Santa Monica Conservancy 2017 Preservation Awards The Santa Monica Conservancy recognized eight exemplary contributions to the preservation of Santa Monica’s architectural and cultural heritage by honoring individuals, building owners and architectural firms at its recent Annual Meeting. This year, for the first time since 2010, the Conservancy presented its David G. Cameron Award. Cameron was instrumental in the establishment of the City’s first Landmarks Ordinance and a passionate advocate for the preservation of its heritage. The David G. Cameron Award was given to Alison Rose Jefferson, PhD, for her many significant contributions to our understanding of African-American history in Santa Monica. For over a decade, Jefferson has researched the history of African-Americans in Santa Monica and has educated the public on this subject, creating many projects and activities recognizing this history. These include her work on designating the Phillips Chapel Methodist Episcopal Church at 4th and Bay Streets as a Santa Monica Landmark and authorship of the text on the monument at the “Inkwell,” the historical Jim Crow era, African-American beach site adjacent to the Casa del Mar which remained an important gathering place long after racial restrictions at public beaches were abandoned in 1927. Her involvement with Heal the Bay, Black surfing organizations, the Conservancy and others in various programs and events continues to share more diverse stories about our heritage with younger and broader audiences. The President’s Award was given to Santa Monica Public Library, for retrieving, restoring and re-installing the Stanton Macdonald-Wright murals to the ongoing benefit of our community. Recognized for their great historic and artistic value, the murals were restored and re-installed at the new Main Library in 2005. The Santa Monica Public Library played a key role in facilitating their return and restoration. Created in 1934-35 for our former Carnegie Library, these murals were the precursor of many other artworks placed in public buildings under Federal patronage during the Depression. Stanton Macdonald-Wright, an internationally acclaimed artist, created this mural cycle on wood panels, depicting technology and imagination in human development. When the library was demolished in the 1960s to make way for a new library building, the panels were removed and stored at the Smithsonian in Washington, D.C. Several decades later, City leaders, library staff and the Los Angeles County Museum of Art initiated efforts to retrieve the murals for incorporation into our new modern library. The mural paintings have been restored and an informative website has been created to enable the public to once again experience Macdonald-Wright’s creative legacy. The Stewardship Award was given to the City of Santa Monica, Department of Public Works, for demonstrated respect for the historic value of the California Incline while guiding the reconstruction project to provide improved public safety. The California Incline is significant as a contributing element to Palisades Park, a Santa Monica Landmark. The original connector between the bluffs of Linda Vista Park (now Palisades Park) and the beach was a dirt trail for horses and wagons. Paved over and made into an automobile roadway in the 1930s, the California Incline replacement project that was completed in 2016 maintains the historic pathway linking the city with the coastline. With pedestrian and bicycle use enhancements, the railing and the neon sign continue to be emblems from the past. The Stewardship Award was given to Shugi and Alexander Cassini, for their dedication to the legacy of Merle Norman and ongoing stewardship of their remarkable home at 2433 2nd Street. For over 20 years, this Mediterranean Revival style house at 2433 2nd Street was the principal residence of nationally-famed cosmetics entrepreneur Merle Norman. Designed by architect Ellis Martin in 1936, it features original wood windows, tiled patios, and a sweeping interior staircase. It also has some Streamline Moderne elements including original decorative tiling and fixtures in the bathrooms as well as a beautiful mirrored dressing room. The Cassinis have been stewards of the property, incorporating new design elements that reflect their own sense of style. Additionally, they have been generous in opening their home for Conservancy events, sharing its beauty and historic significance. The Restoration and Renovation Award was given to Anitra and Alan Escovitz, for their thorough restoration and reconstruction of the Landmark Aeroplane Bungalow at 315 Tenth Street, respecting original materials and design. This Landmark Aeroplane Bungalow at 315 Tenth Street was originally built in 1912. By 2013, when Alan and Anitra Escovitz purchased the property, it was in great need of structural and infrastructure upgrades. They spent one year restoring the main rooms, replicating original moldings, restoring the front door, and recreating the wood dining buffet. A new back porch was added that replicates the depth, materials and design of the original front porch. This couple is an inspiring example of devotion to Craftsman homes and the willingness to do what it takes for a house to live on. The Rehabilitation Award was given to 1012 Second Street, LLC, Howard Laks Architects, and Chattel Inc., for an innovative solution to combining new construction with preserving a Landmark Victorian Cottage at 1012 Second Street. This project is the first to be completed taking advantage of modifications to the city’s development standards for projects on parcels involving designated landmarks. These modifications made possible the creation of three additional living units without exceeding the by-right floor area and volume permitted on the site and preserving an important landmark structure from the City’s earliest residential development. The Rehabilitation Award was also given to Lighthouse Investments, LLC, and Paligroup Management, LLC, for their efforts in conserving and rejuvenating the Landmark Embassy Hotel Apartments, now operated as Palihouse. The stylish and sophisticated Embassy Hotel Apartments, now named Palihouse, was designed by architect Arthur E. Harvey and built by Luther Mayo in 1927 in the Spanish Colonial Revival style. The site has been determined to be eligible for National Register of Historic Places both individually and as a contributor to a potential historic thematic district of Elegant Apartments in the north of Wilshire neighborhood. The current owners have conserved and refurbished the building throughout. Recognized as a Santa Monica Landmark in 2003, the original windows, decorative ceilings, patterned tile work, and outdoor patio paving have been preserved. The Outstanding Volunteer Service Award was given to Kay Pattison, Thomasine Rogas, and Rita Schneir, for 10 years of continuous dedication to the Conservancy’s

