Farmers’ Markets give low-income residents choices BY HENRY CRUMBLISH Special to the Daily Press
THIRD STREET When most Santa Monicans think of what you can get with food stamps we think of government cheese, not organic cheese. However, now that all four of the weekly Farmers’ Markets in the city accept food stamps, Supplemental Nutrition Assistance Program (SNAP) and Women, Infants, and Children (WIC) meal plans, making smart food choices doesn’t require a six-figure income. “I think it’s difficult to eat healthy in general, there’s a higher patronage of places that don’t have health food,” said
Jodi Low, Farmers’ Market coordinator. Low says food assistance programs have been growing in popularity as of late, despite the fact that most residents are financially secure and have no need for food stamps, “New patrons who didn’t realize we use it, are really grateful for it,” said Low. “Some vendors will even double their coupons.” This comes as news to some market patrons. “It’s surprising to me how inexpensive it is to eat healthy,” said Kirk White, who was strolling around the Saturday Downtown market with family and WELCOME TO GOOD EATS: Santa SEE MARKET PAGE 11
Report: Problems continue at L.A. foster agency

LOS ANGELES A newspaper investigation has found continuing neglect and abuse of children and dubious financial practices at a private foster care agency, a decade after it was singled out for similar problems by Los Angeles County auditors. Between October 2008 and September 2011 there were 240 allegations of abuse or neglect filed on behalf of youths placed with families by Teens Happy Homes, according to documents cited by the Los Angeles Times. The agency’s rate of nearly two allegations for each home during that period was more than two times the average for the state and two-thirds higher than that of the rest of L.A. County, the newspaper said. About half of Teens’ 131 facilities had no complaints during the period covered by the data. But four of them had 10 or more complaints, landing them among the top 40 in SEE FOSTER PAGE 10

‘Iron Man 3’ rules world, ‘Pain & Gain’ takes U.S. DAVID GERMAIN AP Movie Writer
LOS ANGELES “Iron Man 3” was the heavylifter at theaters with a colossal overseas debut that overshadowed a gang of mercenary bodybuilders in a sleepy pre-summer weekend at the domestic box office. The Marvel Studios superhero sequel starring Robert Downey Jr. got a head-start on its domestic launch next Friday with a $195.3 million opening in 42 overseas markets, distributor Disney reported Sunday. That topped the $185.1 million start for Marvel’s “The Avengers,” which opened in 39 markets over the same weekend last year a week ahead of its record-breaking domestic debut of $207.4 million. “You don’t know that you could ever repeat the kind of experience we had a year ago, and here the Marvel team brought together another incredible movie,” said Dave Hollis, head of distribution for Disney. “We’ve had this as a pattern for Marvel films to kind of let momentum internationally help signal to the domestic audience that the film is coming, something big is coming.” Director Michael Bay’s “Pain & Gain,” a true-crime tale of bodybuilders on the make, muscled into first-place domestically with a $20 million debut. The Paramount release starring Mark Wahlberg, Dwayne Johnson and Anthony Mackie knocked off Tom Cruise’s sci-fi adventure “Oblivion” after a week in the No. 1 spot. Universal’s “Oblivion” slipped to second-place with $17.4 million, raising its domestic total to $64.7 million. Lionsgate’s all-star nuptial comedy “The Big Wedding” tanked at No. 4 with just $7.5 million. The ensemble cast includes Robert De Niro, Diane Keaton, Robin Williams, Susan Sarandon and Katherine Heigl, but the movie was almost universally trashed by critics and held little interest for audiences. Paramount, which distributed the earlier “Iron Man” movies and still has a financial stake in the comic-book flicks after Disney bought Marvel, had a small-scale success with “Pain & Gain.” SEE BOX OFFICE PAGE 10

Invasive snail spreading in Southern California ASSOCIATED PRESS MALIBU, Calif. An invasive snail species is slowly but steadily taking over Southern California waterways. Despite six years of efforts to stop them, New Zealand mudsnails have shown up in nearly a dozen creeks in the Santa Monica Mountains, up from three in 2006, the Ventura Star reported. “It’s incredible. They just literally take over the entire bottom of the stream,” said Mark Abramson, senior watershed adviser for the Santa Monica Bay Restoration Foundation. In some spots, “every surface you touch is mudsnails,” he said. Researchers worry that the snails can crowd out other species that serve as food for fish. The snails are tiny, ranging from the size of a grain of sand to about an eighth of an inch. They have few predators in California,

