LWVSM recognizing four ‘remarkable’ citizens Annual event to be held Thursday at Ocean House BY JEFFREY I. GOODMAN Daily Press Staff Writer

One was a music major on the East Coast. One studied communications in Illinois. One spent time working in Wisconsin. One helped drug addicts in rural California. Their backgrounds are different, their interests diverse, their careers distinct. But their paths will converge Thursday evening at Ocean House, where they will be honored by the League of Women Voters of Santa Monica for their contributions to education, social service and government in and around the coastal city. This year’s “Women Who Shape Santa Monica” event will recognize early childhood activist Betsy Hiteshew, the Rev. Janet McKeithen, City Council member Pam O’Connor and league member Susan McCarthy. Each awardee was chosen for many years of service to the community, chapter president Ann Williams said. “Our city is truly fortunate to have been the beneficiary of the gifts and lifework of these remarkable women,” Williams said. “Every aspect of our civic lives has been enhanced by our honorees.” The event aims to celebrate and build on the lega-

cy of the local league chapter, which was established in 1934. Hiteshew is being honored for her dedication to early childhood education, Williams said. After moving to Santa Monica in 1959, Hiteshew served as an instructor at Santa Monica College for 27 years. She lobbied state and federal officials for funding for child care, serving as president of the California Association for the Education of Young Children from 1999 to 2001. In retirement, Hiteshew became active in Santa Monica’s early child care and education task force. She was a key player behind the early childhood education center, a joint project between SMC and the City of Santa Monica. Connections for Children, a child care resource agency that Hiteshew co-founded, is celebrating its 40th anniversary. McKeithen, meanwhile, was chosen for her work in and beyond the faith community, Williams said. A minister at the Church in Ocean Park, she has been a member of the local Human Relations Council for almost a decade. She’s also been active on the Santa MonicaMalibu school district’s advisory committee on special education and the SEE WOMEN PAGE 9

Santa Monica Public Library presents ‘Dingbat 2.0: The Iconic Los Angeles Apartment’ The Santa Monica Public Library is proud to present the lecture and discussion Dingbat 2.0: The Iconic Los Angeles Apartment on Saturday, March 26 at 2 p.m. in the Main Library’s MLK, Jr. Auditorium, 601 Santa Monica Blvd. Co-sponsored by the Society of Architectural Historians, Southern California Chapter, this event explores the uniquely L.A. architectural phenomena: the dingbat apartment. The dingbat grew out of Los Angeles’s rapid postwar expansion period, and for more than half a century has been vilified, praised, studied, and often misunderstood—as much for being ugly and ordinary as for being innovative, iconoclastic, and distinctly “L.A.” As a housing type, the dingbat has enabled the sprawl for which Los Angeles is infamous while simultaneously creating a consistency of urban density achieved by few other 20th century cities.The book “Dingbat 2.0: The Iconic Los Angeles Apartment as Projection of a Metropolis” (2016, DoppelHouse Press) is the first critical study of the dingbat apartment, perhaps the most ubiquitous and mundane building type in Los Angeles. This program features a moderated panel discussion with several of the book’s contributing authors and photographers including architect Thurman Grant, architectural historian Steven Treffers, Barbara Bestor and Josh Stein. A book sale and signing follows the program. This event is free and open to the public. Seating is limited and on a first-arrival basis. The Santa Monica Public Library is wheelchair accessible. The Santa Monica Junior Chamber hosts Peter Rabbit Day On Saturday, March 26, the Santa Monica Junior Chamber (Jaycees) will host the 24th annual Peter Rabbit Day. Peter Rabbit Day is a free community event and will be at Douglas Park at 2439 Wilshire Blvd. (Wilshire Blvd. and 25th St) in Santa Monica. The event will take place from 9 a.m. to 12 p.m. Families will enjoy egg hunts (separated by age groups), egg dying, sack races, face painting, balloon animals and more! Westside Family Health Center will host a healthy eating game and the Easter Bunny and local law enforcement will be making an appearance. Families are encouraged to come early as activities are on a first come, first served basis! The Jaycees are an open professional leadership and community service organization for young professionals age 21 – 40. The Jaycees hold monthly membership meetings generally on the first Wednesday of the month at General Assembly on 16th and Broadway in Santa Monica and monthly professional networking mixers generally on the last Tuesday of the month at different Santa Monica restaurants throughout the year. for more public open space is acute. Even if we doubled our current amount tomorrow, we would still be far below the bare minimum recommended for U.S. cities. In the early-to-mid 1990s this scarcity led to a broad movement uniting the local sports and open space communities, as well as Santa Monica’s neighborhood groups, to strongly advocate for more parks, recreational facilities and open space. In March 1995 the Santa Monica Youth Athletic Foundation was founded, with a 50 member board uniting leaders from the sports and business communities, youthserving non-profits, and representatives from the City, School District and College. They published a landmark document called “A Call to Action: An Assessment of Athletic Facility Needs in Our Community”. At 44 pages, A Call to Action comprehensively identified needs, problems and solutions for a wide range of sports, and helped make addressing them a campaign issue in the 1996 City Council elections. By summer 1997, the City Council approved an ambitious Open Space Element (http://www.smgov.net/uploadedFiles/Depa rtments/PCD/Plans/General-Plan/OpenSpace-Element/Adopted-Open-SpaceElement-1997.pdf), and a Recreation and Parks Master Plan. The City has made a lot of progress since then, improving existing parks, building great new ones, and implementing the school parks program with the Santa Monica-Malibu Unified School District. At the same time - especially in Santa Monica, where available land is scarce and expensive - it’s not easy to gain new open space on the scale and pace we’d like, let alone fund its construction, programming, operation and maintenance. County funding for new parks IN OUR HIGHLY DENSE CITY, THE NEED

