Surf Life Saving New Zealand and BP


In it for Life This year New Zealanders enjoyed a long, hot, dry summer but this meant an equally long, hot and busy year for Surf Lifeguards around the country, as millions of people flocked to New Zealand’s beautiful beaches. Many patrols around the country saw increased visitor numbers to the beach, while some clubs even extended their patrol dates into spring to ensure thousands of New Zealanders got home safe. Every year, we hear incredible stories of daring rescues performed by our 5,247 lifeguards and this year was no different. Surf Lifeguards performed 1,058 life-saving rescues at beaches near one of our 74 Surf Life Saving Clubs. But with Kiwis enjoying our best playground in so many new ways, we are being called to more and more incidents and events away from a flagged area and are treated as an essential emergency service. In fact, Surf Lifeguards participated in 333 searches and assisted 2,358 people back to safety who may have been outside a patrol area, or in a dangerous spot. None of this can be done without our dedicated, passionate, and community-driven volunteers, who spend a huge amount of time training and supporting each other. For each of the 226,893 patrol hours, there are thousands more spent behind the scenes getting the flags ready for action. From parents, to instructors, administrators, commercial partners, donors, staff and supporters – everyone plays an important part in saving lives and keeping Kiwis safe. Our people are our most valuable resource. Whether it’s performing rescues and saving lives, or supporting their life-long surf family, our people are truly “in it for life”.

Introduction

Kia ora koutou.. It is my privilege as Patron of Surf Life Saving New Zealand to acknowledge another year of extraordinary service from New Zealand’s surf life-savers, with over a thousand people being rescued from life-threatening situations in the 2017/18 season. Even the most experienced swimmers, divers, and surfers can find themselves in difficulty. It is your skill, commitment and training that helps to save the day for many families around New Zealand. We are fortunate to have people in our communities who are prepared to give up their time, and in some cases, put their own lives at risk to save people who are in distress. Patrols and rescues are a vital part of the surf life saving equation, but our statistics for deaths from drowning indicate that education is also vitally important. I am sure all New Zealanders appreciate the opportunities given to 33,795 New Zealand children to learn more about water safety. Thank you, on behalf of your fellow citizens, for helping to keep them safe in the water. I wish everyone associated with Surf Life Saving New Zealand all the best for the year ahead. Introduction

President’s Message BRIAN VELVIN MNZM

Serving my first year as your President has certainly been an honour and a position I feel privileged to hold. During the season our lifeguards have again provided outstanding service to the public of New Zealand, undertaking countless hours of patrol and performing many many rescues. The statistics provided further on in this report are truly inspiring and it is gratifying to know so many people have returned home safely to their families because of the actions of our lifeguards. I have attended all National sporting events and this has provided the opportunity to mix and engage with a large variety of our membership, an important function of the Presidents role. The dedication of our volunteers never ceases to amaze me, the time they commit to training as an athlete, giving their time to officiate, or administer events is outstanding. This of course is on top of the time they dedicate to our primary role as lifeguards and club administrators. It is important in any organisation to recognise these efforts and even more so when the organisation is a volunteer one such as ours. It is very satisfying to see the Regional award ceremonies been held to acknowledge these contributions, these culminate in the National Awards of Excellence. Our National Black Fins and Junior Black Fins teams participated in the International Surf Rescue Challenge held at Mount Maunganui in November last year and showcased the amazing talent we have and competed with distinction against the other visiting Nations. It was particularly pleasing to have a Youth team compete, this provides an important pathway for our younger members to full National honours. The Black Fins are now preparing to defend their World Title in Adelaide in November and we wish them the very best as they try for a 4th consecutive World crown. I have been grateful to receive an invitation to attend all Board meetings, this has provided an insight to the time and dedication our elected members commit to the organisation. The diversity of skills amongst the Board makeup ensures every topic is discussed from all angles and a considered outcome is achieved. I must also thank our CE Paul and his staff for the support they provide to the membership. Much of this is unseen by many but I can assure you that they work tirelessly for the organisation with true dedication to the cause. BRIAN VELVIN MNZM President Surf Life Saving New Zealand

