Library cards will be free for all who want them, residents and visitors alike, thanks to a decision by the City Council at their Jan. 26 meeting. As part of their budget discus-
sion last week, the City Council eliminated a $25 fee that had been imposed on non-residents applying for a Santa Monica Library card. The fee will disappear as of Feb. 1. The fee had been in place for about two years. City Hall required each department to cut up to 5percent of its budget, or suggest

The Cold War is at its height as graduate student Nick Butler, a CIA recruit, heads to the beach in Santa Monica. Operating as a spy in the military aircraft industry, he’s been given fake stealth bomber designs by U.S. and allied intelligence officials. The beautiful girl he meets on the sand, a Russian spy, thinks they’re real. “What goes on in Santa Monica is very important,” said Wes Truitt, the author of “Stealth Gambit,” a spy novel recently released by Dorrance Publishing. And the main character’s encounter on the shore is one of numerous plot points in the book involving the beachside city. “Stealth Gambit” marks a sharp departure in the writing career of Truitt, a longtime Marina del Rey resident. His four previously published works, which centered around business and politics, were all nonfiction. Truitt, 76, drew extensively on his own life experiences to write “Stealth Gambit,” which offers a fictional, but feasible, slice of life SEE BOOK PAGE 8
alternate revenue sources. The non-resident fee emerged as a means of meeting those goals while retaining the high level of service demanded by Santa Monica residents. The fee succeeded in generating revenue. It brought in about $152,000 in the first year and about $144,000 in the second. However
revenue was projected to decline with at 13-percent drop predicted this year. There were also costs associated with the system. However, charging non-residents for a card put Santa Monica at odds with library best practices. The Santa Monica library system was disqualified from membership in the Southern California
Library Consortium (SCLC) and local librarians were unable to receive professional development or other resources from the organization. The fee also prevented Santa Monica from receiving funding from the state that is used to recoup costs associated with interSEE CARDS PAGE 8

Showcasing its superior skill, speed and stamina, the Santa Monica High girls water polo team obliterated Torrance 14-4 in Ocean League play. It was another convincing victory for the Vikings on their quest for a fourth consecutive conference title, another example of their regular-season dominance. But what coach Matt Flanders and his squad are truly jonesing for is the postseason glory that eluded them last year, when they lost to Huntington Beach-Ocean View in the semifinals of the CIF Southern Section playoffs. That experience has seemingly galvanized Samohi (23-3, 5-0 in the Ocean League), which is currently ranked No. 1 in Division 6 despite losing star goalkeeper Sierra Kelly, defensive stalwart Leah Duff-Gutentag and other key seniors to graduation.

“We really thought we’d be in big trouble, but the girls have just stepped up,” Flanders said. “Our top six are pretty darn good. We don’t have a superstar, but they work really, really well together. They’re just stoked to play water polo.” Since the Vikings face weaker competition in league play, they try to squeeze lessons and motivation out of their preseason matchups against top teams from throughout the region. In December they lost to Huntington Beach, which
recently received votes to be in the top 10 of the Division 1 poll. They also fell by one to Palos Verdes, the ninth-ranked team in Division 3. But it’s not as if Samohi can’t hold its own against elite opponents. Early in the season it defeated Manhattan Beach-Mira Costa, currently the No. 5 team in Division 3. And a couple weeks ago it handled Dana Point-Dana Hills, the No. 9 squad in Division 2. “You need to have a lot of experience to compete, and the top teams all play year-round,”

