CITYWIDE Santa Monica — along with the rest of the nation — is trending older and a local startup is using new technology to make aging easier. HomeHero, based in the Downtown office of startup incubator Science Inc., lets
seniors and their loved ones find and manage caregivers all from their mobile devices or computers. Between 2000 and 2010, the number of Santa Monicans over the age of 65 grew by 11 percent and, even more substantial, the number of residents between the ages of 55 and 64 grew 48 percent, according to the U.S. Census.
In the next several years, some of the members of this aging population are going to need home care. Personal care aide is the second fastest growing occupation in the country according to a report last month by the U.S. Bureau of Labor Statistics. The percent change in employment for personal

Vietnamese gays return to Lunar New Year parade THE ASSOCIATED PRESS WESTMINSTER, Calif. After being sidelined from last year’s Lunar New Year parade, gay Vietnamese Americans marched with pride on Saturday in this year’s event. At least 70 people marched under the banner of gay and lesbian group Viet Rainbow of Orange County at the annual Tet parade in Little Saigon, said Hieu Nguyen, the organization’s co-chair.
Participants showed their Vietnamese heritage by wearing traditional dress and riding bicycles, and their sexual orientation and gender identity by carrying the rainbow flag. Spectators showed their support by waving both the rainbow flag and the red-striped flag of South Vietnam. “We’re trying to tap into the memories and the hearts of the spectators and let them know we are Vietnamese American and we are LGBT as well,”
Nguyen said. About 12,000 spectators turned out for the parade that cut straight through the heart of the county’s Vietnamese immigrant enclave in Westminster. In response to your story entitled “Council delays Hines development vote,” Jan. 30, the major “community benefit” this community needs is traffic relief. With its 7,000 car trips a day, without counting additional vehicles from 48 other pending developments, the Hines project will gridlock 28 intersections in Santa Monica. When the light rail kicks in, that will add to the havoc by creating jams at street-level track crossings. Groups rarely on the same side of an issue stand together in opposing this monstrous development: Santa Monicans for Renters’ Rights, Santa Monica Coalition for a Livable City, all the neighborhood councils and the more than 500 individuals who signed a Residocracy petition. Even the Los Angeles Department of Transportation weighed in, saying the proposal will create unmanageable overload on the nearby freeways. Yet we have seen this story over and over again when the council votes against public opinion and the city’s best interest. Our council members ... cave to all developer demands. The ethically-challenged Pam O’Connor, who had Hines pay off her $4,300 campaign debt for 2006 a year after the developer bought the property, will vote for this plan on Feb. 4. As will Terry O’Day and Gleam Davis, who never met a project they dislike. We can only hope that the four other Council members don’t let Santa Monica commit suicide by authorizing the mother of all traffic tie-ups every day for the foreseeable future.

Possibly Santa Monica’s most effective leader for transportation, mobility, and community livability is Mayor Pam O’Connor, who also has served as the Chair of the Board of the Metropolitan Transit Authority, the agency that builds and operates transit in Los Angeles County. She has dedicated the past 20 years to aiding the efforts of the city in such important matters as historic preservation, our school district, early childhood education, and enhancement of police and fire first responders’ protection of us all. Because of Mayor O’Connor’s 20 year established position for sustainability and public transportation, and her key role in getting the Expo Line to Santa Monica, she has many supporters (including us) who honor her for those accomplishments. Nevertheless, some of Santa Monica’s more vociferous complainers about traffic made a scurrilous attack on this ethical elected official at the Jan. 28 City Council meeting about the Bergamont Transit Village development agreement. Their objection was that the developer, Hines, had contributed to O’Connor’s election campaign fund. All council members, former and current, need and have taken donations from developers and special interest groups. So it is irrelevant. What is relevant is the seasoned judgment of Mayor O’Connor for the long-term benefit of all Santa Monicans. Few are as knowledgeable about the city’s needs in housing, business, education, and jobs, as well as traffic management and transit.