Chairman’s Report BRENT WARNER

With the 2017/18 season now behind us and the 2018/19 season on the horizon I am constantly reminded of the incredible role our members play in New Zealand society. The dedication of our membership in keeping their communities safe in and around New Zealand’s favourite playground is something to be admired. With statistics of patrol hours, searches, rescues, the number of people we have assisted to safety, first aids, and preventative actions all up on the previous years it is an absolute tribute to our membership and the dedication they display in contributing across New Zealand society. In a society that is increasingly time poor these figures are impressive especially when we consider that the number of New Zealander’s volunteering to become lifeguards is up 5.2% year on year. The role of your Board is to provide strategic governance for the movement, to equip staff and volunteers with strategic direction and in this regard the Board has over the last 12 months taken soundings from the membership and through evolutionary change is looking to revise the way that we engage with the membership. This has seen the creation of the role of Chief Operating Officer with the role being responsible for Life Guarding and Sport activity and enable us to run projects following the guiding principles of the proposed new consultation model, which is currently with the membership for feedback and guidance. Based on this the Board and senior staff have slightly repositioned the strategy for 2018/19 around four strategic priorities: • Supporting clubs to deliver core services to agreed standards; • Driving operational excellence and innovation; • Focussing on being one movement; and • Undertaking activities in a sustainable and resilient manner. We look forward to working in partnership with our member clubs to ensure a focused approached, improved consultation while understanding that clubs are their own sovereign entities and that the movement will gain greater collective impact by heading in a common direction with one clear set of messages to stakeholders, sponsors and funders. Our partnership with Water Safety NZ remains strong and continues to evolve. Surf Life Saving is at the core of drowning prevention in New Zealand with our Water Safety NZ Board representative a worthy and high calibre representative for us in that sector. As we further engage with Central Government on opportunities for long term sustainable funding in perpetuity, a significant amount of work has gone into working with Water Safety NZ and the other core members Swimming NZ and Coastguard NZ to complete the Sector Capability Review and Investment Pathway documents which have now been tabled with the Government and we are pleased to advise that this has been well received and discussions continue on how Central Government may assist us in the longer term. Our current sustainability is under pinned by our relationship with our partners and supporters including major partners TSB, DHL, and BP, the latter who this year celebrated 50 years of support for Surf Life Saving in New Zealand. This is a partnership that is unparalleled in New Zealand society and one of which we are extremely proud of. We deeply thank BP for the support they have provided Surf Life Saving in New Zealand through both the good and bad times over the last 50 years and look forward to continuing the relationship for another 50 years! Our National Lifeguard and Sport committees continue to work on a number of strategic priorities which will enable us to spring board forward as an organisation. Times are always changing and the organisation needs to evolve to maintain relevance. In both Life Guarding and Surf Sport we see a number of challenges and opportunities for change within the organisation and the wider communities which we need to be cognitive of and prepared for and we would like to thank the volunteers on these committees for providing great leadership and guidance to the membership. Part of our Vision is to build leaders and champions, and every year we have a number of lifeguards represent our organisation at both national and international levels. It was great to see

and support our World Champion Black Fins and of course the Junior Black Fins compete on home sand in the International Surf Rescue Challenge at Mt Maunganui in late 2017. On the lifeguarding front, National and Intermediate Lifeguard Schools along with the BP Leaders for Life programmes provide key pillars which enable our most promising members to grow, develop and become world class leaders within their respective fields. Our staff led by our Chief Executive Paul Dalton are here to support the membership, they do an outstanding job in what sometimes can be a challenging environment and I would like to thank them for their continual work and the job they do on our behalf. To all our lifeguards, volunteers, club administrators and officials, never underestimate how valuable your time is. The time you commit makes an absolute difference in New Zealand society, is vital for New Zealanders safety in the water and you are an integral part of a functioning New Zealand society and truly make our organisation what it is today. Finally I would just like to reiterate SLSNZ’s 2018/19 strategic priorities in being that of supporting clubs to deliver core services, operational excellence and innovation, being one movement and being resilient and securing our sustainable future. As we progress into the future and focus on these strategic priorities we look forward to working with you in partnership to assist you to keep New Zealanders safe in and around their favourite playground. Chief Executive’s Report PAUL DALTON

The last year has been a very positive one - driven by some amazing summer weather but also seeing good progress in a number of areas as we try to remain focussed on delivering what matters for the surf life saving movement. As always my thanks go to all the staff and volunteers who put in the hard yards – once again it was a real pleasure to be part of the team for another year! A few of the highlights for the year for me were: • Successful delivery of our ‘business as usual’ regional programmes – providing frontline support for Clubs and Members in lifesaving, sport and club development areas. • Completion of another year of the Regional Lifeguard programme – which contributes over 30% of the total national patrol hours. A big thanks once again to all our Council partners for the funding support. • Driven by the great weather, the number of people at beaches went up considerably on the year before, which for a similar level of patrol hours saw a big jump in lifeguard activity across the board – preventative actions, assists, rescues and first aid treatments all had big jumps. • But perhaps the most pleasing results were the big drops in beach drownings (down 26%) and serious member injuries (down 42%). While we aspire for both to be zero, it’s good to be heading back in the right direction after spikes in both last season.

• Also pleasing was the growth in the number of qualified and refreshed lifeguards (up 5.2%), driven by another year of high retention rates of lifeguards from last year while maintaining good levels of recruiting new lifeguards. IRB driver numbers are the main area of concern, with total numbers down by 3%, driven by lower retention rates. • Overall membership was stable – again a positive achievement in an environment where many membership and sporting organisation are going backwards. • Another busy and successful year on the domestic sporting front with continued strong participation numbers. But there were challenges, as despite the great weather overall in summer, our major events did seem to be a magnet for the little bad weather that was around which made life difficult for event organisers and athletes alike. As always our thanks go to all the clubs that hosted the events. • The successful hosting of the International Surf Rescue Challenge event at Mt Maunganui. It was great to see our Black Fins and Junior Black Fins get the chance to compete at home in near-perfect conditions. A big thanks to the organisers and all the officials who demonstrated that NZ is well capable of hosting international level events.

