KUALA LUMPUR, Malaysia President Barack Obama said Sunday that comments reportedly made by the owner of a U.S. pro basketball team are “incredibly offensive racist statements,” before casting them as part of a continuing legacy of slavery and segregation that Americans must confront. “When ignorant folks want to advertise their ignorance, you don’t really have to do anything, you just let them talk,” Obama said when asked to respond to the reported comments from Los Angeles Clippers’ owner Donald Sterling. Obama’s description of the controversy as part of a larger historical context is the latest example of his continuing willingness to expound on matters of race in his second term. After avoiding much mention of race relations during his campaign to become the first black president and in his first term, the president last summer offered a person-

Low-income and minority students trail wealthy peers BY DAVID MARK SIMPSON Daily Press Staff Writer

CITYWIDE More than 87 percent of Santa Monica kindergarteners are proficient in literacy, up from 76 percent in 2012, according to the 2014 Youth Wellbeing Report Card. Literacy is worse among low-income and minority kindergarteners, according to the study, and that gap widens by third grade as reading scores drop across the board. In third grade, only 67.7 percent of

Santa Monica students are proficient in the language arts. City Hall built the report card with data from Santa Monica’s youth to evaluate school achievement, physical health, social skill, and mental health. The first report card was released last year. More than 92 percent of Asian and white Santa Monica kindergarteners are proficient at reading compared to 77 percent of Latino kindergarteners and 70 percent of black kindergarteners. By third grade nearly 80 percent of white and 87 percent of Asian students are profi-

After holding the top position for three weeks, “Captain America: The Winter Soldier” has been topped by “The Other Woman” for the No. 1 spot. Fox’s revenge comedy, starring Cameron Diaz, Leslie Mann and Kate Upton, debuted

with $24.7 million, while Disney-Marvel’s “Captain America,” led by Chris Evans, grossed $16 million in its fourth weekend, bringing its domestic total to $225 million. The PG-13 rating of the Nick Cassavetesdirected “The Other Woman” — about three women wronged by a three-timing spouse played by Nikolaj Coster-Waldau of “Game of Thrones” — helped it draw a larger audience, said Paul Dergarabedian, senior media analyst of box-office tracker Rentrak. “The rating was perfect,” he said. “If you

are going for the mainstream audience who is looking for something that has a little bit of an edge, but not too much, you can hit that sweet spot and draw a large audience.” The release date couldn’t have been better, Dergarabedian also noted. “This was the perfect time to release this film, between the success of ‘Captain America’ and before the official start of the summer movie season with ‘Spider-Man 2.’ “ Hollywood hasn’t yet seen a comedy do especially well at the box office in 2014 since

RE: My Write, “In ‘Lieu’ of Waxman,” by Bill Bauer on April 21, 2014 Missing from this piece regarding Ted Lieu’s environmental record are the following: The California League of Conservation Voters gave Senator Ted Lieu a 100 percent score for his environmental votes in 2013. He also received the highest score given by the Sierra Club in 2013. California members of The Humane Society of the United States honored Ted Lieu, ”2012 Humane Legislator of the Year.” The Humane Society Legislative Fund (HSLF), the nation’s leading political advocacy organization for animal welfare, has endorsed Ted Lieu for CD 33, citing his strong support of animal protection policies, HSLF urged 33rd District voters to support Ted Lieu. As chair of the Senate Select Committee on Air Quality, Ted Lieu held two hearings to address critical concerns regarding Santa Monica Airport (SMO) that Los Angeles and Santa Monica residents desperately needed. Senator Lieu wanted to get scientific testimony on the official record as there have been numerous studies focused on SMO because it’s uniquely surrounded, very closely, by residential neighborhoods. The results of these hearings are now available for comparisons at other airports nationwide. Senator Lieu has done far more than any other state legislator to address the critical SMO environmental and safety concerns. Ted Lieu will be a great representative for Santa Monica and Los Angeles not only on environmental issues, but also economic and other important issues. Citing Ted Lieu for his bipartisanship leadership, Governing magazine twice named him as one of the 12 most promising lawmakers nationwide. Our critical Santa Monica Airport issues need very much to be addressed at the federal level. Ted Lieu believes that the control of the airport land should remain with the city of Santa Monica. I have known Ted since he first ran for assembly to fill the vacancy left by another great man, Mike Gordon. From personal experience I know that Ted Lieu is an honorable man; thoughtful and kind; strong and dedicated; smart and capable of working all sides of the issues. We are fortunate to have such a well-qualified candidate in this Congressional race to fill Henry Waxman’s seat. Ted Lieu will be a great representative for our 33rd District.

