Boys basketball: Crossroads’ Shapiro chooses Tufts BY JEFFREY I. GOODMAN Daily Press Staff Writer
With less than a minute left in the game and the Crossroads boys basketball team locked in a tie with Santa Monica, the ball was in the hands of Nicky Shapiro. But not for long. Shapiro launched a 3-pointer from the top of the key that slipped safely through the net, giving the Roadrunners a lead they never relinquished in a landmark victory earlier this season. It was a pivotal shot, to be sure, but just one of many standout moments in Shapiro’s basketball journey. “It’s been a big thing throughout my life,” he said. “It’s always kind of been there.” And it’ll still be there when he leaves for college. Shapiro, a graduating senior at Crossroads, plans to continue his athletic career at Tufts
University in Massachusetts. The 6-foot-4 Shapiro will join a roster that includes three other Southern California products in Wildwood alumnus Everett Dayton, Loyola graduate Thomas Lapham and San Diego native Drew Madsen. Shapiro will be coached by Bob Sheldon, who has been at the helm of the men’s basketball program for 28 years. The team was 19-5 and scoring 86.6 points per game through 24 games this season. The Jumbos are part of the New England Small College Athletic Conference and play in Division III, a desired level of competition for Shapiro as he seeks to strike a balance between sports and coursework. “Basketball had to be secondary to going to a good school,” he said. “I really take academics seriously. I fell in love with the school on the visit, and when basketball became
an option, it was clear. It was my first choice pretty much the whole way. It’s awesome the way it worked out.” Shapiro said he considered a few other small liberal arts colleges and added that he was drawn to Tufts in part because of its proximity to Boston. He doesn’t have a set career in mind yet, but he’s interested in media studies, pop culture, economics and writing. The son of a big basketball fan, Shapiro grew up playing the sport at Cheviot Hills Recreation Center. He graduated from Castle Heights Elementary School and attended Palms Middle School for one year before enrolling at Crossroads in 7th grade. Shapiro has worked on the student newspaper’s staff since his sophomore year, and he’s also been active in campus clubs while serving as an ambassador for the Santa Monica private school.
Basketball, of course, has played a big role in his high school life. He recalled hitting five 3-pointers two years ago in the Roadrunners’ game against Brentwood, whose roster at the time included current Arizona State guard Tra Holder. Last season, Crossroads made the CIF Southern Section quarterfinals in Division 5AA. Shapiro said he’ll need to improve his defensive skills to succeed at the college level. He added that he watched Tufts play in December when the team was in Southern California and immediately noticed the speed of the game. It’ll take some time for Shapiro to adjust to living away from his family and develop relationships with his new teammates, but he said he’s looking forward to the opportunity. And, of course, he’ll still have basketball. JEFF@smdp.com