Opinions galore regarding Bergamot Transit Village AFTER LENGTHY PUBLIC COMMENTARY
last week, City Council will deliberate Tuesday evening on the fate of the Bergamot Transit Village (BTV) development proposed for along Olympic Boulevard in the eastern Mid-City neighborhood. Our Assemblyman (and former Santa Monica mayor) Richard Bloom sent a letter to City Council last week enthusiastically supporting the BTV proposal by Texas mega-developer Hines for the former Paper Mate site. After gushing about how wonderful the project was, he slammed those who want to go slow on development and who’ve been urging council to change the proposal or kill it altogether. He also wrote that if the traffic-generating Hines project wasn’t built, the result would “significantly negatively impact our ability to moderate traffic congestion.” Say, what? Bloom’s stand may earn him beaucoup developer campaign bucks but it’ll cost him hundreds, maybe thousands, of Santa Monica votes in his re-election effort. Bloom’s letter proved two things: He’s way out of touch with his home community and I — and many others — were right in endorsing his opponent Betsy Butler, last year. Former Santa Monica mayor and councilman (1981-1992), Santa Monica for Renters’ Rights co-founder and current steering committee member Denny Zane sent a letter to the local news media about the BTV. Ditto for Michael Feinstein, also a former mayor and councilman (1996 2004). The letters, more like position statements, have fueled speculation about them running for council, this fall. They wrote that the development should be mostly residential. They mean apartments, of course. It appears that housing is “OK” — especially low-income housing — as long as it’s SMRR voter-based rental housing. Forget condominiums. They’ll attract the middle and upper classes. They ignore the fact that the hundreds of additional apartments they desire (473 units are currently proposed) will still generate lots more traffic. As little as a two or three percent increase in cars will be enough to add to significant community-wide congestion during rush hours. SHRIVER ENTERS RACE FOR SUPERVISOR
Another former Santa Monica mayor and city councilman (2004-12), Bobby Shriver, has tossed his hat into the ring in the race for the Los Angeles County Third Supervisorial District replacing the termed out Zev Yaroslavsky. Shriver’s leading opponent is Sheila Kuehl, the former California Assemblywoman who represented the 41st District (1994-2000) and former State Senator for the 23rd District (2000-2008). Shriver’s entry into the supervisors race has apparently made the Kuehl campaign nervous. Her strategist Parke Skelton, who has managed and guided numerous Santa Monica campaigns over the years, started slinging mud within hours of Shriver’s announcement. He described Shriver as a wealthy elitist who owns oil stocks. Really? Is that the best that Kuehl’s consultants can
come up with? I also own a few shares of oil stock. So what? In any case, I’ll be writing more about this race during the months to come. In the meantime, I’m supporting Shriver. He has my wholehearted endorsement. The Third District is the most diverse of the county’s five supervisorial districts. It spans from Santa Monica and the coast eastward, across the Santa Monica Mountains into the San Fernando Valley and includes sections of Hollywood, Beverly Hills and West L.A.

Mayor Pam O’Connor and Mayor Pro Tem Terry O’Day asked staff to analyze raising the minimum wage from $14.08 to $15.37 an hour for the lowest paid city employees as well as employees of all contractors working for City Hall. Although the wage increase will only impact a small number of employees, any additional expense at all will only add to City Hall’s expected budget deficits beginning in the 2015-16 fiscal year. This is when the California Public Employee Pension System (CalPERS) plans to increase employee pension costs by as much as 50 percent over a five year period. With other costs such as employee health care also increasing, expenses are expected to outpace revenues — thus leading to as much as a $9 million deficit in the next fiscal year and growing to $29 million by 2018. Expect increased fees and new taxes to pay for it and a much needed new fire station. It appears to me that O’Connor and O’Day are pandering to the municipal employee unions and want their support in the upcoming 2014 election when O’Connor will surely run again and in 2016 when O’Day’s term expires. Speaking of spending, City Hall bureaucrats are now talking about City Hall paying to restore that ugly statue, “Chain Reaction,” in the Civic Center. Estimates on the cost to restore the dated mess range from $250,000 to $400,000. Bad move and a huge waste of taxpayer’s money. City Hall should stick with their original plan and let the preservationists who think it’s an “important piece of art” pay for it. If funding isn’t in place within a reasonable period of time, auction it off to the highest bidder and hope it finds a home at the Nixon Presidential Library. COUNCIL WANTS TO HEAR FROM YOUTH
A few weeks ago, City Council approved a “Community Civic Engagement Strategy” to outreach to the younger members of the community by accelerating City Hall’s social media activities and hosting multi-generational meetings and events. Noting that most current civic participants “have gray hair,” council wants to engage the younger members of the community between 20 and 50 who it feels have not had a voice in the civic process. Great idea. Then council members can listen to the younger members of the community and ignore them just like they ignore the rest of us.