can reproduce asexually, live in any type of water and can survive on dry surfaces for days. Because they are so small, they can easily be transported on clothing, boats or pets. The snails are a problem throughout the West. They’ve been found in Colorado, Utah, Washington state and in Wyoming’s Yellowstone National Park, where authorities have reported finding more than 500,000 per square yard. The snails may have hitched a ride on hatchery fish or eggs to reach the West and then spread on fishing gear, experts said. In California, they have shown up in inland California rivers and in the Santa Cruz Mountains. In the Santa Monica Mountains, which run from Los Angeles into Ventura County, they were first spotted in water samples in late 2005. “All you have to do is get one snail in a stream and the stream is infected —just one of those little, teeny things. That’s how all
the streams get infected,” said Katy Delaney, a wildlife ecologist with the Santa Monica Mountains National Recreation Area. She recently spotted thousands of them in Solstice Canyon in the Malibu area in waters where they had not previously appeared. While there is no easy way to eradicate the snails, authorities are trying to curb their expansion. Researchers freeze their clothing and gear for up to 48 hours to kill hitchhiking mud snails. The Santa Monica Bay Restoration Foundation and other agencies have posted hundreds of signs urging people to help avoid spreading them. “I still think if we can prevent them from getting into every stream, that’s a worthwhile endeavor,” Abramson said. Among other things, experts advise people to avoid contact with streams, to remove all mud and completely dry anything that’s been in a lake or stream, and to use different gear in different bodies of water.

The people in Santa Monica are living in a time warp and a parallel universe. I just read another letter to the editor wanting a recall election of the City Council members (”Calling for a recall,” Letters to the Editor, April 25). For over 20 years I‘ve heard nearly everybody in Santa Monica complaining about the terrible traffic and all the overdevelopment. Apparently, the majority of voters never made the causal connection between the incumbents they keep voting for and the amount of development. Not even the Planning Commission has a say in developments being green lighted. It is the City Council that decides. Every citizen has a responsibility to be an informed voter. I suspect the vast majority of voters don’t look at the ballot until five minutes before they vote, when they should have done some research. Then they just vote for the one with incumbent next to the name. I was on a committee to investigate the campaign contributions of the council members. I spent a great many hours researching the actual identity of the listed contributors. Although, technically, the information is public, not everything is as it seems. There were many campaign contributors who listed themselves as “Business person,” “housewife,” “student,” etc. There were many attorneys listed. There were many contributors who listed one of their identities, but not the relevant identity. The “business people,” invariably turned out to be in the business of development, real estate, construction, etc. Nearly all of the attorneys were attorneys for development companies or something related. An out-of-town wine maker was actually a property owner in Santa Monica. A vitamin company executive was actually a real estate developer. And, don’t get me started on the groups that can make unlimited campaign contributions that are filled with developers and their coven. They always chose some misleading name for the group that sounds like they are concerned about Santa Monica, when they are really developers concerned about their own pockets while ruining the quality of life in Santa Monica. And, they don’t live in Santa Monica. Where were all of you when Prop. T was on the ballot? Prop. T would have substantially limited the amount of square footage that could be built each year. Yet, people chose to believe all the slick and misleading advertising that developers spent nearly a million dollars distributing to defeat Prop. T. The information was readily available to reveal all the lies, but voters apparently just look at a picture of a cute child on some campaign flyer and vote the way they are told that will not “hurt children.” The election process does work if voters are informed. If you keep voting for the same people that take large sums of money from developers, then green light outrageous development projects, you forfeit your right to complain. The time to take action was at the election, not a recall. I’ve seen some names attacked in these letters to the editor. Again, I’m seeing misdirection. It should be clearly noted that Bobby Shriver and Kevin McKeown never took a dime from any of the developers. It isn’t a coincidence that Bobby Shriver and Kevin McKeown were the ones arguing against the development agreements. Nor is it a coincidence that developers used underhanded tactics to try to defeat them, especially Kevin McKeown during the elections. Look at the voting record. It was always five to two in favor of the developers. The two were Kevin McKeown and Bobby Shriver, who represented the people of Santa Monica. The other five represented the campaign contributors. Now with Ted Winterer and Tony Vazquez, it is four to three, but four is still more votes than three, and the people of Santa Monica lose. And, you have yourselves to blame.

