COLORADO AVE The terminus station of the incoming Expo Light Rail is arguably the most significant. Stopping at Fourth Street, it will be the first station dropping riders off at the edge of the Santa Monica Bay in decades. Judithe Hernández, who has a storied career creating public (and smaller-scale) art and can remember when trains were more prevalent in the region, is the right artist for the job. Taking THE station instead of a station meant doubling the amount of panels she'd planned on creating from 12 to 24, with only five and half months to finish them. Her pastel drawings were turned into glass mosaics. Fortunately, Hernández, who cut her teeth as a muralist back in the late 1960s and early 1970s, has the experience and knows how to stay consistent (not unlike a train). “I was producing a major piece of art a week,” she said. “It was kind of crazy. But I'm very disciplined so as scary as it was, I knew I could do it as long as I stayed on my schedule.” Hernández's pastel works are evocative, colorful, and often political. And then they disappeared and it was very disappointing.” She explored several themes when creating the panels, which, collectively, are titled “L.A. SAMOHI A baseball coach at Santa Monica High School has been diagnosed with measles. In a letter sent to parents on Jan. 23, Samohi Principal Eva Mayoral said the school received confirmation that a freshman baseball coach had measles from The Department of Public Health. Officials told the school there is only a small possibility that students could have been exposed and that no further action was needed. “We have reviewed immunization records for all baseball players and according to our records, all have been immunized against this preventable disease,” said the letter. Composers from five countries featured in wind concert A virtual UN of Music will be represented when works by composers from France, England, Germany, Spain, and Austria are performed in the second concert of Chamber Music Palisades' 18th consecutive season at St. Matthew's Parish in Pacific Palisades on Tuesday, Jan. 27. The 8 p.m. program will begin with a “Sonata for bassoon and piano” by Hindemith (Germany), followed by a “Sonata for flute and piano” by Poulenc (France). “Temporal Variations for oboe and piano” by Britten (England) and a “Duo for flute and oboe” by Ginastera (Spain) will lead to intermission. The second half will open with the “Duo for flute and bassoon No. 1” by Wolfgang (Austria) setting the stage for the major work of the evening, the “Trio for oboe, bassoon and piano” by Poulenc. Santa Monica church presents Community Values Award Dr. Albert Nicholas, pastor of the Pilgrim Missionary Baptist Church in Los Angeles, will receive the “Community Values Award” from the Santa Monica Stake of the Church of Jesus Christ of Latter-day Saints. The bronze award will be presented to Dr. Nicholas during a program and reception Thursday, Jan. 29 at 7 p.m. at the Santa Monica Stake Center, 3400 Sawtelle Blvd., Los Angeles. Light refreshments will be served. Dr. Nicholas is the second recipient of the award. In 2013, Los Angeles City Councilman Bob Rosenthal received the honor. Levi Heath, president of the Santa Monica Stake, said Dr. Nicholas has been at the forefront of many collaborative initiatives involving a tutoring program for Los Angeles youth, health and fitness fairs and expositions, as well as interfaith service

projects. “Dr. Nicholas is a giant in our city and like a good shepherd has always been focused on lifting others and doing good works wherever he goes,” said Heath. “He is beloved by his congregants and fellow ministers alike and teaches us what it means to be a neighbor and friend.” Dr. Nicholas has been a pastor for more than 40 years and currently leads the Pilgrim Missionary Baptist Church in downtown Los Angeles, which has grown to more than 3,000 members. The Santa Monica Stake of the Church of Jesus Christ of Latter-day Saints covers a region from Pacific Palisades along the coast to Marina del Rey and as far inland as Topanga State Park, Brentwood and West Los Angeles. Providence Saint John's Health Center receives award For the ninth consecutive year, Providence Saint John's Health Center has received Healthgrades' Distinguished Hospital Award for Clinical Excellence. Healthgrades, a consumer ratings company, awarded this distinction to hospitals that rank among the top 5 percent of more than 4,500 hospitals evaluated nationwide for outstanding clinical performance on at least 21 of 32 of the most common diagnoses and procedures. better outcomes for seriously ill patients. For the second year in a row, Providence Health & Services, Southern California, is the only health care system in California to have all its eligible hospitals receive this national recognition. “Health care has seen monumental changes in recent years and Providence is very fortunate to have physicians, nurses and other caregivers who have risen to the challenge of continuously providing the quality, compassionate and innovative care that is our tradition,” said Karl Carrier, interim chief executive, Providence Health & Services, Southern California. “We are proud to be recognized by Healthgrades for our successes and honored to be named among the nation's best.” From 2011 through 2013, Healthgrades Distinguished Hospitals for Clinical Excellence, as a group, had a 27.7 percent lower risk adjusted mortality rate across 19 procedures and conditions where inhospital mortality was the clinical outcome, compared to all other hospitals. The homeless count is upon us

