1 Masters Thesis:

A Systems Approach to Analyse Governance in a Municipal Solid

Waste Management System, Balasore

Thesis Guide: Prof. Dr. Shreyas Bharule

Research Background and Context

Municipal Solid Waste Management (MSWM) is a critical urban issue worldwide, with governance structures playing a pivotal role in its effectiveness Hence, assessing good governance becomes a crucial element in MSWM.

Traditional methods of analysing these structures often overlook the complex dynamics within the system

The research explores the applicability of Systems Approach by examining the definition, components, and challenges in Balasore’s MSWM.

Objectives and Analysis Methodology

1. To investigate the applicability of systems thinking approach and assess the effectiveness of Municipal Solid Waste Management (MSWM) systems.

2. To analyse the governance of an MSWM system through understanding the relationships between various variables and survey observations.

3. To leverage insights gained to generate a system dynamics model of the MSWM system and utilise it to propose recommendations based on its behaviour under various scenarios.

This research examines Balasore's MSWM system using municipality data, focusing on town-wide trends while excluding other waste categories and ward-level specifics due to complexity and time constraints

Balasore Municipal Solid Waste Management

Balasore is a municipality in the Odisha state of India This research investigates Balasore's MSWM system using data collected from the municipality. While expert opinions may be sought, the primary focus remains on official sources.

Various processes and stakeholders were mapped based on the documented data with the help of Causal Loop Diagrams, and Subsystems were analysed. Based on the findings, recommendations were proposed.

The following recommendations were proposed, and their possible impact on governance was analyzed by mapping various aspects of governance that can be affected:

1. GIS-Route Optimization for Collection Vehicles.

2. Biomethanation for Micro Composting Centers.

3. Expanding Ama Sahara App Features.

2 Comprehensive Development Plan: Balasore 2041

Description of the project

The Department of Architecture and Regional Planning at IIT Kharagpur conducted an academic CDP exercise for Balasore City, Odisha, led by MCP Batch 2022-24. Located in Odisha, Balasore was thoroughly surveyed between January 9-21, 2023, collecting primary and secondary data on various aspects like demography, infrastructure, and economy. The CDP aims to address current issues and set guidelines for sustainable city development. The study included detailed analyses of land use, water supply, sanitation, waste management, transportation, socio-economic characteristics, housing, social infrastructure, tourism, heritage, and urban governance to identify gaps and propose future projects

My role and contributions:

I led and represented a team of three individuals focusing on environment and disaster management. I supported my team by organising data, creating maps and presentations, and carrying out analysis. I oversaw the final compilation of the data, which contributed to the completion of both status and proposal reports. Additionally, I played a crucial role in designing survey forms, compiling the final report, and documenting data from the industrial zone located outside the municipal boundaries Furthermore, I was involved in planning site visits and interacting with officials from various departments responsible for Urban Forestry and Soil, State Pollution Control Board, and District Disaster Management Boards. I conducted on-site research, engaged with communities, and identified key issues.

Under the Environment and Disaster Management Group, we covered the basic environmental profile, physical geography, air, water, and noise pollution, remote sensing analysis using various indices, forest and biodiversity, as well as disaster management and mitigation. We analyzed the documented data and drew inferences to guide proposals. The proposals included urban forestry and green infrastructure for the case we studied.

Site Suitability for Proposals

The collected data and RS data were used to generate various layers of maps. These maps were analyzed to determine the suitability of proposing urban forestry and green infrastructure in Balasore. We employed maps created using various indices to understand the dynamics of land and water in the area.

Proposal of Cooch Behar as a Tourism City

URDPFI Guideline-based Project

Description of the project

My role and contributions

I was part of the team responsible for developing the planning concept for a tourism city. This involved considering the context, recognizing heritage buffers, detailing sector plans, distributing land use, and locating utilities and services based on calculations and tourism city requirements.

The city of Cooch Behar is located in the northern part of West Bengal, in the foothills of the Himalayas and consists mainly of low-lying plains The following project was a group exercise to work with and understand the URDPFI guidelines. Each group of 6 individuals was assigned to propose a theme-based development in a city. Themes included tourist city, medical city, industrial city, educational city, and administrative city. My group was assigned to develop Cooch Behar as a tourist city SECTOR DETAIL WITH POSSIBLE BUILDING FOOTPRINT

PROPOSED LANDUSE PLAN

3D Visualisation and Utility-Calculations

The plan involved making several calculations according to the URDPFI guidelines. It included proposing urban utilities based on standards and making schematic representations for services, social infrastructure, open spaces, commercial and transportation facilities. After considering all the factors, a 3D representation of a sector was conceptualized

4 Brownfield Development in Kolkata TT Shed and CME Workshop

Urban Design Academic Project

Description of the project

The Brownfield Redevelopment exercise studied urban brownfield development (UBD) in India It involved IITKharagpur students and faculty, aiming to assess potential projects, considering heritage, environmental, and economic factors. The exercise included a literature review, data collection, field visits, and post-trip analyses, culminating in presentations on UBD methodology and stakeholder roles in successful redevelopment.

The exercise also identified 3 working sites with potential for redevelopment, i.e. Strand Road, TT Shed and the CPT Colony, which are currently facing issues like unauthorized occupation and connectivity challenges. Through practical analysis and strategic planning, the exercise integrates sustainability, community engagement, and economic viability, providing a comprehensive understanding of the complexities and opportunities in brownfield redevelopment

My role and contributions

I worked with the team assigned to study and document the TT Shed and CME workshop site along with the road infrastructure it affects. My role in the team involved documenting the existing structures and their condition, verifying the information with provided data, understanding their current use and functions, interacting with stakeholders in and around the site, and taking photographs of the site

During the analysis presentation, I contributed to preparing a heritage significance analysis of structures on all the plots within the site, assessing the urban design of streetscape features and their imageability, conducting a general site analysis, and identifying suitable case studies for inspiration in developing the site as a brownfield I played a crucial role in conceptualizing the ideas that could be implemented in the proposal

HERITAGE SIGNIFICANCE ASSESSMENT

Evaluation of the visual quality of views to and from the site is included in this section.

Proposed Brownfield Development on the site as per the inferences drawn from site analysis and case studies:

5 How to Plan for a Site?

Smart Campus for IIT-KGP Faculty Site

Planning Academic Project

Description of the project

In this project, we created a detailed site plan for a smart campus for IIT faculty. We followed specified carpet areas and dwelling compositions, making changes to standard unit plans as needed. Our proposal included a comprehensive site analysis with a reconnaissance survey, site photos, and climatological analysis. We provided detailed roof and ground floor plans, highlighting block placement, heights, landscaping, and amenities such as a clubhouse and swimming pool. We also addressed road hierarchy, movement patterns, and site-level services including water supply, sewerage, drainage, waste management, firefighting, and solar stations. Our design incorporated sustainable development goals and smart campus concepts, ensuring compliance with the West Bengal Municipal Building Rules, 2007, and Amendments, 2016 The final submission included our work proposed by a team of 4, demonstrating comprehensive site planning in a hot, humid climate

My role and contributions

I conducted a thorough site survey, estimated housing units and population density, and contributed to climatological analysis. I played a key role in developing roof and ground floor plans, planning road hierarchy, parking, water supply, sewage, and waste management. Additionally, I assisted in calculating parking spaces, water needs, and sanitation requirements