• A very enjoyable 2017 AGM, Club Chairs Strategy Workshop and Awards of Excellence dinner. A big thanks to the Honours & Awards committee, club attendees and everyone else who helped make that a successful day. • The learnings which came out of the Club Chairs Strategy workshop around ways to improve decision making processes and consultation. • The success of the extended format BP Leaders for Life programme. Congratulations to the organisers for taking the leap of faith to extend the time frame and to the participants, who again demonstrated the future of the movement is in good hands. • And in mentioning BP, the celebration of the 50th year of their partnership with surf life saving made this year one to remember, culminating in the ‘Every Litre Counts’ campaign which raised over $459,000 for SLSNZ, and which went on to win the 2018 Sport NZ commercial partnerships award. A huge thanks goes to the many people at BP who have been avid supporters of surf life saving over this first half century. • Receiving $614,000 extra from NZLGB following a successful year for Lotto. This was very much appreciated and allowed for additional club grants and a greater contribution to club insurance costs in a year when premiums had a sharp rise. • Both of the above two events contributing towards achieving a fifth year in a row of positive Net Profit results. • Contributing to the ongoing work of the Water Safety Sector, which is now leading towards discussions with Central Government over sustainable long term funding for SLSNZ and the wider sector. • 33,795 primary school children taking part in Surf Education programmes. • The rollout of the first phase of the Wellington/Kapiti Coast radio network. • Completion of the Rescue Water Craft (jet ski) qualification curriculum and course material, along with running the first course and qualifying the first candidates. • Continuing to slowly introduce new technology to sports events to reduce the workload on officials and speed up the event management. Overall, we continue to be in a positive space, but as always we must be very conscious that cannot rest on our laurels and things can change very quickly! Grant income declined by some $297,000 due to the ‘one-off’ $1 million Infinity Foundation grant in 2016/17 not being repeated, but this was offset by an increase of $614,000 in the grant from NZLGB. Sponsorship revenue increased by $712,000 due to the ‘one-off’ contribution from BP to celebrate the 50th anniversary of the partnership and having a full year of TSB sponsorship income plus extra leverage funding for their rebranding.

The increase in expenditure was driven by additional club grants, extra sponsor leverage activities (funded by extra income) and the increased cost of goods sold for merchandise sold to clubs. Overall, with income growing faster than expenditure, this contributed to a $293,026 growth in Net Profit for the year from $103,970 to $396,996. This helps us get back on track to rebuilding the cash reserves that are so important to protect us against revenue shocks. We still have a long way to go, and in the short term we remain vulnerable, so must continue to work very hard in this area. Finally as always I would like to thank all of the club members, lifeguards, parents, volunteers and administrators for the tremendous amount of work they put in, our fellow sports, charities and sector organisations that we work with closely on many issues, our funders and commercial partners for their ongoing support, and our many and varied other stakeholders for their roles in keeping surf life saving strong. Strategy

Our Purpose The purpose of the organisation remained consistent this year – ‘To Lead and Support Surf Life Saving in New Zealand’. Below is a brief summary of what the SLSNZ organisation does to fulfil that purpose:

SAVE LIVES

• Directly via running Regional Lifeguard programmes, event guarding and event safety at 3rd party events. • Providing frontline infrastructure for clubs, including operating the national Patrol & Operations (PAM) database, supplying clubs with uniforms, IRB motors, rescue tubes and other equipment and operating digital radio networks in some areas. • Supporting lifeguard training, starting with the pathways and curriculum, providing resources (manuals, workbooks), running training courses, oversight of exams and refreshers, recording qualifications, and facilitating training from outside organisations for VHF radio and First Aid training. • Behind the scenes support, such as facilitating local and national committees, providing critical incident support, setting patrol operations standards, guidelines and policies, facilitating patrol audits, supporting after hours callout squads, calendar development and co-ordination, providing a regulatory framework & dispute resolution support, a repository for best practice reference material, undertaking testing of new equipment and technology, and working with individual clubs on tasks to assist their development.

F O U N D A T I O N

SLSNZ Foundation Established in 2016, the Surf Life Saving New Zealand Foundation is a fundraising arm of Surf Life Saving New Zealand (SLSNZ), focused on building a sustainable income stream to support surf life saving activities nationwide over the long term. The Foundation is a separate legal entity from SLSNZ with trustees appointed by the SLSNZ Board. The current trustees are SLSNZ Board Chairman Brent Warner, SLSNZ Board member Trevor Taylor, former SLSNZ Board member Joe Pope and long time lifeguard and SLSNZ Life Member Peter Fitzsimmons. The Foundation aims to provide financial assistance to SLSNZ, its 74 member clubs and or other SLSNZ entities to enable them to carry out surf life saving activities in New Zealand for the benefit of the public. The Foundation is very flexible with the type of support people can provide and allowing this to be targeted to particular areas and activities of the donor’s interest if that is their preference. The types of support may include: • Cash. • Pledges. • Publicly traded securities. • Bequests (planned giving). • Real estate. • Other income producing assets. • Art, jewellery, and collectables. • A loan (of money or other assets to the Foundation enabling it to earn tax free income. After a specified time, the capital would be returned to the lender). Bequests are a particular focus for the Foundation, as these are a simple but very effective way for people to make a significant contribution to something they believe in. People often have specific areas of interest that they would like to support, and the Foundation can arrange and oversee this. Those who want to create a long term legacy have the option to elect that their gift will be kept in perpetuity, with only the income earned from it being distributed. Others may want to see their donation used for a particular activity, item, club or geographical location. All is possible. As such, a club could use the SLSNZ Foundation as a repository for their funds without having to go through the process of establishing their own. Central Regional

Eastern Region Report

In the few years I’ve been writing this report, it’s become abundantly clear of the significant contribution of the 20 Clubs that combine to make up the Central region. From a map perspective it looks like a “V” shape with Wellington at the bottom and heading up through Whanganui to Taranaki to the West and the Wairarapa to Hawkes Bay in the East. Drilling down further, it becomes apparent that clubs are collaborating with their neighbouring clubs through the sharing of ideas, strategies, planning and resources to achieve common goals and outcomes. There are obvious benefits to this which include sharing of teaching and training resources, blending of our younger lifeguards with their club sisters and brothers, and sharing the load during peaks in the patrol season. All of which, not only makes for a healthier movement but has the effect of breaking-down some of the misconceptions that can sometimes otherwise arise.