removed for the Keystone XL pipeline, opponents were pressing forward with a lawsuit to challenge the project, public protests and an effort to inject the issue into the November elections. Supporters and opponents both were quick to claim victories with the U.S. State Department report released Friday, which raised no major objections to the pipeline. The oil industry, some union groups and congressional Republicans called on the Obama administration to move forward with the project, while a coalition of landowners and environmentalists say there is still cause for denying a federal permit. The project would ship 830,000 barrels of oil a day from Canada to Texas Gulf Coast refineries. Meanwhile, farmers and ranchers in Nebraska who oppose the pipeline are planning to run for seats on a state board that regulates power stations that are needed along the project route. And national activists say they have recruited more than 75,000 volunteers willing to participate in civil disobedience, should President Barack Obama approve the Keystone project. The project now goes to a 30-day comment period and a review by U.S. Secretary of State John Kerry and other agencies. Obama has 90 days to make the decision on the pipeline, but the White House on Friday disputed the notion that the report is headed to a fast approval. Oil began flowing last week through an Oklahoma-to-Texas section already approved by Obama. “There’s no question, if the president approves this permit, that there will be civil disobedience,” said Jane Kleeb, executive director of the group Bold Nebraska, which has helped organize opposition in the state. “We’ve said from the beginning that we will support the landowners and what they want to do and what they think is best for their property. I think you’ll see some landowners driving really slow on their county roads to block the (pipeline) trucks.” Project backers said the report — the latest in a five-year review by state and federal agencies — bolsters their case for the pipeline and eliminates the need for further delays. The Keystone XL is “not about energy versus the environment. It’s about where Americans want to get their oil,” said Russ Girling, CEO of pipeline developer TransCanada. “Keystone XL will displace heavy oil from such places as the Middle East and Venezuela, and of the top five regions the U.S. imports oil from, only Canada has substantial greenhouse gas regulations in place.”
Opponents were planning to host vigils throughout the nation Monday and “pipeline meet-ups” throughout February to encourage people to raise the issue with candidates in the 2014 election. They also were waiting for a Nebraska judge to rule on a lawsuit challenging a state law that allowed the project to proceed. A ruling is expected by late March, and whatever the outcome an appeal to the Nebraska Supreme Court is a near certainty. Kleeb said 115 landowners in Nebraska still refuse to sign agreements with pipeline developer TransCanada and would engage in nonviolent civil disobedience if the company tries to lay pipe through their land. She said her group also plans to run candidates for the Nebraska Public Power District, a state board that approves and regulates power projects. The district plans to construct a 115,000volt transmission line to support a pumping station that would be used for the Keystone XL. District officials have said they can’t discriminate against customers, but Kleeb said candidates will challenge the pipeline while promoting more alternative energies in Nebraska. “We will make sure folks know that we have not gone away, that we are still fighting this pipeline,” Kleeb said. Many opponents have turned their hopes to Nebraska, where a group of farmers and ranchers have joined forces with national environmental groups to block the pipeline. “They have some lawsuits in the works, and they’re pretty passionate people,” said Paul Seamans, of Draper, S.D., who farms and ranches on land where the pipeline would cross. “I’m putting my hopes in them and the fact that President Obama is environmentally inclined.” Julia Trigg Crawford, the owner of a farm near Paris, Texas, who is in a legal battle with TransCanada over the pipeline, said she was disappointed in the State Department’s report but happy to see some acknowledgement that tar sands will do further environmental damage. While polls have shown that a majority of Nebraskans support the project, opponents argue it threatens a region of fragile, sandy soil in the northern part of the state. Opponents insist that the new pipeline route — redrawn after state officials objected to the first path — still crosses the Nebraska Sandhills, an ecologically fragile expanse of grass-covered sand dunes in the northern part of the state. The pipeline was routed around an area designated as the Sandhills by the Nebraska Department of Environmental Quality, but activists say the map doesn’t reflect the true conditions in the area.

