Dr Hugo Rosemont, Centre for Defence Studies, King’s College London Q: Hugo, can you start by telling us something about your role and your background? A: My current role is Assistant Director of the Centre for Defence Studies (CDS) which is a research centre within the Department of War Studies at King’s College, London. I’m involved in national security policy research and analysis as well as supporting the development of students at King’s. I joined the Department in a formal capacity in January having completed a PhD with the Department on the role of the private sector in UK counterterrorism strategy since 9/11. Prior to that, I was a policy adviser to the ADS Group between 2008 and 2012, and before that I worked as a security executive for London’s 2012 Olympic bid.
Q: And what’s the nature of your involvement with Transport Security Expo?
Q: What do you think are the key issues for UK border security at the moment?
A: My involvement is with the Future Border Briefing Theatre which Transport Security Expo is establishing for the first time this year. I’ll be delivering a presentation entitled Academic Contributions to Border Security which will focus on how academia can work with both Government and industry in assessing and implementing border security in the UK and overseas.
A: I think there are a couple of important points to take into account, starting with the geo-political aspects of the challenge arising from the way the world is at present and also the integration of the global economy. It’s a fact that many migrants wanting to move to the EU are taking extreme measures to do so. In other words, efforts to control the borders are taking place within a difficult context.
Two key headline points I’ll be making are firstly that academia has a great deal to offer from a technological perspective. Industry obviously has its own R&D facilities but it’s important not to underplay the contribution that academia’s scientific and technical experts can make. Secondly, there is a valuable contribution to be made by the social sciences. Academics have a role to play as an independent voice able to scrutinise and offer lessons learnt from previous border security programmes that have either worked well or not so well. In the latter case, the aim is not to point the finger of blame but to engage in a constructive way in order to help develop the most effective border security approaches.
We also need to think about the EU’s approach to this issue. The UK is currently a member of the EU and the Government is now contributing to European efforts to address the crisis in the Mediterranean. Although we’re not part of the Schengen area, we are obviously still affected by a Europe-wide issue that highlights the fact that we are not immune to what happens beyond our immediate borders. It’s important to remember that responding to the challenge is not just about the technical aspects or about individual solutions; we need to take account of the wider strategic issues. What are the drivers making people want to come to Europe? These are not easy issues to resolve.
The emphasis of my work now is on looking at national security in the round. So in addition to considering the defence aspects of security, I’m also looking at non-military security issues such as transport security, border security, intelligence and counterradicalisation. By adopting a very broad perspective of what national security is about, we find that CDS is able to provide additional ideas to Government on some of the challenges they face.

So, the police, the intelligence agencies and the Government itself all have a clear role in setting and implementing the policy for aviation security. But the airlines and the airports themselves are all private companies that are responsible for implementing certain measures in different countries. This puts a high premium on a strong working relationship between the public and private sectors, which is very different to traditional defence. Q: How do you think Transport Security Expo can highlight what the UK has to offer in relation to border security? A: One of the things the UK has to offer in this area is the fact that it has a systems approach to border security. The UK’s counter-terrorism strategy, CONTEST, has many border security aspects within it but it also incorporates a full range of integrated solutions. The UK has a good reputation for co-ordinating across Government – from military approaches such as maintaining the integrity of UK airspace to the systems used at a civilian level, including screening technologies found at ports. The UK also has expertise in biometric techniques, e-passport gates and other more discreet capabilities such as the detection of radiological material at the borders. But on top of all the individual technologies, the UK has the expertise, the doctrine, of pulling them all together in a comprehensive way that is going to be attractive to some of the international delegations that will be attending Transport Security Expo and looking to address some very difficult issues. Q: How does that relate to the specific sectors covered by Transport Security Expo, such as aviation? In the recent history of international terrorism, the aviation system has been a high profile target because of its symbolic value and because it’s at the heart of our globalised economy. Within the UK, we have a long record of responding to a range of ever evolving threats. Aviation security is events-driven, so the authorities and others are always trying to get ahead of the next potential risk.