Airport’s no-fly zone THE CITY COUNCIL WILL MAKE SOME
important decisions about the future of Santa Monica Airport on Tuesday night. Four items are on the agenda. Council is being asked to approve an administrative contract for book keeping, data management and landing fee collections; appropriate $672,525 for runway, parking and taxiway improvements; review a number of possible actions regarding future airport use and adjust aircraft landing fees. City Hall’s Phase III visioning process deals with numerous proposals for the future of the airport including identifying and taking action to reduce airport noise, air pollution and safety risks, revising leasing policies, raising aircraft landing fees and implementing restrictions on some operations. Council will probably ask staff to assess the risks and benefits of closing all or a portion of the airport and return next March with an assessment of both actions. Staff ’s report would give the council the tools needed to ultimately determine whether City Hall should implement further changes that “would reduce airport impacts and enhance its benefit to the community” or close all or part of the airport after the expiration of its current aviation related obligations. Aviation activity has generated many strident and vociferous complaints by neighbors north and west of the airport in Santa Monica as well as south and east of the airport in West Los Angeles. Most complaints are about aircraft noise and pollution come from people living under or near the east to west landing and take off patterns. Last year, 102,675 aircraft operations were conducted at SMO. Some 12,414 involved jet planes. Jet landings and take-offs generate some of the most heated complaints as do the numerous non-jet student pilot operations. Although noise and pollution comprise the bulk of neighbor complaints, residents of Sunset and Ocean parks also fret about safety — the possibility of planes crashing into residential neighborhoods. As one moves away from SMO, there are fewer complaints. People living north of Ocean Park Boulevard and west of Lincoln Boulevard are generally less impacted by airport operations. Further out, SMO goes virtually unnoticed. The big issue is the expiration of obligations — the “1984 Agreement” — between City Hall and the federal government concerning various federal grant conditions involving airport operation, private leases and other legal requirements. The “1984 Agreement” requires SMO to operate until 2015, establishes operational restrictions and imposes certain requirements on the mix of facilities and businesses at the airport. What happens after 2015 is disputed. Many neighbors predict that City Hall will be able to shut down the airport or severely curtail aviation activity. Shortening the runway to make jet landings impossible and placing limits on student pilot opera-
tions are some of the “good neighbor” suggestions floated if a complete closure isn’t possible. But, there’s no guarantee the feds will abandon SMO after 2015. In fact, persons familiar with airports and their operation feel strongly that the feds will extend control of SMO and its leases. The status quo will continue indefinitely. I agree. The feds will affirm that SMO is needed for national security and for relief operations after a natural disaster or national incident. With over 100,000 annual flight operations including medical flights, SMO’s role as an alternative facility for easing regional air traffic congestion is obvious. Unfortunately, we won’t know what SMO’s future is until closer to 2015. In the meantime, council is already studying possible uses for airport property if Washington relinquishes some or all control. Parks, housing and a variety of enhancements have been suggested. However, as I wrote on Sept. 12, 2011 (”Santa Monica’s Emerald City”), there’s no ignoring the fact that the 227-acre hilltop property is probably the best large chunk of real estate in the Los Angeles area. As such, it will attract mega-bucks developers, who will be thinking of multi-billion dollar developments. How about another “Century City” with major high-rise office, retail and housing projects? And, if you think City Hall has sold out residents for a few paltry developments to date, wait until you see what happens when a powerful, international conglomerate shows up with real money. If air operations cease, there’ll be a lot of pressure to develop and develop big. In any case, even low-rise, low-density development could generate huge amounts of traffic and air pollution on surrounding streets thus requiring beefed up public transit such as a direct link to the Expo light rail line. The land is just too valuable for a golf course. A patchwork of parks, smaller apartment buildings, commercial and retail entities such as we already have here on the Westside is a misuse of valuable land. Staff is also requesting council to approve raising aircraft landing fees at SMO effective Aug. 1, 2013 from the current $2.07 per thousand pounds of gross landing weight to $5.48. The fee would apply to visiting aircraft as well as 370 SMO-based aircraft currently exempt