WELCOME Welcome to CAJPA’s 2018 Annual Conference! As CAJPA’s members, supporters and friends once again gather in beautiful South Lake Tahoe, I want to take this opportunity on behalf of CAJPA’s Board of Directors and staff to welcome you to the 2018 annual conference. We want to do a big “shout out” to the CAJPA Professional Development Committee lead by Vice President Dr. Karla Rhay and Director Gina Dean. The committee started in early 2018 to identify sessions, speakers and networking opportunities that would be of great interest to governing officials and professional staff of California’s risk sharing pools. Sessions offer takeaways that will be instantly applied when attendees return to their public agencies ready to better serve their constituents. This year’s theme, “Adventures in Pooling” offers three magnificent keynote speakers. Wednesday’s kick-off is Matt McFadyen a well-known adventurer and leadership speaker. He has led numerous expeditions to the North Pole and Antarctica. Thursday’s luncheon keynote is Aron Ralston, author of Between a Rock and a Hard Place which is based on Ralston’s personal experience of being trapped between two boulders in a remote location for five days ultimately freeing himself by severing his own arm with a pocketknife. His book inspired the movie “127 Hours.” Friday’s closing keynote speaker is political consultant Robb Korinke who will give us an overview of today’s political climate as we enter into November’s midterm elections. Friday morning is close to standing room only so don’t miss it! This has been an exciting year at CAJPA. Two major initiatives were undertaken by your association. Greg Trout, Trout Consulting, was retained to evaluate data collection options in the possible pursuit of public agency tort reform. Trout will provide attendees with an update on this project during the conference. CAJPA’s Board and Professional Development Committee is set to launch CAJPA’s expanded educational opportunities “CAJPA’s Summit Series” which focuses training to governing officials and pool professionals at all levels and expertise. Participants will hear about the Summit Series and get a taste of the sessions under construction for governing officials via the four-part series offered at the conference. We are delighted that you joined us this year at CAJPA’s flagship event! The breakout sessions, keynote presentations, exhibit hall and networking opportunities with make this a transformative event for all! GENERAL INFORMATION The registration envelope contains a badge, ribbons (if applicable), and drink tickets for each of the Tuesday night, Wednesday night and Thursday night receptions. Badges are required for admittance to all conference events. Attendees must wear a badge at all times. Spouse/guest registration includes admittance to breakfasts, luncheons and receptions only. There is a $50 lost badge charge. Conference events are at the Lake Tahoe Resort, Harrah’s and Harveys. Check the program carefully for the hotel and room assignments for all educational sessions and social functions. Sexual Misconduct, Suicide & Bullying: How Schools Can Reduce Risk & Improve Results Location: South Shore Room, Harrah’s The Center for Disease Control (CDC) estimates that 67% of all victims of reported sexual abuse are under the age of 18, and more than half are under the age of 12. The CDC also indicates that suicide is the #1 cause of death for 11-14 year olds in America, and that bullying and sexual abuse victims are 2 to 9 times more likely to consider suicide. With sexual abuse, bullying and youth suicide on the rise, today’s students are unquestionably at greater risk than ever before, and the cost to districts and their pools can be formidable. The good news is that we have an underutilized resource in a prime position to do something about these grim statistics. Students see and know things on a school campus that adults don’t and they can intervene in ways that adults can’t. With serious issues such as sexual harassment, bullying and youth suicide on the rise, it makes sense to equip the people who are in the best position to safely intervene when they see the signs of these issues on campus. This presentation highlights methods for reducing the risks and liability associated with sexual misconduct, bullying and suicide on school campuses. At the completion of this session, attendee will: • Understand the costs and consequences of sexual misconduct and bullying / cyber-bullying, including suicide. • Gain a greater understanding of the different types and effects of student aggression. • Gain an understanding of how engaging and equipping students can create a safer more inclusive school culture that reduces risk and liability. • Understand of the vital role that youth empowerment prevention strategies play in the longterm success of a school. Sixty is the New Twenty – The Multigenerational Workplace in JPAs Location: Flying Cloud, Lake Tahoe Resort In this presentation, three JPA managers — a Boomer, a Gen X and a Millennial — will explore some of the ways different generations look at work. The workshop will touch on motivation, work-life balance, affinity for technology, and change management. Superbugs: The Roadmap to Employee Safety Location: Flying Cloud, Lake Tahoe Resort Superbugs are fast becoming a worldwide health epidemic, as antibiotics are losing their ability to treat these infections. To date, the main culprit has been overuse of antibiotics—both in the healthcare setting and food industry—which has led to various strains of bacteria becoming impervious to the drugs that could once treat them. The Center for Disease Control (CDC) estimates that more than two million people in the U.S. contract superbug infections each year and at least 23,000 cases result in death.
