Budget and City Hall expansion on tap at City Council BY MATTHEW HALL Daily Press Editor
It’s a dense agenda for the Jan. 24 City Council meeting with plans to tackle the budget, an expansion to City Hall itself and revisions to the city’s urban forest rules. The City Services Building (CSB), a proposed expansion to City Hall, occupies two slots on the agenda. First, Council will be asked to amend the Civic Center Specific Plan to acknowledge the building’s currently proposed location. “The CSB project requires an amendment to the Civic Center

Wayne Blank doesn’t pull punches when it comes to the City and plans to develop the art gallery complex Bergamot Station. “The City has been playing god over everybody here for a few years now,” Blank said from his business, Shoshana Wayne Gallery. “They haven’t made up their mind. They don’t have a real plan. It’s just hanging.” Blank is essentially breaking away from a partnership with Santa Monica that lasted more than two decades. Up until last month, Blank owned about two acres of Bergamot Station and served as landlord for the rest. On Dec. 20, he sold his portion to real estate investment firm RedCar

He says he’ll only remain if things stay the same and his lease gets renewed, but the status quo has been on the precipice of change for years. “They had the best art community going of any place in the United States,” Blank said.“This was a pretty solid community that lasted for 24 years until the City started getting involved. In the end, the City can’t get out of it’s own way.” Santa Monica purchased 5.6 acres of Bergamot Station in 1989 with transit funds. After recently being named one of the best children’s hospitals in the state, Children’s Hospital Los Angeles (CHLA) is teaming up with Saint John’s Providence Health & Services to expand the level of care available locally. The partnership began Jan. 1, with hopes it will bring additional care to Santa Monica and the surrounding communities within the Westside. Much of the medical attention will go towards the most fragile humans there are, the newborns in the medical center’s Neonatal Intensive Care Unit (NICU). Providence Saint John’s Health Center has served Santa Monica and Westside communities since 1942. The facility prides itself on the quality of care in the NICU and its Maria
Shriver Nursery, staffed by trained nurses 24 hours a day, seven days a week. Newborns with special medical needs are transferred to the Irene Dunne Guild Level III NICU to receive medical treatment and additional attention. The 18-bed Irene Dunne Guild NICU at Providence Saint John’s will be lead by CHLA Medical Group neonatologists Philippe Friedlich, MD, MS Epi, MBA, and Steven Chin, Regional Director of Neonatology and CHLA Division of Neonatology, MD, MMSc. Throughout the collaboration the CHLA Medical Group specialists will collaborate with Saint John’s physicians, nurses and therapists to advance the health center’s neonatal care. Santa Monica receives grant for Ishihara Park The United States Conference of Mayors (USCM) and The Scotts Miracle-Gro Company’s charitable foundation have announced the recipients of grants totaling $160,000, through GRO1000, the landmark garden and greenspace development grant program. The 2017 GRO1000 Showcase Grant Cities are: Santa Monica, CA: Ishihara Park (Mayor Ted Winterer) New Bedford, MA: Abolition Row Park (Mayor Jonathan Mitchell) New Haven, CT: Cherry Ann Park (Mayor Toni Harp) Rochester Hills, MI: The Hills Sensory Garden (Mayor Bryan K. Barnett) The result of community outreach to design a buffer area adjacent to a new Metro Rail, Ishihara Park is a public greenspace where the community can connect with nature while being buffered from a nearby maintenance facility and its 24/7 operations. Ishihara Park will cover 2.35 acres and serve as an urban revitalization effort to replace land formerly used as a parking lot with native trees and shrubs and creating open greenspace for the community. A Nature Garden will include flowering trees and plants, enticing natural pollinators, and will give residents access to natural beauty and tranquility. The open greenspace will allow residents to use the park as they desire––for meditation, celebrations, bird watching or just simply walking and talking. A Learning Garden and an urban orchard of citrus trees will provide the community with space to grow fresh produce and gain horticulture knowledge. “Mayors understand that cities receive an exponential return on their investment in public parks and greenspace development,” said USCM CEO and Executive Director Tom Cochran. “We see The Conference’s partnership with ScottsMiracle-Gro as an opportunity to help cities realize concrete benefits from this endeavor – from improving the public health of their citizens to stimulating economic development and increasing community engagement and pride.” The cities, announced at the Mayors’ 85th Winter Meeting in Washington, DC, were chosen by a panel of former mayors and national garden experts. LED Streetlight Replacement Starting this week, the City will begin replacing over 1,200 high pressure sodium (HPS) street light fixtures with light-emitting diode (LED) street light fixtures. Replacing the existing HPS street lights with LED street lights will reduce energy consumption by approximately 57%. The project is expected to take about eight weeks and should be completed by March 14, 2017. The city has contracted with Siemens Corporation to procure and install the new LED street lights. Siemens will be using multiple trucks at various locations throughout the city during the installation process. Each light installation should take place rather quickly and cause minimal traffic disruption. The LED lights are dark sky friendly, limiting upward