WELCOME! It’s my pleasure to welcome you to the 2019 FDAC Annual Conference. Napa is the perfect location for this year’s event – a new venue and a new vision for FDAC and our members. Each year the FDAC Conference Committee strives to bring in the best – the best presenters, the best vendors and the best networking activities. This year, they’ve taken it up another notch! From issues affecting today’s fire service, like health and wellness to ethics and harassment, preparing for disasters to identifying our next leaders, each session promises to be informative and interactive. It is often the case that there are one or two new Board members at every election. Serving on a District Board can be an overwhelming experience and one that is often foreign to the newly elected or appointed Director. They often come from a different background and have sought election out of a desire to serve their community or to address a specific issue or agenda that is of interest. In spite of having the best motivations in the world, these new Board members often find themselves thrown into the mix with little or no background, experience or preparation. Many report that their organization has no specific onboarding or orientation process and they did not even have the opportunity to meet the CEO of the District prior to their first meeting. When new Board members aren’t prepared for their new role, it causes frustration and decreased motivation for the new member and it decreases the effectiveness of the entire Board of Directors. Patterson and Associates This presentation will focus on what is expected of fire district directors when a major emergency or disaster occurs within their jurisdiction, including the loss of essential district services and facilities. Such events would include major fires, earthquakes, severed winter storms and flooding. Blair Aas, Director of Planning Services, SCI Consulting Blair Aas specializes in the areas of developer mitigation, Mello-Roos formations, development impact fees and other new revenue mechanisms to offset the need for new or increased services and public facilities to serve new development. With over 17 years of experience in public finance and developer mitigation, Blair has developed extensive expertise in assisting public agencies in addressing all of the financial impact of new development. He has prepared over 100 impact fee programs and public facility financing plans. In this capacity, Blair has strong analytical experience in the inception of solid public facility planning and financial analyses. Blair graduated from Boise State University with a B.A. in Economics with an emphasis in public finance. He is a frequent presenter on local funding mechanisms for public agencies at annual conferences and area workshops held by the California Society of Municipal Finance Officers, the California Special Districts Association, and the Fire District Association of California. Blair is a commercial associate member of the California Society of Municipal Finance Officers, a member of the CSDA Legislative Committee Budget, Finance, and Taxation Working Group, and a former Community Resources Commissioner for the City of Fairfield. Shon Buford, President, San Francisco Firefighters Local 798 Shon Buford is a 25-year veteran of the San Francisco Fire Department (SFFD) who was sworn in as the new President of San Francisco Firefighters Local 798 on January 10, 2019 by San Francisco Mayor London Breed. Shon has been in various leadership positions within Local 798 for over a decade. He became a Steward for Local 798 in 2001 and a Director in 2004 before being named Treasurer in 2011. He currently serves as the first African-American President in the history of Local 798. Shon became a member of the San Francisco Fire Department’s Rescue Squad 2 and made Lieutenant in 2012. In 2018, Shon was promoted to the position of Captain in the SFFD. A native of San Francisco, Shon has been on the forefront of protecting the members of the San Francisco Firefighters Local 798 by effectively influencing the political landscape through his work on various campaigns. He has also been a key leader in the San Francisco Firefighters Toy Program, delivering toys to hundreds of thousands of underserved children in the Bay Area over the course of several decades. He received his Bachelors of Arts in Management from the University of San Francisco in May 2017. Sarah Centeno, Workers’ Compensation Program Manager, FASIS Sarah Centeno is a Workers’ Compensation Senior Advisor at York Risk Services. She currently oversees the workers’ compensation program for a Joint Powers Authority specializing in coverage of fire safety employees, as well as a Joint Powers Authority specializing in coverage of schools. In addition, she oversees the Return to Work programs for two Joint Powers Authorities consisting of municipalities, which includes the coverage of safety employees. She is responsible for providing claims oversight of her client’s third-party administrator, assisting with workers’ compensation regulatory compliance, providing client training and informational resources, as well as facilitating contract negotiations.