cold air and snow outside augur the end of global warming, but don’t rejoice yet. According to the Union of Concerned Scientists (UCS), weather and climate are two very different beasts: “Weather is what’s happening outside the door right now; today a snowstorm or a thunderstorm is approaching. Climate, on the other hand, is the pattern of weather measured over decades.” Isolated weather events and even seasonal trends are not an indication of global warming’s existence one way or another, and most climatologists agree that the carbon pollution we have been spewing into the atmosphere for the past century is leading to more frequent and intense storms of every kind and causing greater temperature swings all around the planet. In short, the harsh winter we are having shouldn’t be viewed as a refutation of global warming, but rather as further evidence of a growing problem. “There is a clear long-term global warming trend, while each individual year does not always show a temperature increase relative to the previous year, and some years show greater changes than others,” reports the National Oceanic and Atmospheric Administration (NOAA). The agency chalks up these year-to-year fluctuations to natural processes such as El Niño or volcanic eruptions, but points out that, regardless, the 20 warmest years on record have occurred since 1981, while the 10 warmest were in the past 12 years. And global average temperatures have risen by 1.4°F overall since the early 20th century. According to Becky Oskin of LiveScience.com, shrinking polar ice caps as a result of global warming in recent decades are one factor that may be contributing to
the cold weather in North America this winter. “One way the shrinking ice changes weather is by pushing winter air south,” she reports. “When the stored ocean heat gradually escapes in autumn, it changes the pattern of an atmospheric wind called the polar vortex, streaming frigid Arctic air into North America and Europe.” Meanwhile, a 2012 study by researchers Jennifer Francis and Stephen Vavrus concluded that intense warming in the Arctic has caused changes to the jet stream that regulates air circulation around the planet, potentially leading to stronger winter storms hitting the eastern seaboard of the U.S. And what about all that snow? “Hotter air around the globe causes more moisture to be held in the air than in prior seasons,” reports UCS. “When storms occur, this added moisture can fuel heavier precipitation in the form of more intense rain or snow.” The U.S. is already enduring more intense rain and snowstorms, says the group: “The amount of rain or snow falling in the heaviest one percent of storms has risen nearly 20 percent, averaged nationally-almost three times the rate of increase in total precipitation between 1958 and 2007.” And some regions of the country “have seen as much as a 67 percent increase in the amount of rain or snow falling in the heaviest storms.” And Oskin points out that while we may be bundling up and shoveling out in the U.S., it’s turned into another scorcher of a summer in the Southern Hemisphere: 2013 was Australia’s hottest year on record, and 2014 has started off even hotter, with temperatures soaring to 125°F and severe fire warnings issued in at least two states there. No place may be harder hit than Mendota, a small farm town where unemployment rose above 40 percent at the height of the economic recession in 2009, also a dry year. Mayor Robert Silva said he fears this year could be even worse. “We’re supposed to be the cantaloupe capital of the world,” Silva said. “But we’re the food line capital of the world.” Residents of Mendota late last year began seeing tough times on the horizon when little rain fell in the valley and snow didn’t blanket the High Sierra. This marks the third consecutive dry year for California, and Gov. Jerry Brown has declared a drought emergency. This past week, the snow pack’s water content was measured at 12 percent of normal. State officials announced that they would not be sending water to California’s agricultural customers. U.S. officials are expected in late February to announce they will allot only a fraction of the federally controlled water that farmers want, if any. If that scenario plays out, Silva estimates the lines they saw outside a Mendota food bank five years ago could run three times as
long this year. His town’s unemployment today is at 34 percent — the highest in Fresno County — and interim City Manager Don Pauley figures it will top 50 percent. Officials at Mendota’s City Hall aren’t the only uneasy ones. Steve Malanca, general manager at Thomason Tractor in Firebaugh, said farmers have already told him that digging deeper wells and buying irrigation water are higher priorities in 2014 than investing in new farm equipment from him. With reduced work in the fields, Malanca said it’s clear he will have to lay off some of his 49 employees. The ripple effect of drought extends to the trucking companies that haul crops, tire companies that outfit the big rigs and fuel suppliers who provide diesel, he said. Employees at John Deere world headquarters in Moline, Ill., will feel repercussions from drought in California, the biggest agricultural producer, he said. So will the businesses that make cardboard boxes to hold cantaloupes and the wooden pallets for stacking the boxes, Malanca said. The list goes on. “When you make a hay bale, you’ve got to tie that bale with string,” he said. “The supplier who made that string, he’s going to be out of work, too.” A 2012 study by the Agricultural Issues Center at the University of California, Davis, found that farming and food processing