glare, and have been specified to minimize any potential effects to human sensitivity. The funding of the project is provided through On-Bill Financing (OBF) from Southern California Edison (SCE). OBF is a 0% interest loan where the monthly loan repayment is paid to SCE by an amount equal to or less than the estimated energy savings. Once the loan is paid off, the City will realize significantly lower electricity costs. Bonin unveils proposal for more neighborhood cops Pointing to sobering statistics showing fewer patrol officers in neighborhoods than there were 50 years ago, Los Angeles City Councilmember Mike Bonin has announced several proposals to add more patrol officers to Los Angeles’ neighborhoods at a rally with neighbors, police officers and police union officials. Bonin will submit a proposal to the City Council that calls on LAPD to put more focus on neighborhood policing and increase the number of officers assigned to patrol duty. The effort is designed to improve response times and police officers’ relationships in the communities where they work. Bonin’s legislation, which he is calling “Back to Basic Car” builds on decades-worth of efforts by the LAPD to focus resources on community policing. “Too often, I hear from constituents that they rarely see a patrol car in their neighborhood, or that it takes LAPD too long too long to respond to an emergency call. Our neighborhoods deserve better. We need more patrol officers - in Westside neighborhoods, and in neighborhoods around the city,” Bonin said. “My ‘Back to Basic Car’ plan will make that happen. LAPD’s leaders must improve how they allocate resources to get more patrol units in neighborhoods. That is the only way the department can protect and serve our residents and our neighborhoods in the way that we all deserve.” At a rally last week, Bonin discussed statistics that a decades-long de-emphasis on neighborhood patrols. In 1969, when there were 6,194 sworn officers, there were 337 officers on the street on average during the day shift. By comparison, on an afternoon just a month ago, though there were 9,885 sworn LAPD officers, only 311 of them were out patrolling neighborhoods. Those numbers are especially troubling when considering that the population of Los Angeles has increased by more than one-million people from 1969 to today. “The numbers paint a clear picture of where our priorities have been, and it unfortunately hasn’t been in having patrol officers in our neighborhoods,” said Bonin. “To have thousands more sworn officers in the LAPD, but fewer of them in our neighborhoods shows a problem that must be corrected.” For decades, the LAPD has focused on community policing and looked to it as the solution to scandals, civil unrest and rising crime. Community policing depends on having regular patrol officers in neighborhoods, so the officers who patrol a neighborhood are able to build proactive partnerships with residents. This type of policing is implemented through, in part, a system of “basic cars.” The basic car system was started in 1969 by Chief Ed Davis, who divided the city into 83 smaller neighborhood districts and assigned dedicated patrol cars to each district. The number of districts was ultimately increased to the current number of 168 in the 1990s, but without an added commitment to the number of patrol officers. “Response times to emergency calls are getting longer due to our neighborhood policing staffing crisis,” said Craig Lally, President of the Los Angeles Police Protective League. “We’ve heard enough talk. We need action now. We’re excited to see Councilmember Bonin take action and propose to put resources towards making our neighborhoods safer.” Bonin’s motion instructs the LAPD to: audit, review and potentially dismantle some specialized units and redeploy officers to patrol duty; authorize and instruct certain specialized units to answer 911 radio calls; hire more civilians to move sworn officers off desk duty; implement a “constant staffing” model like the Los Angeles Fire Department, summoning off-duty officers to fill patrol vacancies. Bonin also asked LAPD to conduct a review of and propose changes to its “Basic Car” areas -- geographic boundaries for patrol assignments. The boundaries have not been redrawn in years, despite shifts in population, traffic and other factors. helped open Bergamot Station as an art mecca for collectors and creative workers. With Blank as a landlord and partner, about 30 small, creative businesses flourished. Gallery owners benefited from large, formerly industrial spaces and relatively low rents. Blank maintains that he never raised rents on tenants over the past two decades nor did he pass along higher costs he incurred as a landlord. But with light rail on the way, the City’s plans for the site grew. A 2012 staff report established three goals for Bergamot Station: support the arts, deliver a transit-oriented development, and maximize revenue for BBB. With a directive to maximize revenue and take full advantage of the coming Expo Line, plans were initially quite expansive. They included plans for galleries, apartments, office space, restaurants and even a hotel. The gallery owners and Blank came out against the plans, arguing the prolonged construction and mixed-use development was a death sentence for the arts community. Since 2014, the City has significantly scaled back the plans but the damage has been done. Blank is essentially washing his