Reports of our demise have been greatly exaggerated The annual State of the City is usually a chance for City Hall to praise the business community responsible for much of Santa Monica’s tax revenue. It’s also a chance for City officials to promote their own policies and tout their own achievements. Both happened during the 2016 event, but aside from the self-congratulatory backslapping was an interesting note by City Manager Rick Cole. When discussing new technology, Cole took a swipe at the newspaper industry for what he described as a lack of innovation. Cole’s comments can best be described as coming from a place of ignorance. And if that were the end of it, we’d probably just move on. However, these comments were part of a hypocritical pattern Cole is developing that needs to be publicly addressed. First and foremost, yes, newspapers have had a difficult time recently. The industry has seen significant change, and that change continues. But to say the problems are due to a lack of innovation is remarkably obtuse, and to make
those comments without any knowledge of the local industry is recklessly ignorant. There are at least seven newspapers covering the 8.4 square miles of Santa Monica and four of those are based in the City. If the industry were on its deathbed, the economy wouldn’t support all of us and, as we’ll get to in a moment, the Daily Press isn’t just limping along, but actively growing. But first, to Cole’s “innovation” crack. We continue to print a physical paper, not out of thoughtless habit, but because it’s what our readers demand. Print circulation far exceeds online readership, and the geography of Santa Monica makes it a uniquely walkable city and therefore a place where readers prefer to pick up a physical paper rather than read on their smartphones. That’s not to say we don’t have a digital presence, we offer several online options, but our adherence to the print edition is simply good business. Print also continues to be a favorite among our non-newspaper clients.

We produce publications for local realtors, the Los Angeles Marathon, Downtown Santa Monica, SMMUSD and the Twilight Concert Series. All of those customers (including the City of Santa Monica) actively want print publications because they have a reach, power and focus that digital communication still can’t match. In a point of apparently unrecognized irony, even the City of Santa Monica sees newspapers as powerful communication tools. At the same event as Cole’s speech, the City of Santa Monica was eager to show the importance of its recent minimum wage increase. The illustration they chose to show the relevance of that action was to display newspaper clippings. It’s also worth mentioning that Cole’s enthusiastic praise of disruptive innovation failed to mention the City’s recent restrictions on Airbnb or government sponsored efforts to protect the taxi industry.
Our business model has evolved, and like any successful business, we have innovated our way toward growth. In 2015, the Daily Press made more money than it has in over a decade. Our year-over-year growth is in the double digits, and predictions of our demise would be laughable if they weren’t being made repeatedly by a public figure who has a vested interest in our failure. Cole has attacked newspapers before and done so in a public setting. It seems that he has a communication strategy that is based in part on undermining independent reporting. At the same time, Cole is building his own communications department and perhaps Cole would prefer that information is limited to the facts preapproved and distributed by the government. We disagree and feel the role we play in the community is vital, if perhaps inconvenient to authorities at times. Aside from the quality reporting we produce, our op-ed page provides a vibrant, diverse and
pointed discussion of local issues. At the same time, we spend significant editorial resources to support local events, causes, people and charities. Our employees also sit on numerous boards, volunteer throughout Santa Monica and the same can be said of the other local publications. If Cole were part of any of those local groups, or involved in any of those causes, perhaps he would have some experience with the local impact of our industry. But coming from his perch at City Hall, to dismiss that work is, quite frankly, insulting. We would have happily discussed our business, industry and plans for growth with Cole had he chosen to make a call before attacking our efforts. Instead, he chose to rely on faulty opinions and personal bias. Fortunately for Cole, we will continue to apply a higher standard to the kind of debate published in our paper during this election year and for many years to come. - Daily Press Staff