How long is City Hall going to ignore residents? LAST TUESDAY, OUR CITY COUNCIL

received the Certification of Qualification for the Hines Bergamot Transit Village referendum that was recently circulated by Residocracy.org and will act on it at its next meeting. On May 13, council will have three choices: reverse its approval of the Hines development agreement, schedule a special election (at a cost of $200,000) and let the voters decide whether the development as approved stays or goes or put it on the ballot for the general election on Nov. 4, 2014. The wisest decision would be to place it on the November ballot. But, doing that will guarantee this development agreement in particular and over-development in the city will be the lightning rod issues in the election this fall. Three council persons are up for re-election: Bob Holbrook the sole non Santa Monicans for Renters’ Rights-endorsed councilperson who voted for the project, Pam O’Connor who will run again and who supported the Hines project and Kevin McKeown who opposed the Bergamot Transit Village agreement and is also running. The presence of a ballot measure repealing the development agreement will not help Holbrook (if he runs) or O’Connor. Allowing voters to decide the fate of the project takes power away from City Council and Santa Monica for Renters’ Rights (SMRR), the controlling political organization that has six out of seven endorsees sitting on the dais. And, we all know SMRR hates to surrender power. Also, by rescinding the agreement and sending Hines back to the drawing board to come up with a new proposal for the Paper Mate site on Olympic Boulevard, council can control their new proposal by suggesting changes — like more housing, less office space and more bicycle amenities — that may make it more palatable. Is a revised Bergamot Transit Village going to be more acceptable to the public? It won’t be unless it’s sizably reduced in square footage and density as well as traffic impacts. Adding a couple dozen more affordable rental units without substantial reductions in scale won’t cut it. If Hines is allowed to come back at some future date with a revised plan that does not fully address the issues and it’s approved by City Council, the referendum process may not work as well the second time around, which is why, no matter what, we have to elect two, new, slow growth council candidates this November and two more slow growth candidates in 2016. PARK IT HERE

Last Tuesday night, City Council also unanimously approved the purchase of 350 new parking meters at a cost of $323,000 plus another $93,800 annually for repairs and maintenance. Although many of the new meters will be placed on streets bordering The Broad Stage and Woodlawn Cemetery, staff has not indicated the additional locations where the meters may be placed. Representatives of the various city neigh-

borhood groups and members of the public were concerned that metered parking would infringe on their residential neighborhoods and asked that staff develop a complete list of locations before the expenditure was approved But once again, City Hall runs roughshod over residents. The mantra is “mo’ money, mo’ money, mo’ money.” After all, we’ve got to pay for repairing “Chain Reaction” somehow. Staff sure doesn’t want pesky residents involved in what it thinks is best for us and our spineless City Council just does staff ’s bidding. Would someone remind the council that they serve “us” not “them.” IN ‘LIEU’ OF WAXMAN, PART 2

Last week, I wrote that there were 21 candidates running for Rep. Henry Waxman’s seat for the 33rd Congressional District and that our current State Senator Ted Lieu (DTorrance) didn’t deserve your vote for Congress. I wanted more time to evaluate the candidates. Many candidates haven’t posted a lot of information on where they stood on major issues such as environment, supporting homeless veterans, entitlement programs, campaign reform, foreign policy, immigration and controlling taxation and spending among others. Of the frontrunners, defense attorney David Kanuth looks interesting but aside from his stand on immigration reform there’s not much else on his website about the major issues and how he’s going to deal with them. On the other hand, former Los Angeles City Controller and Councilwoman Wendy Gruel has more information, a more detailed biography on her website and addresses many issues. Radio talk show host Matt Miller wants to double teacher salaries from $65,000 to $150,000 and is for campaign reform. I’ve received a couple of glossy brochures from new age author Marianne Williamson that claim she’s the best qualified candidate to “correct our country’s course” and make change. She vows to not accept corporate or lobbyist money which is refreshing. It’s frustrating, sitting here three weeks before the primary and really not know enough about those who want to represent us in Washington — except in the case of Ted Lieu where we already know too much. Nevertheless, I’m going to go with Wendy Gruel. As a former Los Angeles City Controller, it would appear that she knows and understands big government budgeting process. Her work with former Los Angeles Mayor Tom Bradley on homeless issues and with the Clinton administration on housing is impressive. Gruel is a champion for women, a fighter for the environment and a strong advocate for transportation and traffic relief. Heck, maybe she can steer more federal money our way for transit initiatives. She has an impressive list of endorsements, too, including actor/director Rob Reiner. Anyone the “Meathead” endorses is good enough for me. Bill can be reached at mr.bilbau@gmail.com.