My name is Miriam Adams and I am writing the Metro Board to express my support for the naming of one of the Metro stations in Santa Monica in honor of my uncle Private Joe Gandara. Joe Gandara fought and died in WWII in the 82nd Airborne, 507th Parachute Infantry Regiment: after parachuting behind enemy lines he voluntarily left his cover and helped destroy the advancing enemy; he was fatally wounded. Last year, my uncle was honored and posthumously decorated with the Medal of Honor at a White House ceremony which I accepted from President Obama on my uncle's behalf. During a commemoration ceremony held last year in France during the week of the 70th anniversary of DDay, Major General John W. Nicholson, Jr. 82nd Airborne Div. spoke of Private Gandara's sacrifice: "Despite his young age when he died, Gandara knew full well what would happen when he exposed himself. He knew he was likely to die and he did it anyway. He died protecting his comrades, but he also died to end oppression of the French people and prevent the oppression of his countrymen.” The Medal of Honor is bestowed upon a few of many thousands of men who gave their lives to serve their country heroically. Private Joe Gandara was not married nor had children but his family and his country meant everything. Born and raised in Santa Monica, his family brought his body home where he is buried, at his mother's feet, in Woodland Cemetery at 14th and Pico, in Santa Monica. I ask that you please consider naming and honoring one of Santa Monica's Metro Terminals after our heroic Private Joe Gandara, Medal of Honor recipient.

hundreds of folks will fan out around the city to do the city's Annual Homeless Count. Teams will move through each and every neighborhood and count the number of people sleeping or camped on the street, in parks and on private property. The figures obtained will be combined with counts of the number of people in jails, motels, medical facilities, homeless shelters, vehicles and in institutional facilities operated by service providers for a complete tally. Last year, 742 homeless people were counted in Santa Monica -- a five percent decrease from the 780 counted 2013. 769 individuals were counted in 2012, 740 in 2011, 742 in 2010 and 915 in 2009. The number of homeless in Santa Monica seems to have leveled off in the last four years according to the counts. Coordinated private and public programs aimed at ending homelessness are a factor in stabilizing the homeless population. For example, last year 124 homeless people found permanent housing and City Hall's “Project Homecoming” reunited 147 homeless individuals with family and friends around the country who pledged to provide housing and support. The local count also identifies locations within the city where homeless persons are. The counts also help determine services that may need tweaking or expanding for better effectiveness and applications for homeless services grants through the U.S. Department of Housing and Urban Development, state, county and private funding sources. In addition, an accurate count can tell policymakers whether City Hall's array of services (including permanent housing opportunities) are magnets attracting more individuals here than would come if services weren't available. This year's Santa Monica count coincides with Los Angeles County's biannual count. Last year, 39,400 homeless men, women and children were counted countywide according to the Los Angeles Homeless Services Authority (LAHSA). If Santa Monica's count is up, you can bet your ocean-view condo that City Hall's Human Services Division (HSD) and the service providers working with City Hall will be scrambling to find out what went wrong. If the numbers are down, everyone will be praising the effectiveness of the city's “Action Plan to Address Homelessness.”

NO HOMES FOR SALE (UNLESS YOU'RE RICH)