Q: What about our sea ports? A: My doctoral research covered the UK’s electronic borders programme (‘e-Borders’) which is relevant here because it is utilised at the point at which individuals are entering the country. There is a complex interplay between the physical measures you get at the ports themselves, the work of the border officials, often supported by private sector security companies, and some of the IT systems and supporting technologies that come off the back of that, such as the systems in place to cross-check data against watch lists. Sea ports are potentially as significant as airports in this respect. The UK has had a long-standing principle regarding border security at all ports and that is the notion of ‘exporting the border’. In other words, to what extent can some of the systems and checks go further upstream, perhaps to UK embassies and consulates overseas, or by working with partners? One example would be the arrangements that have been worked out between the UK and France around Eurostar. So the point is that we shouldn’t think about sea ports, or airports, in isolation. They may well be the point at which the last checks are made but we need to keep thinking about security in the round.
importance of the cooperation the Government must foster with the airlines, the airports and also the rail companies - Eurostar in particular. Whilst the e-Borders programme experienced some difficulties, its successor still remains a key way in which the UK Government and the authorities can provide checks on passengers and travellers entering the country. One of the lessons from the case study is that whilst a huge amount of work was being done with the airlines internationally around advance checking of passenger details, Eurostar, and the ferries for that matter, hadn’t been looked at in quite the same way - the timescales for implementation were further behind. It’s probably true that the rail aspect has sometimes been treated as a secondary issue. But we need to ensure that we have a joined-up approach to UK border security that covers all forms of transport. Achieving that, as I’ll be stressing in my presentation, depends on co-operation between Government, industry and academia. Transport Security Expo to address full range of threats to global maritime security
With 90% of the world’s trade being carried by sea, maritime security is a paramount issue. According to a recent report from NYA International, at least 53 seafarers have already been taken hostage this year in piracy attacks off the coast of West Africa; conflicts in North Africa have spilled into the Mediterranean with a guided missile attack on an Egyptian Coastguard vessel and statesponsored actions against merchant shipping; and criminal boarding or 'armed robbery against ships' remains a serious risk facing mariners and their ships in Southern and Southeast Asia. By offering access to many of the leading suppliers within the maritime security sector as well as the opportunity to attend expert-led conference presentations and live demonstrations, Transport Security Expo has been designed to help meet the needs of all those security professionals trying to deal with the complexity and the diversity of the problems facing the maritime industry. Just how complex and diverse those needs are is illustrated by the comments of some of those who will be participating in the Expo. As Steven Roberts, Managing Director of Regal Maritime Solutions said in a recent interview: “Generally our clients are as diverse as the areas that we operate in. Our largest clients are commercial ship owners, charterers, managers and in some cases, insurers.
However the company does have a developing client base with cruise ship operators, pleasure vessels and fishing fleets. We also deploy teams to protect offshore oil & gas platforms. As Admiral Lord West, a member of the Transport Security Expo Advisory Board, has said: “One of the things I’ve been calling for … is a more holistic, joinedup approach, and at Transport Security Expo this year there will be features that bring technologies and products from a lot of different companies together to show how when you take a composite view, you can make transport systems much safer for the travelling public and make the actual assets themselves more secure.” Working collaboratively is a theme that is reinforced by Martin Clark, Head of Security at Associated British Ports, who will also be giving a conference presentation at Transport Security Expo. “It’s vitally important that I engage not just with the regulators but also with other industry stakeholders and with experts from across the security spectrum. The companies we work with are very fragmented, with some parts of the business acting independently, so much so the information being stored can be difficult to trace and share. Our integrated system brings all of that information together into a single system, enabling all the team members within the company to access only the information related to their role. Interestingly, we did not start our systems development in the marine security sector; we worked in the finance and property sectors where there is complex privileged information in administrative processes that need simplifying. We have built our reputation on our ability to take complex processes and simplify them for the user groups in those industries.
Q: What type of client do you support, and how do your systems benefit them?
Q: You offer a number of system packages – how does that work?
A: Companies that protect ports and major assets such as oil-rigs and tankers, people working in secure anchorage areas, or people who deploy teams to protect crew and asset during a transit. In the main, professional operations that are keen to improve their reputation or reduce cost in their process. Most of the businesses control personnel, equipment, weapons and logistical issues around piracy, however, training accreditation and mandatory reporting are important too. These companies have logistics to consider, such as moving individuals, pelican cases and other items around the world, including the use of floating armouries. Our system allows them to do all of those activities, including the creation of itineraries for the equipment and personnel.
A: In the first instance, we have a system called Professional for unarmed deployment. Training services is a good example – where a team goes out to train staff and harden a ship’s protection. The second package, Enterprise, is where clients manage armed deployment; everything involving moving ammunition and weapons, and recording the transit for all the mandatory audits that these companies have to produce for the import/export regulations. The third version, Ultimate, is designed for armed teams that work with their own fleet of patrol boats, that may accompany a vessel at sea or patrol an anchorage area for a cluster of clients rather than just one. As you can imagine, all of this becomes very complex: especially when you consider things like refuelling, crew rotations, weapons storage and so forth: our system is capable of managing the entire process if needed.
Q: Are your systems proving very popular in the Marine Security sector?
Q: What do you think makes your system unique? A: What we have discovered in the last 3-years is that while there are some elements a PMSC business might have built in-house, it’s not likely to be a system that they can share with anyone else, as it will have been custom-built with all the issues that that would bring to a common user group. This makes the

So many PMSC’s have a plethora of spreadsheets or a mix of electronic and paper-based data, but no way of uniting it all. We have not come across any other company in this sector that is able to do what we are doing, even after several years of stringent market testing and research. In addition, as we work so closely with our clients to understand their needs, we are fully aware PMSC companies really need to control their activities to stay profitable. We continue to develop modules to meet their needs as they arise. Q: Why did you decide to exhibit at Transport Security Expo 2015? A: We are first-time exhibitors at the expo. We have actually been working under the radar until our system was “fit-for-purpose”, so we are very excited to be able to highlight the product this year. We wanted to ensure that the system once purchased could be implemented by clients as easily as possible, removing any fear of change, which is often their only barrier. That is why we have decided to demonstrate the systems with real data at the show, so that prospective clients can see exactly how it works and how it could be of benefit to them. Then there is the reputational aspect: Transport Security Expo features an entire section dedicated to maritime security, so we thought it was only right and proper to become associated with that sector. We want to meet as many people as possible from the sector. Transport Security Expo attracts a global audience, which gives us the opportunity to learn from them as well as building our own network and reputation.

