National Education Initiative "Our new school" From February, 4-th 2010

Adoption of the Federal State Educational Standard From September 1st, 2011 An instrument of state policy in education based on the new didactic model of education - competence-based educational paradigm, system-active approach and value of the parenting (vospitanie) aspect of the education process

It is meant to provide: •  •  •

Equality and access to education for different starting opportunities Preservation of the unity of educational field in Russia Life-long learning and continuity of education


The Federal State Educational Standard establishes requirements for students’ achievements •  Personal competence - students’ ability and readiness for selfdevelopment and personal identification, forming of their self-motivation for learning and purposeful cognitive activity, a system of valued personal and interpersonal relations, axiological and conceptual alignments reflecting personal and civil positions in activity, social skills, sense of justice, ability for goal-setting and life-planning.

•  Meta subject competence - development and mastering of intersubject notions and universal learning actions (regulatory, cognitive, communicative) and ability to use them in learning, cognitive and social practice, independence in planning of educational activities and cooperation with teachers and classmates, creativity, ability for building an individual educational plan, skills in research and social activities

•  Subject competence - skills specific for a chosen area, gaining new knowledge within a school subject, its transformation and application in educational, research and social situations, development of scientific way of thinking, scientific notions of theories, types and kinds of relations, mastering scientific terminology and key concepts and ability to use it.


The draft Law on Education Published on June 15 th, 2011 Public discussion in Russia - from December 1st , 2010 till February 1st 2011

Key points: •  Necessity of introduction of normative personal funding for educational institutions •  Broadening of education system subjects. Employers, social organizations take part not only in developing of state education policy (creation and control of federal education standards), but also in assessment of education quality •  Emphasis on education of pupils with special needs in ordinary institutions providing integrative education


The draft Law on Education The forthcoming law will introduce the notion of “parenting”. Parenting - intentionally organized activity within the education system aimed at personal development, creation of conditions for student’s self-identification and socialization on the basis of socio-cultural, spiritual and moral values, socially-accepted rules and norms of conduct in the interests of individuals, families, society, state.


President’s assignments in the field of education September 19th, 2011

President signs several assignments including those on education •

Assignments were given to the Government of the Russian Federation on ensuring consistently high-quality educational programs, regardless of the type of general education institution; attracting young specialists and post-graduate students to teach core subjects corresponding to their areas of expertise at schools; equipping schools with educational and laboratory equipment required to meet government standards for core school education, as well as for student design and technical creativity. The government and the executive authorities of Russia’s federal constituent entities were instructed to ensure improvement in teachers training, create a general education manager talent pool, and to modernise the system of teacher education in 2012-2013.


Federal Target Programm for the Development of Education 2011—2015 February 7th, 2011

The new program's key tasks are to upgrade the system of general and preschool education, bring professional education and training in line with the labor market demands, and develop a system of assessment of the education quality. It will be carried out in 2011-2015. 157 billion rubles ($5.1bn) will be allocated to the program.

The scientific and scientific-pedagogical personnel of innovative Russia (2009 — 2013) July 28th, 2008 Aim: Creating conditions for efficient reproduction of scientific and scientificpedagogical personnel and keeping young people engaged in science, education and technology, preservation of continuity of generations in science and education, creation of a system of renovation mechanisms for scientific and scientific-pedagogical personnel. Terms: In 2009 – 2013 years 90,454 billion rubles will be allocated to this program


State support of leading Russian universities In 2009 it was decided to allocate additional financing to goal-oriented support of leading Russian universities. 90 billion rubles will be allocated from 2010 till 2012.

Directions of the support: 1. Support of development programs of the Moscow and St-Petersburg state univiersities 2. Support of federal universities with regard to modernization of research process and innovative activities 3. Support of national research universtities 4. Development of cooperation between the Russian universities and production enterprises 5. Recruitement of leading scientists in the Russian universities 6. Development of innovative infrastructure in the Russian universities 7. Support of research projects realized in cooperation of leading universities and research organizations

The share of teachers who have other paid jobs Teachers in universities (aroung 67 % each year), professional education institutions (42,2 % in 2006, 45,2 % in 2008 and 40,1 % in 2009) and schools (40,8% in 2006 and 36,2 in 2009) had additional paid jobs. Secondary employment of teachers in professional education institutions increased from 29,8% in 2006 t0 35,7% in 2007 and then decreased to 32,3%.

Average incomes of university teachers for teaching and administrative activity in this institution increased from 9,1 to 15,4 thousand of rubles per month in the period from 2006 till 2009, as well as for teaching in other institutions from 6,4 to 9,7 thousand of rubles per month.

Share of lower grades teachers younger than 30 is lower than in other developing countries (13,7% of teachers with work experience of less than 10 years against 30% of the total number)


Migration Scale of labour migration into Russia have been constantly growing during the last decade. In 2008 the number of official labour migrants in Russia approached 2,5 million.

Most migrants come to Russia for a year or more. Only 15-20% of them are short-term migrants, contrary to a popular point of view that considers labour migration seasonal. In 2010 1 840 446 foreign citizens were registered in Moscow. More than 80% of legal foreign workers are employed in six main fields: construction, wholesale and retail, agriculture, manufacturing activities, mining, transport and media.

Prediction of education policy prospects. «Strategy 2020» Successful solution of “innovative human-being” competence-forming tasks demands modernizing state education policy in a number of key directions. Advanced training of teachers, researchers and managers. Development of support mechanisms for cooperation between universities and enterprises from innovation sector. Not less than 10% of university budget funding must be allocated to corresponding projects. Development of continuos education system, creation of conditions (infrastructure) for constant training and improvement for all economically active population. An advanced training system for not less than 15-20% of employed citizens must be created by 2020. Forming a system of university-based schools for gifted children. Each leading federal university will have such a school which will provide both regular and distanced education.

The average teacher’s salary in Russia Today the average teacher’s salary in a regular school is approx. 12000 rubles. Average teacher’s salary is approx. 14000 rubles.

Differences between regions are quite large. The average teacher’s salary in a regular school is 33 479 rubles in Moscow and 7 033 rubles in the republic of Karachaevo-Cherkessiya.
