WELCOME Welcome to a conversation on community and economic wealth! Opportunity Zones represent an expansive impact investment and community revitalization. Prince George’s County has the 2nd most Opportunity Zones in Maryland and business is ripe to take full advantage of this program. Needed to capture its full benefits- businesses must have capacity, readiness, and infrastructure to participate in this program. The Prince George’s Chamber of Commerce with approximately 600 members representing over 30,000 in the professional workforce is delighted to host this important conversation. Within its arsenal of programs, Chamber membership includes some of the largest companies in Prince George’s County availing small business connection to private procurement. Our presence in both Annapolis and Upper Marlboro has translated into meaningful wins for business including: creating a Procurement Advisory Group for increasing public procurement to local business; adding amendments to the Minimum Wage bill making it more palatable for business; and, supporting legislation facilitating MBE certification. The Chamber has forged regional relationships with the Greater Washington Partnership, the Board of Trade and Montgomery Chamber and was instrumental in winning sustainable funding for Metro. With the Greater Washington Board of Trade and Northern Virginia Chamber of Commerce, for three years we have sponsored a regional conversation with Governor Larry Hogan and Mayor Bowser on transportation and housing. We are working with the Greater Washington Partnership on CoLab, Youth Workforce and regional transportation. Back on the home front, the Chamber is deepening its relationship with the Goldman Sachs 10,000 Small Business Program bringing to Prince George’s businesses a premier capacity building program. Soon other similar relationships will be announced, making the Chamber a hub for business development and advocacy. The Chamber is connecting with County municipalities, already pleased with having the City of Greenbelt, the City of College Park, Town of Bladensburg, the City of Mount Rainer- the Chamber has signed two Memorandum of Understandings with the Smart City of Excellence on Workforce Development and with the Town of Upper Marlboro establishing a Chamber affiliate in the Town. Director, Strategic Business Initiatives, Maryland Department of Housing and Community Development As the Governor’s Point Person on Opportunity Zones, Frank Dickson, Director, Strategic Business Initiatives is leading Maryland’s Department of Housing & Community Development efforts in promoting and supporting investment into Opportunity Zones throughout Maryland. Frank will work with investors, businesses, and local leaders to capitalize on the Opportunity Zone tax incentives. Previously, Frank led the Maryland Venture Fund for several years and led the $100M raise for InvestMaryland in 2012. Frank has served on several boards and commissions supporting early stage companies in

Vice President of Accounting, Fundrise Sarah Nania is Vice President of Accounting at Fundrise, the first simple, low-cost real estate investment platform. Fundrise has originated over $500 million in debt and equity and capitalized over $2.5 billion in total real estate property, including those in qualified opportunity zones through the Fundrise Opportunity Zone Fund, which launched in August 2018. Since joining Fundrise in early 2016, Sarah has helped to build out the company’s accounting team. Sarah currently heads up fund accounting, overseeing SEC and financial reporting for seven Real Estate Investment Trusts and three funds. She also leads the accounting and tax compliance for Fundrise’s $500M Opportunity Zone Fund. Prior to joining Fundrise, Sarah worked at CohnReznick, a top ten accounting firm, working in audit and tax return preparation for low income housing tax credit funds and multi-family real estate. She also worked as an investment accountant at American Capital.

Chair, MNCPPC Prince George’s County Elizabeth M. Hewlett is an accomplished attorney, a tireless leader, a prolific servant of the public interest and a proud resident of Prince George’s County. Currently, serving as the Chairman of the Prince George’s County Planning Board and The Maryland-National Capital Park and Planning Commission (M-NCPPC), she is the first African American and the first woman to chair the Planning Board and the first African American to chair the Commission. As Commission Chair, Ms. Hewlett maintains oversight of an organization that provides community planning services, regulates real estate development, and affords first-class park and recreation programs for nearly 2 million residents of Prince George’s and Montgomery Counties.

A former Principal in the law firm of Shipley, Horne and Hewlett, P.A., Ms. Hewlett has an extensive legal background in both the public and private sectors, including serving as Associate General Counsel to M-NCPPC. Recognized as one of the Region’s “100 Most Powerful Women” by the Washingtonian Magazine, the “Top 100 Women in Maryland” by The Daily Record, and the “Top Women Who Mean Business” by the Washington Business Journal, she earned her bachelor’s from Tufts University and her juris doctorate from Boston College Law School.

Director of Business Development, Prince George’s County Economic Development Corporation As a seasoned career economic-development practitioner, John has functioned at the state and local level, attracting domestic and international companies to various regions of the state, including the past 4 years in Prince George’s County. Additionally, John has worked to retain and grow existing businesses within the Prince George’s County and State. With over 20-years experience brokering major transactions that have led to the creating and retaining of thousands of jobs in the County and State, John is focuses primarily on recruiting from within the manufacturing, government contracting, and healthcare business sectors. Originally from Norfolk, Virginia, John has been a Maryland resident for over of the state for over 25 years. He holds a Bachelor’s degree in Marketing from Southeastern University, and a MBA from Wilmington University, in Wilmington Delaware.

Opportunity Zones Coordinator, Baltimore Development Corporation Ben Seigel is the City of Baltimore’s Opportunity Zones Coordinator. Seigel is responsible for positioning the City to attract investment in Baltimore’s Opportunity Zones and maximize impact for local residents and businesses. Seigel is serving in a matching and clearinghouse role with the following key responsibilities: provide information about and promote priority projects in Baltimore’s Opportunity Zones; identify and inventory Opportunity Fund investors and match them with relevant projects; identify other potential investments and leveraged funds for Opportunity Zone projects; work with local communities to identify opportunities and connect with partners and investors; and monitor and track Opportunity Zone investments and impacts. Previously, Seigel served as the inaugural executive director of the Johns Hopkins University 21st Century Cities Initiative, an applied research and partnership building program that brings together interdisciplinary researchers with city partners to strengthen policies focused on improving distressed communities. Prior to Hopkins, he served in the Obama administration as a senior advisor in the office of Labor Secretary Tom Perez and as the director of the Labor Department’s Center for Faith-based and Neighborhood Partnerships. Seigel also served as the team lead for the Obama Administration’s Baltimore Federal Task Force, formed in May 2015, where he guided senior-level staff across more than a dozen agencies and the White House, to bring enhanced federal and technical assistance to Baltimore. He currently serves as a board member of the Center for Urban Families and the Job Opportunities Task Force in Baltimore.