from the fee. The current landing fee was set in 2005. The proposed $5.48 fee would provide revenue to pay for maintenance and operation of public-use aviation areas such runways, taxiways, tax lanes and ramps. Estimates are the increase will provide an extra $1.4 million in revenue in the next fiscal year and put SMO’s aviation operations on a self-sustaining basis. An increase is overdue. The Environmental Protection Agency has dramatically lowered its estimate of how much of a potent heattrapping gas leaks during natural gas production, in a shift with major implications for a debate that has divided environmentalists: Does the recent boom in fracking help or hurt the fight against climate change? Oil and gas drilling companies had pushed for the change, but there have been differing scientific estimates of the amount of methane that leaks from wells, pipelines and other facilities during production and delivery. Methane is the main component of natural gas. The new EPA data is “kind of an earthquake” in the debate over drilling, said Michael Shellenberger, the president of the Breakthrough Institute, an environmental group based in Oakland, Calif. “This is great news for anybody concerned about the climate and strong proof that existing technologies can be deployed to reduce methane leaks.” The scope of the EPA’s revision was vast. In a mid-April report on greenhouse emissions, the agency now says that tighter pollution controls instituted by the industry resulted in an average annual decrease of 41.6 million metric tons of methane emissions from 1990 through 2010, or more than 850 million metric tons overall. That’s about a 20 percent reduction from previous estimates. The agency converts the methane emissions into their equivalent in carbon dioxide, following standard scientific practice. The EPA revisions came even though natural gas production has grown by nearly 40 percent since 1990. The industry has boomed in recent years, thanks to a stunning expansion of drilling in previously untapped areas because of the use of hydraulic fracturing, or fracking, which injects sand, water and chemicals to break apart rock and free the gas inside. Experts on both sides of the debate say the leaks can be controlled by fixes such as better gaskets, maintenance and monitoring. Such fixes are also thought to be cost-effective, since the industry ends up with more product to sell. “That is money going up into the air,” said Roger Pielke Jr., a professor of environmental studies at the University of Colorado, adding he isn’t surprised the EPA’s new data show more widespread use of pollution control equipment. Pielke noted that the success
of the pollution controls also means that the industry “probably can go further” in reducing leaks. Representatives of the oil and gas industry said the EPA revisions show emissions from the fracking boom can be managed. “The methane ‘leak’ claim just got a lot more difficult for opponents” of natural gas, noted Steve Everley, with Energy In Depth, an industry-funded group. In a separate blog post, Everley predicted future reductions, too. “As technologies continue to improve, it’s hard to imagine those methane numbers going anywhere but down as we eagerly await the next installment of this EPA report,” Everley wrote. One leading environmentalist argued the EPA revisions don’t change the bigger picture. “We need a dramatic shift off carbonbased fuel: coal, oil and also gas,” Bill McKibbern, the founder of 350.org, wrote in an email to The Associated Press. The EPA said it made the changes based on expert reviews and new data from several sources, including a report funded by the oil and gas industry. But the estimates aren’t based on independent field tests of actual emissions, and some scientists said that’s a problem. Robert Howarth, a Cornell University professor of ecology who led a 2011 methane leak study that is widely cited by critics of fracking, wrote in an email that “time will tell where the truth lies in all this, but I think EPA is wrong.” Howarth said other federal climate scientists from the National Oceanic and Atmospheric Administration have published recent studies documenting massive methane leaks from natural gas operations in Colorado and other Western states. Howarth wrote that the EPA seems “to be ignoring the published NOAA data in their latest efforts, and the bias on industry only pushing estimates downward — never up — is quite real. EPA badly needs a counter-acting force, such as outside independent review of their process.” The issue of methane leaks has caused a major split between environmental groups. Since power plants that burn natural gas emit about half the amount of the greenhouse gases as coal-fired power, some say that the gas drilling boom has helped the U.S. become the only major industrialized country to significantly reduce greenhouse emissions. But others believe the methane leaks negate any benefits over coal, since methane is a highly potent greenhouse gas.

Giving a pass to GE seeds and plants Dear EarthTalk: What is the “Monsanto Protection Act” and why are environmentalists so upset about it?

