record against Army is the most wins ever in a single season. Every team that competed against Army beat Army at least once. We are very proud of these results, and we anticipate another strong A&SP fundraising year to ensure our teams have the Margin of Excellence needed to compete at the highest level of competition. We’ve won 15 conference championships in very competitive conferences and had numerous All Americans, conference players of the year and coaches of the year. All accomplished because our program provided scholar athletes the opportunity to succeed! Thank you, well done!

I mentioned change … We’ve had significant changes in our Enterprise leadership team as well. Jeff Webb ’95, took over as the Naval Academy Alumni Association and Foundation’s President and CEO, Ron Terwilliger ’63, chairs the Naval Academy Foundation and Mark Ferguson ’78, chairs the Naval Academy Alumni Association Board of Trustees. This infusion of new energy, ideas and experience will help move our organization into the future and maintain our position as one of the preeminent institutions of higher learning.

Every year during our semi-annual fall and spring A&SP meetings we select the most deserving Coach of the Year for the fall, winter and spring seasons. This past year we selected the following:

Each coach received an engraved desk clock as well as a monetary award. Congratulations to each of these superb coaches.

In closing, we have persevered through the COVID pandemic, adapted and overcame many challenges over the years, raised the requisite funding and I truly believe we are now stronger than ever before. There will always be obstacles but our mission to support a Margin of Excellence that allows our athletes to compete with the most prestigious universities in the country has not changed and these graduates will go on to serve the nation in positions of leadership. This is why we exist. It is your support and generosity which allows this rich tradition to live on.

Bo Schembechler was quoted as saying, “every day you either get better or you get worse. You never stay the same.” Whether you’re a fan of the old Michigan coach or not, I believe the words ring true. We should all do our best to continually improve and even if we don’t always hit the mark, we can strive to be our best. That’s something we stress to our Foundation scholars and our Trustees. In this crazy world we can all do our part to be better and help others. That is exactly what we are trying to accomplish with our Athletic and Scholarship Programs (A&SP) and the mission we support.

As a reminder, our A&SP Mission:

It is almost unfathomable that we are still dealing with the remnants of COVID. But we certainly are, and we continue to adapt and overcome. That’s what defines us—how we respond to challenges. I hear from our students and Trustees alike—and no one is giving up! We all have that American spirit to keep fighting and setting the right example for others.

The Athletic and Scholarship Programs have enjoyed a wonderful year. I’m happy to announce we were able to hold our fall 2021 and spring 2022 Trustee meetings and dinners in person! Many of our Trustees and their spouses attended these events and it occurred to me that the opportunity to gather and enjoy each other’s company and the shared camaraderie helps to remind us why we love and support the Naval Academy. To stay relevant, we must continue to be willing to act and, fortunately, this is not a burden we carry alone. We all carry this torch together to help these young men and women, to honor our history, to ensure our wonderful Naval Academy has the necessary resources to continue to produce officers of character and consequence that will help lead our country into the future.

SCHOLARSHIP PROGRAM

We completed another successful admissions cycle for the Class of 2026! It has been said, “if you do what you love, you’ll never have to work a day in your life.” I do love what I do … working with motivated, intelligent and committed young men and women never gets old. Our Foundation scholars of the Class of 2026 were no exception and of the 45 (26 men and 19 women) that started, 40 (23 men and 17 women) earned their appointments to the Naval Academy. We had students from 15 different states with Maryland, California and Virginia leading the way.

We hosted an Ice Cream Social the day before Induction Day for our Foundation Scholars and their families. Everyone enjoyed

an afternoon out of the sun in our amazing new Ron Terwilliger ’63 Center for Student-Athletes. It was a wonderful way to Welcome Aboard our newest plebes who took the Oath of Office the next afternoon! The Naval Academy’s Superintendent, Vice Admiral Sean Buck ’83, USN; Commandant, Colonel JP McDonough ’94, USMC; Alumni Association & Foundation President and CEO, Jeff Webb ’95; and many of our A&SP Trustees helped welcome our students and their families to our Naval Academy family!

Next year’s Foundation prep class (Naval Academy 2027) is formed, with 44 students enrolled at 11 of our 16 affiliated prep schools for the 2022-2023 academic school year. These students hail from 19 states and Bogota, Columbia. Florida, California and Maryland led the way with this group. As with each of our incoming classes, our students’ credentials are very impressive, and I fully expect that they will matriculate through our program and the Naval Academy at a better than 90 percent rate. The Foundation student’s graduation rate is historically at or near the top of any of the accession sources to the Naval Academy. Bottom line is that our program continues to be a win-win for our students and the Naval Academy!