commitment to sustainability-from supporting the dangerous mining of precious resources and exploiting factory workers to powering its data centers with energy derived from coal and not taking back products for recycling-Apple has really worked on turning things around over the past couple of years. Indeed, just this past month the company announced that 94 percent of its corporate facilities and 100 percent of its data centers now operate on power from renewable sources. Environmentalists first took notice that serious change was afoot at Apple in May 2013 when the company brought in former Obama Environmental Protection Agency (EPA) administrator Lisa Jackson to head its corporate environmental initiative. Since then, the company has unveiled plans showing how its new corporate headquarters-currently under construction in Cupertino, California-will use 30 percent less energy than an equivalent conventional building while playing host to some 7,000 carbonsequestering trees. Apple also reports that it has decreased the material required to produce its iPhones, iPads, iPods and Macs. A new iPad Air, for instance, uses a third less material overall by weight than the original iPad. And all of the company’s retail stores will now take back any Apple products for free recycling — U.S. and U.K. consumers can even earn gift cards for turning in old iPhones, iPads and computers. Of course, Apple still has work to do. The nonprofit Friends of the Earth has been on the company’s case to agree to a plan that

will reign in the human and environmental toll of destructive tin mining in Indonesia and elsewhere. Tin is a major component of the solder in smart phones and other electronics and the popularity of such items has pushed miners to extremes and is linked to the destruction of tropical rainforests, coral reefs and commercial fisheries. Apple sent a team of investigators to the Indonesian islands responsible for producing some 30 percent of the world’s commercially available tin, but the company has yet to commit to any changes in the way it sources this increasingly valuable raw material. As for other tech/Internet companies, Greenpeace has been assessing and tracking environmental performance of the big players for more than a decade. “The Internet we love, and the companies that run it are at a crossroads in terms of where their energy comes from,” reports the group. “Many of these companies have already chosen the road to a green internet and a sustainable future.” Some of the best performers besides Apple include Facebook, Google, Salesforce, Rackspace and Box, each of which has committed to 100 percent renewable energy. Greenpeace isn’t as bullish on Twitter, Pinterest, Tumblr and Amazon, each of which relies heavily on coal-fired power sources for their data centers and other operations, but still says. “If Amazon and others want to stay innovative and relevant, it’s high time they made the switch to the abundant, sustainable, renewable energy of today.” Concerned consumers can sign Greenpeace’s online #ClickClean petition asking these big players to step up and commit to renewable energy and environmentally responsible operations.

TEST FROM PAGE 3 they apply for a license, and that some applicants may not have the literacy proficiency needed to pass. “What we’re being sensitive to is we have a population that probably has never come to a DMV, doesn’t really know what they can expect,” said Lizette Mata, DMV’s deputy director of special projects, who has been traveling the state to meet with community groups.“I’ve had people tell me: ‘I didn’t know I need to take the exam the day I applied.’” California is one of a slew of states that recently approved driver’s licenses for immigrants in the country illegally. As the nation’s most populous state and home to immigrants from many countries, state officials want the new license in California to be an example for other states to follow. Getting immigrants to pass the test is critical to ensuring the success of the new license. Supporters pushed for the license to make life easier for California’s immigrants and to create safer road conditions for everyone, arguing that many immigrants already get behind the wheel but lack the training and testing required of other drivers and may not carry insurance. The state expects 1.4 million people will apply for the license once it is available in 2015 and plans to open five new offices to handle the anticipated deluge of applications. Like legal residents, the immigrants will need to provide proof of identity and pass written and road tests to obtain the license, which will contain a distinct marker. After Nevada’s high failure rate, immigrants have been urged to start preparing for the written test early. “We didn’t want to wait to the last minute,” said Berenice Diaz Ceballos, consul of Mexico in Oxnard. She said her office has been holding information sessions about what prospective applicants should do to prepare, and has seen an uptick in requests for passports and consular ID cards, which may be required for the new licenses. In Nevada, officials were surprised by the failure rate after they updated a Spanish version of the driver handbook and met with