Downtown Community Plan full of lofty ideals THE LONG AWAITED DRAFT OF THE
Downtown Specific Plan, now retitled the Downtown Community Plan (DCP), is finally available on the City’s website. The Plan sets general planning goals for the area defined as Wilshire Boulevard south to the I-10 Freeway and from Ocean Avenue, eastward to Lincoln Court which is the alley directly behind properties fronting the east side of Lincoln Boulevard. The DCP will be an update of the 1996 Bayside District Specific Plan. It “builds on the strengths of previous planning efforts geared at revitalizing the Third Street Promenade, preserving historic assets, stimulating art and cultural activities, and addressing sustainability,” says the document’s introduction. The DCP is guided by the 2010 LAND Use and Circulation Element (LUCE), which updated the City’s General Plan. According to the City website, “The LUCE envisioned an energetic and contemporary downtown for residents, employees and visitors that integrates the light rail and preserves the unique character of the district and its commercial and residential life.” The LUCE called for enhancing the downtown area via better linkages to some of City’s most visible attractions, such as the Civic Center, Pier and the beachfront, but stopped short of firm recommendations deferring to the coming DCP. “The draft DCP provides specific resultsoriented actions to make Downtown more vibrant and accessible to a larger section of residents and visitors, and it promotes urban sustainability by accommodating future residential and employee populations within a
pedestrian-friendly and transit-oriented district.” It seeks to preserve Downtown’s charm and character. This would be accomplished by requiring new development to contribute high standards of architecture, urban design and landscaping - like the proposed 148-foot tall Plaza at Santa Monica at Fourth and Fifth Streets and Arizona Avenue? The DCP will “create a new model of mobility” that will address all forms of circulation while prioritizing the pedestrian and maintaining vehicle traffic flow for the benefit of cars and buses destined for Downtown. In other words, the mess that traffic and transportation planners have accomplished so far will continue. They’re the same planners behind this document, so don’t expect any real resolution to ongoing congestion and parking problems. The DCP calls for a strong new housing element by encouraging the production of new housing units for a wide range of income levels. This would be accomplished in part by encouraging infill development such as building new apartments on empty plots, which are now mostly utilized for parking. The DCP supports both public and private enhancements for a higher level of services and community amenities for Downtown all while “honoring” its history by preservation and “context sensitive” urban design. Example, a modern, oversized, six floor mixed use/apartment building in a block of older, charming single floor retail stores. That’s being really “context sensitive.” The DCP also argues for “improved architectural design” and “building diversity” (Do
you suppose staff means “architectural diversity” in new construction?) Unfortunately the vast majority of new construction in the City’s core - and I’m talking mixed use/residential - is boring, repetitive, mundane, cheap looking and pedestrian. I don’t see any architectural renaissance in Downtown Santa Monica for decades to come, despite the Planning Department’s aspirations. Lastly the DCP promises to honor Downtown’s cultural and economic vitality while seeking to “maintain and enhance the cultural and economic diversity that allows for the continuing success of the Downtown.” Yep. More athletic shoe stores and retailers like Victoria’s Secret. The tone of the DCP is to stay away from massive re-development and to maintain the general low key, low scale appearance that characterizes our Downtown as opposed to the high-rise dotted downtowns of Glendale and Long Beach. This is a good thing. However, it flies in the face of a number of proposed developments in the City’s planning pipeline like the new 211-room/25 condo Wyndham Hotel with its 15 floor tower at Ocean and Colorado Avenue, the 22 floor Frank Gehry designed hotel proposed at 101 Santa Monica Blvd., the 21 floor Fairmont-Miramar renovation with 280 guest rooms plus 160 residential units at Ocean and Wilshire and the previously mentioned mixed-use, 12 floor Plaza at Santa Monica. How these overly large projects will be integrated into building codes rising from the adoption of a final DCP will be interesting to observe. And, let’s not forget about
Residocracy’s LUVE ballot initiative that will severely reduce new building height and density levels all over the city, including Downtown, if approved by voters. Check out the draft DCP online at: http://www.smgov.net/Departments/PCD/P l a n s / D ow n t ow n - C o m m u n i t y - P l a n / . Comments should be sent to Kyle.Ferstead@smgov.net. COMMON SENSE WINS ON BUS AD POLICY REVISIONS
In other news, The Santa Monica Big Blue Bus (BBB) finally ended its 15-year ban of non-profit advertising on the sides of its buses. City Council unanimously approved allowing non-commercial advertising (from non-profit organizations) on the sides of buses. Big Blue earns about $2 million annually from billboarding commercial ads. Allowing non-profits and charities to advertise could increase the demand for ad space, drive up the cost of space and generate even more income. In previous years, Big Blue - fearing a flood of political ads - refused to accept postings and ads from non-profits and charities like AIDS Walk LA, effectively banning all nonprofit groups from advertising on its buses. It was a stupid decision. Not only will we be able to see important messaging from non-profits and community service providers, Big Blue will have an opportunity to bring in more revenue. That’s a “win, win” in my book. Chalk up one small victory for common sense. BILL can be reached at mr.bilbau@gmail.com