The following prep school scholarships have been established in the past year:

• The Rear Admiral Lawrence C. Chambers Honor Scholarship, established by the following graduates of the USNA Class of 1975: Lieutenant Colonel Henderson Lawson, USMC (Ret.), Attorney Kerwin E. Miller, Commander Tom Nollie, USN (Ret.), and Mr. Bill Montgomery. (See page 7.)

• The Rear Admiral Eugene B Fluckey Memorial Scholarship, established by his family to honor the late Congressional Medal of Honor awardee. (See page 7).

• The Class of 1985 Honor Scholarship, established by the class to honor classmates they have lost. (See page 8.)

PHYSICAL MISSION

I have said this in previous editions … however, it bears repeating. The financial support A&SP provides to the physical mission through The Fund for Athletic Excellence continues to be an integral part of the Naval Academy’s efforts to the development of midshipmen morally, mentally and physically. We continue to raise the bar on the support we provide, and we have set a record each of the last three years. I am especially proud that we raised almost $4 million and this doesn’t happen without a committed and cohesive team that believes in supporting the Naval Academy.

It is fitting to thank our generous Trustees, Naval Academy alumni, parents and friends of Navy. It’s also important to acknowledge the efforts of our Alumni Association & Foundation team for their dedicated efforts. I’d be remiss if didn’t publicly acknowledge our Naval Academy Athletic Associations (NAAA) staff of Tim Ford, Tatiana Motevalli-Oliner and Nicole Snyder for their efforts in managing The Fund for Athletic Excellence and stewarding many of our Trustees and other donors. One Trustee deserves special mention, Mr. Mike Yeager, one of our most recent Distinguished Graduates who continues to be a driving force in helping to raise the bar. His untiring efforts to make our organization better are noteworthy.

Admiral Lynch mentioned our record against Army, our eight Patriot League President’s Cups and the Conference Championships we’ve won. Allow me to expound upon those feats … we had 19 midshipmen earn All-American honors, 10 Academic All-Americans, six Patriot League Scholar Athletes of the Year, 19 Conference Athletes of the Year, seven Rookie of the Year awards, and 15 National/Conference Coaches of the Year. That is quite an impressive list and coupled with our dominating performances against the Black Knights … I’d say that the support we all provide is paying off!

I am grateful to our small team at 25 Maryland Avenue and our wider Enterprise. Tracey Cook and Mariola Baker make my job easy and a joy to come to work every day. They share my passion for the Athletic & Scholarship Programs and the wonderful people we get to deal with day in and day out. We could not do what we do without our A&SP Chairman, Rear Admiral Tom Lynch ’64, USN (Ret.), our former USNAAA&F President and CEO, Byron Marchant ’78 and our current USNAAA&F President and CEO, Jeff Webb ’95. All have been and continue to be great supporters of what we do here, and we could not be the wonderful organization we are without their support, guidance and leadership.

NEW SCHOLARSHIPS HONOR TWO

THE REAR ADMIRAL LAWRENCE C. CHAMBERS ’52, USN (RET.),

HONOR SCHOLARSHIP

Throughout his life, Rear Admiral Lawrence C. Chambers ’52, USN (Ret.), has been a model of character.

To honor Rear Admiral Lawrence’s extraordinary career, members of the Class of 1975 created a scholarship in his name to support the Naval Academy’s Fund for Athletic Excellence.

The Rear Admiral Lawrence C. Chambers Honor Scholarship, established by the following graduates of the USNA Class of 1975: Lieutenant Colonel Henderson Lawson, USMC (Ret.), Attorney Kerwin E. Miller, Commander Tom Nollie, USN (Ret.), and Mr. Bill Montgomery.

The scholarship recognizes a trailblazer whose humanity was demonstrated as the commander of MIDWAY. In 1975, Rear Admiral Chambers assumed command of MIDWAY, becoming the first Black officer to command an aircraft carrier. Less than two months later, his leadership skills were tested as MIDWAY participated in Operation Frequent Wind, the evacuation of Americans and at-risk Vietnamese from Saigon.

In a move that exemplified Rear Admiral Chambers’ character, on 29 April 1975, he ordered his crew to dump millions of dollars of aircraft into the water to allow a South Vietnamese Air Force pilot to land a two-seat Cessna carrying his wife and five children on MIDWAY’s deck during the fall of Saigon.

Under Rear Admiral Chambers’ command, MIDWAY sailed to Thailand to secure and transport South Vietnamese aircraft so they wouldn’t fall into the hands of communists. En route, MIDWAY’s crew spotted a fishing boat with 84 Vietnamese refugees sailing in the Gulf of Siam. Rear Admiral Chambers ordered MIDWAY to rescue the refugees from the sinking ship.

