2 Lifetime Achievement Award - Stephen K. Sinnock Advisory Committee Member and industry partner to the San Joaquin Delta College Engi neering Department. Past president of the Central Valley Chapter of ASCE. Past president of the Sierra Chapter of the Consulting Engineers and Land Surveyors of California. Past presi dent of Lincoln High School Athletic Booster Club. With the help of my partners and my staff, I saw Kjeldsen, Sinnock & Neudeck, Inc. (KSN) grow from a small 8-person engineering and surveying firm doing local projects in Stockton, to its current staffing of 60 professional employees, and adding a West Sacramento office location to our original Stockton office location. Married to Donna Sinnock for 29 years. Proud father of two daughters.

Outstanding ASCE Branch Officer - Sue Hida Retired Caltrans Supervising Engineer, Sept. 2020. Current ASCE Capital Branch President and in-coming Region 9 governor. B.S. CE and M.S. CE from Purdue University with an emphasis in Structure Design. M.S.E from Princeton University with an emphasis in Structure Mechanics. Implementation of the AASHO LRFD methodology (was Ultimate Strength Design or Load Factor Design, and Allowable Stress Design prior to that) for bridge design. Touring Cyclist logging ~2000 miles this summer.

Outstanding Faculty Advisor - Cristina M. Poindexter, Ph.D., P.E. Associate Professor, Department of Civil Engineering, California State University, Sacramento. Ph.D., Civil & Environmental Engineering, Univ. of California, Berkeley, 2014. Faculty Affiliate, Office of Water Programs, California State University, Sacramento. Reviews dam breach inundation maps, sizes woodland buffer for wave height reduction at a levee and evaluates the effects of climate change on design storm runoff in small watersheds.

Outstanding Life Member - Enayat A. Haidari M. Eng, PE, Life Member ASCE Senior Consultant Civil Engineer with Interwest Consulting Group, a SAFEBuilt company. Currently working part-time as a Consulting Senior Civil Engineer. Awarded scholarships and achieved a Master of Engineering from Asian institute of Technology (AIT), Bangkok (1976). Continued Education UC Berkeley. Developed a state of art water treatment system treating radioactive contaminated wastewater. (With International Engineering Company, IECO) (1983). Oversaw design and construction of over 6000 residential homes, commercial and industrial developments, schools, golf courses and parks for over 40 years.

B.S. in Civil Engineering from Sacramento State. Works at Department of Water Resources under Security and Emergency Management Program, Executive Division. Favorite achievement is being deployed to the Paradise Camp Fire Recovery efforts. I like to travel just to eat food!

President & CEO of Odin. Received Bachelor of Science, Civil Engineering, University of Missouri – Rolla and Master of Science, Construction Management, Washington University - St. Louis, MO. Over his 30-year career, Louay M. Owaidat has successfully overseen the construction of more than 400 environmental, infrastructure and geotechnical construction projects with a combined total value of more than $1 billion. As President of Odin, Louay oversees the planning, operations, and development of the company. He also oversees the design, planning, and execution of complex geotechnical, infrastructure and remediation projects nationwide. Louay actively supports his community as a member of the Board of Advisors for the School of Engineering and Computer Science at California State University in Sacramento, and he is also a member of the Board of Trustees at Sacramento Country Day School. He chairs the Alfred Golze Scholarship fundraising committee for ASCE, which awards scholarships to deserving civil and construction engineering students. He also chairs and organizes fundraising events for St. Jude’s Children’s Research Hospital.

Senior Water Resources Engineer with the California Department of Water Resources. Received a B.S. in Civil Engineering from Cal Poly, San Luis Obispo. In her spare time, Megan enjoys spending time outdoors (hiking, camping, and backpacking), cooking and baking, and socializing with friends and family. When international travel resumes in earnest, Megan is looking forward to visiting her friends who live abroad and experiencing cultures around the world. Megan also enjoys volunteering with Girl Scouts, specifically through STEM workshops to encourage girls to pursue careers in STEM fields.

University of California, Davis, B.S Civil & Environmental Engineering. Creating women support group UCD FACE (Female Association of Civil Engineers) and hosting MIDPAC and winning 3rd place. Loves hiking, camping with friends, surfing, reading, and the farmer’s market.