of the new has led to mass excitement surrounding 3D printing. The booming industry is expected to grow from nothing just a few years ago to some $4 billion by 2025. But some worry that our enthusiasm for 3D printing may be overshadowing some troubling health and environmental issues associated with the new technology. 3D printers heat plastic (usually a solid thermoplastic filament such as ABS or PLA) into a liquid and force it through a heated extrusion nozzle which in turn deposits it in thin layers onto a moving bed to form figures in predetermined shapes. But this process can send potentially harmful ultrafine particles (UFPs) and toxic fumes composed of volatile organic compounds (VOCs) into the air surrounding the machinery where users can breathe them in. In industrial settings, proper ventilation systems would be required and workers would have to wear protective gear to minimize exposure to similar UFP and VOC levels-but nowadays anyone can buy or borrow a desktop 3D printer and use it at home or in school without taking any extra precautions. One study, as reported on Phys.org, equated the effects of printing a small 3D item to smoking a cigarette indoors. Effects can include nausea and headaches, particularly for those with pre-existing heart or respiratory problems. A fully enclosed 3D printing system could mitigate exposure issues, but the major 3D printer manufacturers have yet to license the
valuable patent held by one company to make this technology widely available. Until then, it’s up to users to make sure to operate desktop 3D printers in a well-ventilated area. Also, PLA, which is made from organic material such as corn starch or sugar cane, seems to be a safer choice than petroleumbased ABS as far as fumes are concerned. Besides the health effects, 3D printing can also be problematic for the environment. For starters, the plastic in 3D print material deteriorates significantly with each use, rendering recycling out of the question at this point. Another environmental hazard of 3D printing is the clear spike in electrical energy needed for the heating process. Using heat or lasers to melt plastic costs drastically more than traditional methods. When compared to injection molding, a 3D printer consumes almost 100 times the amount of energy on average to make an equivalent item. On the plus side, 3D printing is an “additive” technology, meaning it only uses the exact amount of plastic source material needed, so little if any is wasted. Also, 3D printed objects tend to be much lighter than their traditional counterparts; this saves money, fuel, and carbon emissions when it comes to shipping. But critics maintain that the weight savings isn’t enough to counteract the energy intensity of the 3D printing process. Whether we like it or not, 3D printing is here to stay, but only time will tell if the growing industry behind the phenomenon will be able to clean up its act as it enters mainstream.

tion came about last year when the hotel, one of the bigger commercial water users in Santa Monica, worked in conjunction with city officials on an audit of how they used water and how to manage it more efficiently. Laundry was determined to be the biggest user of water on the property, according to Loews assistant marketing manager, Rachel Kaye. The AquaRecycle system, which uses ultra violet technology, enables 70-percent of final rinse water that has gone through the laundry process, and been filtered and disinfected, to be reused for more laundry purposes, which results in a 4.3 million gallon savings of water per year. The system also keeps the water at a temperate temperature during this process, which helps to avoid having to completely reheat the used water, which has resulted in heat energy savings over 55-percent. In 2015 the hotel was honored with the Sustainable Quality Excellence Award in Stewardship of the Natural Environment. Loews is currently in the middle of a hotel-wide renovation and as part of that remodel has installed low-flow showerheads and sinks and low-flush toilets in its 347 guest rooms in hopes
of reducing their in-room water use by more than 40-percent. At the border of Santa Monica and Venice, the ground beneath Penmar Park is home to a 2.7 million gallon cistern dedicated to collecting urban runoff. The City of Santa Monica received a $1 million grant from the state of California to pay for its portion of a collaborative project with the City of Los Angeles that will produce a pipeline intended to reclaim water for spray irrigation. The first phase of the project cost $2.2 million. Near Centinela Avenue, the operations and maintenance center for the new Expo light-rail is home to a 400,000-gallon cistern that is intended to capture stormwater runoff from local stormdrains. This water will then be repurposed for irrigation of the grounds and to clean site equipment. Matthew King, communications director for Heal the Bay, who was in attendance for the tour, said his organization got its start worrying about the polluted waste in the water, but now, in the time of a permanent drought, are concerned about the waste of water. “In a nutshell, we all have to do a better job of recycling and reusing the water we already have,” King said. Following the tour of these locales, representatives from several local, environmentally-minded organizations, government agencies and non-profits gathered together at the Pico Branch
Library to present and sign Matrix 2.0, a new roadmap that will give municipalities, businesses and homeowners clear guidelines on how to significantly contribute to L.A. County’s water management and planning through their use of non-potable water indoors and outside. Mayor Tony Vazquez believes these guidelines will help the City of Santa Monica reach its sustainable water master plan of 100 percent local selfsufficiency by 2020. “This matrix is an important standard and step toward helping us achieve this goal,” Vazquez said. “While harvesting and using graywater, rainwater, stormwater and recycled water are legal, we have lacked a clear, comprehensive, consistent and streamlined regulatory process so that alternative water supplies are attractive for private and residential users.” King believes the new regulations will clear up confusion about what you can and can’t do with non-potable water and will hopefully spur investment into the types of projects seen on the tour. “The new Matrix is a great example of environmental NGOs and government bodies working together to create a framework that people can understand and execute. It’s going to take all of us working together to create a new water dynamic in the state.” JENNIFER@smdp.com

