By the time Steven White got a City response about the broken walk signal near his apartment someone had been killed. Police have not said whether they believe the woman was in the crosswalk when a driver hit her, but there is a pedestrian crossing at the intersection where the crash happened in the early morning hours last week. To White, the timing of the news seemed surreal: Monday: a woman killed at 18th Street and Santa Monica Boulevard. Tuesday: a notification from the “Go SM Gov” App – five days after White had submitted a complaint – saying the signal had died. Matthew Hall

Bone marrow drive for teacher fighting cancer BY KATE CAGLE Daily Press Staff Writer

The community will come together Wednesday to help a teacher, wife and mother get through her second bout of cancer when the Santa Monica Police Department hosts a bone marrow donor registry drive. Jail administrator Jennifer Estrada organized the drive to help the wife of 11-year veteran Officer Enrique Rodriguez. Doctors diagnosed his wife, Maria, a breast cancer survivor, with Acute Lymphoblastic Leukemia in December. “It’s horrible to think that

somebody who has gone through that and is so wonderful – a great teacher, a great wife, a great mother, that it happened to her again,” Enrique said. “It’s hard to understand and comprehend and, sometimes, hard to deal with.” Enrique has worked at the police department since 1994, first as a civilian before becoming a sworn officer in 2006. He currently works on the Homeless Liaison Program, the task force that deals exclusively with issues facing the transient population. Maria is a second grade teacher at El Marino Elementary School in Culver City. The couple has a 19-

year-old daughter. The law enforcement community has rallied around the family to help as much as they can – a recent cupcake sale raised a staggering $7,000 for the family’s medical costs. However, to survive cancer again Maria needs a bone marrow transplant. Her family has been tested but only yielded a 25 percent match from her sister. Doctors hope she can do better than that. “It’s been a rollercoaster of emotions,” Enrique said. He knows it is unlikely the drive will find a match for Maria. Her DNA has already SEE BONE PAGE 5

This year scientists, educators and local organizations are making a statement by participating in the March for Science event on Earth Day, April 22. for Science in Washington D.C “We are marching for science and policy,” said March for Science Los Angeles, Lead Organizer, and Communications Director, Alex Bradley. “ Science itself is generally separate from politics and science should be playing an integral role in policy.” The march is meant to represent a gathering of people standing up for science, to serve our environment. Many organizations participating are advocating for science education, and research funding. According to the March for Science official website, there are now an estimated 170 organizations that have joined as partners

for the event. With two weeks left until the march, there is a total of 480 satellite marches scheduled worldwide on every continent except Antarctica. There are 358 marches in the United States, and so far 35 marches in California alone. Why the sudden urge to stand up and march for science? Last month the White House presented their budget proposal. The City of Santa Monica (City) intends to prepare an Environmental Impact Report (EIR) for the proposed Providence Saint John’s Health Center Phase II Project (the proposed project). In accordance with Section 15082 of the State CEQA Guidelines, the City has prepared this Notice of Preparation to provide the public, Responsible Agencies, and other interested parties with information describing the proposed project and its potential environmental effects. The EIR will address the proposed project’s potentially significant effects in the following environmental issue areas: • • • • • • •

Aesthetics and Shade/Shadows Air Quality Construction Effects Geology/Soils Greenhouse Gas Emissions Hazards and Hazardous Materials Land Use and Planning

