group of parents is raising opposition to bringing in what they call an expensive program lacking in proven results. The program, called The Village Nation, trains adults to be “elders,” or mentors, for African-American students as part of a strategy to increase engagement
in school. It also presents assemblies geared toward African-American youth that tackle cultural norms within the community. If adopted, it would be one prong of a strategy to cut down on the gap in test scores and academic achievement between African-
American students and their Asian and white peers. That gap was demonstrated in the 2011-12 school year by a 238-point difference between African-Americans and SEE PARENTS PAGE 9

LINCOLN BLVD In order to persevere, a person has to go through hardship. They have to rise above the challenges they face and come out a better, wiser and stronger person. Gretchen Galanis knows those experiences all too well, having gone through a difficult time earlier in her adolescent years. Through the Boys & Girls Clubs of Santa Monica, however, she was able to find her place and come into her own. “When I had nobody else, the club was there for me,” she said. On Saturday, Jan. 26, Galanis was awarded the prestigious Youth of the Year award from the Boys & Girls Clubs of Santa Monica. The award is given out to teens who exemplified exceptional service to the club, community, family, academic success, strong moral character, life goals, poise, and public speaking ability, according to a press release. Galanis, winning the award ahead of three other candidates, was humbled to be the nominee who was chosen. “It was a shock,” she said. “Either one of us would’ve been great candidates for the award.” Galanis’ aspirations are a direct result of SEE HONOR PAGE 10

Ride-hailing apps offer new way to get around TERENCE CHEA Associated Press

It’s a mixture and that’s the reason why the film found an audience.” Action films continued to fare poorly in 2013, as Sylvester Stallone’s “Bullet to the Head” opened with just $4.5 million for Warner Bros. That meant his brawny cohort Arnold Schwarzenegger bested him when his “The Last Stand” opened with $7.2 million in January. But both openings were poor. Along with the weak performance of Jason Statham’s “Parker,” which has taken in $12.4 million in two weeks for FilmDistrict, moviegoers aren’t turning out for traditional R-rated action movies. That trend should reverse itself when Bruce Willis’“A Good Day to Die

Minutes later, a black hatchback with a big fluffy, pink mustache on its grille pulled up. Kutscher hopped in the front seat and gave the driver a fist bump. Then they cruised over the hilly streets of San Francisco, chatting like neighbors until he was dropped off near Union Square. Kutscher, who runs a medical data firm, said ride-hailing apps like Lyft — with its whimsical mustaches — are more convenient than cabs: “I need to get from A to B. They do it well, they do it for a good price, and the drivers are friendly.” Fed up with traditional taxis, more city dwellers are using their smartphones to request rides using GPS-enabled mobile apps that let riders and drivers find each other in real time. Ride-summoning services such as Uber, SideCar and Lyft are expanding rapidly in San Francisco, New York and other U.S. cities. Uber allows passengers to use their smartphones to summon luxury town cars and other vehicles driven by professional drivers. Customer credit cards are charged fares based on time and distance. Lyft and SideCar describe themselves as community “ridesharing platforms” that connect riders and drivers, who use their own vehicles. After each ride, passengers are asked for a voluntary donation based on what others paid for similar trips. The companies take a 20 percent cut. “We started Lyft to create a system for matching up people who need a ride with people who can offer a ride,” said Logan Green, co-founder of San Francisco-based Zimride, which operates Lyft. But taxi operators say the new ride services are little more than illegal cabs that don’t have permits, pay city fees or follow

NEW YORK The love-struck zombies of “Warm Bodies” swarmed the box office on Super Bowl weekend with a $20 million opening. On a weekend that Hollywood largely punts to football, the PG-13 film from Lionsgate’s Summit Entertainment easily led the box office, according to studio estimates Sunday. The Super Bowl always means a significant slide in movie-going on Sunday — studios predict a decrease of as much as 70 percent from Saturday to Sunday — but “Warm Bodies” still lured many teenage fans. The film is about a zombie whose love for a human redeems him. Lionsgate, which also released the “Twilight” saga, is calling it a “rom-zom-com” for its mix of humor, romance and the supernatural. The film
appealed particularly to females, who made up 60 percent of the audience. “They’ve definitely cracked the code on how to attract that teen audience with films like ‘The Hunger Games,’ ‘Twilight’ and something like ‘Warm Bodies,’ which definitely plays right into the sweet spot of that demographic,” says Hollywood.com box-office analyst Paul Dergabedian. David Spitz, executive vice president of Lionsgate, said the studio courted female teens with “Warm Bodies” by pairing its trailer with the last “Twilight” film, “Breaking Dawn, Part II.” Younger female audiences have some history of turning out on Super Bowl weekends. The most successful film released the weekend of the big game was in 2008, when “Hannah Montana and Miley Cyrus: Best of Both Worlds Concert” opened with $31.1 million.

