The City Council is expected to approve a $26.5 million contract (with a ten percent contingency) with Bernards Bros. construction

Tuesday to break ground on Fire Station No. 1, beginning the end of a decade-long ordeal to replace a cramped and seismically unsafe but vital city facility. A 2007 study found the wood frame and stucco fire station that

serves downtown in dire need of a seismic retrofit, upgrades and various improves to come up to code. The report said an earthquake could cripple the building badly enough to trap or even kill firefighters and damage lifesaving equipment.

The total cost of the new fire station is expected to be $41.6 million, according to a report by senior architect Alex Parry. A portion of the project will come from the

Local cooking school finds recipe for success Pastry chef Clemence Gossett is a tour de force at the Wednesday farmers market. The Paris native and Santa Monica resident expertly weaves through the crowd to familiar stands where the farmers and bakers know her by name. Recently, a small group followed her path, eagerly listening as she picked up a loaf of bread and described its journey from seed to slice. The half dozen aspiring cooks following Gossett were students at The Gourmandise School of Sweets and Savories, which teaches everything from how to crack an egg to how to transform a cocoa bean into a chocolate bar. In a town full of self-described foodies, Gossett is on a mission to elevate the conversation surrounding food. Gossett’s classes emphasize using the best ingredients: local, fresh and organic when possible. “Explaining to people where the food comes from, how it affects us economically and environmentally and showing the difference in flavor and texture is really a big part of it,” Gossett said leaning over a stainless steel counter in the school’s current location. Soon the school inside Santa Monica Place will quadruple in size, as Gossett and her business partner Sabrina Ironside make room for more courses, private classes and summer camps for teenagers. Gossett, a pastry chef, opened the Gourmandise (which means a craving for sweets in French) in 2011, emphasizing cooking technique over recipes. A glance at the course calendar reveals the phrase

Introducing Santa Monica’s Dolphins Dark clouds swarm over Dodson Middle School’s grass field, where Santa Monica’s rugby team, the Dolphins, played their fourth game of the season this month. They travel from Santa Monica all the way to Palos Verdes, California, to play — an hour-long drive. The crowd mostly consists of family members coming to watch the game. “We’ve been here for 45 years, we’re Santa Monica Rugby Club, you know, that name represents the city, and we deserve to have a little more support from the city,” said head coach Riaz Fredericks. Founded in 1972, The Dolphins are still struggling to get a footprint in the community. “We just don’t get enough numbers I guess at the gate, people watching,” Fredericks said. The team has been kicked off of various fields, and due to not having their own field to play at, they have to travel as far as San Diego and San Francisco to play. “We got kicked off a field that we’ve been playing on for four to five years, and we got kicked off it because soccer has a better connection to the principal who decided we’re not gonna play here any-

Soundwaves concert On Wednesday April 4, at 7:30 p.m., the Soundwaves new music series at the Santa Monica Public Library hosts a publication concert for Elana Mann and John Burtle’s new anthology “Propositional Attitudes: What Do We Do Next?” at the Martin Luther King Jr. Auditorium at the Main Library, 601 Santa Monica Blvd. Published by the acclaimed local artist book press Golden Spike, “Propositional Attitudes” is a collection of performance texts intersecting conceptual art, poetry, and experimental music, in the tradition of John Cage, Yoko Ono, LaMonte Young, Pauline Oliveros, and Nam June Paik. Mann and Burtle are visual, performance, and conceptual artists whose work has appeared in venues from the Getty Museum to sidewalks and postcards. GRID Alternatives Installs Solar Photovoltaic System on Low-Income Housing GRID Alternatives Greater Los Angeles, the largest solar nonprofit in Southern California, has announced that it would construct multiple solar arrays in March on one of Community Corporation of Santa Monica’s Broadway properties serving low-income residents. The solar photovoltaic system, which adds a significant source of new, clean power to the area’s electrical grid, benefits an important local nonprofit providing housing during a countywide shortage. Utility costs lowered through of the GRID Alternatives installation directly allow Community Corp of Santa Monica to channel more funds into its core mission of providing environmentally sustainable homes for people of modest means. “I’m pleased that we’re working with CCSM to bring 26 kilowatts DC of solar for affordable housing in Santa Monica,” said Michael Kadish, Executive Director of GRID Alternatives. “If we are going to tackle climate change we need solutions that involve everyone.” About a dozen members of CCSM, including low-income tenants, will have the opportunity to go on the roof with Solar Installation Supervisors throughout the project and do hands-on construction training. Media access to CCSM’s roof to cover the training is also available; outlets can use visuals from the worksite, photos of modules and inverters, and interviews with installers. GRID Alternatives’ unique workforce development model utilizes multifamily solar construction projects like this one as “classrooms on the roof” where community members interested in careers in solar construction get skills to increase their chances of being hired in the booming industry. The primary cohort of installers in Santa Monica is made up of L.A. County residents who have experienced homelessness or incarceration. With the March 2018 Santa Monica Homeless County showing a 4% increase in unhoused individuals, and the County as a whole experiencing crisis-level problems meeting the need for permanent shelter, GRID Alternatives training provides not just an important route to living-wage employment, but long-term assistance for affordable housing providers. Historic Music Photos On Display The California Heritage Museum will present Rock & Roll Legends, The Lost Negatives Of Michael Friedman. Michael Friedman, former Manager and Music Producer, found himself standing quite literally in the hurricane’s eye of America’s folk, rock and roll, and pop music industry during the late 60s through the early 80s. Friedman will present a remarkable collection of his never-before-seen, candid, black and white photos of iconic musicians and performers, including The Rolling Stones, Janis Joplin, The Band, and others, at the Santa Monica-based California Heritage Museum, from April 14 – July 15. During the 1960s and early ‘70s era, Michael Friedman had the good fortune of working, traveling, and befriending dozens of highly respected and legendary musical artists. While initially working as a publicist, and later as a manager and music producer, he was also an avid photographer. Due to his unique access to dozens of top musicians and performers, his candid photography was able to capture the essence of that historic period in American folk, rock, and pop music. Between 1969 and 1973 Friedman shot over 1,000 photographs, but before he even printed most of the photos, he packed the negatives away, and then lost track of them, eventually considering them lost. Then, in 2017, after 45 years, the long lost negatives were discovered in Friedman’s attic. Now fully restored, they turn out to be a remarkable collection of candid shots of legendary musicians including The Rolling Stones, Janis Joplin, The Band, Todd Rundgren, Gordon Lightfoot, Paul Butterfield, James Cotton, Kris Kristofferson, Rita Coolidge, and other musicians. The California Heritage Museum has selected a collection of more than 60 stunning images for the exhibition. The exhibition is scheduled to open on April 14 and continue through July 15. Just when I finally purged my kitchen of non-stick cookware due to the risks posed by Teflon, I now learn that my rain jacket and waterproof boots are also putting my health at risk from exposure to similar “hydrophobic” chemicals. What’s a concerned outdoors person to do about staying dry and comfortable on a rainy hike?