The Housing Commission is one of nineteen citizen boards and commissions whose members are mostly council appointees. The Housing Commission's mission is to “improve the quality of life by supporting and helping to guide the production and preservation of affordable housing…” Recently, commissioners decided to make changes in their Mission Statement. One change suggested deleted "language regarding opportunities for home ownership programs and replace with language about income targeting, monitoring and program compliance." Since when do programs that may lead to home ownership (versus renting) have anything to do with "income targeting, monitoring and program compliance?" Most municipalities include home ownership as part of their affordable

housing programs. A qualifying person can buy either a new or older, rehabbed dwelling via low cost/low interest loans or favorable financing programs. Not in Santa Monica. Our own city-affiliated affordable housing provider Community Corp of Santa Monica and other non-profit/governmental affordable housing suppliers only build apartments. Nowhere in town can a low-income family purchase a piece of the American dream: a small house or condo conversion. Renting is the only option. Of course, the big benefit to the community of ownership is that a low-income owner with a family is likely to become more involved in the community and live in the community longer than a renter. But, none of that matters. The reason why, year after year, decade after decade, only low income rental units are available for housing is to provide a constant and growing voter base of renters to support Santa Monicans for Renters' Rights candidates and ballot measures. I guess SMRR leaders think homeowners are less likely to vote for them than renters. It's another deterrent to the return of Santa Monica's middle class that has already been decimated by flawed housing policies favoring only those on the far edges of the economic scale. In Santa Monica, you can buy and own your own market value house or condo if you're rich enough. But, if you're poor/mid-income and hope to own, you'll have to go elsewhere.

City Councilman Ted Winterer emailed that I erred last week when I wrote that businesses were exempt from the new water reductions. “Businesses are categorically not exempt from required water reductions. Quite to the contrary, while many residences will be exempt from a required 20% reduction, no businesses will be unless they apply for a modification to their water allowance.” “There are two stats to bear in mind. The first is the bimonthly water allowance, which is 20 percent less than the usage for the comparable period for 2013. Use less than the allowance and you're good. Use more and you pay surcharges.” Winterer added that the other stat is the conservation threshold, which applies only to residences. Dean Kubani, manager of the city's Office of Sustainability and the Environment told City Council recently, “Given the diversity of businesses in the city, it would be too complicated to develop a reasonable threshold…” Winterer added, “There are no conservation thresholds for businesses so they all have to meet the water allowance.” There. The Santa Monica-Malibu Education Foundation is less than halfway to its $4 million goal with just five months left in its fundraising campaign, but officials say they remain optimistic about reaching the target. The foundation had raised $1,831,906 as of Jan. 15, including received gifts and pledged money, according to executive director Linda Greenberg. The funds will help in covering a variety of school costs through the district-wide Vision for Student Success program. Greenberg updated the Santa MonicaMalibu Unified School District board of education on her agency's latest figures during its Jan. 20 meeting. Her report to the board highlighted a recent bequest of about $450,000 from Judi Lynne, the third-largest gift in SMMEF history. “We are very grateful to Judi Lynne and her estate for that amazing, amazing gift,” Greenberg said. Greenberg noted the assistance of local attorneys Sonya and Bruce Sultan, who have promoted the education foundation to their estate planning clients. She added that there are ongoing conversations with other philanthropists and that major donations often take longer to secure than small gifts. The fundraising deadline is June 30. The school board was also presented with detailed data regarding the education foundation's $4 million drive. More than 2,000 people have donated or pledged money so far, Greenberg said. About 45 percent of the money in the current campaign has come from SMMUSD families, 32 percent is from community members, 8 percent is corporate contribu-

tions and 4 percent is donations from foundations. Events and investments yielded the remaining 11 percent. Greenberg said she's planning to develop the foundation's corporate partners and expand the bond between the school district and the area business community. The SMMEF director reported that about one-fifth of district employees have given to the campaign so far. That figure topped 66 percent at the management level. Board member Maria Leon-Vazquez expressed concern at the low rates of giving among certificated and classified district staff, calling them “dismal” and urging better participation. Meanwhile, less than 23 percent of SMMUSD families have contributed to the current effort as the district continues adjusting to a centralized fundraising model. According to the education foundation, VSS money funds instructional assistants and literacy coaches as well as art instruction for every elementary grade, additional class sections for middle and high schools, professional development for teachers and discretionary grants for school-specific enrichment programs. “Families are starting to make the connection that SMMEF money funds local programs,” Greenberg said. The foundation also expects a boost through its annual benefit concert Feb. 7, when Colin Hay, Stephen Bishop and Venice will join district music students at Santa Monica High School's Barnum Hall. The event has pulled in $100,000 in previous years. “We have a lot of work to do,” Greenberg said. “But I'm optimistic that we will make our goal.”