It has been another extremely successful year for the Eastern Region, firstly thanks must go to everyone who contributed from all the Volunteers, Supporters and Eastern Region Staff. Special thanks must also go to our Eastern Region supporting partner Zespri whose contribution to the grass roots level achieved more than 3500 volunteer lifeguard training hours across a wide range of activities, this support is definitely making a difference to the ever increasing capability of the region.

Little of this comes by chance, but is a consequence of a concerted and continual effort on the part of our club leadership who actively pursue closer working relationships within their cluster. This is in turn supported by the membership who get to reap the benefits associated with travelling away to another club to enjoy the challenges of a new environment and perhaps a different way of patrolling. Perhaps of greater significance, are those clubs who have spread their influence outside of lifesaving and engaged with other like-minded sporting and community groups where they find common ground and purpose. I believe as circumstances and funding sources require that this type of arrangement will become more common place. The 2018/19 summer is looking likely to be a repeat of last summer with the presence of El Niño conditions, so it’s important our Lifeguard services are well equipped for patrol services. Earlier in the year, the BP Every Litre Counts campaign raised an additional $459,000 for SLSNZ of which included a prize pool available to Clubs of 8 lots of $10,000 and competed for by many of the Central Region Clubs. Congratulations to Opunake, Otaki and Worser Bay who each won $10,000. There is no doubt of the value of the support provided by BP to Surf Lifesaving and the 74 Clubs nationwide who benefit from their significant support. Wellington region commemorated the 50th anniversary of the Wahine disaster where on 10 April 1968, the Wahine struck Barrett Reef and hours later sank near Steeple Rock. The Wahine disaster is one of the six major disasters of the century that affected New Zealand and our history. It is one of sadness for the lives lost, but also one of gratitude to the rescuers. Worser Bay Life Saving Club took an active part in the rescue of passengers and crew from the Wahine. There is a photo of the Club’s surf boat ‘Europa 1’ delivering survivors to the beach. Europa 1 and her crew made several trips that day in severe conditions along with at least two members who braved the conditions paddling out to the Wahine in two of the Club’s surf skis. Congratulations to Lyall Bay and Riversdale on the replacement of their respective club houses. The time and effort that go into these projects from people who also have significant other commitments, is nothing short of stupendous. Riversdale reports their building is fully operational and looking forward to the coming season. Lyall Bay’s impressive building, boasting fantastic views, open plan clubrooms and plenty of boat and rescue assets storage will complement their strong membership.

Membership growth continues its upward momentum with 244 newly qualified lifeguards, this combined with strong push at club and regional level to continue to support members in their personal development in obtaining awards is very satisfying and indicates a focus on our core business of Lifesaving. Other areas such as IRB Driver Development, First Aid Qualifications and Leadership also have had a strong focus during the 2017/2018 season. The patrolling season will go down as one out of the box with water temperatures across most of the region well above 23 degrees from early December to the end of March and generally settled weather conditions that combined to make it extremely busy on the lifesaving front. With this stellar summer came a total of 60,000 plus patrolling hours and a record number of Preventative Actions, Safety Interventions and Rescues. It seems that growth in visitor numbers to Eastern Region beaches is now part of what we can expect in the future, this is especially evident in the Coromandel with the likes of Hot Water Beach now patrolling for eight months (Oct to May) of the year. The challenge will be to continually evolve and build capability to meet this growing demand, we also need to mature as a region with some exciting lifesaving projects such as the Eastern Region Radio Network, Support Services Strategy and RWC programmes all due to take steps forward in 2018/2019. On the Surf Sport front, Eastern Region Clubs and Local Area Representative Teams had an outstanding year with BOP Senior and Youth Teams both winning the NZRC event, also Mt Maunganui LGS taking out the overall Oceans and Senior National Championships and Omanu Beach the Masters Championships. This dedication shown by athletes in the region also had a positive effect with many athletes making NZ Senior and Junior Development Teams which translated in the recent announcement of the New Zealand Black Fins team for the 2018 Lifesaving World Championships (LWC) at Glenelg Beach in Adelaide, with 7 of the 11 athletes selected coming from the Eastern Region. Strategy