Most of us remember when GORE-Tex first appeared and revolutionized outdoor clothing and gear by infusing products with a waterproof treatment that could also “breathe” so we wouldn’t get clammy on the inside as our outerwear repelled the elements. Since then, this synthetic chemical-based weatherproofing has become ubiquitous throughout the outdoor industry, not only in jackets, but also in boots and shoes, backpacks, tents, swimsuits and just about everything else that gets exposed to the wet and wild. And while we’ve all been happily making our way through the rain and snow, we might not have realized that there is a dark underbelly to all of this weatherproof outdoor gear: perfluorinated compounds (PFCs). These synthetic chemicals are related to the “hydrophobic” PFOA formulations that make non-stick cookware easy to clean by encouraging liquids to bead up and roll away. And like their chemical cousins on cookware, the PFCs in your jacket could be making you sick and polluting the environment. “PFCs are environmentally hazardous substances, which are persistent in the environment,” reports Greenpeace, which launched its Detox Outdoor campaign in 2012 to convince outdoor gear makers to stop using toxic chemicals in their products. “Studies show that some PFCs can accumulate in living organisms such as the livers of polar bears in the Arctic and are also detected in human blood.” Meanwhile, animal studies indicate that PFCs can harm reproductive

processes, negatively impact hormonal balances and promote the growth of tumors. Once released into the environment PFCs break down very slowly. They remain in the environment for several hundred years and are dispersed over the entire globe. Some are found in secluded mountain lakes or accumulated in wildlife. Some are also found in human blood. If you have waterproof shoes or a rain jacket that is more than a year or two old, chances are it was treated with a PFC-laced Durable Water Repellent (DWR) finish before it left the factory—and could be leaching trace amounts of these toxic carcinogenic chemicals into your body and the environment. And PFCs never break down entirely, so they can continue to cause harm indefinitely. Luckily, given Greenpeace’s advocacy and resulting consumer awareness, the majority of gear makers have started to phase out PFCs. Smaller brands including Paramo, Pyua, Rotauf, Fjällräven, R’ADYS and Dannah were the first to commit to PFC-free product lines, but the bigger players are coming around, too. W.L. Gore, Patagonia, The North Face, Marmot, Columbia and others have voluntarily committed to phasing out PFC-based DWR formulations by 2020 per Greenpeace’s original ask. But getting there depends on finding suitable alternatives. Many companies have temporarily switched to less toxic while still fluorocarbon-based DWR formulations while they look for greener formulations. For its part, Patagonia is betting big through its corporate investment fund Tin Shed Ventures on Switzerland-based start-up Beyond Surface Technologies, a company founded in 2008 by scientists who left careers at big chemical companies to make DWR-like textile treatments using natural raw materials. ON MARCH 14, 2018 AT ABOUT 5:50 A.M. While conducting a periodic check in parking Structure #9 – 1136 4th Street – officers located a subject camped out with his property strewn around. The subject did not have a vehicle parked in the lot. A computer check of the subject revealed several outstanding warrants for his arrest. The subject was taken into custody. A search of his property led to the recovery of personal items- credit cards, bank cards, identification cards belonging to others. Also recovered were narcotics smoking pipes and hypodermic needles. The subject was transported to SMPD Jail. William Joseph Bright, 46, homeless, was arrested for loitering in a structure, possession of narcotics paraphernalia, misappropriation of lost property and warrants. Bail was set at $35,500.