Parking problems Editor:
Fewer parking spaces? Who’s kidding who? (”Imagine Santa Monica with even less parking,” Feb. 1, page 1.) This proposal would be nothing but a love letter from City Hall to the developers in this already overbuilt city. Just think how profits will soar if less parking is required for all new construction in this already overbuilt city. Think how much more they can build! The notion that “cheap, plentiful parking” creates traffic in this already overbuilt city, is nonsense. Too much development creates traffic. When 90,000 Santa Monica residents and hundreds of thousands of Santa Monica workers trade places twice a day the result is gridlock. If you are reading this ... you’ve been there. The only ones oblivious to this reality in this already overbuilt city are the decision makers at City Hall. These are the same people who decided that traffic would move better if our busy streets had fewer lanes and more center lane landscaping. The proposal of fewer parking spaces is nonsense.

Enforce the laws Editor:
As a pedestrian who walks around Sunset Park, Ocean Park and other local neighborhoods every day, I find no joy in the decision to upgrade the beach bike path at the expense of the rest of Santa Monica. (”Work begins on the bike path so cyclists, peds can coexist,” Jan. 31, page 1.) Pedestrians have real problems with cyclists who simply refuse to use the bike lanes. Aside from the obvious fact that those lanes are paid for by our taxes, cyclists who won’t get off the sidewalk are dangerous to the rest of us. Tonight, as I was walking my dog on 17th Street, the ultimate absurdity rode past: a guy on a bicycle going north on the sidewalk, completely oblivious to the bike lanes on both sides of the street. I am all in favor of people spending less time in their cars, and more time out enjoying the fresh air, whether it’s as pedestrians or cyclists. What I do not understand is why Santa Monica insists on putting money into the beach bike lanes instead of using that same money to enforce the law in other parts of town.