Q: Why is the global aspect of Transport Security Expo so important to you? A: One of the things we have learned is that global users all have common issues, for instance, we have learnt how ISO standards affect clients in different countries: why they have to track and prove acceptable client service, weapons accreditations for personnel, passport validity, medical certification and so forth. It is one of the reasons we added our training module, so that any private marine company can control their own courses and accreditations, and track individuals for competencies with alerts if relicensing is required. It is the reason why we have a modular approach to our systems. Clients can use the areas they will find most useful – for instance, just the marketing area or transit management. We think our approach will help us reach more clients. We hope to demonstrate that our systems can genuinely help them make improvements in their business, wherever they are located. A: Absolutely. We prefer to provide live demonstrations than to simply hand-over a brochure. People visiting our stand will be able to see our system in action – we will have data inside it than we can manipulate and extract. We will be able to show them the whole endto-end process: how they can enter a client’s details into the CRM functionality, develop a quotation, store that quotation until it is accepted; then transfer it into the transit management area and monitor the transit’s progress. We will show them how they can audit the work and produce an invoice, and hold that invoice on the system until it is paid and signed off. When it comes to building good customer relationships, there really is no substitute for face-to-face interaction and Transport Security Expo enables GMP Marine to do that. The winners of the Tracker Solutions Award for 2014/15 have just released a new pair of tracking devices onto the market. These devices are sure to be the next game changers in tracking. Boasting unbelievable battery power and signal strength for such small, ultra compact weatherproof devices. The BULLDOG MINI is as tough as it sounds: a small asset tracker which is ideal for shipment, inventory and anti-theft tracking by GPS and Cell-ID. Due to its small size (11 x 7 x 2 cms), it fits into (or/on) all kinds of objects or shipments (e.g. IBCs, ULDs, pallets, boxes etc.). With one set of consumer batteries (changed by user) it transmits approx. 1000 positions. By this it can tracks objects for 2-3 years with one position per day or several months with multiple positions per day. Benefits are: an affordable price, built-in temperature and motion sensors and a water-resistant case (IP68). There is also a rechargeable version that is simply placed on an induction pad; this is a quick charge and ideal for on-the-go.
Hunter Global Tracking also just successfully completed an amazing tracking project from Germany to Cartagena. The project was to test the sensors and the battery power of the RIDGEBACK device sending a location message every 2 hours and temperature + humidity sensor messages in between each location message. The device was non stop for nearly 2 months, measuring a constant temp at -20 to -25 degrees. It also had alerts set up for door opening and for intrusion. This was a very sensitive test as Columbia can offer it’s own challenges to security and the shipper/ cargo holder.

Real time solutions in a challenging environment
Target Supply & Acquisition Award winners 2015. McQueen Targets is an industry renowned brand and a proven expert in the supply of counter terrorism training equipment. McQueen Targets have developed a range of instant targets which can be applied in hostile and tactical training sessions for law enforcement agencies, military and special forces units worldwide. The revolutionary product range has been developed specifically for use in realistic training scenarios for anti-terrorist, siege, hostage rescue and hijack situation training as well as close quarter battle and sniper training. The company's range of Threat Assessment Targets feature a variation of different images which are designed to provide real time training situations enabling operators to make quick, effective decisions and move away from stereotyping in extenuating circumstances. The 8000 series of threat assessment targets features 46 variations using overlay sheets. The variety of images feature non-threatening individuals as well as threats to public and individual safety meaning that the targets are not familiar to the operator. The targets encourage gun handlers to make a mental decision based on the scenarios that are presented in front of them rather than an instant 'fire on sight' reaction.
Each target is printed in full colour and can be changed from shoot to no-shoot situations. They are designed to fit onto standard NATO backing boards measuring 458mm x 1143mm (18” x 45”). McQueen's life-sized 3D Targets are manufactured from repairable foam and offer a realistic, low cost approach to shoot/no shoot scenarios. The 3D humanoids are effectively a range of specialist foam mannequins which are designed to absorbs thousands of bullet rounds. The male, female and family styled models also house a series of wires which allow them to grip weapons and other, nonthreatening items such as books, cans and bottles and can be set in a variety of environmental surroundings to recreate hostage situations where there is potential to disarm individual threats.
The torso of each humanoid is specifically designed for sitting in scenarios involving motor vehicles, aircraft seats and furniture. Manufactured in four pieces; head, common torso, left and right arms; replacements can be purchased separately. Humanoid nationalities can be made to order as well as male, female or child format 3D targets. The faces of the 3D targets can also be altered by adding earrings etc, and felt tip pens can be used for drawing on scars, moustaches and other character defining traits.

Police firearms officers and military personnel are trained in the use of deadly force.