In response to community calls, the Council put aside $3.5 million for open space acquisition in the FY1997-1998 budget. This gave the City flexibility to make a key purchase when land became available which it did at 2101 and 2115 Pico Boulevard (the old Plastic Mart and the building adjacent) next to Virginia Avenue Park. Those buildings were renovated and became part of the Park, and today house approximately 14,600 square feet for youth oriented program activities. Smaller budget set-asides for open space acquisition were approved by the Council the next two years. Then the practice disappeared, as competing priorities began to take precedent. At the same time, City revenue fell substantially as a result of the recession of 2001 and the effects of September 11th upon tourism. Then the state of California began taking money from cities to balance its own budget, compounding the problem. All of that meant fewer available dollars for discretionary projects and programs, including land acquisition. But the City still had its Redevelopment Agency (RDA) funds, which allowed it to continue to do many great things. Then in 2011 Gov. Jerry Brown took a meat cleaver to the RDA Funds, cutting off a major source of City funding for affordable

housing, parks, libraries and earthquake retrofits (of public parking structures) since the late 1990s, after the 1994 Northridge Earthquake led to the creation of a redevelopment area in Santa Monica. The irony is that what we do in Santa Monica to promote a high quality of life here also raises the cost of land, and therefore makes it more expensive to accomplish many public policy goals. The RDA funds gave Santa Monica a chance to reinvest part of that increased value - generated by public investment and public policy - back into the community. Now the RDA funds are gone, but the cost of land continues to rise. With the advent of the Expo light rail line, it is even more so gentrification accelerated by the expenditure of public dollars, but without a tax strategy to recycle that gentrification back for public purposes. (Amending statewide Proposition 13 via a Land Value Tax that would raise the tax on land, and lower it on structures, would address this.) At the same time, the local election ballot has been crowded with numerous other revenue measures. Since the passage of the Open Space Element in 1997, Santa Monica voters have seen $427 million in local School District bonds, $590 million in Santa Monica College bonds, School District parcel taxes, a $42 million City library bond and a Clean Beaches and Oceans Parcel Tax, along with amending the Transit Occupancy Tax, the Real Estate Transfer Tax and the Transactions and Use Tax. And that doesn’t include the multiple county and state bonds and revenue measures during this time. So even in a community like Santa Monica, where open space and recreational facility expansion is a high priority, and meaningful resources exists, there are many competing and complicating factors. That’s why two unique opportunities for new open space should be celebrated - the Countywide Parks Needs Assessment, and proposed new urban open space at the 5th/Broadway. COUNTYWIDE PARKS NEEDS ASSESSMENT