THE “STATE OF THE CITY” CONFERENCE
sponsored by City Hall and the Santa Monica Chamber of Commerce was held recently. It was a virtual lovefest for Metro (Los Angeles County Metropolitan Transportation Authority) and its Expo light rail line. City and business leaders received breathless updates on the incoming rail line scheduled to connect Santa Monica to Downtown Los Angeles sometime in 2016. After all the mutual back-slapping, you’d think that Expo is the best thing to happen to the city since the Santa Monica Pier, which may explain all the outright Pollyannish observations. Metro honchos gushed about how many jobs (thousands) Expo will create, the amazing opportunity for local development (lots of affordable housing clustered around the rail route) and the money (billions of dollars) Expo will generate locally just in its first three decades of service. Martha Welborne, Metro’s executive director for planning told the assembly that the projected countywide system will bring people from all over the L.A. basin into Santa Monica. She boasted about “unparalleled opportunities for local residents to live and work closer together.” Wow! I know that’s what everyone wants: to be able to live and work even closer together than we do now. Rick Thorpe, head of the Exposition Construction Authority, said that increasing density (development) around stations would mean, “people don’t need to use cars, (because) everything is right there.” There was so much smoke being blown up attendees’ behinds, that I’m surprised the fire department wasn’t called. Is Thorpe just uninformed or fantasizing when he says people living near transit routes don’t need cars? Does he really believe residents in even low income, transit adjacent housing don’t own and operate personal vehicles for shopping, visiting friends and relatives and driving to and from a whole slew of activities not convenient to transit routes? Even causal observers know that most tenants in Community Corporation of Santa Monica’s (CCSM) subsidized housing own and drive cars. Many CCSM units house multiple drivers who own their own cars. Claims that Expo Phase 2 (into Santa Monica) will reduce local traffic is meaningless. Metro’s own environmental studies state that, at the very best, traffic congestion will stay the same for a couple of years after Expo starts operations and then become worse, again. Speaking of Expo, beginning Feb. 18, eastbound lanes of Colorado Avenue between Fourth and Fifth streets will be permanently closed for construction to allow trains to cross to and from the future terminus at Fourth and Colorado. Other traffic restrictions will also be implemented, so take caution. A BILL OF GOODS
I haven’t had time to fully digest the 61page “Parking Zoning Ordinance Update” draft plan presented to the Planning Commission last Wednesday by the “King of the Unicorns,” City Hall’s favorite consultant, Jeffrey Tumlin from Nelson/Nygaard Consulting Associates, Inc., The plan which
basically advocates for reducing parking in new developments already has me fuming. Tumlin’s spurious thesis is that cheap, convenient parking encourages more driving which leads to more traffic congestion and affects City Hall’s ability to reach the sustainability goals stated in the recently adopted Land Use and Circulation Element (LUCE), which will direct development for years to come. Tumlin states that lowering parking requirements would save construction costs because developers won’t have to build garages, therefore the savings would be passed on to both commercial and residential tenants as lower rents. As with much that Tumlin pontificates about, it’s unsubstantiated, wishful thinking. Developers will pocket any savings. Tumlin also recommends reducing market parking requirements by as much as 75 percent. Obviously, he doesn’t shop at Trader Joe’s or Whole Foods. Retail developments on major transit streets could provide less parking too, and visitor parking in new residential buildings would be eliminated. Worse yet, Tumlin’s plan allows city officials to waive “up to 100 percent” of parking requirements for “smaller projects advancing city goals” such as historical preservation. It could even apply to projects that embrace “alternative mode infrastructure” (bicycle racks) or transportation demand management plans that provide bus/rail passes for employees. A related parking study conducted by Gibson Transportation Consultants, Inc., declares there’s an “overabundance of parking” on residential streets adjacent to commercial blocks — an assertion that many residents and Montana Avenue shoppers, for example, differ with. The study was criticized for being conducted in August when the high influx of tourists could skew results. More problematic was the inclusion of private, non-public parking lots in the parking space counts and the inclusion of “empty streets” on street cleaning days when the study was conducted. So how did out planning commissioners react to all this hokum? Commissioner Richard McKinnon was quoted in the Daily Press saying, “We can’t just jam it down people’s throats. There is an education process that needs to go on, and it has to happen very rapidly.” Commission Chair Gerda Paumgarten Newbold said, “These concepts are not new and scary to us, but they are to other people … We really need to convince people this is going to work.” Are we surprised that some delusional starry-eyed commissioners have bought into flawed research, an anti-parking, private vehicle bias and overzealous sustainability advocacy? No common sense here, just agenda. Commissioners must stop chasing rainbows and come to grips with hard, cold reality. We don’t have to shop, dine or entertain ourselves here — Los Angeles is right next door. When “pie in the sky” proposals to eliminate parking and make driving more difficult come to fruition, we’ll all stop patronizing Santa Monica businesses, period. trying to ease environmental concerns by developing nontoxic fluids for the drilling process known as fracking, but it’s not clear whether the new product will be widely embraced by drilling companies. Houston-based energy giant Halliburton Inc. has developed a product called CleanStim, which uses only food-industry ingredients. Other companies have developed nontoxic fluids as well. “Halliburton is in the business to provide solutions to our customers,” said production manager Nicholas Gardiner. “Those solutions have to include ways to reduce the safety or environmental concerns that the public might have.” Environmental groups say they welcome the development, but still have questions. The chemicals in fracking fluids aren’t the only environmental concern, said George Jugovic, president of PennFuture. He said there also is concern about the large volumes of naturally occurring but exceptionally salty wastewater and air pollution. It’s premature to say whether it will ever be feasible to have fluids for fracking that are totally nontoxic, said Scott Anderson, a senior adviser for the Environmental Defense Fund. “But we are encouraged to some extent by recent industry efforts to at least reduce the toxicity,” Anderson said. Fracking, short for hydraulic fracturing, has made it possible to tap into energy reserves across the nation but also has raised concerns about pollution, since large volumes of water, along with sand and hazardous chemicals, are injected deep into the ground to free the oil and gas from rock. Regulators contend that overall, water and air pollution problems are rare, but environmental groups and some scientists say there hasn’t been enough research on those issues. The industry and many federal and state officials say the practice is safe when done properly, but faulty wells and accidents have caused problems. Halliburton says CleanStim will provide
“an extra margin of safety to people, animals and the environment in the unlikely occurrence of an incident” at a drilling site. Gardiner said Halliburton has developed a chemistry-scoring system for the fluids, with lower scores being better. CleanStim has a zero score, he said, and is “relatively more expensive” than many traditional fracking fluids. Both Jugovic and Anderson noted that one of the most highly publicized concerns about toxic fracking fluids hasn’t really been an issue: the suggestion that they might migrate from thousands of feet underground, up to drinking water aquifers. “Most people agree there are no confirmed cases so far” of fracking chemicals migrating up to drinking water, Anderson said. But he added that simple spills of fluid on the surface can cause problems. “The most likely of exposure is not from the fracking itself. It is from spills before the fracking fluid is injected,” Anderson said. There also may be technical and cost issues that limit the acceptance of products such as CleanStim. There is tremendous variation in the type of shale rock in different parts of the country. For example, drillers use different fluids even within the same state, and the specific mix can play a large role in determining how productive a well is. Gardiner wouldn’t say how widely used CleanStim is. “The customers who do use it certainly like the material,” he added. Terry Engelder, a geologist at Penn State University, said he visited a well in that state last year that used just water, sand and three additives in the fracking fluid. But Engelder added that “green” and “toxic” can be “soft words without real meaning.” He noted that consumers, businesses and farms use vast quantities of chemicals that can contribute to pollution, from cleaners and soaps to fertilizers and pesticides. Yet all those compounds are routinely flushed down the drain, ending up in nearby rivers and streams. “Eventually industry would like to end up with a mix of just water, sand, and foodgrade additives,” Engelder said of fracking. “Companies are learning to deal with fewer and fewer additives.”