The so-called Monsanto Protection Act is actually a provision (officially known as Section 735) within a recently passed Congressional spending bill, H.R. 933, which exempts biotech companies from litigation in regard to the making, selling and distribution of genetically engineered (GE) seeds and plants. President Obama signed the bill and its controversial rider into law in March 2013 much to the dismay of environmentalists. It means that Monsanto and other companies that supply the majority of the nation’s crop seeds can continue to produce GE products regardless of any potential court orders stating otherwise. Opponents of GE foods believe that giving such companies a free reign over the production of such potentially dangerous organisms regardless of judicial challenge is a bad idea-especially given how little we still know about the biological and ecological implications of widespread use of GE crops. Today more than 90 percent of the corn, soybeans, cotton, sugar beets and canola planted in the U.S. is derived from seeds genetically engineered by Monsanto and other companies to resist pests and thus increase yields. Aviva Shen of the ThinkProgress blog reports that, instead of reducing farmers’ use of toxic pesticides and herbicides, GE seeds are having the opposite effect in what has become a race to keep faster and faster developing “superweeds” and “superbugs” at bay. With Congress and the White House refusing to regulate GE crops, the court system has remained a last line of defense for those fighting the widespread adoption of genetic engineeringuntil now, that is, thanks to H.R. 933. Monsanto isn’t the only seed company heavy into genetic engineering, but it is the
biggest and most well-known and spends millions of dollars each year on lobbyists to keep it that way. Critics point out that the company has spent decades stacking government agencies with its executives and directors. “Monsanto’s board members have worked for the EPA, advised the U.S. Department of Agriculture and served on President Obama’s Advisory Committee for Trade Policy and Negotiations,” reports the group Food & Water Watch. “The prevalence of Monsanto’s directors in these highly influential positions begs a closer look at how they’re able to push the pro-GE agenda within the government and influence public opinion.” “The judicial review process is an essential element of U.S law and serves as a vital check on any Federal Agency decision that may negatively impact human health, the environment or livelihoods,” reports Food Democracy Now! “Yet this provision seeks an end-run around such judicial review by preemptively deciding that industry can set its own conditions to continue to sell biotech seeds, even if a court may find them to have been wrongfully approved.” Another concern of safe food advocates now is getting the government to require food makers to list GE ingredients clearly on product labels so consumers can make informed choices accordingly.“Not only is [GE] labeling a reasonable and common sense solution to the continued controversy that corporations like Monsanto, DuPont and Dow Chemical have created by subverting our basic democratic rights,” adds Food Democracy Now!, “but it is a basic right that citizens in 62 other countries around the world already enjoy, including Europe, Russia, China, India, South Africa and Saudi Arabia.” EarthTalk® is written and edited by Roddy Scheer and Doug Moss and is a registered trademark of E - The Environmental Magazine (www.emagazine.com). Six months after Sandy, thousands still homeless WAYNE PARRY Associated Press
MANTOLOKING, N.J. The 9-year-old girl who got New Jersey’s tough-guy governor to shed a tear as he comforted her after her home was destroyed is bummed because she now lives far from her best friend and has nowhere to hang her One Direction posters. A New Jersey woman whose home was overtaken by mold still cries when she drives through the area. A New York City man whose home burned can’t wait to build a new one. Six months after Superstorm Sandy devastated the Jersey shore and New York City and pounded coastal areas of New England, the region is dealing with a slow and frustrating, yet often hopeful, recovery. Tens of thousands of people remain homeless. Housing, business, tourism and coastal protection all remain major issues with the summer vacation — and hurricane — seasons almost here again. “Some families and some lives have come back together quickly and well, and some people are up and running almost as if nothing ever happened, and for them it’s been fine,” New York Gov. Andrew Cuomo said at a news conference Thursday. “Some people are still very much in the midst of recovery. You still have people in hotel rooms, you still have people doubled up, you still have people fighting with insurance companies, and for them it’s been terrible and horrendous.” Lynda Fricchione’s flood-damaged home in the Ortley Beach section of Toms River, N.J., is gutted; the roof was fixed just last week. The family is still largely living out of cardboard boxes in an apartment. But waiting for a final decision from federal and state authorities over new flood maps that govern the price of flood insurance is tormenting her and many others. “The largest problem is, nobody really knows how high we’re going to have to elevate the house,” she said. “At town hall they told us 5 feet, but then they said it might go down to 3 feet in the summer. Most of us are waiting until the final maps come out. It’s wait-and-see.” But more than anything, Fricchione is optimistic, buoyed by a recent trip to New Orleans with her daughter during which they met a resident of the Lower Ninth Ward who was one of the first to move back in after Hurricane Katrina inundated the neighborhood that has become a symbol of flood damage — and resilience. “Talking to that man was wonderful!” Fricchione said. “He said it takes time and you just have to have hope and know it will all work out eventually.” By many measures, the recovery from Superstorm Sandy, which struck Oct. 29, has been slow. From Maryland to New Hampshire, the National Hurricane Center attributes 72 deaths directly to Sandy and 87 others indirectly from causes such as hypothermia due to power outages, carbon monoxide poisoning and accidents during cleanup efforts, for a total of 159. The roller coaster that plunged off a pier in Seaside Heights, N.J., is still in the ocean, although demolition plans are finally moving forward. Scores of homes that were destroyed in nearby Mantoloking still look as they did the day after the storm — piles of rubble and kindling, with the occasional bathroom fixture or personal possession visible among the detritus. Throughout the region, many businesses are still shuttered, and an already-tight