Dockwalker Training through May across SoCal The statewide Dockwalker program continues its multi-year boater-education efforts with five free local Dockwalker workshops March through May. Dockwalkers increase boater awareness about clean and safe boating practices, thus improving the recreation experience in California while helping to preserve its wildlife habitat and water quality. The Dockwalker program is coordinated by The Bay Foundation (TBF), California State Parks Division of Boating and Waterways (DBW), and California Coastal Commission’s Boating Clean and Green Program. As face-to-face interaction, in addition to the Boater Kits, has proven to be a highly effective way to provide information to boaters, Dockwalkers connect to the boating community in local harbors and at boating events. This boating season, approximately 150 active Dockwalkers will promote clean boating through education all across the state, with the goal of improving the quality of harbor and inland waters. “Boat owners appreciate the opportunity to fill out the questionnaire and receive information about environmentally-responsible boating,” states certified Dockwalker John Carroll. “[Boaters] are also thankful that someone is taking the time to spread the word about environmental safeguards among the boating community.” The updated 2018 Boater Kits include extensive boating information, clean and safe boating education resources, a Tide Calendar, along with an oil absorbent sheet, oil absorbent pillow, and a fuel bib, a pollution prevention tool that is placed around the nozzle of the fuel pump and captures accidental spills and leaks while fueling. “In the true spirit of our pollution prevention efforts, we developed environmentally responsible Boater Kits,” states Vivian Matuk of DBW, and the Coastal Commission’s Boating Clean and Green Program Manager. “All the materials included in the kits are made from non- or low-toxic materials and printed on recycled paper with soy-based inks.” The Dockwalkers also inform boaters about additional tools that TBF’s Boater Education Program and its partners continue to create for boaters, including the free downloadable “Pumpout Nav” app (iOs or Android), which gives details of the nearest sewage pumpout stations, and provides information on environmental risks and regulations regarding sewage discharge. “The Dockwalker program is a fun and valuable way to engage with boaters and further develop community ties. Dockwalkers are out on the water, in harbors, and at local events, conveniently bringing clean boating tips and resources to where the boaters already are,” states Victoria Gambale, TBF’s Water Quality Programs Manager. “Since 2000 when the statewide Dockwalker program launched, over 100,000 boaters have been educated about clean boating practices by our network of volunteer Dockwalkers.” To become a Dockwalker volunteer, please contact Victoria Gambale at vgambale@santamonicabay.org, or sign up for a Dockwalker training online. When it’s complete, the dangerous 1950’s era facility will be replaced with a state-ofthe-art three-story, 27,000 square-foot fire station with underground parking. The top floor features dorms for up to 20 firefighters, a kitchen, fitness area, men’s and women’s restrooms and a public community room. Pedestrians walking by the building will be able to see fire engines and crews through four retractable glass bay doors on the first floor. The project aims for a minimum LEED Silver certification. “The significant amount of display area visible from the street and the siting of the lobby and community room near the public entrance provide an inviting element to the general public and enhances the pedestrian experience,” said the planning commission report on the building from April 2016. “The fire station would expand upon the existing civic character of the area established by the adjacent public library.” Late February, the city finalized a land

swap with controversial developer NMS Properties to exchange public property at 1338 and 1321 5th street for a lot big enough for the station at 1337 7th Street. The land swap involved moving spaces from a private parking easement at the 7th Street location to a separate NMS property at 1430 Lincoln Blvd, where the developer is building a 5story 100-unit apartment complex. The existing 11,000-square-foot Fire Station No. 1 at 1444 7th Street will remain operational throughout construction, with a potential move-in date in early 2020. The station currently houses Engine 1, Engine 6, a 100-foot ladder truck with a five person crew, an air/light/rescue unit and a command vehicle with a battalion chief. The city has no current plans for the old building or property once it becomes vacant. Bernards was not the lowest bidder for the project, which includes a $2.6 million contingency, “but offered comprehensive knowledge and experience having previously successfully completed two fire station projects,” according to the staff report submitted to City Council. Bernards provides in-house management services which documents building system conflicts to aid in future maintenance of facilities.

April at SMC’S Drescher Planetarium The Santa Monica College John Drescher Planetarium will present two special feature shows and a telescope-observing event in April. The feature shows – as well as their popular Night Sky Show – will be held on Friday evenings. The evening events are at 8 p.m. and are preceded by “The Night Sky Show” at 7 p.m., offering the latest news in astronomy and space exploration, a family-friendly “tour” of the constellations, and the chance to ask astronomy-related questions.