The County of Los Angeles is conducting a Countywide Parks Needs Assessment. The goal is to inform future open space planning and funding needs countywide. The County is identifying priority projects for 189 study areas. Santa Monica is one of them. On Tuesday the City Council will vote to transmit Santa Monica’s priority list to the County Department of Parks & Recreation. The Countywide Assessment will go to the Board of Supervisors in May. While the assessment is formally separate and distinct from any future bond measure, there is the expectation that the Supervisors will ultimately place a county wide parks bond on a future ballot. If passed, the City would get a proportionate share of the revenue. The highest priorities identified in the City Staff Recommendation include three long-standSEE PARKS PAGE 5

(The County has an online mapping tool parksprojects.lacounty.gov that is searchable by city and can be referenced for grant-funded projects including dollar amounts allocated and a concise summary of what each project entailed.) A supplemental measure to Proposition A passed in 1996 and provided an additional $319 million in funding, and will expire in 2017. So the time to plan the next County bond is now. Whether the new County bond will fund all or only part of Santa Monica’s priority list, its going to help move some important long-awaited local projects forward, just like it has in the past. This is a critical momentum step for our local open space movement. If you haven’t already made yourself heard, let the City Council know your thoughts via an email to council@smgov.net or come to City Hall on Tuesday night. One way of gaining new open space is acquiring more publicly-owned land. As we’ve seen, that can be expensive. Another is having it included as part of private development. That can be tricky. While most private projects are built on smaller parcels where open space potential is limited, in a handful of cases in our downtown, there are parcels large enough to provide interesting and relatively sizable open spaces. But that requires the right zoning and two parties willing to negotiate. Can we take advantage of these limited and unique opportunities? Next week I’ll explore one such opportunity, where an interesting urban open space is proposed for the southeast corner of 5th/Broadway, as part of a project proposed for the Fred Segal site there.

Fortunately in all three of these cases, the City already owns the land, and now “only” needs to fund design and construction. The County will be doing a cost estimate, as if all of the projects identified in the report were to be implemented. Then there will be a process to align those desires with a dollar amount the voters would approve. Although there is no guarantee about which, if any, of Santa Monica’s priorities would be funded, the City has a positive record with past County bonds. 500 Broadway: Another monument to bad planning A FEW DAYS AGO, THE PLANNING

Commission voted 6 to 1 to recommend that City Council approve a development agreement for a seven-story (84 foot) mixed-use apartment building at 500 Broadway, formerly Fred Segal. This development by DK Broadway LLC, designed by Koning Eizenberg Architecture is a classic example of everything that’s wrong with our planning process and why it must be changed from top to bottom. This 301,830 square foot project will features 249 high-end apartments, 35,428 square feet of ground floor commercial space and a four level subterranean garage with 524 parking spaces. Six out of seven planning commissioners couldn’t contain their enthusiasm for the project - one of the larger developments proposed in the Downtown-adjacent neighborhood in recent years. Obviously, the prime reason for their euphoria is the developer’s promise to build 64 units of 100 percent affordable housing in a new, dedicated five floor (55 foot) structure at 1626 Lincoln Blvd. In return for permission to construct this overly large, massively dense development, DK Broadway LLC has promised a plethora of community benefits: affordable housing, public open space and the payment of a whole raft of monetary fees, including transportation impact fees, recreation and parks fees and even a fee for affordable housing projects elsewhere in the city. Additional fees will provide millions of dollars for early childhood initiatives, historical preservation, Big Blue Bus and transportation management contributions. The developer has promised to implement a transportation demand management (TDM) plan, numerous “sustainability elements,” 135 commercially-available on-site parking spaces, a community meeting space, bicycle and electric vehicle parking and local hiring during construction. I view these $24.4 plus million in socalled “community benefits” (as demanded by special interests and City Hall power players) as ransom paid by the developer to assure the project will generate maximum profit. Unfortunately, I see little “community benefit” for you and me except a big, hulking, ugly, traffic-generating building. If DK Broadway is going to spend this much on “community benefits”, you know those expenditures will be factored into the development’s market rate rent rates. This creates an even bigger gap between those who can afford to pay top dollar to live here and the rest of us. Trying to obtain diversity this way is a monumental failure perpetrated by myopic planners, clueless commissioners and unrealistic policy makers. Commissioners also loved the development’s location - minutes from the Expo rail terminal at 5th Street and Colorado Avenue. They actually think that this means the project’s tenants will abandon their cars and start using mass transit to go to work, shop and go to school. Unbelievable. Another issue is the arbitrary upgrading of zoning standards. The 1984 Land Use and Circulation Element (LUCE) standards remain applicable to Downtown properties until the adoption of the pending Downtown Community Plan, says the staff