rental market has become even more so because of the destruction of thousands of units and the crush of displaced storm victims looking to rent the ones that survived. Homeowners are tortured by uncertainty over ever-changing rules on how high they’ll need to rebuild their homes to protect against the next storm; insurance companies have not paid out all that many homeowners expected; and municipalities are borrowing tens of millions of dollars to keep the lights on, the fire trucks running and the police stations staffed, waiting for reimbursement from the federal government for storm expenditures they had to fund out of pocket. And yet, by other measures, remarkable progress has been made. Boardwalks, the tourism lifeblood of the region, are springing back to life. A handful of homes are going up, and the whine of power saws and the thwack of hammers is everywhere in hard-hit beach towns as contractors fix what can be saved and bulldozers knock down what can’t. Volunteers in Highlands, N.J., are rebuilding the home of Bromlyn Link, the single mother of a 17-year-old boy, both of whom are members of the town’s first aid squad and who spent 12 to 14 hours a day helping friends and neighbors forced to live in shelters for weeks after the storm. Mantoloking, which was cut in half by the storm and saw all 521 of its homes damaged or destroyed, is creeping back to life. The post office recently, reopened, and the first of 50 demolitions will start next week, which is also when Mayor George Nebel will join the 40 other residents who have been able to move back home. Beaches that were washed away are coming back, due both to nature and bulldozers, and real estate agents say demand for this strangest of upcoming summers appears good, particularly in the large portions of the Jersey shore that were relatively unscathed by Sandy. Beach badges, required for access to most of New Jersey’s shoreline, are selling at a near-record pace in Belmar, N.J. And while towns fortify beaches and dunes and put up sea walls, rock barriers or even sand-filled fabric tubes to guard against future storms, state governments are readying hundreds of millions of dollars to buy out homeowners in flood-prone areas who want to leave. “We’ve made a lot of progress in six months; I know we still have a long way to go,” New Jersey Gov. Chris Christie said at a recent town hall meeting. “By Memorial Day, every boardwalk that was destroyed at the Jersey shore will be rebuilt. Businesses are reopening. Rentals are picking up again, roads are back open.” Christie estimated 39,000 New Jersey families remain displaced, down from 161,000 the day after the storm. In New York, more than 250 families are still living in hotel rooms across New York paid for by the Federal Emergency Management Agency, while others are still shacking up with relatives or living in temporary rentals. Everyone simply wants to make their homes livable again, said Ray Marten, whose home in the Belle Harbor section of New York City’s Queens borough burned down when a fire swept along his street during the storm, and whose family of six is renting a nearby house. “If you go up my block now, all the houses have been demolished and removed,” Marten said. “They’re pretty much just holes in the ground. Sand pits.”

The city of Santa Monica is rejuvenating the structure of the Santa Monica Pier. The original structure was built in the early 1900s and has been through several remodels over its 100-plus year life. The pier renewal will upgrade a significant portion of the pier stretching from the edge of the sand to approximately 365 feet westward over the Pacific Ocean, providing increased structural soundness and extending the pier’s service life. The Pier Renewal Project will involve: • Construction of a 20-foot wide pedestrian trestle on the south side of the pier, beginning at the western edge of the Newcomb Pier and extending 175 feet west around the construction zone. • Installation of new concrete columns. • Removal of the existing timber columns, timber substructure, and installation of the new concrete substructure. • Installation of the new timber decking. Construction is expected to begin April 25 and conclude in spring 2014. The pier and its businesses will remain open during construction. Santa Monica High’s new science and technology building was almost half done at the end of March, all steel girders and exposed electrical work, and St. Monica Catholic School has begun work on its new community center, which aimed to replace an old pastoral center with underground parking, new facilities for the high school and a renovated gymnasium, amongst other things. This week, it’s likely that Crossroads School, another private school in town, will get its project in front of the Planning Commission, beginning what could be a long process of public meetings so that it can start its own science building, even as New Roads School puts the finishing touches on what it dubs the “educational village.” Although those projects share a common mission — pushing forward education — school leaders have to go down markedly different roads to achieve their goals, processes that lead to disparities in how the public can get involved in the shape and function of the projects. It’s an interesting case of “compare and contrast” between public schools, which as governmental entities unto themselves do not have to go to City Hall for the right to build, and private schools, which do. By the time Barbara Whitney walks out of the May 1 Planning Commission meeting, no one with access to CityTV or an Internet connection will have to make that mistake about her project. Whitney is the director of finance and operations for Crossroads School, a private campus that provides instruction to kindergartners and high school seniors alike. The school wants to build a three-story, 12-classroom science and learning center on its campus near Interstate 10, a project meant to push the school’s educational mission forward. To get it, however, Whitney must get special permission from City Hall in the form of a development agreement, a contract that allows developers — in this case the school — to exceed normal limitations on building in exchange for perks that ostensibly benefit the community. It’s usually a long process, sometimes taking years to make its way through the commission and then final approval by the City Council. It’s also a very public one, often involving multiple hearings before both city bodies that are broadcast live and recorded for posterity. Ultimately, the decision for what happens to the $20 million construction project lies in the hands of seven city officials who have thousands of constituents, many of whom carry consistent worries about parking, traffic and construction impacts. That has less to do with schools than other kinds of construction, because the new project won’t be bringing new people to the city, just providing facilities for the ones that are already here. Still, from start to finish, the private route has its advantages. Crossroads began planning for its building in 2010, and hopes to break ground by the end of the year — they only have one shot to start construction this year. That’s a far cry from the process Samohi had to follow for its larger, more expensive building near a residential neighborhood, one that found its roots in a 2001 assessment that found $1.2 billion worth of facilities improvements and needs in the public school district.

