CENTER FOR EXPERIENCE TRANSFER FROM INTEGRATION AND REFORMS (CETIR) _________________________________________
Centre for Experience Transfer from Integration and Reforms (CETIR) was launched by the Ministry of Foreign and European Affairs of the Slovak Republic (MFEA SR) in summer of 2011. Since it was launched CETIR activities have been on the agenda of Slovak Official Development Assistance (ODA) and financed from the budget MFEA SR allocated for this purpose. CETIR main mission is to share Slovak experience from integration into the European Union and NATO as well as knowledge gained during transformation process and implementation of the reforms. CETIR is defined as a supporting instrument in the Medium-Term Strategy for Development Cooperation of the Slovak Republic for 2014-2018.

CETIR and Medium-Term Strategy for Development Cooperation of the Slovak Republic for 2014-2018 CETIR is used as a supporting instrument in Development Interventions Programme and Transformation Experience Sharing Programme. In line with both programmes, CETIR´s territorial focus is primarily on the programme countries of Slovak Development Cooperation for 20142018, in particular Moldova, and project countries - countries of the Western Balkans and the Eastern Partnership - Albania, Belarus, Bosnia and Herzegovina, Georgia, Kosovo * and Ukraine. Eight sectoral priorities are based on the needs defined by the partner countries of the Western Balkans and the Eastern Partnership and on available expert capacities of Slovak governmental, non-governmental and business entities: 1. 2. 3. 4. 5. 6. 7. 8.
reform and management of public finance, tax reforms, management and utilisation of EU financial tools; security sector reform; energy with emphasis on energy security and alternative resources; support of market environment development and small and medium enterprises; water protection, water and waste management; food security - adopting EU standards; decentralisation and public administration reform; building civil society and cooperation between the governmental and non-governmental sector. *In compliance with the UNSCR No. 1244/99

Why is CETIR unique? CETIR focuses on deepening contacts between Slovak experts and experts from state authorities of partner countries (through study visits, visits of Slovak experts abroad, workshops). As a flexible tool CETIR tries to respond promptly to the specific requirement(s) of the partner country using the experience and active participation of the Slovak ministries and other (state) institutions. CETIR puts emphasis on strengthening the reform processes, fulfilling European perspective and improving good governance of public affairs through partner consultations in specific sectors within governmental institutions to prepare background for common projects with Slovak entities. CETIR activities are implemented by the Slovak Agency for International Development Cooperation (SAIDC) through the CETIR Point of Contact in close cooperation with other Slovak ministries, governmental entities and NGOs. Primary role is played by Slovak embassies in partner countries - first contact with CETIR should be made through the Embassy of the Slovak Republic in the respective partner country. After specifying the needs and interests by the partner institution, the Embassy reviews the partner´s intention and sends the project proposal to CETIR Point of Contact who prepares the activity to be approved by the CETIR Steering Committee. After getting an approval, a detailed plan of the activity is developed based on all supporting information and analysis provided by the partner institution in advance. CETIR Steering Committee is responsible for CETIR implementation in accordance with the CETIR valid statute.