do,” comes to mind. No, I haven’t started reading the bible (although it may do me some good), just my e-mail. Diana Gordon, co-chair of the Santa Monica Coalition for a Livable City (SMCLC), emailed me a press release last week. It stated, “It turns out that all employees who work for the City government are given free parking in Santa Monica and the majority drive to and park in the downtown area. This is at the very time that City Hall is waging a campaign to limit driving and parking for residents everywhere in the City, especially downtown.” “And it gets worse. As the City has ratcheted up its campaign aimed at driving, each year even fewer City employees are taking public transit, biking and carpooling. That’s right - for every year since 2008, City employees’ use of alternatives to single occupancy cars, such as public transportation, bicycling and car-pooling (which was already low) has ‘experienced a steady decline.’” City employee use of alternative transportation has declined 22-percent since 2008 while use of private vehicles has increased. Some 2,200 City employees aren’t the only folks getting free parking. So do consultants, contractors, temporary hires, volunteers, freelancers and others working for the City or in town on City business. The South Coast Air Quality Management District (SCAQMD) requires the City to meet an average vehicle ridership (AVR) of 1.5 employees per vehicle. If the AVR were to fall below 1.5 next year, charging employees for parking or increasing incentives to use alternate modes of transportation could be deployed. As part of the development agreement approval process, City Hall requires a Traffic Management Demand (TDM) Plan to reduce a project’s potential traffic impacts. These programs, aimed primarily at singleoccupancy private vehicles, promise to mitigate any traffic increases generated by the new development. If the City can’t even regulate its own employee traffic, how can it regulate private development? It can’t. As past history has revealed, staff frequently fails to follow up and see if approved private developer TDMs and other requirements have been implemented or are even effective. Don’t get me wrong. I have no problem with the City picking up the parking tab for those who work for it. But, what I find to be infuriating and the height of hypocrisy is while the City issues parking passes like they were penny candies, policymakers and politicians alike are insisting that the rest of us “Don’t drive our car,” and instead, “walk, take the bus, get on a bicycle.” And, they’re not just telling us not to drive, they’ve been deliberately making it more difficult and frustrating for us to use personal vehicles by physically altering the roadway - reducing traffic lanes and lane
width, placing medians and islands down the center of major streets and boulevards that make it harder to see what’s on the road, installing curb bump-outs that impair turns onto side streets (for cars and bicycles alike), installing roundabouts, removing dedicated turn lanes to obtain space for rarely used bicycle lanes, ad infinitum. Add to that the deliberate mis-coordination of traffic signals to slow and congest traffic instead of keeping it moving, installing “stop” signs in an attempt to control speeding, increasing parking meter rates and operating times and reducing parking requirements for certain types of new developments and it’s easy to see why Santa Monica has some of the most congested traffic in the country. SMCLC hit the nail directly on the head when they declared that it was not blaming City employees who work hard. They were calling out the rank hypocrisy in City Hall’s planning process. “But when the City tells us that ‘getting people out of their single occupancy vehicles is key;’ when they reduce driving lanes; refuse to provide parking at Expo stops; make street parking more expensive and difficult to find, then residents are being treated one way while the City treats itself differently,” their release states. “If City staff cannot find and use realistic transit alternatives, the City should acknowledge the same truth for residents.” SMCLC urged that traffic planners, politicians and policymakers “get its house in order.” Amen. Tomorrow night, Feb. 2, The Wilshire/Montana (Wilmont) Neighborhood Coalition will hold its monthly public meeting at the Montana Avenue Branch Library (17th St. and Montana Ave.) from 6:45 - 9 p.m. The guest presenter will be Beth Rolandson, principal transportation planner with the Planning and Community Development Division. She’ll present the new Pedestrian Action Plan (PAP) for the City. On Nov. 16, 2015, I wrote about the 219 page (Is nothing ever short and concise in City Hall?) draft PAP, and was sharply critical of it. Since then, it’s being revised to better address traffic enforcement and other issues glossed over in the original draft. This is a great opportunity to ask questions. I’d be especially interested in hearing the City’s excuses for decades of bad planning, traffic mismanagement and putting social engineering (rainbow chasing) before progress and common sense. Last November I opined, “It’s obvious this is another attempt to further slow traffic speeds, increase congestion, make motorists more frustrated and further diminish the ability for most of us to get around in a timely manner. But, hasn’t City Hall been trying to force us out of our cars since the ‘Traffic Calming’ days of the 1980’s - without success?” BILL can be reached at mr.bilbau@gmail.com