seemed like a good idea back in the 1970s to help protect against the risk of fire, but our insistence on safety has come back to haunt us. The chemicals “off-gassing” from these flame-retardants can be toxic, especially to the kids they are meant to protect in the first place. “Scientists have found that exposure to toxic fire retardant chemicals at critical points in development can damage the reproductive system and cause deficits in motor skills, learning, memory and behavior,” reports the non-profit Environmental Working Group (EWG). Some of these chemicals have even been linked to cancer. Manufacturers started putting flame-retardants into their products in the mid-1970s after legislators in California passed a law requiring polyurethane foam in furniture to resist catching fire after exposure to an open flame for 12 seconds. Given the importance of the California market and the fact that other states soon enacted similar requirements, adding flame-retardants to furniture foam became standard practice across the country. But a flurry of research in the early 2000s called into question both the effectiveness and safety of common flame retardants, and ever since environmentalists have been working hard to eliminate such questionable chemicals from our living rooms. In 2013, California finally updated its rule on flame retardants, replacing the old open flame test

with a new smolder test that assesses the ability of the furniture covering - not the foam padding - to withstand catching fire. State regulators estimate that some 85 percent of furniture fabrics currently on the market can pass the new smolder test without the benefit of flame retardant chemicals. In addition, a wide variety of kids' products, including car seats, play mats, highchair pads and infant mattress pads, are no longer required to contain flame-retardants. Additionally, California now requires labels on upholstered furniture sold there detailing whether or not flame-retardants are present. The Natural Resources Defense Council (NRDC), another leading non-profit active in the effort to ban toxic flame retardants, recommends replacing not just the fabric but also the foam during reupholster projects, as most foam manufactured before 2004 is likely off-gassing toxic chemicals. Likewise, NRDC says to be careful removing old carpeting, as the degraded scrap foam in the underlying padding can also release copious amount of noxious flame retardants. Other ways to minimize flame retardant exposure include regular wet-mopping of the floors around the house and using a vacuum cleaner fitted with a HEPA filter. Consumers can also take a stand against toxic flame-retardants by signing onto NRDC's MoveOn.org petition calling on the U.S. Consumer Safety Product Commission to adopt a new nationwide standard to prevent the use of toxic chemicals in furniture foam and other everyday items. Sales taxes are expected to grow about 3.5 percent per year, a half of a percent over the previous year's growth. Tourism is strong. Business license taxes are growing. Still, pension costs continue to rise. As a result, City Hall has increased employee cost sharing, requiring workers to contribute more of their paycheck toward their retirement benefits. City Hall has used extra savings to pay down the retirement benefits. Health care costs are projected to rise 7 to 8 percent next fiscal year and 9 to 10 percent the fiscal year after that. Workers' compensation costs are expected to increase by 31 percent next fiscally year. “The one-time increase is due to updated actuarial assumptions that take into account a large increase in workers' compensation claims over the past two years, as well as the effects of increased permanent disability costs as mandated by the state,” city officials said. Higher than expected health care and workers' comp costs, along with a possible recession, are the factors that could lead to the worst-case $14 million deficit in 2019. POTENTIAL AUDIT COMMITTEE

When Sue Himmelrich was elected to City Council in November, she left a vacant seat on the Planning Commission. Council was scheduled to pick a new commissioner to fill Himmelrich's seat on Tuesday but the decision will likely be postponed because Councilmember Gleam Davis is expected to miss the meeting. “We don't make appointments of import like the one to the Planning Commission without a full Council,” Mayor Kevin McKeown said, “so this means the decision will be continued until at least the second Tuesday in February.” The commission is important, not only for its role making land-use decisions, but also because it is the most consistent springboard for City Council hopefuls. A majority of the current council members sat previously on the Planning Commission. There are currently 10 candidates who've thrown their hat in the ring. Nine of them applied after Himmelrich was elected. GRANTS

ON JAN. 17, at approximately 11 a.m. officers were dispatched to Vons in the 700 block of Broadway regarding a possible fight in progress involving a male subject and six other individuals. Upon arrival, a store security guard led officers to a restrained subject, identified as Moses Gideon Flying, 25. A search of Flying revealed he was concealing a liquor bottle. Store staff and patrons had restrained him as he attempted to exit the store with the item. He was placed under arrest by officers for robbery. Witnesses also identified a female suspect who had fled the scene. Lucia Trejo, 51, was later arrested by officers and taken into custody. No bail was issued.