Reaching a critical mass Dear EarthTalk: What is “biomass” and why is it controversial as a potential source of energy?

Biomass is plant matter that is burned as a source of energy. Fallen or cut wood that is burned for heat is one primary form of biomass, but another includes plant or animal matter that is converted into biofuels. According to the International Energy Agency (IEA), which was formed during the oil shocks of the early 1970s to help ward off future energy shortages, biomass combustion is a carbon-neutral process because the carbon dioxide released at burning has previously been absorbed by the plants from the atmosphere. Biomass resources, reports IEA, include agricultural residues, animal manure, wood wastes, food and paper industry residues, municipal green wastes, sewage sludge, and a large variety of grasses and crops. But while biomass may be in theory carbon-neutral, green groups point out that there is no free lunch. The Natural Resources Defense Council (NRDC), for example, points out that some American timber companies are targeting whole trees from forests as an easy source of biomass and are pressuring Congress to open up additional National Forest acreage for this form of energy generation. NRDC says that, practically speaking, burning whole trees for biomass energy is far from carbon-neutral, given that the carbon dioxide that trees accumulate over decades is suddenly released into the atmosphere upon combustion, just like when coal is burned. “But unlike coal, however, trees will continue to absorb carbon if left alone.” Therefore, the burning of forests for biomass energy both emits considerable amounts of carbon and destroys an important way carbon is prevented from entering our atmosphere. Deforestation isn’t the only problem with biomass. Burning biomass also produces sulfur dioxide, nitrogen oxides, particulate matter and other toxins harmful to our health. Two California wood-fired power plants were fined $830,000 under the Clean Air Act recently for violating emissions standards. And then there is the issue of the efficiency of biomass as a fuel feedstock. Researchers have found that some common forms of biomass yield only 25 or 30