Lisa Charbonneau, Associate, Liebert Cassidy Whitmore Lisa represents cities, counties, and special districts throughout the state in litigation, advice and counsel, and all other matters pertaining to labor and employment law, including investigations, public employee discipline, wage and hour compliance, the Public Safety Officers’ and Firefighters’ Procedural Bill of Rights Acts, and labor relations. She also works with the firm’s school clients on wage and hour and other education law matters. She has secured successful results, including dismissal or summary judgment, for clients in litigation matters ranging from Fair Labor Standards Act (FLSA) collective actions to disability discrimination to First Amendment retaliation. She has also successfully represented clients before numerous administrative bodies and personnel commissions, including the California Labor Commission, the California Department of Fair Employment and Housing, and the Equal Employment Opportunity Commission. A significant part of Lisa’s advice and counsel work involves counseling clients on FLSA issues, conducting FLSA audits for clients, reviewing employer compliance with wage and hour laws, and assisting with payroll system upgrades and modifications to achieve compliance with wage and hour laws. Her practice also includes training on such subjects as harassment, FLSA compliance, freedom of expression in the workplace, fire district/department management, and supervisory skills. Lisa received her JD from U.C. Hastings College of the Law in 2006 and was admitted to the California State Bar in December of that year. While at Hastings, Lisa served as an Equal Justice America fellow and received a grant to work on community economic development issues for the City of Detroit. Lisa earned her Bachelor of Arts with Honors in Government from Wesleyan University in Middletown, Connecticut, and soon after that worked at a political magazine, The American Prospect, until she began to pursue her law degree. Anne Collins, Partner, Lozano Smith Anne L. Collins is a Partner in Lozano Smith’s Sacramento office and serves as co-chair of the firm’s Facilities & Business Practice Group. She is an experienced litigator, managing complex litigation for school districts, special districts with a focus on fire protection districts and other public agency clients. Anne’s representation is sought in a variety of areas of litigation, including facilities and business, charter school issues and labor and employment. She has managed several cases through jury trial, drafted and argued numerous motions for summary judgment and successfully argued before the California Court of Appeal for the First District. She also routinely advises clients on general legal strategies to achieve successful results in a range of subject matters including employee complaints, special education disputes and contract negotiations. Larry Crabtree, Principal Consultant, Crabtree Consulting Services, LLC Larry Crabtree was employed by CAL FIRE for 33 years where he worked as a Firefighter, Engineer, Captain, Battalion Chief, Chief of Labor Relations, and retired as the State Safety Officer in 2006. He also served as the Fire Chief for the MiWuk Sugar Pine Fire Protection District for five years prior to his retirement in May 2018. Larry and his wife, Sue, live in

Randy Dziubek, Deputy Chief Actuary, CalPERS Randy Dziubek joined CalPERS in February 2015 as a senior pension actuary. In September of 2017, Randy assumed the role of Deputy Chief Actuary over the Valuation Services Unit. Randy manages a team of approximately 30 actuaries, actuarial assistants and support staff. This team is responsible for the annual actuarial valuations for public agency, the state and schools plans within CalPERS. Randy also participates in policy setting and organization wide management for CalPERS. Randy has over 30 years actuarial and consulting experience with both private and public sector retirement plans. Prior to his current role at CalPERS he consulted with plan sponsors in several states on pension plan design, funding policies, and retiree medical issues. Randy earned his Bachelor’s degree in Mathematics from the University of Michigan. Fox had worked for the Olympia Fire Department for 35 years as a fire lieutenant and represented the local union in collective bargaining and labor-management relations. He was elected to the executive board of the International Association of Fire Fighters in 2016, representing the states of Washington, Idaho, Montana, and Alaska. Prior to that, he served over 25 years with the Washington State Council of Fire Fighters (WSCFF), joining its executive board in 1990 