For nine years, Houston Cinema Arts Festival has spotlighted talented filmmakers, acclaimed artists, and the toughest act to follow– the Bayou City.

by Jeanne Lyons Davis ities as near as Austin and far as Cannes have garnered international acclaim for their respective film festivals. And now, after nearly a decade of percolating unique and dynamic programming, the world is looking at the Houston Cinema Arts Festival.

But HCAF, a byproduct of Houston Cinema Arts Society, was not built in a day. It took a village, the foresight of Houston visionaries, and—like the films they hoped to wrangle—a bit of movie magic.

In 2007, Mayor Bill White wanted to attract the film industry to Houston and he knew just the person for the job.

“I’ve known Bill for too long,” laughs Franci Neely, a retired litigator, active philanthropist and proud cinephile. When she visited the newly elected mayor—and her former University of Texas School of Law classmate—during his first term in office, he had a task for Neely.

“Bill knew that the performing arts, including cinema, were passions of mine, and he appointed me to lead a task force to figure out how to attract the film industry to Houston,” says Neely.

Neely shares that White understood the importance of filmmaking to a city’s economy, especially after seeing the success of neighboring states.

For example, Louisiana introduced tax incentives in 2002 to attract the industry to what is now nicknamed “Hollywood South.” By 2011, Louisiana hosted more than 150 productions (think The Curious Case of Benjamin Button, Pitch Perfect) with $1.3 billion spent in the state.

With success stories so close to home, Neely and White thought: “How can we do that in Houston?” The task force, and subsequently, the Houston Cinema Arts Society and Festival, were born.

While initiating competitive tax incentives in the Lone Star State would be a challenge, the task force focused on cultivating a world-renowned festival to showcase Houston’s top secret weapon: the arts. This vital initiative of showcasing the Bayou City’s robust, world-class art institutions remains a fundamental pillar of the festival today. As the fourth largest city in the country, and arguably the most diverse in the nation, Houston boasts some of the world’s—yes, world’s!—most distinctive and active arts organizations and patrons.

of Fine Arts to innovative programming at Project Row Houses, the Bayou City is home to more than 150 distinctive cultural institutions. For the Houston Cinema Arts Society, that’s something worth shouting from the rooftops.

“The remarkable art institutions in Houston don’t get the international attention they deserve. Our arts culture rivals that of Los Angeles, New York and Chicago, and it certainly is the best in Texas,” shares Neely. “We need something that’s equal to, if not better than, SXSW in Austin. For goodness sake—we’re the fourth largest metro area in the country and the top city in terms of international diversity. It’s Houston’s turn.”

Neely’s task force enlisted the support of Patrick Kwiatkowski in 2007. While he has a chemical engineering background, Kwiatkowski, who was a HCAS board member and named Executive Director in January 2017, has always had one foot in the arts world.

“I’ve always been involved with films, from shorts to experimental.

It’s a true passion of mine,” shares Kwiatkowski, who started the Independent Exposure screening program in Seattle in 1996 before moving to Houston in 2000, where he co-founded Microcinema International, a leading distributor of arts-related films.

The self-proclaimed film buff shared that because of the hundreds of festivals across the world, Houston needed to find a focus to attract people to its world-class programming. Once again, the answer pointed toward Houston’s active and vital arts presence.

In 2008, acclaimed film festival programmer Richard Herskowitz interviewed with the task force. “After that visit, I remember walking into the Menil Collection and thinking it was one of the greatest museums that I had never heard of. My wife and I live in the art world, and I felt embarrassed about how little I was aware of the city’s art culture,” says Herskowitz, current HCAS Artistic Director and festival curator. “It then became my mission to lift that veil away from Houston.”

Herskowitz and the festival have continued to spotlight the city ever since. In 2008, they initiated a small pilot festival, which featured a mix of artists, including acclaimed international media artist Lynn Hershman and Latino filmmaker, Alex Rivera. “It became clear that it’s not just a film festival,” shares Herskowitz.

“It’s a cinema arts festival—an intersection of film with other art forms, about and by artists.”

The pilot event was a hit. Following the official, full-length festival in 2009, featuring Houston-born filmmaker and honorary HCAS board member Richard Linklater (Dazed and Confused, Boyhood) and Academy Award-winning actress Tilda Swinton (I Am Love, Moonrise Kingdom), every year has gotten bigger and better.

While HCAF continues to cultivate relationships and develop partnerships with new organizations and storied institutions, such as the Houston Museum for African American Culture last year, no program has done more to put the festival on the international map than CineSpace, a short film collaboration with NASA that was initiated in 2015.

When the Houston-based aeronautics agency wanted to promote its public archives —everything from the moon landing to launching the international space station—the Johnson Space Center approached HCAF about a possible collaboration. Kwiatkowski helped envision CineSpace as a competition where artists from around the world would incorporate archival footage into short films. In its third year, the franchise is already a monumental success.