percent the amount of energy as an equivalent amount of coal. The 2011 closure of a biomass conversion plant in Georgia that reportedly spent $320 million to produce just 100,000 gallons of ethanol stands out as another black mark against biomass. Despite such downsides, reports NRDC, some policymakers seeking to promote alternative fuels are proposing actions and policies that would greatly increase the use of biomass. At the same time, the group says, industry lobbyists are pushing to relax biomass sourcing safeguards and “pushing to give industrial biomass burning a ‘free pass’ on complying with Clean Air Act mandates.” Biomass can be a part of the effort to cut back on fossil fuels, but only if it is harvested and used in ways that reduce pollution, cut emissions and protect forests. NRDC and other green groups would like to see Congress impose stricter rules to rein in soot, smog and greenhouse gases at biomass power plants and pass measures that safeguard forests from deforestation for biomass development. The upstarts are also steering business away from cab drivers, making it harder to earn a living. “It makes for an uneven playing field,” said Barry Korengold, who heads the San Francisco Cab Drivers Association. “We’re not trying to stifle technology. We’re saying do it in the legal way.” Uber, which launched in 2010 and offers ride services in 18 cities, has been sued by San Francisco cab drivers and Chicago carservice companies alleging unfair business. The San Francisco-based company has also run into trouble with regulators in New York, Vancouver, Boston and Washington, D.C. The California Public Utilities Commission last year issued cease-anddesist orders and $20,000 fines to Lyft, Sidecar and Uber for operating illegally. The agency says they are “charter-party carriers of passengers” that need permits certifying their drivers are properly screened, licensed and insured. In December, the commission agreed to evaluate the safety of the Internet-based ride services and plans to draft new rules to regulate them over the next several months. Last week, the agency reached agreements with Lyft and Uber that allows them to operate legally until the new rules are written. It’s in discussions with SideCar over its operations. “We’re not trying to put them out of business, but they cannot avoid the basics of public safety,” said Frank Lindh, the commission’s general counsel. Lyft and SideCar say they’re not charterparty carriers, but ridesharing platforms. They say they shouldn’t be regulated like taxis or limos because rides are prearranged, payments are voluntary and the firms don’t own the vehicles or employ the drivers. “Existing regulations have not caught up with the technology,” said Sunil Paul, CEO of SideCar, which launched a year ago in San Francisco and is preparing to expand to 15 other cities. “This is a new medium, and a new medium needs a new set of rules.” Lyft and Sidecar say they have measures to ensure passenger safety. They interview

Drivers use their own insurance, but both companies provide additional coverage up to $1 million. Other cities and states are also figuring out how to regulate the new transportation apps. The International Association of Transportation Regulators is working on guidelines for regulations that, if adopted, could restrict the upstarts. Internet-based ride-hailing apps should be regulated, but regulators must be careful not to quash innovation in a transportation sector, said Daniel Sperling, director of the Institute of Transportation Studies at the University of California, Davis. Sperling believes technology can reduce congestion, pollution and greenhouse-gas emissions by making transportation more efficient and convenient, allowing more people to live without personal cars. “This is the first wave of what we hope will be a whole series of innovative companies and technologies that will transform transportation as we know it,” Sperling said. Lyft launched in San Francisco in June and began offering rides in Los Angeles on Thursday. It’s cultivated a playful image with its pink mustaches and fist-bump ice-breakers. Users sign up with their Facebook accounts. To maintain safety and quality, both Lyft and SideCar ask passengers and drivers to rate each other after each ride. Too many low ratings, and they’re booted from the network. Both services have attracted a diverse group of drivers. Lyft drivers include PhD students who need a break from writing dissertations, preschool teachers looking for adult conversation and artists seeking to earn extra money, said Green. San Francisco State University student Shelby Stone, 23, drives her black Volkswagen Rabbit for Lyft four or five days a week to help pay car expenses and other bills. “I have a blast with Lyft,” Stone said after dropping off passenger Kutscher by Union Square. “All day long I’m meeting new people and getting to know the city of San Francisco.”