Rear Admiral Chambers was the first Black Naval Academy graduate promoted to flag rank. He is a 2018 Naval Academy Distinguished Graduate honoree.

Future midshipmen will be reminded of Rear Admiral Chambers’ legacy of honor and character through this new scholarship.

THE REAR ADMIRAL EUGENE B. FLUCKEY ’35, USN (RET.),

MEMORIAL SCHOLARSHIP

Rear Admiral Eugene B. Fluckey ’35, USN (Ret.), exemplified leadership and courage during his career of service. Thanks to a new scholarship, future generations of midshipmen will benefit from Rear Admiral Fluckey’s example.

The Rear Admiral Eugene B. Fluckey ’35, USN (Ret.), Scholarship provides support for needy and worthy Naval Academy applicants. The new award honors a career Naval officer whose tactical submarine command and daring actions led to record-breaking success for his crew.

During five World War II patrols, Rear Admiral Fluckey’s submarine sunk 17 ships that totaled a record 94,409 tons. The 2003 Naval Academy Distinguished Graduate commanded the daring 23 July 1945 operation that sent eight BARB crew members onto the northern Japanese island of Karafuto to set a pressure-detonation bomb on train tracks. The plan worked, helping disrupt Japan’s supply lines.

In January 1945, in Namquan Harbor on the coast of China, then-commander Fluckey and his crew launched a series of devastating attacks on more than 30 enemy ships, earning him the Congressional Medal of Honor. For his patrols in BARB, Rear Admiral Fluckey was also awarded four Navy Crosses, a feat unequaled by any living American.

Later in his career, Rear Admiral Fluckey worked with the Secretary of the Navy, and then served as personal aide to Chief of Naval Operations Fleet Admiral Chester Nimitz, Class of 1905, USN (Ret.). In 1956, he was assigned as head of the Department of Electrical Engineering at the Naval Academy. During that tour he also spearheaded the campaign to raise $2.2 million to build Navy-Marine Corps Memorial Stadium—a highly successful campaign, which realized its goal before construction began.

His cunning, commitment and courage remain an inspiration to sailors and midshipmen.

CLASS OF 1985 LAUNCHES A&SP HONOR SCHOLARSHIP

The Class of 1985 has endowed a new scholarship to honor classmates they’ve lost and provide prospective midshipmen an avenue into the Academy.

Originally, the Class of 1985 Honor Scholarship was going to launch in 2025 to coincide with their 40th graduation anniversary. However, members of the class were so enthusiastic about this endeavor they raised 100 percent of their fundraising goal this year.

Included in the Class of 1985 are 80 members whose journey to the Academy was aided by U.S. Naval Academy Foundation scholarships. They turned their gratitude into a philanthropic effort to ensure prospects who do not attend the Naval Academy Preparatory School but successfully complete their particular prep school requirements and maintain their eligibility can pursue their goal of joining the Brigade of Midshipmen.

Class President, Major Robert Smith ’85, USAFR, said the awarding of this new scholarship each year will bring classmates together to reflect on classmates no longer with them.

“This is a way to remind us of the classmates we lost,” said Smith, who ran cross country at the Academy.

“The Class of 1985 plans to do more than just deliver a monetary award each year,” Smith said. He said his classmates hope to provide mentorship and assistance to future midshipmen.

Throughout their time at the Academy, scholarship recipients can rely on the Class of 1985 to track their progress until graduation.

“We want one of our legacies to be welcoming a midshipman every year that we can bring into the Class of 1985 family,” he said. “We will put our arms around them and bring them into our family. We would make ourselves available to that scholarship recipient, mentoring and helping the family and student through the process.

“(One scholarship) is a drop of water in a bucket but it’s our hope our scholarship recipient will add to the overall abilities of the Brigade of Midshipmen. We’re adding another gem to the pile.”

ADDING TO LEGACY OF SUCCESS

A faster than anticipated fundraising achievement will allow the Class of 1985 to begin awarding scholarships in the spring. The class pledged $250,000 to the Fund for Athletic Excellence.

“We’re a couple of years ahead of schedule thanks to my classmates rallying to the cause,” Smith said.

Creating a scholarship to assist students headed for one of the 16 Athletic & Scholarship Programs (A&SP) participating schools and institutions is a way for many of the Class of 1985 to return a cherished favor. With 80 members of the class coming to the Academy thanks to foundation scholarship—including current Chief of Naval Operations Admiral Michael M. Gilday, USN—the idea resonated with many in the class.

“We were classmates because of that scholarship. The entire Brigade of Midshipmen can benefit from the experiences of Foundation Scholarship recipients. Many assume leadership positions quickly at the Academy thanks to their knowledge and previous acclimation to military routines and expectations,” Smith said.

