In 2007, Slovakia completed the creation of its institutional and legal framework of development assistance. In compliance with the Act No. 617/2007 Coll. on Official Development Assistance, the Foreign Affairs Ministry (MFEA) had established the Slovak Agency for International Development Cooperation as its budgetary organization.
Slovak Agency for International Development Cooperation (SAIDC) is responsible for managing bilateral and trilateral development projects within the responsibility of the Ministry of Foreign and European Affairs. SAIDC represents an administrative and contracting unit for bilateral programming; its responsibilities include contracting, implementation, oversight and evaluation of bilateral and trilateral development projects.

MAIN ACTIVITIES OF SAIDC: The SAIDC operation is set down by the Act No, 617/2007 Coll. on Official Development Assistance and Amendment to the Act No. 575/2001 Coll. on organization of the activities of the Government and organization of the central public administration as amended by the later legislation and the Statute of the SAIDC. Pursuant these documents, the main activities of the organization include in particular: • Establishment and implementation of activities concerning provision of official development assistance • Launching in particular bilateral official development aid

• Cooperation with foreign institutions operating in the area of development assistance • Management and overall administration of activities related to implementation of bilateral programmes and projects • Preparation of background materials related to the official development assistance • Capacity building and human resources development for the area of development cooperation • Cooperation and coordination of activities with other organizations within the Slovak Republic, respective public authorities, legal and private entities involved in the Slovak development cooperation • Communication and publication of development activities related to official development cooperation © SAMRS
NATIONAL PROGRAMME OF THE ODA FOR 2013
The National Programme of the Official Development Assistance of the Slovak Republic for 2013 (NP ODA SR) defines territorial and sectoral priorities, Slovak development goals, as well as the forms and modalities to implement these goals. The document also indicates the utilization of financial resources allocated from the state budget and managed by MFEA SR (05T Programme), Ministry of Finance of the SR (chapters on the General Treasury Administration and State Financial Assets), as well as by further departments and other central state administration bodies (especially the 097 Programme). The official development assistance of the Slovak Republic for 2013 amounted to 64.8 million EURO, including contributions of the SR to the budget of the EU and international organizations. In 2013, the Slovak Republic maintained the ODA share of its Gross National Income (GNI) at 0.09%, the level achieved in 2012, which, however, made the country once again lag behind in fulfilling the international commitments adopted by the EU (to achieve ODA/GNI of 0.33% in 2015). NP ODA 2013 is based on the medium-term strategy of the ODA SR for 2009–2013,2 and is in line with Act No. 617/2007 Coll. on Official Development Assistance and the Supplement to Act No. 575/2001 Coll. on the Organization of Activities of the Government and Central State Administration, as amended.
Supporting the participation of Slovak entities in public calls for proposals by EU and international financial institutions; Systematically working with professionals and the general public, in order to achieve a better understanding of Slovak development activities and national solidarity; Building and launching an information system, which will enable better ODA recording and statistical reporting, as well as strengthening ODA SR transparency. Territorial and sectoral priorities of the Slovak ODA in 2013 Territorial priorities: • As part of the programme approach: Afghanistan, South Sudan, Kenya; • By experience sharing (technical assistance): Western Balkans (primarily Montenegro, Macedonia and Serbia), countries of the EU’s Eastern Partnership (primarily Ukraine, Moldova, Belarus and Georgia) and countries of the EU’s Southern Neighborhood (with a focus on Tunisia).
In 2013, Slovak ODA focused on the following goals:
Sectoral priorities of the Slovak ODA have been set for Afghanistan, Kenya and Southern Sudan, for the implementation of the National Programme in 2013:
Setting a comprehensive approach to development assistance with the Slovak ODA Programme countries;
Improving of healthcare, including approach to healthcare for disadvantaged communities;
Improving the mechanism of project proposals selection and awarding grants;
Increasing the quality of education at all levels (with special focus on primary and vocational education) emphasizing employment opportunities for young people;
Strengthening the monitoring and evaluation system of Slovak ODA ; Supporting the participation of Slovak business entities in development cooperation projects, based on the concept approved by MFEA SR, and in cooperation with MF SR as part of international financial institutions;
Supporting socio-economic development in rural areas, including support for agricultural production and environmental protection; Strengthening good governance contribution to security sector reform.