report to the Planning Commission. Last October, “Council gave direction that certain priority projects could be processed prior to the adoption of the Downtown Community Plan (DCP). The 500 Broadway project was identified because it had completed float-up reviews and would provide a significant source of housing in the Downtown.” The project is subject to the 1984 LUCE Downtown Core standards and the 1988 Zoning Ordinance which establishes a maximum building height of 84 feet and six stories and 3.5 floor area ratio (FAR) for the Downtown core. DK Broadway’s proposal exceeds the number of floors and (FAR) limitations allowed by code, so the applicant wants permission to bypass the 1988 codes, increase the maximum FAR from 3.5 to 4.0 for greater mass and eliminate the limitation on the number of floors because there is at least one floor of residential use in its proposed development. DK Broadway goes so far as to propose that the 1988 codes be amended to apply to all new construction in the Downtown core area until such time that a new Downtown Community Plan is approved. If adopted, these amendments would set a new standard for much larger and denser new buildings Downtown than would be allowed under the older codes and possibly also the new codes arising from an approved Downtown Community Plan. The lone dissenting Planning Commission vote against the project came from Mario Fonda-Bonardi who said the proposed development was too big and would generate significant traffic increases. Richard McKinnon, a failed council candidate now on the Planning Commission, voted for the project after being quoted in the media during his 2014 campaign as saying, “Santa Monica cannot keep building larger, denser buildings and cramming in overdevelopment when water is nonexistent… Santa Monica’s 35-year-long overdevelopment has created water scarcity, endless traffic jams and an unsustainable future. This cannot continue.” McKinnon also claimed that the project’s Expo-adjacent location should encourage people to get out of their cars. Pathetic. Worse yet, Commissioner Amy Anderson referred to the development as “beautiful” while Commissioner Jennifer Kennedy thought there were a lot of good things about the proposal, including the community benefits and open space for public access. This development provides no better argument for supporting the Land Use Voter Empowerment (LUVE) initiative when it appears on the November ballot. If voters approve the measure, it would eliminate bureaucratic approval of oversized developments like 500 Broadway and let the people - who’ve already said they want lower size and density - decide by voting “yea” or “nay” via ballot measure. We also need to end political appointments based on idealism and cronyism. Having smart, common sense people on both the City Council and Planning Commission is imperative if we’re going to have leaders that listen to us as opposed to forcing their own unpopular and incoherent social agenda down our throats. The recently opened science and technology building, a $55-million project, was constructed using money from Measure BB, a $268-million bond that voters passed in 2006. Officials have had dozens of meetings with senior district staff and site personnel to assess existing facilities, Massetti said. The input gathered from those meetings was used by Binder’s architecture firm to develop two different construction concepts, which Massetti said will be prepared for board consideration in the comings weeks. Direction from the board will guide future decisions about the campus, and the draft of a plan for Samohi is expected to be ready by June. Buildings will be capped at four stories in height, Massetti said, with several structures likely to feature first- and second-floor entryways. Samohi will remain a closed campus for safety reasons, Massetti said. Unified school buildings. Members of a Samohi site committee were scheduled to meet with Binder’s firm to discuss details of the campus plan. The district’s recently assembled advisory committee on facilities will also weigh in with suggestions. The comprehensive campus plan for Samohi includes analysis of numerous existing reports, including ones on traffic and archaeology. Officials still have to decide the order of forthcoming projects and where contractors will be staged during construction. Community impacts will also have to be considered, Massetti said. District officials are involved in ongoing talks with the City of Santa Monica about joint-use options, Massetti said.

Officers were on patrol when they observed a subject, later identified as Jonathan Jaber, 30 year old transient, riding his bicycle against the flow of traffic on the corner of Euclid Street and Wilshire Boulevard. Officers made contact with Jaber, as riding a bicycle against the flow of traffic is a violation. Upon making contact, officers asked Jaber if he was in possession of any dangerous weapons; he said he had a knife. The knife was removed from his possession and further examined by officers. Jaber also did not have a valid form of identification on his person. Jaber was arrested for carrying a concealed weapon. Bail was set at $20,000.