They don’t know they are wasting water.” At least 45 water agencies throughout California, including Sacramento, are imposing and enforcing mandatory restrictions on water use as their supplies run dangerously low. Sacramento is one of the few bigger agencies actively patrolling streets for violators and encouraging neighbors to report waste. They teach residents to avoid hosing down driveways, overwatering lawns or filling swimming pools. While gentle reminders are preferred, citations and fines can follow for repeat offenders. “We do have the stick if people don’t get it,” said Kim Loeb, natural resource conservation manager in Visalia, a city of 120,000 people that has hired a part-time worker for night patrols and reduced the number of warnings from two to one before issuing $100 fines. Mandatory restrictions aren’t as widespread as in previous droughts, even among the drier parts of Southern California. One

community groups to publicize the driver authorization cards, said David Fierro, a Nevada DMV spokesman. Since those first few weeks, the failure rate has fallen to about 66 percent, much closer to the 57 percent of those seeking a traditional license, he said. “We didn’t think the failure rate was going to be as high as it was,” Fierro said. “The word circulated to people that there is a test, and if you don’t know the answers, you’re going to fail.” Passing the 36-question written test for a driver’s license has long been a challenge for many in California. Roughly half of those who took the exam in English and more than 70 percent who took it in Spanish failed the first time, according to a study of 11,000 test forms filed with the DMV in 2005. Immigrants in the country illegally may have an even harder time if they don’t speak English well or have lower levels of education, Mata said. Immigrants who crossed a border illegally to get to the U.S. had fewer years of schooling than those who arrived with a visa, according to a 2008 report published by the Public Policy Institute of California. Community groups across the state are also helping immigrants prepare. After hundreds of people turned out to information sessions about the new license, Santa Barbara City College started planning a 15-hour course on traffic rules and how to interact with police for the fall. “We have 800 to 900 people on a waiting list of people interested in a driving class,” said Jose Martinez, coordinator of the college’s community education center. In Santa Ana, the Mexican consulate is offering a free monthly test preparation class for those who plan to apply for the license, said Arturo Sanchez, consul for press and commercial affairs. Jose Luis Ramirez, a 43-year-old auto mechanic, knows how hard it is to pass the written test. The Santa Ana resident flunked twice when he applied while on a visitor’s visa from Mexico, and passed only after he really studied. Now that his license — and visa — have expired, he’s been driving without one, and took the class hoping to better prepare. “People think they know everything and that’s just not true,” Ramirez said. reason is more cities are conserving and making it expensive for residents to guzzle water. Lina Barber was among those warned by Upton about watering on the wrong day, but she said she’s still drought conscious. She’s already waiting for full loads to wash clothes and dishes and just needed a simple reminder, a courtesy she’d extend without dragging in the water cops. “I’m just going to talk to my neighbors,” Barber said. “I know them well enough to say they are trying to enforce the water rules.”

The Warner Bros. film is Depp’s third consecutive flop after 2013’s Western “The Lone Ranger,” in which he played Tonto, and 2012 quirky vampire flick “Dark Shadows.” Could the A-lister be losing his appeal at the box office? Depp’s last film to exceed $100 million domestically was “Pirates of the Caribbean: On Stranger Tides” in 2011. Perhaps his upcoming Disney fantasy “Into the Woods,” also starring Meryl Streep, will fare better. Debuting in only four locations, A24 Films’ “Locke” took the weekend’s highest per-screen average with $22,303. Overall, the drama starring Tom Hardy earned $89,210. The film, which sees Hardy spend 85 minutes in a car on the phone while tackling a series of events jeopardizing his carefully patterned existence, is being called one of his best performances.