industries created nearly 38 percent of all Central Valley jobs. Every 100 farm and processing jobs create work for another 92 people, said the report, which measured agriculture’s impact on the state’s economy. Fresno County led the nation in farming in 2012, generating nearly $6.6 billion in economic activity, said Ryan Jacobsen, executive director of the Fresno County Farm Bureau. With no surface water for farmers, he anticipates that up to 25 percent of irrigated field and orchards in the county will lay unplanted. This time of year, farmers start to plant tomatoes for use as paste and spaghetti sauce. Next come onions, garlic and cotton, which are among some 400 variety of crops grown in Fresno County. Farmers may have no choice but to rip out permanent crops, such as almond orchards and vineyards that take years to mature, or let them dry up with no irrigation. Jacobsen said the three months left in the rainy season are not likely to rescue the year from drought. “We’re right on the front edge of it,” he said. “It’s going to worsen, worsen, worsen.” In a good year, Chuck Herrin, owner of Sunrise Farm Labor, based in Huron, puts between 1,000 to 3,500 people to work. He said he will be lucky to hire 600 at the season’s peak, installing drip irrigation systems, planting and harvesting crops.

Workers he can’t put on the payroll will be forced to stand in food lines to feed themselves and their families, Herrin said. “By August, September, October, this will be a very tragic looking place,” he said. His worry is echoed at the Los Banos Salvation Army, where residents gather each weekday for a spiritual devotion before waiting to hear their names called to collect a bag of donated food. Felicia Grant, a lieutenant at the Salvation Army, fears that the drought will be so severe that middle class families will need free food along with the farm workers. She hopes that they’re not afraid to ask for help when the time comes. Rick Palermo of Community Food Bank in Fresno recently drove to Mendota, Firebaugh and other rural communities in the Central Valley, scouting places to hand out food. He’s been on the phone with state officials gearing up for the high unemployment expected from drought-related job losses. In 2009, the last bad year, his food bank, located in a massive warehouse in an industrial area of Fresno, provided families with 10 million pounds of food. While praying for a miracle, he’s trying to estimate how much will be needed to feed masses of unemployed farm workers this time around. “We’re all doing our rain dance, hoping it doesn’t come to that,” he said. “Hopefully, the water comes, but if it doesn’t, we’ll be ready.”

The S&P 500 index ended 2013 with a gain of nearly 30 percent, its best year since 1997. “No amount of negative news could derail the market last year,” said Jonathan Corpina, a floor trader at the New York Stock Exchange with Meridian Equity Partners. But no stock market can go straight up forever. Many investors expected 2014 to be a more muddled and volatile year for the market. Market strategists late last year were looking for the S&P 500 index to notch a modest gain of 4 percent to 6 percent, ending in the range of 1,850 to 1,900. Investors were also looking for more pullbacks this year and possibly a correction, the technical term for when a stock market index like the S&P 500 falls 10 percent or more. Three months ago, analysts at Goldman Sachs said there was roughly a 60 percent chance that a correction would happen this year. “People did look at these stock market valuations at the beginning of the year with a degree of nervousness,” said David Kelly, chief market strategist with J.P. Morgan

With one exception, the Dow had triple-digit moves every trading day in January. Still, with the broader S&P 500 index down just 3.6 percent from its January 15 peak, the downturn is hardly severe. “There’s been some negative news out there — the economic data, corporate earnings and what’s now going on in emerging markets — but I’m not convinced the headlines are bad enough to be a catalyst to push us into a correction,” Corpina said. Investors point to the December jobs report, released on Jan. 10, as the event that started the troubles. The U.S. government said employers created only 74,000 jobs in December, the worst month for job creation in since 2011 and far below expectations. Up until then, weeks of data showed the U.S. economic recovery was accelerating. U.S. companies were selling record levels of goods overseas; layoffs had dwindled; and the Federal Reserve was pulling back on its economic stimulus program, citing an improving economy. Many investors called the December jobs report as a statistical fluke. But the report has weighed on stocks all month, investors say. “It set a negative tone for the market,” Kelly said.