calculation errors, according to a Feb. 9 memo from Noguera to Supt. Sandra Lyon. The most recent amendment comes on top of a $50,000 increase that was approved last month, according to an SMMUSD report, bringing the entire contract to a total of $185,000. “This request is to revise the contract so that it includes equity review at all schools, expanded stakeholder interviews, and interviews with district leadership, in addition to a corrected calculation of the original work scope,” the memo reads. The number of interview days jumped from four to seven and the number of school visits went up from 12 in the original proposal to 17, including a sampling of preschool programs that is being counted as one visit. “We also came to the conclusion that it would be unwise not to include two days of interviews with senior district personnel in the central office,” the memo reads. Interviews are still in progress, SMMUSD spokeswoman Gail Pinsker said. The district expects a report from Noguera after spring break. “Unfortunately, a calculation error was made in the original proposal/contract which resulted in an underfunded contract,” reads Noguera’s memo. “In order to reduce the impact of the original miscalculation and wrong number of schools, we signifi-

cantly reduced the cost per review from what it would have been based on the assumptions agreed in the original proposal.” In June, the school board discussed bringing on Noguera in an attempt to curb achievement gaps that persist across racial and socioeconomic lines. His original $110,000 contract was approved in September. Noguera gave the keynote speech at the district’s convocation at the beginning of the school year, saying solutions to the problem must be comprehensive. “We can’t just focus on what happens in the classroom,” he said. “It’s absolutely important, but it’s also important what’s happening outside in the community, especially for kids with more disadvantaged circumstances.” The hiring of Noguera was met by a mixture of hope and cynicism. Although some stakeholders were encouraged by the district’s attempt to address equity issues, others said the problems are too systemic to be solved by one consultant. The district’s achievement gaps were painted in stark terms on recent state tests. In English, pass rates ranged from 45 percent for African-American students and 48 percent for Hispanic students to 78 percent for white students and 83 percent for Asians. Similarly, just 30 percent of black SMMUSD test-takers and 33 percent of Latino students met or exceeded standards in math, while white and Asian students’ rates stood at 69 percent and 77 percent, respectively.

Sudoku Fill in the blank cells using numbers 1 to 9. Each number can appear only once in each row, column, and 3x3 block. Use logic and process of elimination to solve the puzzle. The difficulty level ranges from (easiest) to (hardest).
GETTING STARTED There are many strategies to solving Sudoku. One way to begin is to examine each 3x3 grid and figure out which numbers are missing. Then, based on the other numbers in the row and column of each blank cell, find which of the missing numbers will work. Eliminating numbers will eventually lead you to the answer. ■ “Military Intelligence”: The head of U.S. Navy intelligence has for more than two years been prohibited from accessing classified information (as the Pentagon disclosed to The Washington Post in January). Vice Admiral Ted Branch came under investigation in 2013 in a corruption scandal involving a foreign defense contractor and various Navy personnel and might have been suspended from all duties -- except that, given the political gridlock in Washington, no consensus candidate has emerged. No charges have been filed against Branch, but before he enters any room at the Pentagon, classified material must be stowed away.

This year you often see both sides of an argument, but you tend to favor one side. For this reason, you could find yourself struggling or having arguments about trivial matters. If you are single, your tendency to play devil’s advocate could distance you from potential suitors. Another possibility is that you hook up with someone who likes to argue. This person might work for you this year, but not in the future. If you are attached, your significant other might adore being with you, but would prefer fewer black-or-white situations.