goals and more specific strategies to ensure community stewardship and best management practices for the urban forest.” According to staff, there are three sets of revisions, the first include new information to enhance protections, the second clarify existing information and the final set are grammar/punctuation corrections. The proposals have been presented to several groups in the past year and are now before council for final approval. Council will end the night with a budget discussion. Santa Monica has a rolling five-year budget forecast with updates every six months. The City’s two-year budget cycle also requires mid-year updates. “This has been crucial in establishing and maintaining not only the City’s AAA credit rating, but avoiding crisis management through long-term planning,” said the staff report. “The forecast reflects the impact of Consumer Price Index (CPI) and labor cost increases without new programs or staffing. Staff has completed a series of best to worst case forecast scenarios to provide a range of impacts that the General Fund may be required to withstand.” According to staff, the likely outcome for the five-year forecast shows General Fund expenditures slightly outpacing revenues next year and a projected $16.4 million structural deficit by 2022. “In the best case, General Fund revenues would exceed expenditures throughout the forecast period, while the worst case shows a shortfall of approximately $7.9 million in FY 2017-18 that increases to approximately $25.1 million in FY 2021-22,” said the report. On Tuesday, Council will be asked to make budget adjustments, provide policy direction, direct staff to proceed with developing a fiscally sustainable budget strategy, establish classification and salary rates for various positions, approve the position and classification changes, accept a grant money and take public comment on federal programs. Council will also hear the second readings for a pair of decisions discussed earlier this month. Returning for their final procedural vote will be rules expanding Santa Monica’s prohibition on performing in public spaces with animals and more restrictions on home sharing/vacation rentals. Many of the tenants rent on a monthly basis and it’s hard for them see why it would make sense to stay. The city manager’s office has been trying to set up a meeting with the new owner to discuss helping the creative businesses remain. The City Council has always maintained they want to support the current gallery owners and help them survive through construction and then eventually subsidize their rents. When asked what the Council can do to help the gallery owners who are now facing higher rates, Councilmember Kevin McKeown suggested to the Daily Press “someone might write a Blank check.” Wayne Blank says he has plenty of those lying around, but they’ll most likely be used to relocate his own gallery if and when it leaves Bergamot Station. “I’m starting to look around and maybe I’ll write a Blank check but it won’t be in Santa Monica, that’s for sure,” Blank said. “I think the city has treated people very shabbily.” kate@smdp.com

scope of the specific plan. The Plan would require parking for City Hall and the CSB to be provided in the Civic Center parking structure and lot. Project analysis includes special consideration of the historic context of the City-designated Landmark City Hall building and parcel.” The building returns later in the agenda on an appeal of a Planning Commission decision to authorize construction. As proposed, the CSB is a 50,200 squarefoot, 45-foot project with a basement addition. It is planned for the rear of the existing City Hall and will occupy part of the space between City Hall and the Police Department. City Hall is aiming for a cutting edge environmental certification for the building that requires unprecedented sustainability measures. Planning Commission approved the project in November of last year after requesting some revisions including reconfigured solar panel locations, a smaller exterior solar port and relocation so of several small elements. Santa Monica resident David Garden appealed that decision and council will make a final ruling Tuesday night. Council will hear another Planning Commission appeal at the Jan. 24 meeting. The Commission previously approved a request by a home owner to extend a thirdfloor balcony around their property but that decision has been appealed and will now be before the council. The property at 144 Fraser Ave. is unique because while it appears to be a two-story home from street level, the building is defined as a three-story home due to a natural slope on the property. According to the staff report, the parcel slopes from the front to the back with an elevation difference of about 4.25 feet. According to the staff report, work on the site is subject to an additional level of review because the finished elevation of the raised first floor is more than three feet above the site’s average natural grade level. Council will also hear proposed revisions to the city’s Urban Forest Master Plan. “The Urban Forest Master Plan (Master Plan) serves as a guide for perpetuating, managing and enhancing Santa Monica’s urban forest, said the report. “The plan establishes guiding principles, associated

ON JANUARY 11, ABOUT 7 P.M. Officers responded to the Whole Foods at 500 Wilshire Blvd regarding a subject in custody for theft and battery. Officers determined the suspect entered the store and selected merchandise from the store. As the suspect attempted to walk out of the store, the store security guard confronted the suspect and told the suspect to return the merchandise. The suspect refused. The security guard retrieved the item and told the suspect to leave the store. As the security guard walked away, the suspect walked towards the suspect. The suspect kicked at the security guard but missed and spat at the security guard striking him in the face. The suspect was detained for police arrival. The security guard was desirous of prosecution. Monique Williams, 45, homeless, was arrested for battery and petty theft.