Northern Region Report Yet again Surf Life Saving Northern Region Clubs, volunteers and staff have made an incredible contribution to reducing the drowning toll, educating the community, and providing safe access to some of New Zealand’s most frequented beaches. Our volunteer team of 1,800 lifeguards provided over 65,298 patrol hours. With paid lifeguards providing an additional 23,242 hours on top of that – bringing the regional total to a whopping 88,540 lifeguard patrol hours! Over 3,730 individual qualifications were gained or refreshed by members and outside of patrolling hours’ clubs continued to find the time to facilitate and run junior surf programmes for more than 2,468 of our youth. Surf Life Saving Northern Region reached an additional 15,000 young ones through our formal Beach Education and City Nippers programmes. Most importantly though 427 people did not become a drowning statistic because SLSNR lifeguards were there, present and ready and trained to save a life. These statistics are a continuing testament to the value provided by Surf Life Saving Northern Region, and the contribution Northern Region makes to Surf Life Saving nationally, which is second to none. We continue to remain a lean organisation, with an outstanding level of service driven largely by the great culture our clubs have created. The guardians of the coast continue to be a symbol of trust, reliability, and commitment on our beaches in the Northern Region. 2017 saw many changes to our patrols, the times we patrol and how we fund and resource our patrols. New funding models aim to ensure our volunteer services remain sustainable and are delivered where needed most. The changes to our patrol hours significantly reduced the number of after hour call outs, and rescues during the early evening at popular locations, ensuring lifeguards were on duty and able to intervene far earlier. Strategic responses like these remain vital in reducing the drowning toll and improving our drowning prevention strategy. Surf Life Saving Northern Region has been actively involved in several additional key initiatives and ongoing programs: • The Safeswim partnership with Auckland Council, Auckland Regional Public Health Service and Watercare was launched as a platform to provide relevant water quality information to the public at all Auckland patrol locations. • The digital migration of our radio network was a significant capital project to ensure the Radio Network which supports our patrolling operations was future proofed and able to support our patrols better in future years. • The expansion and growth of patrol coverage and our lifesaving support services through the addition of Rescue Water Craft locations, increased SurfComm hours, and peer support and duty officers ensured our lifesaving operations continued to receive the necessary regional support, and our lifeguard delivery remained aligned with public need. • The development of our 2018 – 2021 Strategic Plan was crucial to setting the future orientation of our organisation for the next three years, and beyond. • The growth in reach of our community education programmes through additional City Nippers locations ensured we continued to reach Auckland changing and growing population. • Advancing funding discussions with Local and Central Government. Regional Councils continue to assist and support our lifesaving efforts, their commitment to improving surf lifesaving service and delivery in the Northern Region was clearly shown in the recent Long Term Plan Budgets in Auckland, Waikato, and Northland. We look forward to furthering work with our Council family as we continue to address our regions coastal water safety issues as one. A highlight of 2017 has been to watch the newly created Lifesavers Foundation flourish, it has quickly accelerated from a Regional to a National funding prospect for Surf Life Saving in New Zealand and for positive benefits to start flowing to Clubs already. the Foundation trustees and staff for their hard work in getting the Foundation up and running. Southern Region The 2017 /2018 summer came and stayed with stunningly warm water across the region the public got into beach mode early and kept coming throughout the season. A big thanks needs to go to all the guards and members who gave time volunteering across the region and the country to ensure that the public were safe throughout the summer. With nearly 900 new and refreshed lifeguards in the region covering the beaches the numbers continue to develop across the board from the bubble of Nationals in the area in 2017. Our thoughts must go out to the family and all the guards and members of the public who helped with the unsuccessful search for Jack Sutton in February in Christchurch. This isn’t the glamour side of surf but truly showed that clubs will go above and beyond for the community and it was great to see clubs working together throughout the week. Again the geographical area that the southern region covers creates it issues, be that local events to getting members to nationals this was slightly helped in the 2018 season with the semi reinstatement of the State highway through Kaikoura, the test will be to see how long before we put a surf event on at the newly created surf break in the Kaikoura township. Congratulations need to go to all those members who were recognised through the Awards of Excellence held in Christchurch and Dunedin, a special mention goes to Sarah Ball from Oreti and Craig Jamieson from Taylors Mistake for being named the Volunteer of the year for the Otago and Canterbury Areas. Well done to Waimairi and Kaka Point who were both named Club of the year for the Canterbury and Otago areas. It is key to keep recognising our member’s efforts and what we do in the community. To all the members who headed north to national events over the past season and to all of those who claimed medals in both national and regional events I congratulate you. A special mention needs to go to all the members, both athletes and management who represented New Zealand throughout the past twelve months. With some stunning performances in all aspects of Surf Lifesaving Sport we have some great individuals and teams coming through. On behalf of the Southern Region I would like to thank all the clubs, patrolling members, administrators and coaches for their time and effort over the last twelve months to continue to develop and deliver the goals of surf lifesaving.

NZ Lottery Grants Board Surf Lifeguard of the Year 2017 NATHAN BERRY – LEVIN-WAITARERE SURF LIFE SAVING CLUB

Nathan has a strong focus on lifeguard development; always looking to grow Advanced Lifeguard capabilities in others and create a hub of lifesaving excellence. This year Nathan took on a number of roles for the club and region. He was Patrol Captain, IRB Driver and Mentor of developing Patrol Captains. He also assisted with instruction and examination of the Surf Lifeguard Award and IRB programme in the area. He was Club Captain for Levin-Waitarere and organised the roster and patrols. He supervised the Regional Lifeguard contracts and staff, was the main point of contact for lifeguarding operations, acted as swim coach for year-round pool training and continues to work with lifeguards to implement development plans. In the region, he is a member of the Local Lifesaving Committee, a Patrol Auditor, an Instructor at the Intermediate Development Camp, a member of the callout squad, facilitator at the Riversdale IRB Camp and assisted with Foxton patrols. He completed a number of minor rescues and callouts. He also arranged a visit for the Life to the Max programme and delivered a lifeguard module for the local Scouts group.

DHL Volunteer of the Year 2017 KATE SUTER – SUMNER SURF LIFE SAVING CLUB

Kate is a role model to many members in the Sumner Surf Life Saving Club. She promotes a high level of professionalism to members of the public and continues to think about how things can be done better. She is extremely well-rounded with exceptional skills and knowledge. Last season, Kate completed hundreds of volunteer hours including over 45 hours as a volunteer Surf Lifeguard. As head Instructor for Sumner, Kate created training plans from surveys sent to members and carried out courses that qualified 24 new lifeguards, 10 IRB Crew, five IRB Drivers, four new Instructors and a new Examiner. She promotes the club to the community, attracting new lifeguards and coordinated many critical incidents incuding a major search where she was first on the scene when a car went into the estuary. Kate was the manager as well as a competitor of IRB competitions for Sumner and ran three motor workshops for Sumner and two for Canterbury. Kate is member of the Local Lifesaving Committee and she has taken the initiative to get more clubs training together. She is the head Patrol Auditor in Canterbury, was an event lifeguard, ran a rock workshop for 32 members, was a mentor at the National Lifeguard School and attended a facilitators course so she can run Patrol Captains’ courses in future. Kate shows real commitment to surf lifesaving.