The Class of 1985 recognizes the value of A&SP to the individual midshipman, the Brigade and to the success of Navy athletics.

“We hope to add to that legacy of success of Foundation scholarship recipients,” Smith said. “It was important for us to continue that legacy of athletic excellence.”

MEMORIAL AWARD

The Admiral Louis E. Denfeld Memorial Award recognizes a Foundationsponsored member of the graduating class who has best displayed traits of leadership, demonstrated academic proficiency and has participated extensively in extra-curricular activities. The recipient of this award was Midshipman 1/C Keenan Lawrence, from Escondido, CA. Service selection Navy Pilot.

E.E. “RIP” MILLER VARSITY FOOTBALL AWARD

The recipient of the E.E. “Rip” Miller Award is selected by members of the varsity football team and is presented to the member of the squad “who has contributed the most to the team.”

The recipient of this award was Midshipman 1/C Diego Fagot from Fort Lauderdale, FL. Service selection USMC Ground.

NAPOLEON MCCALLUM FOOTBALL TROPHY

The Napoleon McCallum Trophy presented annually to the varsity football player of the graduating class who gained the most all-purpose yards in his varsity playing career. The recipient of this award was Midshipman 1/C Chance Warren from Enterprise, AL. Service selection Navy Pilot.

THE H. MCCOY JONES AWARD

The H. McCoy Jones Award recognizes that Foundation sponsored member of the graduating class who demonstrated the highest degree of excellence in the Naval Academy athletic program and in leadership and competitive spirit. The recipient of this award was Midshipman 1/C Brendan Reynolds, from Madison, CT. Service selection Special Warfare (SEAL).

JOE BELLINO FOOTBALL TROPHY

The Joe Bellino Trophy presented annually to the varsity football player who’s inspiring on-the-field performance made a significant impact on the team and contributed to its overall success during the season. The recipient of this award was Midshipman 1/C Chance Warren from Enterprise, AL. Service selection Navy Pilot.

ROGER STAUBACH FOOTBALL TROPHY

The Roger Staubach Trophy presented annually to the varsity football player who demonstrated outstanding and consistent leadership and “Expect to Win” attitude in contributing to the team’s success during the season. This player embodied honor, courage and commitment on and off the playing field. The recipient of this award was Midshipman 1/C Kevin Brennan, from Westfield, NJ. Service selection USMC Ground.

BASKETBALL TROPHY

The David Robinson Trophy presented annually to the varsity basketball player of the graduating class who contributed the most to the team’s success over his playing career. The recipient of this award was Midshipman 1/C John Carter Jr., from Spring Hill, TN. Service selection USMC Ground.

NEW MEXICO MILITARY INSTITUTE

Established in 1891 and located in Roswell, NM, the New Mexico Military Institute (NMMI) offers a rich history and tradition of educating tomorrow’s leaders through a program of strong, challenging academics, leadership preparation, physical fitness development and character development. NMMI has been affiliated with the U.S. Naval Academy Foundation since 1960, serving as one of the first three junior colleges accepting Foundation preps and preparing these young men and women for entry into the U.S. Naval Academy. During the 2021-2022 school year, NMMI hosted four Foundation preps who excelled in every facet of the program, posting an exceptional combined 3.97 GPA for the year.

NMMI grants high school diplomas and associate of arts and associate of science degrees. The Institute’s emphasis on the qualities of honor, integrity and responsibility, contributes to its unique educational philosophy.

Cadets may pursue commissions not only through the U.S. Naval Academy but also the U.S. Air Force, Army, Marine Corps and Merchant Marines through the Service Academy Preparatory Program. In addition to the academy preparatory program, NMMI offers college cadets the opportunity to receive a commission in the U.S. Army through the 2-Year Early Commissioning Program. Leadership training is provided to all cadets at the college level, through the Reserve Officers Training Corps (ROTC) program and at the high school level through the Junior ROTC program.

NMMI graduates prove successful in every field of endeavor: business, industry, public service, education, the professions or careers in the military. Surveys of graduating classes show consistently that 95 percent of NMMI graduates go on to complete a four-year degree at outstanding schools such as the U.S. Naval Academy, Penn State, Stanford, Rice, Cornell, University of Texas, Arizona State University and the University of Colorado.

As an institution of secondary and higher education, the Institute has the mission of enabling individual development through challenging academic preparation in a structured learning environment that affords extensive opportunities for leadership and character development. In support of this mission, the Institute’s treatment of all cadets places key value on trust, student knowledge, integrity, service and responsibility all within the framework of an Honor Code stating that “A cadet will not lie, cheat or steal or tolerate those who do.”