and becoming their President in 1996. He holds a Master’s Degree in Fire and Emergency Management Administration from Oklahoma State University, and is currently the Chief for the Mammoth Lakes Fire Protection District. Chief Steven Hall, FDAC President, Central Fire Protection District Chief Steven Hall, a 28-year veteran of the fire service, currently serves as Fire Chief for the Central Fire District of Santa Cruz County, California. Chief Hall is actively involved with California’s fire service, serving on the Board of Directors for FDAC and President of California Fire Chief’s Association’s Emergency Management Section. He holds a MS degree in Executive Fire Leadership and Emergency Management; BS in Occupational Studies, CSULB; and an AS in Fire Science. Chief Johnson was the Tualatin Valley Fire & Rescue Fire Chief for 15 years retiring in 2010 after a 32-year career. Chief Johnson serves as the Vice Chairman of FirstNet who is constructing a nationwide wireless broadband network dedicated to public safety. Chief Johnson has served as President of the International Association of Fire Chiefs (IAFC) and is currently the CEO of the Western Fire Chiefs Association. Jeff Meston, President, California Fire Chiefs Association Chief Jeff Meston is currently the President of the California Fire Chiefs Association. He is a 39-year veteran of the fire service working for the City of Madera Fire Department, Novato Fire District and the City of South Lake Tahoe Fire Department. He holds a Master’s Degree in Public Administration, is a California Certified Fire Chief & National Fire Academy Executive Fire Officer. He has served as President of the Marin County Fire Chiefs Associations and Lake Tahoe Regional Fire Chiefs Associations. Kurt Latipow, Retired Fire Chief and Senior Associate, Emergency Services Consulting International Chief Latipow has enjoyed 40 years in Public Safety with over 27 years of Public Administration in Fire Chief and Chief Officer positions. He has developed and implemented numerous comprehensive fire and emergency services related plans. Mr. Latipow has facilitated the adoption of those plans via a variety of governing bodies. Daniel Munsey, Assistant Fire Chief, San Bernardino County Fire Protection District Dan Munsey is an assistant fire chief with the San Bernardino County Fire Protection District currently assigned as the lead in the Special Operations Division. Chief Munsey possess a Master’s Degree in Public Administration from Grand Canyon University, is a graduate of the California Special Districts Leadership Academy, is credentialed by the Center for Public Safety Excellence as a Chief Fire Officer, and holds a California State Fire Marshall Chief Officer Certificate. Russ Patterson, Principal, R.E. Patterson and Associates Russ Patterson is the owner of R.E. Patterson and Associates, an emergency management consulting firm. Russ founded his company in 2006 shortly after retiring as a Captain with the Campbell Police Department after serving for 30 years. In addition to commanding the various divisions within the Department, he also acted as the City’s Emergency Manager for ten years. After serving eight years on the City of Scotts Valley Planning Commission, in 2016 he was elected the Board of Directors of the Scotts Valley Fire Protection District, where he currently serves as Board President. Russ currently writes Emergency Operations Plans, Hazard Mitigation Plans, Continuity of Operations Plans, and various other planning instruments for local government, special district, private sector, and non-profit agencies throughout the nation. In addition to conducting SEMS and ICS training for many of these agencies, since 2007 he has been an adjunct instructor with the California Office of Emergency Services (CalOES) Specialized Training Institute (CSTI) in San Luis Obispo. Just most recently, Russ worked as the Deputy Logistics Chief at the CalOES/FEMA Joint Field Office in Sacramento working on the California wildfires. Chief Michael Schwartz, North Tahoe Fire Protection District Michael Schwartz is a 37-year veteran of the Fire Service with a passion for Fire Service Leadership. He speaks nationally on the topic, presenting innovative ideas on leadership and managing financial issues facing Fire Chiefs and Special Districts. Since 2012 he has been serving as the Fire Chief for the North Tahoe Fire Protection District in Tahoe City, CA. Chief Schwartz holds a Bachelor of Science in Public Administration with a minor in Business Finance from the University of Maryland. He is a graduate of Stanford University’s Paramedic Program, and has been a Nationally Registered Paramedic since 1990.
