Imagine a community with electric school buses, carshare and bikeshare programs, subsidies to purchase electric vehicles and 2,000 more charging stations in commercial and community areas. Then picture that place with 10,000 acres of dedicated open space, 50 miles of trails, and a High Country wilderness area larger than L.A.’s Griffith Park and New York City’s Central Park combined. And, finally, imagine a new community where all net greenhouse gas emissions from both construction and operations are reduced or mitigated to zero – a first for any community of this scale in the United States. That’s what FivePoint is planning for Newhall Ranch as part of its groundbreaking Net Zero Newhall initiative. The innovative mixed-use master-planned community in the Santa Clarita Valley will create jobs,
ease California’s housing shortage and help the state meet its ambitious climate change goals while providing access to wilderness and preserving open space for future generations. The $12.7 billion plan includes 21,500 homes and 11.5 million square feet of commercial space, contributing to the creation of 60,000 permanent jobs. To achieve the commitment to zero net greenhouse gas emissions, FivePoint will invest hundreds of millions of dollars in a variety of sustainability measures within Newhall Ranch and offsite in L.A. County, elsewhere in California and around the world. The carbon neutral master plan for Newhall Ranch utilizes innovative design and renewable energy strategies to dramatically reduce emissions from homes and commercial buildings, and from project-related vehicle use and construction. Buildings in the community will be designed to achieve Zero Net Energy standards, meaning they will be designed to generate as much energy as they consume over the course of a year.

In addition, FivePoint will implement specific measures in L.A. County to reduce greenhouse gas emissions, including strategically installing electric vehicle charging stations and implementing energy efficiency upgrades in schools and community buildings within disadvantaged communities. “Bringing greenhouse gas emissions to zero is a landmark moment for development in the United States. Climate Resolve appreciates this opportunity to create climate solutions that benefit the lowincome communities most at risk from climate impacts,” said Jonathan Parfrey, Executive Director of Climate Resolve. “The best way to address the climate crisis right now is with local projects that reduce our dependence on fossil fuels and prepare Los Angeles to be more climate-resilient in the future.” FivePoint will also fund activities that will directly reduce the emissions of greenhouse gases elsewhere in California, the United States and throughout the world, through programs such as forest preservation, methane capture at dairy farms, and clean cook stoves in Africa. Although specific programs for implementation
have not been selected, it is expected that these innovative programs will be implemented in advance of construction of Newhall Ranch. State and county environmental analysis concludes that if Net Zero Newhall is approved and fully implemented as proposed, it will reduce to zero all net greenhouse gases from both construction and operations. Currently, the plan is before state and county decision makers for final approval. California has always been a place where dreamers, planners and makers look to the future, and discover ways to get there. Californians develop a vision, and then engineer, innovate, create and build that vision into a new reality. More often than not, the country and the world follow California’s lead, as entire new industries emerge around the effort of making a vision become reality. California’s vision for a sustainable future includes an ambitious goal of reducing the state’s greenhouse gas emissions to 40 percent below 1990 levels by 2030. Department of Housing and Community Development cites the need for 180,000 new homes in the state each year, but only an average of 80,000 homes have been built per year for the past decade. And the Los Angeles County region already suffers from a shortage of hundreds of thousands of homes that will only grow worse over the next decade unless housing production increases. The McKinsey Global Institute’s
study on California’s housing crisis released in 2016 reports that to satisfy pent-up demand and meet the needs of a growing population and expanding workforce, California needs to build 3.5 million homes by 2025. California currently ranks 49th among the 50 US states for housing units per capita, and the state’s housing shortage costs the state more than $140 billion per year in lost economic output. Newhall Ranch will help address this critical shortfall in housing, while delivering sustainability measures that may serve as a model for planning economically and ecologically viable housing in California. Located next to Valencia in the Santa Clarita Valley, west of the 5 Freeway, the Newhall Ranch master plan includes the enhancement and preservation of 10,000 acres of permanently dedicated open space and a $13 million endowment to protect and maintain the open space, its wildlife and habitats in perpetuity. Additionally, community wide water conservation measures will be implemented on the property, including a water reclamation plant that can recycle millions of gallons of wastewater each day to greatly offset the need to tap any new water supplies for Newhall Ranch. Newhall Ranch will be built in phases, and at completion will include up to 21,500 homes within nine sustainable villages in a variety of sizes and price points, including rental, senior and affordable housing. Other community amenities will include seven new public schools, four fire stations, 11 neighborhood and community parks with bike trails and walking paths and a public library. At buildout, the community is estimated to generate $388 million in annual property tax revenue and $410 million in annual income taxes. As a multi-billion-dollar economic investment, Newhall Ranch has already won praise from business leaders throughout the Santa Clarita Valley. “Santa Clarita is the third-largest city in Los Angeles County and the centerpiece of a region with 90,000 jobs. Newhall Ranch will also provide 21,500 homes in a variety of prices and sizes, including affordable housing. Newhall Ranch will also include a range of community resources to serve residents and businesses, including seven new public schools, four fire stations, and a variety of parks and recreation centers. Newhall Ranch is projected to generate $388 million in annual property taxes and $410 million in annual income taxes. In total, the investment to develop Newhall Ranch will top $12 billion.