Arthur Elliot Bridge Award - Toorak Zokaie Senior Bridge Engineer at Caltrans, Chief of Seismic Design Criteria Development Branch in the Office of Earthquake Engineering. Most significant achievement is contributions to the Analysis Chapter of AASHTO LRFD Bridge Design Specifications, Work on Seismic Retrofit of Golden Gate Bridge. Toorak has been living in Sacramento since 1976, loves to travel and has two grandsons (5 and 3 years old).

Outstanding YMF Officer - Juana Tellez-Errecart

David Kennedy Water Resources Engineer - Darius Dastoum, PE B.S Civil Engineering, CSU-Sacramento. Engineer at Wood Rodgers. Favorite achievement is passing the PE. Darius is a new dad to a 4-month-old baby girl. Darius enjoys going on road trips with family along the California coast, BBQs with friends and families, eating, and biking along the American River Bike Trail.

Charles Pope Construction Award - Shakib Waheedi, PE Quality Control Manager working with Odin Construction Solutions. Bachelor of Science in Civil Engineering from Herat University, Afghanistan 2005. Shakib has delivered heavy civil construction projects throughout northern CA for the last 5 years. Shakib has more than 10 years of construction experience in both horizontal and vertical structure projects in the Middle East and Africa. Shakib loves to play soccer and spend time with my family/friends.

Received B.S. Civil Engineering from CSU-Sacramento. Worked at Water Resource Control Engineer, Project Manager for the California Water Boards - Division of Financial Assistance. Favorite achievement is having been able to work and thrive in Private Industry former Employer (Domenichelli & Associates) under a great Mentor, Sara Rogers, and transitioning to the Public Sector using previous work experience to help small, disadvantaged communities (DACs) develop, fund, and implement eligible drinking water, wastewater, stormwater, or groundwater needs. Loves finding work- life balance and being there for my son and husband.

Outstanding Younger Civil Engineer - Matthew Havey, PE. Bachelor’s Degree of Science in Civil and Environmental Engineering, UC Davis and master’s degree of Science – Geotechnical Engineering, UC Davis. Engineer, Geotechnical Services, for the Department of Water Resources. Loves to explore all of California’s National Parks and forests. Matt is self-proclaimed “professional DIYer” and shameless millennial dog dad.

Humanitarian Award - James R. Munro Jim Munro’s career started in the 1960’s when the interstate was being built; he worked construction projects in Los Angeles and Orange Counties. After moving to Sacramento in 1971, he used that construction experience to develop construction specifications. He served during the San Fernando, Whittier, Loma Prieta, and Northridge earthquake recovery periods, and the subsequent bridge seismic retrofit program. During this era, construction methods and materials were constantly being improved upon. Jim’s dedication, passion, and expertise led to well-built infrastructure with few disputes, claims or lawsuits. Jim had a good track record of patiently working with contractors who wanted to “be original’’. He coached younger engineers by reading their drafts, quietly listening to their explanations, and then asking a lot of questions. Often that leads to the answer. “His worth to Caltrans flew under the radar”, said one of his former Supervisors and ASCE Life Member. He and his wife hosted international exchange students. He was an avid volunteer for the likes of Habitat for Humanity, Senior Gleaners, Loaves and Fishes. He was caregiver to his wife and travel-mate until her passing in 2012. Jim continues to travel and be active after his wife’s passing.

Theodore D. Judah Transportation Engineer - Dr. Ghazan Khan Associate Professor and Department Chair, Department of Civil Engineering, California State University Sacramento (CSUS). Ph.D. and M.S., Civil and Environmental Engineering, University of Wisconsin-Madison. Dr. Khan’s significant achievements are Faculty Innovation and Leadership Award, California State University System, Outstanding Teaching Award, College of Engineering and Computer Science, CSUS, Outstanding Scholarly Activities Award, College of Engineering and Computer Science, CSUS, Member TRB Standing Committee on Traffic Control Devices (ACP 55), and approx. $1 million in external research award. Dr. Khan is also a confirmed Chocoholic.