weekly Downtown Walking Tour. The Downtown Walking Tour was the Conservancy’s first weekly tour program, founded in 2007 by Carol Lemlein with extensive mentoring by Ruthann Lehrer and the research assistance of several volunteers. These three stalwart docents from the original 2007 group have served continuously for 10 years. This year the Awards Committee was chaired by Katilin Drisko and included Paul Davidson, David Kaplan, Ruthann Lehrer, and Carol Lemlein. According to Deloria, this is a simple and straightforward one time funding source. The CRBG was established to provide high school students additional support and increase enrollment numbers at institutions of higher education. The money should be used to give students a greater chance of completing an undergraduate degree within four years. At the meeting, staff said secondary students who successfully complete a college course while enrolled in high school are more likely to enroll in and graduate from a four-year college or university. “One of SMMUSD LCAP goals is all students graduate prepared for college and careers, so the one time funding can really help us to that end,” said Deloria. The goal is to increase the number of students enrolling in dual enrollment courses. “Currently we have about 21 percent of our students in the high schools who enroll and complete dual enrollment classes through SMC, which is a pretty high number,” said Deloria.

Staff said SMMUSD continues to have a productive and successful partnership with the Santa Monica College (SMC) where many SMMUSD students have benefited from enrollment in SMC courses. Many of SMC’s fees are waived for high school students but SMMUSD still provides funding for some costs such as college textbooks. Currently, dual enrollment textbooks are funded by the District’s existing Educational Services textbook budget and without the grant funding, dual enrollment textbooks will have to come out of the existing textbook budget in 2018-19. If the grant is fully funded by the State, SMMUSD will receive $157,532. Staff is recommending that all of the CRBG funding be reserved to fund dual enrollment textbooks for students in grade 9-12 and the funding must be spent by June, 2019. The board voiced initial support for the proposal but expressed concern over funding books once the one-time grant funds expire. Montana Avenue Traffic Signal Replacement For the week of April 24 through September 5, due to an emergency necessity, four traffic signals along the Montana Avenue corridor (Intersections along Montana Avenue at 4th, 7th, 11th, and 14th Streets) must be replaced immediately. The entire intersection hardware will be replaced, including poles, signal and pedestrian heads, computer controllers and underground conduit. Work includes underground utilities, curb ramp construction, traffic signal installation, and all activities necessary to implement the traffic signal improvements. Work areas will be contained; crews will make practical efforts to minimize sound, dust, and disturbance to the neighboring community. ON APRIL 3, AT ABOUT 6:16 A.M. While patrolling the 1500 block of 2nd Street, officers observed a subject lying on the sidewalk and wrapped up in a blanket in violation of a Santa Monica Municipal Code. Officers contacted the subject and noticed she was not clothed below the waist. The subject was unable to provide any identification. The subject was taken into custody and transported to SMPD Jail for booking. At the Jail, the subject became uncooperative and proceeded to pinch and grab at officers and jail staff. The subject kicked a Jailer at one point. Shannon Christine Morrison, 45, homeless, was arrested for battery of jail staff and sit/lie on the sidewalk. Bail was set at $20,000.