Development cooperation with project countries in 2013 was territorially focused on three regions: Western Balkans (primarily Montenegro, Macedonia and Serbia); Countries of the EU’s Eastern Partnership (primarily Belarus, Georgia, Moldova and Ukraine); Countries of EU’s Southern Neighborhood (with a focus on Tunisia); Cooperation took mainly the form of technical/expert assistance, i.e. by sharing expertise and experience, and transferring specific know-how. The stated form of cooperation benefits from the transitive experience gained by the SR during its transformation and integration process. Slovakia thus makes use of its comparative advantage by the donor community, increasing its credibility and quality of cooperation with partner countries. The successful work of Slovak specialists and professionals on technical assistance projects opens the door to long-term cooperation of Slovak entities in the CEE region.

ACTIVITIES OF THE SAIDC IN 2013
PROGRAMMING AND CONTRACTING OF THE ODA NATIONAL PROGRAMME IN 2013 The National Programme of the Official Development Assistance of the Slovak Republic for 2013 (NP ODA 2013) was approved by the Slovak Government in February 2013. SAIDC implemented activities set down in the NP ODA 2013 in accordance with the approved indicative budget for bilateral and trilateral development cooperation and the Contract between MFEA and SAIDC. The aid for programme and project countries was implemented mainly through calls for project proposals (bilateral projects). Other instruments for aid implementation included: response to the current development needs of the international community , co-financing of development projects approved by the EC, projects in global development education, capacity building projects in Slovakia, CETIR, volunteer programme, small grants, humanitarian aid and other financial contributions. SAIDC invited 10 calls for project proposals in 2013, their overview of number of approved projects and contracted amount is given in table below.

CETIR (Centre for Experience Transfer from Integration and Reforms)
CETIR (Centre for Experience Transfer from Integration and Reforms ) CETIR is a separate instrument aimed at transferring Slovak transformation and integration experience to partner countries. CETIR is managed and implemented directly by MFEA SR (specifically the CETIR Management Council through a ‘contact point’ as part of the Slovak Agency for International Development Cooperation). Embassies of the Slovak Republic in the partner countries play a key role while selecting concrete activities and the success of these depends on the cooperation among ministries and other central state administration bodies, regional and local self-governments. The programme takes mainly the form of study visits of public administration representatives of partner countries to Slovakia, and reciprocal visits of Slovak experts. In 2013 CETIR focused on further deepening of contacts of Slovak experts with representatives of state authorities mainly from the Western Balkans and the Eastern Partnership. Expert cooperation accented the uplifting reform efforts, shaping European perspective and good governance though expert consultations in various sectors and public institutions. Programme implementation was provided by the SAIDC through its contact point and financial manager. Overall management was secured by the CETIR Management Council in terms of the approved Statute. Slovak embassies played an important role in the implementation process, diplomatic missions initiated, submitted or reviewed activities´ proposals. CETIR projects were focused on experience transfer from integration to the European and trans-Atlantic structures and reforms related to transformation, particularly focused on legislative changes, waste management, health and safety, personal data protection, media development, illegal migration, public sector / government, labor market. etc. In 2013 CETIR implemented 27 projects and the overall number of foreign experts totaled 122 (from 17 countries) in amount of 125 929,15 EURO.

VOLUNTEER PROGRAMME
VOLUNTEER PROGRAMME Programme for Sending Development Workers and Civil Experts to Developing Countries has been implemented by the MFEA SR and SAIDC since 2012. The programme is focused mainly on supporting SlovakAid development activities in priority countries and building human resources in the area of development cooperation. In 2013 the allocated budget for this programme totaled 133 952,98 EURO for 24 volunteers.

SMALL GRANTS In 2013 small grants were again a successful and flexible tool of Slovak development assistance. They concern small projects up to 5 000 EURO lasting up to six months. These were implemented in 12 countries with total number of 60 grants. Contracted amount in 2013 was 288 915,22 EURO.

Slovak Republic very promptly responded to the problem of Syrian refugees displaced in Bulgaria (aid provided totaled 150 000 EURO and was granted to the Bulgarian Red Cross and UNICEF), Slovak Republic also provided financial humanitarian aid to the Government of the Republic of the Philiphines in amount of 20 000 EURO due to typhoon Haiyan (one of the strongest tropical cyclones ever recorded, which devastated portions of Southeast Asia, particularly the Philippines, in November 2013). Slovakia also provided financial humanitarian aid for Mali, the aid was financed though the ICRC in amount of 40 000 EURO.