PARENTS FROM PAGE 1 Asians on the “academic performance index,” an amalgamation of standardized test scores, and a 200-point difference between African-American and white students. Raising test scores is a potential result of Village Nation, not the objective, said cofounder Fluke Fluker. “Our goal is not high test scores, it’s to make better choices,” Fluker told the Board of Education. “When they make better choices, the byproduct is that they value their future.” However, the program is estimated to cost the district $40,000 if fully embraced. A quarter of that money has already been invested, and parents like Yvonne Dawson, herself a product of the SMMUSD system, think that’s too high for a program with questionable outcomes that segregates students from their peers. Dawson is one of the faces of the antiVillage Nation crowd, which is gathering signatures to present to the Board of Education. She points to schools like Grover Cleveland High School in the Los Angeles Unified School District, the birthplace of Village Nation, which saw growth on standardized test scores between 2011 and 2012, but chalked up mostly declines before that time. The program’s own website notes that the high school’s “academic performance index” scores are 200 points higher than a decade ago when the program first took root. Also, for 2010-11 — the last year for which information is available — only 73 percent of African-American males graduated from Grover Cleveland High School compared to 93.3 percent at Santa Monica High School. If Santa Monica’s children are already doing better than those in schools that have had Village Nation for years, Dawson and others question its value at the school. “We’re asking for empirical evidence to back up the rhetoric,” Dawson said. “We don’t want to see anything chosen based on emotion. Our children deserve more than that.” Parents also take issue with Village Nation’s methods, which they believe reinforce negative stereotypes and come from a “deficit mentality.” Dawson points to an assembly offered to Samohi students that Fluker referred to as “Kings and Queens” when he referenced it in front of the Board of Education, leaving off the other half of the title — “Pimps and Hoes.” Separating students based on race also rubs Dawson, herself an African-American, the wrong way. “That’s not the culture of who we are,” she said, referring to the Santa Monica community. Parents who disagree with Village Nation or do not want their children to take part have the ability to opt out of the program, which is a small piece of a comprehensive approach to address minority and lowincome student success in the district, supporters say. That cuts down on the number of students the program could potentially reach, as there are only 272 African-

American students enrolled at Santa Monica High School. Village Nation is the best bet to fulfill the touchy-feely culture piece of the puzzle, something that is very difficult to quantify, said Janet McKeithen. McKeithen is the reverend at the Church in Ocean Park, but became involved with the debate at the high school through the Committee for Racial Justice that meets at the church. Other members of the committee once had children in the district, are parents of graduating seniors or have little connection to the district at all, detractors say, meaning they won’t have to live with the impacts of the program if something goes wrong. The committee heard several presentations and did its homework before throwing its weight behind the Village Nation program, McKeithen said. “We didn’t just pull this out of a hat,” McKeithen said. “That was the one that seemed most effective, and that’s what we’re interested in.” “Effective” can be hard to define when a program doesn’t lend itself to numbers and requires an investment before it can be measured. That doesn’t mean it can’t be done, said Kathy Christie, vice president of Knowledge and Information Management at the Education Commission of the States, an education policy organization. “They could set up some metrics out of what would be good indicators of success,” Christie said. “Are (students) coming to the program in the first place? Is it improving students’ discipline? Is it really resonating?” That may not be a “gold standard” evaluation in Christie’s book, but it’s one way to approach testing the program. Figuring out how to evaluate Village Nation and fit it into the matrix of programs already available at Samohi is the task of Terry Deloria, the new assistant superintendent of education services. Although people on both sides of the Village Nation debate want to involve test scores and other numbers, that’s just not possible, she said. Although Village Nation celebrated its 10-year anniversary in July 2012, it’s still too new and mixed in with a multiplicity of other factors at each school site to separate out the impact of Village Nation alone. “To tie it to test scores, to me as a statistician, that’s a tough sell,” Deloria said. Instead, Deloria must create a Samohispecific set of measurement tools, something that will only be possible after the group of elders at the high school reports back with recommendations on what other kinds of support they need, and whether that will involve a greater investment in Village Nation. Then Deloria will begin to consider methodology, like student surveys, to determine the impact of the program. Although the program has proven controversial, both sides of the debate agree on one critical element — the district should do everything possible to make sure AfricanAmerican students at Samohi achieve academic success and leave the school ready for college. “We all want the same thing,” McKeithen said. “There’s disagreement about this, but I hope we can all be friends and work together.” ashley@smdp.com

Thomas Doyle, a canon lawyer who worked for the Vatican’s Washington, D.C., embassy. Following a court order, the church posted on its website tens of thousands of pages of the previously secret personnel files of 122 priests accused of molesting children. In his letter, Gomez described the latest records to be made public as “brutal and painful reading.” “The behavior described in these files is terribly sad and evil,” Gomez wrote. “There is no excuse, no explaining away what happened to these children. The priests involved had the duty to be their spiritual fathers and they failed.”