Other economic reports also painted a picture of U.S. economic growth possibly flattening out instead of accelerating. Investors combined these economic worries with mixed signals from U.S. companies. Wall Street is in the middle of earnings season, when the country’s major corporations report results for the final three months of the year. Half of the members of the S&P 500 have reported, and the results have been mixed. While fourth-quarter corporate earnings are up a respectable 7.9 percent from a year earlier, companies have been cutting their full-year outlooks and reporting weaker sales, according to data provider FactSet. Wal-Mart, the nation’s largest retailer, said Friday that earnings may come in at the low end or below its prior forecasts. It also expects sales at stores open at least a year to be flat. The company previously forecast that sales would be modestly higher. Wal-Mart’s forecast echo the comments from Macy’s, Target, Best Buy and other retailers. Of the companies who have reported so far, 44 companies have cut their full-year profit outlooks while 10 have increased their outlooks, according to data from FactSet. Adding to concerns about the U.S. economy and earnings were problems in overseas markets. The bad news started with China. A recent report showed manufacturing activi-
ty in the world’s second-largest economy unexpectedly contracted in January. The report added to other recent signs that the Chinese economy was slowing down after years of massive growth. Then came currency troubles in smaller emerging markets, particularly Turkey, South Africa and Argentina. All three saw their currencies fall sharply against the dollar, as investors began to pull out of emerging markets and return their money to less-risky parts of the globe. “These governments were financing themselves with (foreign investor money), and now that these investors are looking to go home, there’s no source of money to replace them,” said Krishna Memani, chief investment officer at Oppenheimer Funds. On Friday, the U.S. stock market closed out January on another down note. The Dow fell 149.76 points, or 0.9 percent, to 15,698.85. The S&P 500 dropped 11.60 points, or 0.7 percent, to 1,782.59 and the Nasdaq lost 19.25 points, or 0.5 percent, to 4,103.88. Investors shouldn’t panic yet, money managers say. They will get the January jobs report next week. Also, another 93 members of the S&P 500 are scheduled to report earnings. “A 5 percent decline in equities is not an earthshattering event by any measure, particularly after last year,” Memani said. “It’s still way too early to give up on equities.”

They interview caregivers and shoot a high definition video that’s posted online. They vetted all of the candidates at the Santa Monica office, so right now most users are from the surrounding region. They’ve also set up a $1 million insurance policy that covers bodily injury or property damage. For Hill, the invention of HomeHero was
the product of necessity: His parents live in Ohio but his grandparents lived in Seattle. When his grandfather died they spent weeks trying to find reliable caregivers for his grandmother. “It was a mess,” he said. “We tried to find people on Craigslist. They were under-qualified. They didn’t have experience. It took a couple plane rides for my dad to fly into Seattle to interview caregivers in-person.” Once his dad found someone, they struggled to manage the relationship. “My dad didn’t know what time they showed up to the house or what time they left,” he said. “He was mailing them physical checks in the mail. They were debating about hours.”
As more Baby Boomers reach retirement age and caregivers become more highly sought after, Hill and Townsend are betting that they aren’t alone. Previously, the founders had worked on a San Francisco-based startup called Flowtab, which allows bar-goers to purchase drinks from their phone. Science Inc. got behind HomeHero this summer. Hill and Townsend moved to Santa Monica to build the program. It launched last week. “We thought it all could be done better,” Townsend said. “And the need is only going to keep growing.” dave@smdp.com