BP Surf Rescue of the Year 2017 FAR NORTH SURF RESCUE - THOM ANDERSON, ANTHONY WALKER, KATE CLARKE, TONY WALKER.

At around 6pm on March 9, lifeguards at Ahipara Surf Rescue were alerted to two divers trapped on rocks under the cliffs, west of Tapotupotu. The men had been stranded for more than five hours, wearing only lightweight wetsuits and they were exhausted from their attempts to get back to the beach. Dangerous conditions had prevented the Northland Rescue Helicopter, Police, Search and Rescue volunteers and Coastguard from getting to them. Within five minutes, lifeguards Anthony Walker, Tony Walker, Thom Anderson and Kate Clarke had responded to the request to get an Inflatable Rescue Boat to the scene and were on their way from Ahipara to Tapotupotu Bay, east of Cape Reinga, around 125km away. Once on scene, driver Thom and crewman Anthony launched the IRB in fading light, three metre swells and poor visibility but they quickly located the divers and got them back to safety.

Consolidated Notes to the Financial Statements FOR YEAR ENDED 30 JUNE, 2018

1. Reporting Entity Surf Life Saving New Zealand Incorporated (SLSNZ) is a New Zealand Incorporated Society formed under the Incorporated Societies Act 1908 SLSNZ is a charity registered under the Charities Act 2005. These consolidated financial statements comprise SLSNZ and the Surf Life Saving New Zealand Foundation. Surf Life Saving New Zealand Foundation is a registered Charitable Trust. SLSNZ’s principal activity is “To lead and support surf lifesaving in New Zealand”. This remains unchanged during the period reported. The financial statements are for the year ended 30 June 2018. The financial statements were authorised for issue by the Board on 24th August 2018.

2. Basis of Preparation Basis of Measurement The financial statements have been prepared on a historical cost basis except for assets and liabilities that have been measured at fair value. The accrual basis of accounting has been used unless otherwise stated and the financial statements have been prepared on a going concern basis. Presentation Currency The financial statements are presented in New Zealand dollars and all values are rounded to the nearest dollar. Statement of Compliance The financial statements have been prepared in accordance with NZ GAAP as required under the Charities Act 2005. SLSNZ is a public benefit not-for-profit entity and is eligible to apply Tier 2 not-for-profit PBE IPSAS on the basis that it does not have public accountability and is not defined as large. SLSNZ is deemed to be a public benefit entity for financial reporting purposes, as its primary objective is to provide services to the community for social benefit and has been established with a view to supporting that primary objective rather than a financial return. The board has elected to report in accordance with Tier 2 not-for-profit PBE accounting standards and in doing so has taken advantage of all applicable Reduced Disclosure (RDR) discourse concessions. Changes in Accounting Policy All accounting policies have been applied on a consistent basis with the prior year.

3. Significant Accounting Policies The significant accounting policies used in the preparation of these financial statements, set out below, have been applied consistently to all years presented in these financial statements. The significant accounting policies used in the preparation of these financial statements are summarised below: a) Foreign Currencies Transactions in foreign currencies are converted at the New Zealand rate of exchange ruling at the date of the transaction. At balance date foreign monetary assets and liabilities are translated at the closing rate and exchange variations arising from these are included in the Income Statement. b) Cash and Cash Equivalents Cash and the short-term deposits in the balance sheet comprise cash on hand, cash at bank and short-term deposits with time to maturity of six months or less. c) Financial Instruments Financial instruments and financial liabilities are recognised when the entity becomes a party to the contractual provisions of the financial instruments. Financial Assets The Entity’s financial assets include: cash and cash equivalents, receivables from non-exchange transactions and receivables from exchange transactions. The Entity derecognises a financial assets or, where applicable, a part of an asset or part of an Entity of similar financial assets when the rights to receive cash flows from the asset have expired or are waived, or the Entity has transferred its rights to receive cash flows from the asset or has assumed an obligation to pay the received cash flows in full without material delay to a party; and either: • the Entity has transferred substantially all the risks and rewards of the asset; or • the Entity has neither transferred nor retained substantially all the risks and rewards of the asset, but has transferred control of the asset. All financial assets are subject to review for impairment at least at each reporting date. Financial assets are impaired when there is any objective evidence that a financial asset or Entity of financial assets is impaired.

Financial liabilities The Entity’s liabilities include Creditors and other payables (excluding GST and PAYE), employee benefits, and income in advance (in respect to grants whose conditions are yet to be complied with). All financial liabilities are initially recognised at fair value (plus transaction cost for financial liabilities not at fair value (through surplus or deficit)). and are measured subsequently at amortised cost using the effective interest method except for financial liabilities at fair value through surplus or deficit. Measurement of financial assets • Loans and Receivables Receivables are stated at their estimated realisable value less any provision for doubtful debts. Loans and receivables are financial assets with fixed or determinable payments that are not quoted in an active market. After initial recognition these are measured at amortised cost using the effective interest method, less any provision for impairment. • Cash and Cash Equivalents Cash and Cash equivalents are measured at their fair values. Measurement of financial liabilities • Accounts Payables and other payables Account payables and other borrowings are subsequently measured at amortised cost using the effective interest method. d) Inventories Inventories are stated at the lower of cost or net realisable value, determined on a first-in first-out basis. An allowance for obsolescence has been assessed where appropriate. Inventories include uniforms, resource manuals and other surf lifesaving equipment that is on sold to Clubs or used for promotional purposes from time to time. e) Property, Plant and Equipment All property, plant and equipment are measured at cost less accumulated depreciation and any impairment losses. • Depreciation Depreciation is provided on all tangible assets on a straight line basis that will write off the cost of the assets over their estimated useful lives:

f) Intangible Assets SLSNZ have numerous registered trademarks which have benefit to SLSNZ and are stated at cost less amortisation in the financial statements. In addition, SLSNZ have created a specialised Customer Relationship Management system, which is to be amortised over a useful life of 3 years on a straight line basis. The system went live on the 1st July 2015 with additions to the systems being made in 2015-2016. Amortisation commenced from date of becoming operational, with the additions being amortised from date of completion. g) Work in Progress Work in progress is valued on the basis of expenditure incurred during the financial year and is not depreciated. The total cost of the project is transferred to the relevant asset class on its completion and then it is depreciated. h) Impairment The carrying values of non-financial assets are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable. If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets are written down to their recoverable amount. Any impairment losses are recognised in the income statement. i) Leases Lease costs relating to operating leases are recognised on a straight-line basis over the life of the lease. Finance leases, which effectively transfer to SLSNZ substantially all the risks and benefits of ownership of the leased assets, are capitalised at the lower of the leased asset’s fair value or the present value of the minimum lease payments at inception of the lease. The leased assets and corresponding liabilities are recognised and the leased assets are depreciated over their estimated useful lives. j) Employee Entitlements • Short Term Employee Benefits Employee benefits that are expected to be settled within 12 months of reporting date are accrued and measured based on accrued entitlements at current rates of pay.

These include salaries and wages accrued up to the reporting date and annual leave earned, but not yet taken at the reporting date.

k) Provisions A provision is recognised as a liability when the settlement amount or timing is uncertain; when there is a present legal or constructive obligation as a result of a past event; it is probable that expenditures will be required to settle the obligation; and a reliable estimate of the potential settlement can be made. Provisions are not recognised for future operating losses. l) Revenue Recognition Revenue is recognised to the extent that it is probable that the economic benefit will flow to the entity and revenue can be reliably measured. Revenue is measured at the fair value of consideration received. Revenue is derived from two broad categories - revenue from exchange transactions and revenue from non-exchange transactions. Exchange transactions are transactions in which one entity receives assets or services, or has liabilities extinguished, and directly gives approximately equal value (primarily in the form of cash, goods, services or use of assets) to another entity in exchange. Non-exchange transactions are transactions that are not exchange transactions. In a non-exchange transactions, an entity either receives value from another entity without directly giving approximately equal value in exchange, or gives value to another entity without directly receiving approximately equal value in exchange. The following specific recognition criteria must be met before revenue is recognised. Revenue from Exchange Transactions • Sale of Goods Revenue from sale of goods is recognised when the entity has transferred to the buyer the significant risks and rewards of ownership of the goods supplied. Significant risks and rewards are generally considered to be transferred to the buyer when the customer has taken delivery of the goods. • Sponsorship Sponsorship is recognised as revenue when received and all associated obligations have been met. Sponsorship received for which the requirements and services have not been met are treated as ‘income in advance’ under current liabilities. Revenue from Non-exchange transactions • Donations and Grants Donations and Grants are recognised as revenue when received and all associated obligations have been met. Where grants have been given for a specific purpose, or with conditions attached, income is not recognised until agreed upon services and conditions have been satisfied. Revenue received for which the requirements and services have not been met are treated as “income in advance” under current liabilities. m) Income Tax SLSNZ has Charitable Status from Inland Revenue for income tax purposes. There is no requirement to provide for income tax. n) Goods and Services Tax (GST) All figures are stated exclusive of GST except receivables and payables which are stated inclusive of GST. o) Basis of Consolidation The Consolidation financial statements consolidate those of Surf Life Saving New Zealand and Surf Life Saving New Zealand Foundation. SLSNZ controls the Foundation as SLSNZ has the power to govern the financial and operating policies of the Foundation so as to obtain benefits from the Foundation activities. All transactions between SLSNZ and the Foundation are eliminated on consolidation.

4. Income and Expenditure The financial statements for the year ended 30 June 2018 have been reported on a function basis, with expenditure allocated on a factual or allocation basis where practical. This includes employment related expenditure, telephone and tolls, freight, postage and travel.

Corporate Report

2017/18 has seen some significant milestones reached for Surf Life Saving New Zealand (SLSNZ) and our commercial partners. We have started the celebrations of our 50th anniversary with BP and we will celebrate our 15th summer as partners with DHL in September 2018. All of our partners are incredibly proud of the work that our Surf Lifeguards and other volunteers do and they have highlighted the commitment and contributions of our members in their campaigns as well as providing valuable income to SLSNZ. Our partners have also continued to provide opportunities, prizes and income to our clubs and members. We thank them for everything they do to help us support our clubs and members.