“It’s a program that has broad international appeal and, most importantly, is unique to Houston, the home of NASA,” shares Neely. “No other city can do this like we can.”

New to this year and future festivals is HCAF expansion into other art forms.

Herskowitz is particularly looking forward to seeing a crossover of film and music.

A few years ago, Houston-based rapper Bun B joined the HCAS board, adding his indispensable talents and enthusiasm to the organization. “Bun B has a really strong presence in our festival. He’s a well connected figure in the hip-hop world but is also a huge cinephile,” shared Herskowitz. Just last year, he interviewed legendary cinematographer Frederick Elmes, who screened his acclaimed film, Blue Velvet, which celebrated its 30th anniversary at the festival.

“We want to make Houston an important stop on the festival tour by introducing new concepts like brewery series, capstone events, and the incorporation of concerts into the mix to get more young people

involved; a new collaboration with White Oak Music Hall is on the horizon for the 2017 programming lineup,” says Kwiatkowski.

As the festival nears its landmark 10th anniversary, Neely notes that the secret sauce to HCAF’s successful past and bright future isn’t just Houston’s profound art institutions and inventive programming—it is also Houstonians themselves.

“We need to continue to shout how great our city is, and the Houston Cinema Arts Festival is one of the primary ways to do that. It brings more attention and more people to the city, and success continues to breed additional success,” says Neely. “But it starts with Houstonians—we need the community to be the megaphone for our city.”

ou may not remember A Woman of Independent Means, a 1995 NBC miniseries produced by and starring Sally Field, but Rick Ferguson, executive director of the Houston Film Commission, certainly does.

The globetrotting period piece, set at the turn of the 20th century, takes Field’s Beth Steed Garner on a journey across the U.S. and on a jaunt through Western Europe, stopping in Paris, Venice and the Swiss Alps – all of which was filmed within a 70-mile radius of downtown Houston.

“Now, admittedly, the really difficult part was Switzerland, [but] we were able to pull off that huge variety of locations,” says Ferguson. “I wish more people had tuned in when it aired.”

“...And one of the things that makes our industry so appealing, and also I think headed to even more success, is our diversity.”

The Houston Film Commission has pitched the city’s aesthetics for the last 30 years. From the chrome, glass and steel of downtown Houston, to the mid‘70s architecture in Meyerland, to the industrial East End, Ferguson and his staff scout locations and present them to production companies from around the world. For those that bite, they coordinate all the local logistics.

“You can, for all intents and purposes, get every kind of vegetation, every kind of topography – with the exception of mountains and deserts – within a 30 to 40 mile radius of downtown Houston,” says Ferguson. Farther west, farmland reminiscent of the Midwest; to the north and east, lakes and piney woods that Ferguson discovered in ‘94 could substitute for the Alpine region;

and going south, coastal plains and Galveston Island, an asset not just for its beaches but for its period architecture.

Though confident in his product, Ferguson’s job was complicated in May when the 85th Texas Legislature allocated only $22 million, down $10 million from the last session, to the Texas Moving Image Industry Incentive Program. But, Ferguson believes, there is a silver lining.

“We’ve been getting a lot of recognition, meaning the city of Houston, on the national stage for our independent, indigenous film industry,” says Ferguson. “And one of the things that makes our industry so appealing, and also I think headed to even more success, is our diversity.”

“We’re becoming less and less dependent on projects coming in from outside the state of Texas, though that’s still very important because that’s where the major economic impact is.” .

Between the booming commercial market in Houston and the projects coming out of ethnic communities (such as the Indian, Hispanic and African-American communities) and from women directors, Ferguson’s prognosis is of the glass halfempty, half-full variety. “We’re becoming less and less dependent on projects coming in from outside the state of Texas, though that’s still very important because that’s where the major economic impact is.”

Texas’ rebate-based program has brought millions of dollars and thousands of jobs to the state, not to mention the

boost films give to tourism and a locale’s image, as Houston-born director Richard Linklater’s 2014 film Boyhood did.

Nominated for six Academy Awards, its ambitious scope and 12-year filming schedule garnered much attention, as did the very recognizable role Houston and its landmarks played. “It was sort of a love letter to growing up in Houston, and a groundbreaking project,” says Ferguson.

“I’m certainly glad that Houston was a part of it.”

• Speaking of Boyhood (2014), Ethan Hawke, as Mason Evans Sr., took his kids to an Astros game and witnessed a Jason Lane homer at Minute Maid Park.

• Robert Altman’s Brewster McCloud (1970) has the honor of being the first feature film shot inside the Astrodome – where it also premiered in front of 23,930 people.

• Gilley’s may have burned down in 1990, but the honky-tonk will live on forever in the John Travolta-Debra Winger classic Urban Cowboy (1980), shot in Pasadena.