a 1.25 mile stretch of Lincoln Boulevard. The goal is to transition the busy commuting corridor into a pedestrian-oriented environment. The plan will result in new crosswalks, landscaped medians and increased lighting and bicycle connectors, according to a staff report submitted to the Councilmembers for consideration. During the peak commute, there will be a dedicated bus lane that is expected to have no net impact on vehicle flow. The plan has already been passed by the Planning Commission. The aggressive plan spans three neighborhoods along 17 blocks of Lincoln Blvd from the I-10 Freeway to Ozone Avenue. It will create new crosswalks with pedestrian safety signals at Grant, Pine and Wilson/Pier Streets. Four crosswalks at Olympic, Pearl, Hill and Ashland will receive enhanced crosswalks and pedestrian refuges (concrete islands where pedestrians can stop in the middle of the road). Twenty crosswalks will be restriped. The street will also be receiving a facelift with 125 new streetlights, 13 curb-extensions, 48 new trees, new bike racks, benches and trash cans. The first phase of improvements will cost $2.9 million and could be finished by the end of next year. A second phase of improvements includes costlier upgrades and may exceed $10 million over several years. The more expensive phase involves new storm water runoff bioswales and the streetlights. PARK FUNDING

The Council will discuss a number of options at their disposal to drum up more funding for public parks including a general obligation bond which would appear on the November 2018 ballot and require two thirds votes to pass. City staff wants to hire a

research company to conduct a resident survey to gauge support for a bond, according to a staff report. Last November, Los Angeles County voters passed Measure A, which will provide direct funding to Santa Monica for parks improvements starting July 2018. It is estimated that the City will receive about $10 million over a 10-year period. Local voters also passed Measure V, which included up to $20 million in bonds funds for the expansion of Memorial Park. City staff members believe that amount of money will not cover the full upgrade of the park including new recreation buildings and sports fields. If the Council approves, staff and the research firm will begin polling residents on their support for more funding. MOUNTAIN VIEW MOBILE HOME PARK

City staff is recommending the Council enter into negotiations with the Caritas Corporation to sell Mountain View Mobile Home Park. The City bought the park with redevelopment funds at the end of 2000 after a series of lawsuits that involved an adjacent City-owned abandoned landfill. As part of the purchase, the park became deed-restricted for only low and moderate-income households. The move to sell the property is part of a City-wide effort to sell affordable housing properties to nonprofits. “Council recognized (in 2012) that affordable housing organizations, rather than the City, possess core competencies in owning and operating affordable housing,” according to a recent staff report. The park will be the last piece of property to go. Caritas Corporation is an Irvine-based non-profit that has been around since 1996. They currently have communities across California in Fresno, Garden Grove, Palmdale and Rohnert Park, among others. Kingdom nearly met the same fate in 2010. The owner had grown old and running the business had become too much. One day in September, loyal customer DJ Davis walked in to see sale signs all over the store. It was one of those “everything must go” events that signals a final blowout before a mom and pop business shutters its doors forever. Davis had visited the store his entire life and the owner had become a dear friend of his wife and daughter. “He was literally going to lock the doors and just walk away,” Davis said. Indeed, the store’s owner ended up doing just that but not before Davis’s wife, Christina Najera-Davis, bought it from the old man. Now seven years later, the forty year old store still provides a home to its two life-long tenants: an assertive Macaw named Jimi and a purebred Blue Point Siamese cat named Sweetheart. While Davis has tried to get Sweetheart adopted into a real home over the years, she always ended up right back at the store. “Half the time she sleeps,” Davis said as the grey car licked her paws near a refrigerator full of perishable dog food. “She tests out all the beds. She’s our night watch, I guess you could say.” The store is not flashy like other “pet spas” or fancy health food stores around town but Davis stocks everything the locals who live nearby might need. His experienced staff groom dogs and cats and for $35 your small dog can run around the store’s backyard all day. “It’s a lot of hard work,” Davis said. “You hear people talk about running a small busi-

ness, how it runs you and it really does. You live, breath, and eat it. You have to.” All that hard work has paid off though, and when Vidiot’s owner offered the space to them before putting it on the market, Davis and his wife decided it was time to expand. Behind paper-covered windows and surrounded by cardboard boxes full of new merchandise, the husband and wife team are turning the video store into a pet store. “We’re doing this all on our own and as efficiently as we can,” Davis said. “We’re reusing the Vidiots counter. It was one solid, cement board countertop. We cut it into three pieces. It was our biggest nightmare of moving in here.” While they hired a contractor to paint the ceiling and add an inside window in one of the rooms, the Davis’s painted the walls themselves and are now in the middle of setting up the shelves and filling them with leashes, toys and doggy beds. It’s a labor of love that feels overwhelming at times. “We try and be here as much as we can. Usually my wife or I are here. That’s what consumers want. They want that personable feeling and that’s what we want to give.” The store will have a soft opening May 1, giving Davis enough time to work out any kinks before the grand opening on Sunday, May 20. “It’s been good. I grew up here so I’ve seen the City change a ton.
