Obituary
Kay Vivian Proctor was born October 23, 1964 in La Plata, MD to William Martin Proctor Sr. and the late Theresa Beatrice Proctor. She was the second youngest of five children. She grew up in Pomfret, MD with her four siblings: Julia, William Jr., Carolyn, and Dale. Kay attended Charles County Public Schools, and in 1982, she graduated from McDonough High School. After graduation, she worked various jobs before landing a job with the Federal Government. Kay began her government career as a Supply Clerk at the Naval Surface Warfare Center, Indian Head Division. She was a dedicated employee for over 35 years who rose through the ranks and became a Contracting Officer and Team Lead for Division 026 in the Contracts Department. She loved her job and was committed to her customers and passionate about mentoring. Her contagious laugh, witty comments, and unrivaled knowledge will be missed by everyone at Indian Head. Kay was baptized at St. Joseph’s Catholic Church in Pomfret, MD where she was a lifelong member. Kay loved family gatherings, taking photographs, and cooking for her family and friends. She was an excellent cook famous for her lasagna, homemade chocolate candy, cakes, and Kahlua pudding. She loved traveling as well as going to brunch and church with her sister Carolyn and family. Kay was fiercely protective of her family members, whom she loved immensely. She was a loving, strong, hardworking, compassionate, and inspiring woman with deeprooted faith. She is survived by her father William Proctor Sr.; sisters, Julie Taylor (Tommy), Carolyn Savoy (Calvin); brothers, William Proctor Jr., Dale Proctor Sr.; aunts, Amelia Richardson (Godmother), Lyola Harley, Sandra Jackson, Vicky Harley; nephews, Lawrence Nelson, Derrick Nelson, Forrest Nelson, Rico Nelson, Phillip Nelson (Bobbi), Joseph Kirk Savoy Sr. (Keenya), Eric Savoy (Niketa), Dale Proctor Jr.; niece, Candice Proctor; best friend, Angie Proctor; and a host of family and friends.