FINANCING OF DEVELOPMENT ACTIVITIES IN 2013 SAIDC administered bilateral development projects, contracted within the framework of the National Programme of the ODA (NP ODA) for 2013. ANALYSIS AND EVALUATION OF THE ORGANISATION PERFORMANCE IN 2013
In 2013, SAIDC continued in strengthening effective management mechanisms, improving operations and communicating with partners and the public. The main activities of the organization were carried out under the Contract (Contract between the MFEA and the SAIDC for 2013) and in compliance with the approved National Programme of the ODA for 2013. Slovak Republic gained full membership in the OECD Development Assistance Committee (OECD / DAC) on September 17, 2013. Membership in DAC is a reflection of a success achieved in the Slovak development cooperation in previous years as well as the completion of efforts to build a thorough and effective ODA framework. Membership in DAC, is at the same time, a commitment to increase the quality, efficiency and transparency of the system. DAC membership is also a query for improved management and overall implementation process. The adoption of a new 5-year Medium-Term strategy of the ODA for 20142018 was an important moment in 2013. The strategy was drawn up by the MFEA in cooperation with all relevant actors of development cooperation in Slovakia (SAIDC, NGDO Platform etc.). The strategy introduces several innovative features - narrows territorial and sectoral priorities and applies a programme approach. It also sets measurable objectives for improving the mechanism of the development cooperation through specific indicators, proposes new tools, focuses on strengthening cooperation with new ODA actors (local government, private sector, etc.). On September 19, 2013 the MFEA approved a Country Strategy Paper for Kenya (Strategy of the Slovak Republic for Development Cooperation with the Republic of Kenya for 2014-2018). The Strategy sets overall objectives for Slovak-Kenyan cooperation in 4 sectors: health, education and training, agriculture, and the rule of law, security, peace building and conflict management. According to the strategy, Slovak efforts will comprise strategic interventions and complex solutions. Development projects will focus on a long-term impact and sustainability with special attention to synergy and complementarity of particular interventions. In December 2013, a project manager from the SAIDC was posted as a „development diplomat“ to Chisinau, Moldova, which is from January 2014 Slovak ODA Program country. Direct involvement of the „development diplomat“ in the country aims to facilitate and streamline the provision of development assistance in the country during the whole project cycle. In the course of 2013, SAIDC continued activities related to the introduction of a new management-information system (IS Grant Management) set for SAIDC and grant applicants (contractors). Information system was put into operation in July 2013 and should reduce the administrative burden for all stakeholders considerably and provide relevant information on the various activities under the SlovakAid programme. The system will also provide statistical reporting of provided ODA in accordance with the guidelines of the OECD / DAC. In the future the system will form a basis for increasing the transparency of the Slovak ODA.
A close cooperation between the MFEA, SAIDC and Ministry of Finance (MoF) continued in 2013, in order to build an information system for the registration and reporting of all aid flows of the Slovak Republic (RIS.DEV database) in accordance with OECD / DAC directives. The database was launched for pilot use and testing from March - May 2013, this involved 5 subjects (MoF, Ministry of Interior, Ministry of Education, SAIDC, MFEA). The system was fully put into operation in early 2014. Within the framework of the 10th anniversary of the establishment of SlovakAid, several events for expert as well as general public were held. MFEA organized an international conference "10 years under the logo SlovakAid". The two day conference was dedicated to the current issues and challenges for development cooperation in Africa, the Western Balkans and the Eastern Partnership countries. The honorable guests were, for example: EU Commissioner for Development, Mr. Andris Piebalgs, Minister of Foreign Affairs and International Trade of the Republic of Kenya, Ms. Amina Mohamed, the foreign ministers of Moldova and Macedonia, as well as other important leaders of the international development scene. Development experts from Slovakia and abroad were given space for finding innovative ideas and visions for the Slovak development agenda, „Development Day 2013" organized by the NDGO Platform was held on October 18, 2013 at the premises of the Old Market in Bratislava. The event was organized for the ninth time on the occasion of the International Day against Poverty. Development Day was part of the events organized within the framework of the 10th anniversary of SlovakAid and was financially supported by funds from the Slovak UNDP Trust Fund (under the SlovakAid) and the European Commission. In October, SAIDC launched a new website (www.slovakaid.sk). The essential requirements for its elaboration were clarity and simplicity. The intention is to publish important information on ODA and bilateral development projects. SAIDC regularly updates and publishes project information in the form of interim and final reports, evaluation reports, photo documentation, videos etc.. Part of the website is an interactive map through which it is possible to obtain all relevant information on particular development projects. SAIDC´s website recorded 20,327 page views in 2013. The Agency also paid attention to on-line channels of communication with the public and concentrated on the publication of information on social networks (Facebook, ISSUU, Pinterest, Vimeo etc. ), which have proven to be a very effective and inexpensive tool for communication with the target groups. There has been more than 200 percent increase in users of the SlovakAid Facebook fan page (which in the course of 2013 increased from 232 to 470 users ). In the course of 2013 SAIDC prepared an informational brochure about SlovakAid in Slovak and English language and a promo video (trailer) for the 10th anniversary of the SlovakAid. The trailer was first presented at the conference "10 years under the logo SlovakAid" and during the festival One World. SAIDC launched media cooperation with TV Markíza, which during the months of October-December 2013 broadcasted a total of 10 reportages on Slovak development cooperation.