and corticosterone, a steroid hormone produced in the adrenal glands. An earlier study determined that even at lower, “non-toxic” exposure levels, Roundup reduced testosterone levels. Recently it was announced that the U.S. Environmental Protection Agency (EPA) will analyze the impacts of atrazine and glyphosate on 1,500 endangered plants and animals under the terms of a settlement reached with the Center for Biological Diversity (CBD). “This settlement is the first step to reining in the widespread use of dangerous pesticides that are harming both wildlife and people,” said Brett Hartl, CBD’s endangered species policy director. Buying organic produce and drinking filtered water can reduce your exposure to hormone-disrupting herbicides and pesticides. Another good reason to install a water filter is to remove perchlorate, a chemical that is also named on EWG’s Dirty Dozen list. A 2010 study found that, in pharmacologic doses, perchlorate inhibits iodine uptake, an element needed for the production of thyroid hormones. The findings were alarming as adequate iodine intake is essential for normal neurodevelopment in infancy and childhood. While further research is needed to determine the impacts of perchlorate in the environment, the American Thyroid Association recommends that women who are planning a pregnancy or who are pregnant ingest 150 mg of iodine daily to ensure adequate iodine nutrition and to overcome the potential adverse effects of perchlorate exposure. The major glands that regulate the flow of these hormones include the pituitary, thyroid, parathyroid, and adrenal glands, as well as the pancreas and reproductive glands (ovaries in women, testicles in men). A properly functioning system ensures optimum mood, growth, development, metabolism, sexual function and reproduction. Endocrine disruptors are chemicals that mimic or block the action of natural hormones. According to the Environmental Working Group (EWG), there is no end to the tricks that endocrine disruptors can play on our bodies. These chemicals can increase the production of certain hormones, decrease the production of others, turn one hormone into another, compete with essential nutrients and more. Some 80 million pounds of atrazine, an herbicide named on EWG’s Dirty Dozen List of Endocrine Disruptors, are applied in the U.S. each year. A 2010 University of California (UC) Berkeley study found that atrazine-exposed male amphibians were feminized as a result. Ten percent of those exposed developed into females that copulated with unexposed males and produced viable eggs. “Given the overwhelming evidence of unacceptable risk, I’m quite frankly surprised that atrazine is even still in use,” said Dr. Tyrone Hayes, professor of Integrative Biology at UC Berkeley and the study’s lead author. Monsanto’s Roundup, a trade name for glyphosate and the most widely used herbicide in the U.S. with 250 million pounds sprayed each year, was also recently found to have hormone disrupting capabilities. Studies released in 2015 determined that Roundup decreased levels of progesterone

The Santa Monica Malibu Unified School District Health and Safety District Advisory Committee is a group of parents and community members that includes several physicians and other healthcare professionals. Our group supports in principle the resolution recently passed by the Santa Monica High School Parent Teacher Student Association (PTSA) regarding the permitting process for up to two medical marijuana dispensaries that were approved in a June City of Santa Monica zoning ordinance. While we certainly need to protect the availability of medical marijuana for those patients that it is appropriate for, we need to ensure that the marijuana dispensaries do not have a negative effect on our community’s children. As our City staff studies the implementation of these dispensaries, we want to emphasize our particular support for a few aspects of the PTSA’s resolution. These include: 1) The dispensary shall be located at least 1,000 feet away from any school, daycare, nursery, playground, library, or youth-oriented establishment. 2) The dispensary must have a store security plan approved by the Santa Monica Police Department prior to opening. 3) No person under 18 be permitted on the premises. The dispensary will be required to display prominent signs and verify ID of all purchases. 4) Dispensary must verify and document that patients are residents of the city of Santa Monica. This is to prevent abuse of dispensaries by tourists. 5) No use of marijuana on premises or in associated parking lot. Our committee looks forward to the report for the City staff and look forward to the opening of marijuana dispensaries in our community in a manner that is both just for our patients and safest for our children.
