PORT OF HOUSTON AUTHORITY BAYPORT TERMINAL COMPLEX PHASE 1 CONTAINER YARD

Shrader Engineering assisted in the redevelopment master planning of the Barbours Cut Container Terminal to update the Terminals’ utilities, pavement, buildings, security systems, wharves, and berthing areas.

Shrader provided electrical engineering design and construction management services for a 100-acre expansion of the Bayport Terminal Container Yard as a sub-consultant to the prime civil engineering consultant for this contract. The project was broken into two 50-acre phases of design and construction. The Container Yard features for electrical and communication include site electrical distribution, electrical substations, gantry crane power system, high mast lighting, refrigerated container bunkers, fiber communications, and sophisticated surveillance systems.

Expansion of the Port’s existing 138kV electrical substation to accommodate installation of a double-looped crane 15kV crane power distribution system.

Development of double-looped 15kV crane power distribution system with feeder-tie switches serving each crane allowing for greater flexibility and reliability.

Performed utility coordination with CenterPoint Energy (CNP) for the metered tie-in the CNP owned 138kV Substation and PHA owned 15kV metering station and switchyard.

Primary and secondary underground ductbank systems for electrical and communication; selection of manhole sizes to support conduit entries and cable tray systems.

Developed a baseline model using ETAP to conceptualize the electrical system for the facility at full build-out, accounting for the ultimate number of cranes, buildings, reefers, and ship’s shore power needs.

15kV electrical substations with tie-switches and VFI protected transformers; substations provide 480V electrical power to terminal facility buildings, high mast lighting, and reefer power bunkers.

Refrigerated containers power distribution system including distribution panel-boards, circuiting and four-gang reefer power bunker system with interlock reefer power modules.

High mast lighting system based on black powder-coating over galvanizing steel mast pole and full cut-off light fixture providing a Dark-Sky compliant lighting assembly; system incorporated a remote operated breaker feature to allow for automation of the lighting control system.

Infrastructure provisions for sophisticated surveillance system.

Report detailed requirements for upgrading the Terminal electrical and communication utilities based on reconstruction of the container yards and upgrade of the ship-to-shore cranes. Wharves 1 and 2 rehabilitation support included electrical and communication system master planning, standards development, and design and construction contract management.

Developed a utilities alignment plan to establish future underground power and communication ductbank system alignments and manhole locations necessary to support near-team construction phasing and planning.

PORT OF HOUSTON AUTHORITY BARBOURS CUT TERMINAL RENOVATION PROGRAM


Shrader Engineering designed a modern security surveillance solution to increase preparedness and response capability thereby mitigating and eliminating potential security threats within the security district boundaries, protecting both landside and waterside facilities. Project Highlights: •

A full complement of wireless technologies were brought to bear in order to reduce ‘last mile’ connectivity costs.

Transceivers that operate in the 4.9GHz Public Safety Band, UNI-II, and 80GHz (millimeter band) wavelengths were designed to provide near 100% uptime SLA’s while delivering synchronous data speeds up to 1Gbps.

The Command and Control platform is an innovative application suite that utilizes software gateways in order to achieve a high level of integration with an array of disparate security, monitoring, and communication systems.

The latest Panama Canal Expansion, scheduled for completion in 2016, will bring Post-Panamax and New Panamax sized ships into the Gulf of Mexico. Major ports in the region are preparing for the larger ships by upgrading their current infrastructure with larger cranes and increased container space. Shrader Engineering has worked with many of the major ports in the region, including the coordination and engineering oversight for the recent addition of 4 new Super Post-Panamax cranes at the Port of Houston Authority’s Barbour’s Cut Container Terminal. Shrader Engineering understands the strict requirements of the maritime industry and is well-equipped to assist maritime facilities with making the leap to the next generation of ship-to-shore technologies.
