General Session 1: The Slow Path of PostPandemic Normalization and Implications for Rates
The dramatic imbalance between demand and supply in the aftermath of the pandemic recession triggered a wave of inflation that necessitated an aggressive monetary policy response. Fed officials responded by tightening monetary policy at the fastest pace since 1980, a process that is now believed to be concluded. Despite this tightening, the economy has continued to expand at a stronger rate than expected, driven at the core by an unusually resilient consumer. In this presentation, we will highlight the sources of the consumer strength and the implications for continued economic growth. We will also highlight the factors Fed officials are taking into account as they determine the appropriate path for interest rates going forward.
Learning Objectives:
List key factors affecting economic growth trends.
Evaluate and prioritize factors most important to policy makers. Attendees will analyze potential future rate paths.

Breakout - Debt 4: Earning the Checkered FlagTailoring Your Credit Story to Your Audience
You and your financing team have finished designing your financing or structuring your bonds and are rev’d and ready at the starting
15
gate to bring your financing to market. How do you tell your credit story to rating agencies and other market participants? How do you convey your credit story to investors? How do you communicate what you’re doing to elected officials and your residents? One of the most critical functions any treasurer and their financing team plays is conveying the credit story to multiple audiences with varying levels of financial sophistication and goals. This panel will focus on tailoring the credit and financial messaging to each audience to optimize the impact of those communications and ultimately to achieve the most favorable financing outcome possible. Hear from both an experienced issuer and an experienced municipal advisor how to tailor your message to each audience and how to create impactful financing reports and presentations.
Telling your credit story in a financing begins with the crafting of your preliminary official statement. Hear tips on how to work with your financing team to tell the credit story in this document. We will also discuss how to tell the credit story for financing partners – like credit banks, federal and state lenders – who may not have access to an updated preliminary official statement. Then we will talk about how to translate that information for special audiences like rating agencies and bond insurers. We will discuss the difference in presenting the same information for the public officials and the general public who may have very different interests/goals and different levels of financial sophistication. And ultimately we will discuss how to communicate this to the final investors whose interest – or lack of interest – in your financing will determine your interest rates.
Learning Objectives:
Compose a credit story in a Preliminary Official Statement.
Adapt the credit story to rating agencies and bond issuers.
Communicate to Federal and State lending programs.
Communicate to the market and investors. Prepare bond and financing reports and presentations.