Much of that was dictated by laws attached to Measure BB, a 2006 bond measure that put $268 million in the hands of district leaders to improve schools and even replace some campuses entirely, not to mention public schools’ ace in the hole — as a government entity, they do not have to make the trip to City Hall. Although autonomy is a powerful thing, it comes at a price. Even those who are intimately familiar with the project design and approval process find it convoluted and difficult to access, particularly for those who don’t have children in the school system. That may be why some people still call the Daily Press asking about what they believe is a new parking structure being built on the Samohi campus. “If people see it and don’t know how it got there, we need to do a better job as we go forward in involving the community so they understand this is a state-of-the-art project,” said Judith Meister, member of the BB advisory committee, a group that is supposed to inform the Board of Education about community feelings around the BB projects. Meister also participated in the site leadership building committee, an entity meant to give parents and others a voice in where their tax dollars go, and shape the way the project takes form. Although the meetings are open to anybody who wants to come, it’s often the parents at the school rather than other community members impacted by the project that show up. Even that membership is less than stable — planning for construction projects takes years, sometimes longer than parents have students in the school district. It’s something that Meister believes the district can fix as it heads into its newest bond issue, the $385 million Measure ES passed in November that will bring safety improvements like fire sprinklers to the 100year-old Samohi campus. As the district becomes ever-more integrated with the community, sharing its fields and libraries, it needs to gather input from residents about what should happen on the campuses, Meister said. “I think what happens on campus can touch the community,” she said. With that in mind, there will be a number of changes to the ES process compared to how BB rolled out, said Laurie Lieberman, president of the Board of Education. For the first time, there will be a super site committee in Malibu — as well as dedicated funds for the schools there — to test ideas and improve communication with the other half of the school community, which otherwise must drive to Santa Monica to get involved with the process, and some improved form of outreach for nearby residents, Lieberman said. “I think to the extent that what we do here impacts the larger community, and certainly the construction phase does, if nothing else, it’s important to work with the community to make that process go as smoothly as possible,” Lieberman said. That will be especially true when it comes to parking at Samohi, always a hot button issue. Wherever ideas come from — be they because community members reached out through meetings or less conventional methods — they’re welcome, Lieberman said. “There will be structured opportunities for participation and we welcome input that comes in non-structured ways,” she said. “We will need to be cognizant of involving neighboring communities, especially for construction and also other work that will be done on campus.” ashley@smdp.com

Hollywood’s domestic downturn continued, with revenues totaling $90 million, off 18.5 percent from the same weekend last year, when “Think Like a Man” led with $17.6 million, according to box-office tracker Hollywood.com.