PROJECT APPLICANT: Providence Saint John’s Health Center PROJECT LOCATION AND EXISTING ONSITE USES: The campus of Providence Saint John’s Health Center is located in Santa Monica’s Mid-City Neighborhood in an area bounded by Arizona Avenue to the north, Broadway to the south, 20th Street to the west and 23rd Street to the east. The project sites are located both north and south of Santa Monica Boulevard as described as follows: North Campus • Site 2C, located along Santa Monica Boulevard to the west of the existing Entry Plaza. Site 2C is currently improved with a surface parking lot that is used for valet parking. • Site 2D/2E, located on the northwest corner of Santa Monica Boulevard and 23rd Street (to the east of the existing Entry Plaza). Site 2D/E is currently improved with a surface parking lot and the former U.S. bank building/current Saint John’s Health Center Foundation building at 2221 Santa Monica Boulevard. • Site 2I, located along 20th Street midblock (1339 20th Street) between the existing medical office building located at 2001 Santa Monica Boulevard and the existing medical office building located at 1301 20th Street. Site 2I is currently improved with the Child and Family Development Center). South Campus • The South Campus project sites include a total land area of 225,550 SF (approximately 5.17 acres) located on both sides of 21st Street between Santa Monica Boulevard on the north and Broadway on the south. The South Campus is currently improved with surface parking lots, the John Wayne Cancer Institute, a vacant 10-unit residential building located at 14171423 21st Street, and temporary buildings housing magnetic resonance imaging facilities. PROJECT DESCRIPTION: The Phase II Master Plan will establish the basic parameters guiding Providence development of the Phase II Project, including, without limitation: (a) building placement, (b) heights for all buildings, (c) setbacks for all buildings, (d) stepbacks for all buildings, (e) parking (both subterranean and above-grade), (f) location of uses, (g) vehicular and pedestrian circulation, (h) open space and (i) a Phase II Project phasing plan. The existing buildings/improvements proposed to be demolished/removed as part of the Phase II Master Plan include (i) the existing Child and Family Development Center (“CFDC”), (ii) the existing MRI Facility (“MRI”), (iii) the existing Saint John’s Health Center Foundation building (“SJF”), (iv) the existing John Wayne Cancer Institute (“JWCI”), and (v) the vacant 10unit residential building (“RB”). The Phase II Master Plan includes the following uses to be located in ten new buildings: Hospital/Health Care, Medical Research Facilities (including a new facility for the John Wayne Cancer Institute), new Child & Family Development Center, Day Care, Health & Wellness Center, Education & Conference Center, Visitor Housing, 10 replacement residential apartment units, as well as opportunities for Health-Related Services, Neighborhood Commercial Uses and Restaurants/Cafés. Additionally, the Phase II Master Plan proposes to build two new north-south streets (20th Place and 22nd Street) on the South Campus connecting Santa Monica Boulevard with Broadway, a new east-west street on the South Campus connecting 21st Street and the new 20th Place, and to vacate the northern portion of 21st Street between Santa Monica Boulevard and Broadway. Subterranean parking is proposed beneath each of the Phase II development sites. In addition, on North Campus Site 2I, an above and below-grade parking structure is proposed. also shows the locations of proposed above-grade and subterranean parking. In addition to the above-grade connections for pedestrians (including an enclosed pedestrian walkway above Santa Monica Boulevard for use by patients and caregivers), below-grade connections are proposed for vehicle circulation between various subterranean garages (including under Santa Monica Boulevard) and the transfer of materials/supplies between buildings. The Phase II Master Plan is proposed to be implemented gradually over 20 years. The applicant contemplates that the applications for these 10 new buildings and related improvements will be submitted in sequence (i.e., in Stages A through E) after approval of the Phase II Master Plan. The applicant may, as an alternative, elect to pursue Stage C as the first stage of Phase II. In such event, the time limits to have applications deemed complete for other Stages, may be adjusted accordingly. It is also anticipated that the Phase II Project Master Plan will require an amendment to the Hospital Area Specific Plan. REVIEW PERIOD: As specified by the State CEQA Guidelines, this Notice of Preparation will be circulated for a minimum 30-day review period. Estrada says getting tested only takes ten to fifteen minutes. Beachy Cream Organic Ice Cream is donating ice cream sandwiches to the event to sweeten the deal. “It’s very simple. It’s a q-tip that they insert into your mouth and take the swab,” Estrada said. “It takes longer to fill out the piece of paper that accompanies it.” The drive goes from 10 a.m. until 2 p.m. Wednesday and takes place on the second floor of the parking structure across from the police station at 330 Olympic Drive. To join the registry you must be between the ages of 18 and 44, in good health, and com-

mitted to helping anyone in need, not just Maria. “It’s especially important that we add diversity to the registry,” Be the Match community engagement coordinator Julie Korinke said. It is more difficulties to find matches for minorities and patients of mixed race because those groups are underrepresented in the current registry. “It’s a really unique opportunity to save somebody’s life,” Korinke said, adding that participants who do get matched with a cancer patient can donate through a simple outpatient procedure. Estrada has been printing out flyers with Maria’s picture and making sure they are posted all over Santa Monica to raise awareness. She’s hoping for a good turnout Wednesday to add people to the registry and lift Maria and Enrique’s spirits. “When something happens we’re family and we stick together,” Estrada said.