In August 2013, SAIDC´s project manager made a business trip to Afghanistan, where he monitored implementation of 6 development projects. The aim of the monitoring was to determine the current status of implemented projects and to know the situational context with respect to the development needs of the country. In October 2013, SAIDC attended a development expo - "South South Development Expo 2013“, held in the Kenyan metropolis Nairobi under the auspices of the UN/UNEP. The Expo focused on presentation of development trends, initiatives and solutions in the so-called „south - south " cooperation. The event was held at the UN premises and hosted several development forums. SAIDC was also present at an exhibit entitled "Exhibition on South - South and Triangular Cooperation“ and presented successful development projects and modalities of Slovak development cooperation. SlovakAid info-booth was equipped with informational and promotional materials about the SlovakAid programme. Several dozens of visitors stopped by and informed themselves of SlovakAid programs and projects. Particular interest was dedicated to the information on development projects focused on organic farming, environmental protection and government scholarships In November 2013, SAIDC completed monitoring of 11 selected development projects in the Republic of Kenya. The monitoring results were rated as satisfactory, but in few cases, number of shortcomings were identified.

In general, deficiencies were mainly related to the sustainability of projects and the absence of a clearly defined "exit strategy“. Certain projects didin´t show relevant added value to the participation of the Slovak contractor. Monitoring confirmed the importance of coherence and complementarity of development interventions, not just within Slovak implementing entities, but also by the foreign donors. In April 2013, the final report of an independent evaluation of four technical assistance projects implemented in Serbia was published. In terms of the relevance and effectiveness, the projects were rated positively. The report highlights the need for raising a so called „de-coupling" (the share of project funds, which physically remains in the recipient country) and also recommended reducing funds spent on the project management and overhead costs. The report also highlights the need to finance projects related to institution building and law approximation by the EU preaccession funds rather than ODA. In 2013 (November-December), an independent evaluation of four development projects for Moldova was carried out. Three of the four projects were rated as highly relevant to the development priorities of Moldova as a valid strategy for ODA. The conclusions of that evaluation will feed into the forthcoming CSP for Moldova. In the course of 2013, SAIDC´s project managers participated in several business missions and training in Slovakia and abroad.

Trainings focused on the evaluation and development and use of a logframe (Evaluation of Development Programs and ToR Formation - Bratislava, Training in Evaluation of Development Cooperation - Helsinki, DEVCO - Methods and Tools to Manage Evaluations - Brussels, Logical Framework Approach to Project Cycle Management - Brussels), development education (GENE, 5th World Forum on Human Rights and Sustainable Development - Dublin, the Visegrad regional Seminar on Global Education - Budapest), development cooperation (European Development Days 2013 - Brussels). In the summer of 2013, a working visit was made to the Austrian Development Agency (ADA). The goal of the meeting was to share information about the „block grants“. In September 2013, the SAIDC director attended the 68th UN General Assembly in New York. Director took part in several professional events related to global development framework (MDGs Success - Acceleration of activities and partnerships, Extraordinary Meeting on the Millennium Development Goals, Creating a coherent and collective activities in order to Post-2015 development agenda, Innovative financing for development, Addressing labor migration). In December 2013, SAIDC organized a working meeting with representatives of IrishAid. The purpose of the meeting was to present current business model of IrishAid and transfer of experiences.

In the future, it will be necessary to reconsider the current "business model" of bilateral development aid implementation, especially in terms of effectiveness, efficiency and impact. Large administrative burden for small projects conflicts with personal capacities of the SAIDC and does not bring relevant development implications for the ODA recipients.