Saathoff says eating healthy as a student living on campus with a meal plan isn’t as easy as one would hope. “It’s easier to eat stuff not good for you, they don’t have fruits,” she said. College students aren’t the only ones attracted to the fresh produce. “I come here for the free samples,” said University High School senior Jessica Martinez. Martinez is a big fan of the food, but not

always the prices found at the market. “The price of an apple is three bucks, you could buy a pound of apples at that price,” she said. “Sometimes it’s worth it.” Laurence Reynolds thinks it’s always worth it. Reynolds a 15-year Santa Monica resident has been walking to the Farmers’ Markets ever since moving. “I think it’s a good investment here for the city of Santa Monica,” Reynolds said. “It’s nice to reward people doing it right.” The shoppers aren’t the only ones with stories to tell. Among the sea of citizens are the vendors who have their own unique commitments to good food. “Some customers still don’t know all the produce sold here is grown in state,” said Low. While the jury is still out on whether or not eating healthy is cheaper than eating poorly, it’s clear that everyone who comes to the Farmers’ Market leaves with a smile. “You get to be surrounded by great flowers, food, and weather. are focusing much more of their attention on Grizzlies point guard Mike Conley, and he has only himself to blame. Conley is having a bit of a coming out party in this first-round series, scoring a postseason-best 28 points in Game 2, a performance he followed by handing out 10 assists with three steals and no turnovers, which hadn’t been done in the NBA playoffs since John Stockton in 2001. He topped that in Game 4, setting a Grizzlies’ postseason record Saturday with 13 assists, 15 points and two turnovers. Clippers guard Chris Paul says Conley is approaching elite point guard status in the NBA. “The team goes as he goes,” Paul said. “I think that’s what their team realizes. When he plays well, they play well. They feed off his energy. I try to contain him as much as possible, but Mike is one of those guys year in and year out just keeps getting better, and he’s a handful.” Paul said that before Conley handed out 23 assists over two games as the Grizzlies evened up this series at 2-all with Game 5 on Tuesday night in Los Angeles. With his play the past two games, Conley became just the eighth player since the 1992 postseason to hand out at least 23 assists with no more than two turnovers over a two-game span in the same playoffs. Rajon Rondo had 27 assists with two turnovers for Boston last year. Paul did it twice with New Orleans in 2008 with 23 assists and one followed by 28 assists and two turnovers. Jason Kidd had 25 assists and two turnovers for Phoenix in 2001, while Mark Jackson had 28 assists and two turnovers in 1998 with 24 assists and two in 1999. Muggsy Bogues had 23 assists and two turnovers for Charlotte in 1993 and Terry Porter had 25 and two turnovers for Portland in 1992 according to STATS. Conley insists he’s just trying to match up against Paul and do the best he can. “I have to match him ... in order for us to win,” Conley said. The six-year veteran has blossomed for the Grizzlies since Memphis traded away leading scorer Rudy Gay on Jan. 30 to Toronto. Since the All-Star break, Conley averaged 17.6 points in March and 17 points in April as he scored 20 or more points in 10 of the final 17 games of the regular season.
He also led the NBA with 174 steals this season, breaking his own team record by 30. “He’s played well in the regular season,” Memphis coach Lionel Hollins said Sunday. “And I think after the first game the people coming out and biting him in the back again. But you just have to go out and play and compete.” Conley has his teammates’ confidence. “We expect Mike to make the right play pretty much every time,” center Marc Gasol said. Conley has performed well enough in this series that the Clippers have made defensive adjustments trying to corral the 6foot-1 guard. “I’ve got to get used to them playing that way, certain ways and being schemed because I haven’t had to deal with that in my career having so many guys on our team to scheme against,” Conley said. “It’s something new for me, so hopefully I’ll adjust.” Not that Conley is complaining. He was the No. 4 overall draft selection out of Ohio State in 2007, and the Grizzlies rewarded him with a five-year, $40 million extension in November 2010. “It’s good to have a little bit of respect around here, but I’m just trying to get better as the days go on,” Conley said. Conley is a speedy guard, and his ability to dart through the lane for easy layups or quick passes to Zach Randolph or Marc Gasol have hurt the Clippers. Los Angeles coach Vinny Del Negro said they have to be able to control Conley a little bit. “If he plays on the perimeter, that’s better for us,” Del Negro said. “But he’s capable of making shots as well. We got to pick our spots with him, and we know how important he is to kind of running their team.” Conley didn’t let going 1 of 9 from the floor in Game 3’s 94-82 win distract him. Not only did he hit his four free throw attempts, he also grabbed six rebounds and blocked two shots playing more than 37 minutes. In Game 4, Conley had seven of his assists by halftime. He also hit two of his three 3-pointers. The Grizzlies haven’t had a last-second shot yet in this series. Critics have wondered who would take that shot, but Paul has an idea who will have the ball. “There was once upon a time if the game was on the line, you knew it was going to Rudy or Zach for the game-winner,” Paul said. “Now they go to Mike, and rightfully so. I think that shows how much confidence they have in him.”