“The system that runs this crosswalk has reached the end of its useful life,” read the message in part, “and is no longer supported by the original vendor.” In the few months White has lived on 19th Street, he’s gotten to know the busy ways of Santa Monica Boulevard pretty well. He crosses the street daily on his walk to the Expo Line, which he takes to and from work in Los Angeles. To safely cross the four lanes of traffic, White usually walks the extra block to 17th Street, where there is a traffic signal. “The other night for whatever reason I decided to go to 18th street,” White said, where there is a pedestrian crossing with yellow yield signs warning cars to wait for pedestrians. “I stood there for like 3 minutes pushing the button and nothing was beeping and nothing was flashing and no one was stopping.” White immediately filed a complaint on the City app and moved on. On Monday, he noticed the police activity at the intersection but didn’t realize someone had died – a 60year-old woman who was running across the street – until the next day. “My reaction was essentially anger and frustration,” White said. “I would say, to be very clear, the City is not responsible for any one particular crash or death no matter how bad it may be. This particular incident is not the City’s fault. It’s still the driver’s responsibility to drive safely, but it’s clear that this section of the street is unsafe.” On Friday morning, the police department was back out at the intersection conducting a further investigation. “Given that this tragic collision just occurred three days ago and the City’s investigation into it is ongoing, we are not able to comment further on this specific intersection or the fatal collision at this time,” Santa Monica’s administrative services officer Kathy LePrevost wrote in statement to the Daily Press Friday. “However, our investigation will be including the existing and planned crosswalk enhancement systems there and in other locations in the City.” Police have not released the identity of the woman who became the fifth pedestrian killed by a car in Santa Monica this year. In both 2016 and 2015 just one pedestrian over the course of the entire year. The sudden spike in deaths came just one month after the Council approved a Pedestrian Plan in February that included Vision Zero, a plan to eliminate all traffic fatalities in the City. Part of the plan dictates City staff should “continue to explore designs to increase the probability that drivers will yield the rightof-way in crosswalks.” For the City’s mobility manager Francie Stefan the number of deaths this year is more than just frustrating, it’s painful. “We’re just incredibly sad for the families of anyone who’s been lost and want to extend our sympathy and respect to the families,” Stefan said in an interview with the Daily Press. “We are a community that has made a commitment to take care of each other and ourselves.” The series of deaths started March 4, when a pedestrian was hit on the stretch of Pico Boulevard between Santa Monica College and Woodlawn Cemetery. The very next day a man was found lying in the mid-

dle of Neilson Way near the Santa Monica Community Garden around 1 o’clock in the morning. Police have still not found the driver of the car that hit him but believe it was a silver Toyota Camry. Two weeks later, on March 16, a car hit a pedestrian in a crosswalk at Lincoln and Hill at about 6:15 a.m. The victim later died at the hospital. Just five days after that incident another person was killed by a car. This time, a 40year-old man was buying his parking ticket at the Civic Center parking lot when an alleged drunk driver plowed directly into him. Police have charged Absadi Tewelde Kidane with gross vehicular manslaughter while intoxicated, vehicular manslaughter and resisting an officer. The judge at Kidane’s arraignment suggested the crash may have been intentional – in fact, possibly an act of terrorism, citing a passport that indicated Kidane had traveled on two occasions to the Middle East. Kidane’s lawyer disputes the allegations. The incidents are all unrelated, at different intersections and times. The City is drafting a report on the collisions that will go before the City Council May 9, seeking to pinpoint how the crashes fit into a larger pattern. In a statement, LeProvost wrote the solution is complex and will require resources, enforcement and community participation. “There are no magic answers, but Santa Monica is part of a national movement committed to no longer tolerate senseless and tragic loss of life and life-altering injuries as tragic ‘accidents,’” the statement said in part. Multiple City agencies are involved in solving the problem. For its part, as of April 1, the Santa Monica Police Department had cracked down on drunk driving, screening more than 6,5000 drivers this year through six DUI Checkpoints alone. An education campaign in K-12 schools is also part of the Vision Zero plan. “Every year we work with the schools on Safe Routes to Schools and we do events and encouragement to raise awareness on how to cross the street safely,” Stefan said, adding a high school program teaches older students roadway safety. “We reach both students and parents.” Most of the people interviewed for this story expressed a concern about distractions – citing drivers, walkers and bicyclists who are on their smartphones while navigating Santa Monica’s busy streets. “In the month that most of this happened, L.A. reported that its pedestrian fatalities were up 15 percent,” Councilmember Sue Himmelrich said. “I think this is an urban problem that requires us to change the behavior of drivers, pedestrians and bikers.” The SMPD Traffic Enforcement Unit has conducted five distracted driving operations, stopping 149 cars and writing 122 citations for violations related to cell phone use. Bicyclists have not been immune from the crackdown either – the department has focused on violations on Lincoln, Pico Boulevard, Wilshire Boulevard, Santa Monica Boulevard and scrambled intersections, writing 227 tickets. “It’s very important for us to always remember on the roads whether we are driving or walking or running or biking that we are all people and we all need to look out for each other,” Stefan said. kate@smdp.com

While on an unrelated radio call for service, officers saw a subject running in the street between multiple traffic lanes in the 2100 block of Neilson Way. The suspect appeared to be fleeing from someone and officers ordered him to stop however the suspect continued running. The suspect momentarily stopped but pushed officers in an attempt to get away. The suspect ran away and officers were able to confront the suspect and after a brief struggle, the suspect was taken into custody. The suspect suffered minor injuries and was treated at the scene by SMFD Paramedics. The suspect remained uncooperative and spat on medical personnel. Edgar Vergara, 22, homeless, was arrested for resisting arrest, battery on a police officer and public intoxication. Bail was set at $25,000.