• Both Terms of Endearment (1983) and its sequel, The Evening Star (1996), shot around Houston, in River Oaks and at Rice University.

H

ouston is one of the fastest-changing metropolitan cities in the country. It seems to grow at a pace that Houstonians have become accustomed to, often seeing warehouses come down and townhomes go up.

While our progress is valuable, it’s nice to have nostalgia for old Houston. Native Houstonian and filmmaker Wes Anderson gives us a look at Houston, circa 1996-98, in his fim Rushmore, which celebrates its 20th anniversary next year after it debuted at the Telluride Film Festival in 1998.

Anderson was born and raised in Houston by his mother, Texas Ann Burroughs, a Realtor® and archeologist, and his father Melver Anderson, who worked in advertising and public relations. He began filmmaking at an early age, graduated from St. John’s School in 1987, and received his degree in Philosophy from the University of Texas at Austin in 1990. At UT-Austin, Anderson met his partners, Dallas actors/brothers Owen and Luke Wilson, whom he collaborated with on his first film, Bottle Rocket, in 1996.

Shortly thereafter, Anderson began filming in Houston for Rushmore, which stars Jason Schwartzman and acting legend Bill Murray. Rushmore follows a high school student, Max Fischer, at a prestigious private school, Rushmore

Academy, who develops a less-than-healthy crush on a teacher and befriends a schoolmate’s father, Herman Blume.

Max is excellent at his extracurricular ventures, but he can’t seem to excel in his studies. Subsequently, he’s expelled and sent to a public school, Grover Cleveland High.

St. John’s School, which sits just off Buffalo Speedway and Westheimer Road, portrays Rushmore Academy and is the most utilized location in the film as Rushmore Academy serves as the focal point of Max’s life throughout the film. Just across the street from St. John’s, Lamar High School is utilized to represent Grover Cleveland High.

St. John’s is in the midst of an extensive renovation project to its campus. One of the initial key components is a dazzling 10,000-squarefoot communal space named Flores Hall, which opened in 2015 and is the main component of the new Campus Center building, which boasts 70,000 total square feet and was designed by architectural firm Curtis & Windham. The overarching Campus Master Plan remains an ongoing undertaking of significant scale that will transform St. John’s and usher in an exciting new era for students, faculty, and the school community.

The secret, I don’t know... I guess you’ve just gotta find something you love to do and then... do it for the rest of your life. For me, it’s going to Rushmore.

Lamar, meanwhile, has begun adding another building to the school, which is set for completion in 2018. This is the second renovation since the filming of Rushmore, the former being an athletic building added in 2006. Otherwise, Lamar has kept its infamous green and white stone art deco face.

Another notable set location is the barbershop where Max’s father worked, Doug’s Barbershop on 11th Street, which still functions as a classic barbershop. The shop in the film is simple and dimly lit; the walls were notably bare. Now, Doug Dreher, the shop’s current owner, has flooded the walls with memorabilia, including street signs, newspaper articles, Rushmore photos and props, and photos of his family and customers. Dreher didn’t take over as owner until after filming but recalls when Anderson crash landed in the Heights.

the following year, the crew returned for a reshoot of one scene – both times the filming prompted the street and neighborhood to shut down.

In addition to the public spaces used, Anderson filmed two homes - one near Rice University in the West Edgemont neighborhood on North Boulevard and Dunlavy Street, and the other next to the Hollywood Cemetery off North Main Sreet and I-45 N Freeway on Emerald Ct. The 1938 North Boulevard home was used for Max’s teacher crush. Since filming, not much seems to have changed on the outside, as that is the only element of the home seen in the film. Sprawled out on a 16,000-squarefoot lot, the English/ Historic-style home’s white stucco walls and manicured lawn remain unspoiled, keeping the style and elegance of the home.

However, the home on Emerald Court has taken on a new face. Max’s home is quite dated in the film. Built in 1924, the 1,200-squarefoot white bungalow is surrounded by a chain link fence, encompassing the shabby bushes and tiny porch. Following the remodel

in 2002, the home is now surrounded by a rod iron fence, has been repainted a vibrant orange/yellow, brick pavers have replaced the small yard, and the porch has been expanded.

Owner Antonia Flores recalls Anderson’s crew coming to film for three days, removing windows, doors, grass, etc. all to make way for the crew and equipment. All the while, Flores and her family were kept in the home’s garage apartment. Anderson paid her for her time and home, but Flores says it went straight into repairing any damage suffered during the project. From there, the home began slowly taking Zon renovations.

Additional locations around town include Del Mar Stadium, Hotel ZaZa, Memorial Park – Field One, the Hollywood Cemetery, the Forest Club, and the Kinkaid School.

To this day, Rushmore fanatics are known to stop by the myriad filming location as a pilgrimage of sorts to take photos of the Wes Anderson history that is spread across the city of Houston from the iconic 1998 film.
