Minister for the Environment and Water Resources Singapore This rapidly changing world is thirsty for effective and innovative water solutions. Earlier this year, the World Economic Forum highlighted water crises as the third global risk of highest concern. Subsequently, a report by the Intergovernmental Panel on Climate Change warned of the impact of extreme climate events, such as droughts and floods, on water, food supply and infrastructure. In Singapore, we too face water challenges. We experienced an unprecedented 27-day dry spell over February and early March this year. Fortunately, our investments in technology, which led to the introduction of NEWater and desalinated water, paid off, and we were able to tap on these weatherresilient sources to maintain our water supply. There are many benefits in synchronising efforts, pooling resources and sharing best practices across the public and private sectors to catalyse the development of solutions to water challenges. The Singapore International Water Week (SIWW) provides the global platform to drive these collaborative efforts and co-create innovative water solutions. For this year’s SIWW, you can expect a better and more exciting programme with an impressive line-up of eminent speakers. Held jointly with the World Cities Summit and CleanEnviro Summit Singapore, it will be a unique integrated showcase of urban sustainability. The SIWW 2014 will focus discussions on four key areas: ‘integrated urban solutions’, ‘municipal water’, ‘industrial water’ and ‘the future of water’. Over 20,000 delegates and trade visitors from across the global water value chain will be at SIWW, of which 500 of the world’s top water leaders will be participating at the high-level Water Leaders Summit to examine issues and challenges affecting the world’s water ecosystem in the face of change. At last year’s SIWW Water Utilities Leaders Forum held in Singapore, water utilities around the world have clearly expressed that having good governance and leadership, financial sustainability, community engagement and innovation were critical in securing water for the future. We will therefore open

this conversation this year to Ministers, policymakers and industry captains at the Water Leaders Summit, to see how we can further derive innovative solutions to help water utilities worldwide overcome their issues in these four areas. Globally, the water industry is experiencing manpower challenges as few young water professionals are joining the sector and the workforce ages. In response to these challenges, we will have a strong focus on developing future talent for the water industry for the first time at SIWW. The youth and talent development component, Hydro-gen - which comprises two key programmes, the HydroPreneur Programme and Young Water Leaders Summit - seeks to nurture the next generation of water leaders and entrepreneurs, and facilitate interactive dialogues on water issues. We will also continue to closely examine the industrial water sector and match-make solution providers with large water users who are at the Industrial Water Solutions Forum. In addition, we are encouraging the commercialisation of innovative water technologies through platforms such as the TechXchange and the inaugural Innovations Pavilion at Water Expo. I would like to congratulate this year’s Lee Kuan Yew Water Prize laureate, the Orange County Water District, which has distinguished itself for its pioneering work in groundwater management, water reclamation using advanced water reuse technologies and community outreach efforts. They are an inspiration to those of us who are searching for innovative solutions to address today’s challenges. ORANGE COUNTY WATER DISTRICT LEE KUAN YEW WATER PRIZE 2014 LAUREATE The highlight of Singapore International Water Week (SIWW), the Lee Kuan Yew Water Prize honours outstanding contributions towards solving global water issues through applying innovative technologies or implementing policies and programmes that benefit humanity. The prestigious international award is named after Singaporeâ&#x20AC;&#x2122;s first Prime Minister, Mr Lee Kuan Yew, whose foresight and leadership has aided Singapore in attaining a sustainable water supply. Orange County Water District (OCWD) was awarded the Lee Kuan Yew Water Prize 2014 for their pioneering work in groundwater management and water reclamation using advanced water reuse technologies. Achieving water sustainability through their comprehensive implementation model, they have paved the way for countries beyond their own and have benefitted millions in the process. This holistic model not only looks at scientific studies, technological development but also at public outreach and engagement which in turn has garnered public acceptance of water recycling for indirect potable use. WLS delegates will join one of two parallel dialogue sessions to have focused discussion on two themes of interest in the current context. Water Leaders Dialogue A - “Breaking Boundaries: Developing a Better Water Utility” (Co-organised with Black & Veatch) Rapid urbanisation, population growth and economic growth would lead to an exponential increase in water demand, and widen the gap between supply and demand if not managed properly. Based on current trends, the number of people living in areas of severe water stress is expected to grow to over 3.9 billion. Water leaders should continue to develop new practices that will enhance the way our utilities provide water services. Hydro - gen A new focus area for SIWW in 2014 is the development of future talent for the water industry. Hydro-gen aims to provide an immersive platform for a wide range of talents to develop their knowledge, awareness and skills in water. Flagship programmes this year include the HydroPreneur Programme and the Young Water Leaders Summit. Other events under Hydro-gen include Activate, Water Showcases, the Singapore Junior Water Prize, the Sembcorp Water Technology Prize, the Humanitarian Water Filtration System Engineering Design Challenge, the WorldSkills Foundation Water Innovation Challenge and the Singapore International Water Festival.

HydroPreneuer The HydroPreneur Programme serves to develop a crop of water entrepreneurs, and to commercialize water technologies for the global water industry. The accelerator programme is supported by the Environment and Water Industry Programme Office (EWI), an inter-agency office set up to spearhead the growth and development of the water industry in Singapore. Following an intensive nine-week industry-oriented programme run by internationally-renowned Lean LaunchPad by NUS and the Founder Institute, the best teams will pitch at Hydro Pitch Day on 2 June 2014. Each of these teams have been selected for their promising technologies or unique business models. Â

Young Water Leaders Summit The Young Water Leaders Summit (YWLS) brings together the water leaders of the future, and seeks to equip and transformÂ them as effective catalysts of continuous change in their home regions and in the wider water world. The Summit will facilitate interactive dialogues in pressing water issues, and provide a platform for networking among young professionals, industry leaders and water practitioners. Selected participants will represent the YWLS in the Water Leaders Summit, an exclusive byinvitation gathering of luminaries from the global water sector.

SITE VISITS Site Visit 1: Closing the Water Loop – A Sustainable Solution Sites include: • Changi Water Reclamation Plant • Sembcorp NEWater Plant Visitors will be introduced to Singapore’s Deep Tunnel Sewerage System (DTSS), a super-highway for used water. The heart of the DTSS is the Changi Water Reclamation Plant, the largest water reclamation plant in the region. Visitors will also see how NEWater, Singapore’s own brand of high-grade reclaimed water is produced at the Sembcorp NEWater Plant, Singapore’s largest NEWater plant, which is located on the rooftop of the CWRP to maximize land use.

Site Visit 2: Advancing with Membrane Technology in Desalination & Water Reuse Sites include: • Tuaspring Desalination Plant • Industrial Used Water Recycling Plant @ Jurong Visitors will be brought to Tuaspring Desalination Plant, currently one of the world’s largest membrane-based desalination plant. The plant is also the first to be integrated with an on-site power generation plant and a model of sustainable water management. Also catch the industrial used water (IWW) recycling system in action at Jurong. The system, set up by Meiden, uses technology of Upflow Anaerobic Sludge Blanket (UASB) and Ceramic Membrane Bioreactor process (C-MBR) to recycle IWW containing high organic loading with economical benefits.

Site Visit 3: Bringing People Closer to Water Sites include: • Kallang River @ Bishan-Ang Mo Kio Park • Sungei Ulu Pandan Introduced in 2006, the Active, Beautiful, Clean Waters (ABC Waters) Programme is an initiative to transform Singapore’s waterways and reservoirs into vibrant, clean and aesthetically-pleasing streams, rivers and lakes. Part of PUB’s strategic objective to bring Singaporeans closer to water so that they can better appreciate and cherish this precious resource, it creates new community focal points and recreational spaces for people to enjoy.