Major Partners The BP and SLSNZ partnership is believed to be the longest unbroken commercial partnership in New Zealand and we are both incredibly proud of this. BP’s Every Litre Counts campaign not only raised $459,000 for Surf Life Saving New Zealand, but it also highlighted the fantastic work that our Surf Lifeguards do. There was an incredibly strong Surf Life Saving presence at BP sites throughout the summer. This campaign also saw eight clubs win $10,000 and another 33 clubs receive a $500 BP gift card for helping us to encourage New Zealanders to fuel up between the flags. Our long-standing partnership was recognised at the Sport & Recreation New Zealand Awards with SLSNZ and BP winning the Commercial Partnership category. SLSNZ & BP were also finalists in the Energy Sector Awards and again a finalist in the New Zealand Marketing Association Awards (with the winners announced mid-September). At the Wahine commemorations in April BP donated a new IRB to the Capital Coast Callout Squad that will improve the capability of this unit and help them to respond to incidents throughout the lower North Island. The BP IRB donation campaign “Vote the Boat” will see one of the four finalists, Wainui, Oreti, Kariaotahi or Waimarama win a new IRB with all the trimmings. BP also continued their recognition of lifesaving excellence through BP Rescue of the Month and BP Rescue of the Year - we congratulate all clubs and members for their efforts. All clubs once again benefitted at the start of the season with a $500 BP gift card to help with running costs. It’s been a massive year for our partnership with BP and we look forward to another 50 years as partners. We started the summer with the DHL International Surf Rescue Challenge and we thank DHL for their support of this event – the first time to see our Black Fins and Junior Black Fins competing on home sand in six years. DHL launched the DHL Drop Your Flag campaign this summer. This was a virtual treasure hunt with the winner receiving $5,000 cash and another $5,000 going to a club of their choice. Mairangi Bay was the lucky recipient. Even though our partnership with TSB is only in its second year, it continues to go from strength to strength. Just before the start of the 17/18 season 11 clubs won a share of $100,000 through the TSB club grants. Shortly after this TSB launched their new brand and we must thank them for their amazing assistance to replace uniforms and equipment at no cost to the Surf Life Saving community. The TSB TV commercial featuring Surf Lifeguards Bill and Trinity was played during

the summer and a special home loan campaign raised an additional $30,000.

Gold Partners The popular KFC Surf Safe Buckets campaign returned in 2017 supported by a TV commercial with Surf Lifeguards to promote the $1 per bucket donated to SLSNZ. In conjunction with KFC we launched ‘tap to donate’ cashless donation units into New Zealand to provide their customers with an innovative way to support Surf Life Saving. KFC tray mats carried surf safety messaging throughout the summer and this helps us get these messages out to hundreds of thousands of Kiwis each year. KFC recently renewed their partnership for another two years. Our partnership with Zespri continues to provide free training and upskilling to Surf Lifeguards throughout the Eastern Region. To celebrate the second year of the partnership Zespri ran a video competition for clubs that culminated in a huge morning tea for juniors at the Mt Maunganui club. Thanks to Zespri scholarships, eight Surf Lifeguards from the Eastern Region attended the National Lifeguard School and five candidates completed the BP Leaders for Life programme at no cost. The Zespri Club of the Year awards saw Waikanae, Omanu and Waihi Beach each win $5,000 to spend on new lifesaving equipment at their respective Gisborne Tairawhiti, Bay of Plenty and Coromandel Awards of Excellence.

Silver Partners Our partnership with Nuromol ended this year with $50,000 donated through the Nuromol ‘Rescue Your Day’ promotion in pharmacies across New Zealand. Our Surf Life Saving sunscreen, made by Zenith Distribution, had a strong year of sales after performing extremely well in the Consumer NZ testing during the summer.

Bronze Partners BCG2 continue to support us creatively and although we didn’t deliver a national Surf Life Saving campaign this year they have helped us with a number of initiatives in both commercial and fundraising areas. Our partnership with Bed Bath and Beyond raised $28,000 for SLSNZ through sales in their beach range and we have recently extended our partnership for another year. Kubota continue to support our sports events by providing RTVs and tractors all summer and continue to donate $100 to SLSNZ for every RTV sold in New Zealand. Our national teams continue to be the envy of other teams around the world wearing their Under Armour high performance gear and we have seen several clubs follow this and outfit their teams at national events. Blenders Eyewear continues to grow in the New Zealand market. Not only do they donate $2 to SLSNZ for every pair sold in New Zealand, but they continued to provide sunglasses to staff and Regional Lifeguards – over 400 pairs were supplied again this summer. The h2go ‘budgie smuggler’ bottle had a high presence at BP during its second summer and 10c was donated to SLSNZ for every unit sold. Hutchwilco have continued to support us with marine supplies and

trials of new equipment. Teamline produced event merchandise for our national sports events, supplied hi-vis vests for all the competitors at the DHL International Surf Rescue Challenge and continued their support of the high performance programme with swimwear and printing. Endeavour Sport supported our national sports events with physiotherapists for competitors, developed a range of medical supplies for clubs to purchase at a significant discount and continued to support our national teams with medical and nutritional supplies. Nice Blocks joined our team for the summer with the Surf Life Saving Nice Block in BPs all over the country and 30c from every sale was donated to SLSNZ. The common theme over the past year from our partner campaigns has seen them wanting to stand behind our Surf Lifeguards and highlight the work they do to their customers and the New Zealand public. This provides our movement with significant profile at locations all over New Zealand and through other channels such as digital media.

The other strategy that is coming through is the support of our clubs and members with what our partners do. Through TSB SLSC grants, BP Every Litre Counts, BP IRB Donation, DHL Drop Your Flag and Zespri Club of the Year we’ve seen 24 Surf Life Saving Clubs benefit from $5,000 - $25,000. When you add initiatives to support member development such as BP Leaders for Life and Zespri scholarships, we see that our commercial partners are providing significant value to our clubs and members every year, as well as providing essential long-term income to SLSNZ. On behalf of everyone in the Surf Life Saving community we’d like to thank all of our commercial partners for their continued support and all the hard work they put in to help our Surf Lifeguards and clubs save lives on New Zealand beaches.