Francis Haveem Geotechnical Engineer - Alexander D. Wright, PE, M. ASCE Alexander Wright is a civil engineer specializing in geotechnical hazard mitigation design and provides services for the water, power, and transportation sectors. Alex’s principal area of expertise is focused on full geotechnical design including plans and specifications along with providing more traditional geotechnical modeling, seismic hazard evaluation, geotechnical evaluation, and other associated services. Received a M.S., Civil Engineering, from Brigham Young University, UT, 2013 - Geotechnical Emphasis and B.S., Civil Engineering, Brigham Young University, UT, 2012 – Civil Engineering Major | Geology Minor. Outside of work, Alex likes to spend time with family and is a religious volunteer for Children, Youth, and Adult Organizations: 2010 -2022

Frederick Panhost Structural Engineer - Roy Francis Lobo, Ph.D, S.E. Principal Structural Engineer, HCAI. Bachelor of Technology, Indian Institute of Technology, Madras, 1987. Master of Science, State University of New York at Buffalo, 1989. Doctor of Philosophy, State University of New York at Buffalo, 1994. Roy’s significant achievement in his career is the implementation of the HZAUS methodology for reclassification of Hospital buildings based on seismic risk or restructure/Rewrite of the Foundations Chapter in ASCE 4123. Roy is considered the Poet Laureate of the Office and called on to write poems for special occasions like Birthdays and Retirements.

Jonathan Burdette Brown Education Award - Nazrul Islam, Ph.D, PE, M. ASCE Senior Engineer, Department of Water Resources. B.S. in Civil Engineering from Bangladesh University of Engineering and Technology. M.S. in Civil Engineering from National University of Singapore. Ph.D. emphasis in Water Resources Engineering, University of California, Davis. Nazrul’s significant achievement in his career is helping young engineers to pass the PE exams. Nazrul loves traveling with family.

2022 INDIVIDUAL AWARDS & CENTENNIAL CELEBRATION

The UC Davis ASCE Student Chapter hosted the 2022 Mid-Pacific Competition from March 31 to April 2. Student teams from the West Coast and beyond competed in a variety of activities, from constructing and racing a concrete canoe to designing, fabricating, and building a 22-foot-long steel bridge. UC Davis came in third overall out of 16 competing teams! The team also earned second place in the Steel Bridge competition and third place in the Concrete Canoe and Geowall competition.

William Hall Flood Control Award - Mary Jimenez Principal Engineer; California Department of Water Resources and Manager of the Systemwide Multibenefit Initiatives Branch. Received M.S., Civil and Environmental Engineering, UC Davis 2001 and B.S., Civil and Environmental Engineering, UC Davis 1997. Lead planner for the 2017 Central Valley Flood Protection Plan Update. Grew up in rural Northern California; Mendocino County.

Civil Engineering Event Award - UC Davis MIDPAC Team

Outstanding Civil Engineer in the Private Sector - Richard T. Liptak, PE Richard is the CEO of Dokken Engineering. Received Bachelor of Science Degree, Civil Engineering from CSU Chico. Worked for four years at Caltrans in both District 3 and Structures. One of the first employees of Dokken Engineering in 1986; President from 2000 to 2020. Married for 42 years, has two two sons, and enjoys being a dog trainer and drummer in rock bands.

ABOUT THE SECTION

Outstanding Civil Engineer in the Public Sector - David Sarkisian, PE, CEG Manager of Dam Safety Service, Division of Operations and Maintenance, Department of Water Resources. B.S. Geology – Engineering Geology (1994, University of California, Los Angeles). Expansion and enhancement of the State Water Project Dam Safety Program through the im plementation of a series of initiatives that included Program policies, functional/organizational design, risk management, emergency preparedness, training and building of core competencies, redesigning internal business processes, documentation management, industry outreach, and communication with stakeholders. Program management includes responsibility for prioritization and funding of routine dam safety activities and 50+ projects on an annual basis with a combined annual budget of $40M. Led the State Water Project Dam Safety Program in meeting new Cal ifornia Water Code and Federal Energy Regulatory Commission Part 12D compliance require ments. Expanded stakeholder awareness and communication of various Program activities and projects through stakeholder engagement meetings, public meetings, website updates, and DWR Executive, State Water Contractor, and regulatory agency briefings. 2012-2020 Thermalito Fore bay Dam Bypass Gate Reliability: Led a series of inspections, analyses, and maintenance actions to ensure operability of the bypass gate during the restoration of the Thermalito Pumping and Gen erating Plant. 2016 – Present: Program Coordinator/Manager – Perris Dam Remediation Program ($250M+/-). Enjoys skiing with the kids at Diamond Peak (aka Incline Village).

GOLZE SCHOLARSHIP FUND

The Sacramento Section of the American Society of Civil Engineers serves the Civil Engineers of Northern California from Modesto to the Oregon border and from the Nevada border to the Coast Ranges. There are currently close to 2200 members in the Section.
