Lincoln teacher retiring after 23 years Greenfield has ‘no regrets’ about second career BY JEFFREY I. GOODMAN Daily Press Staff Writer
It was a moment that reminded Glen Greenfield why he got into education in the first place. Last year, the Lincoln Middle School history teacher ran into a former student who was in his junior year at Santa Monica High School. The student had just enrolled in an Advanced Placement history course. “He told me that on the first day of class the teacher asked all 29 students why they were taking AP history and 13 of the students said, ‘Because of Mr. Greenfield,’” he said. “That gave me more joy than you can imagine. As teachers, we don’t often get the opportunity to see how our efforts might impact students later in life.” Greenfield’s efforts will probably impact students even after he’s done teaching in the Santa Monica-Malibu school district, a milestone that is quickly approaching. At the end of the school year, he will finish his tenure at the
California Avenue campus he’s worked at for 23 years. He’s never taught anywhere else. “I have absolutely no regrets about my teacher career,” he said. “The kids have been great, enthusiastic and eager to learn. The parents have been supportive, and the staff at Lincoln have been great to work with.” Born and raised in Los Angeles, Greenfield attended Evergreen State College in Washington state before transferring to UCLA. But he didn’t go into education right away. Greenfield worked in advertising for a few years and then got involved in the import industry, launching his own wine company before selling his stake to his business partner. He then went back to school, earning his teaching credential at Cal State Northridge. From a young age, Greenfield was interested in history and politics. He walked a precinct with his father in support of John F. Kennedy when he was 7 years old, and he dreamed of becoming the

If the Landmarks Commission agrees with a staff recommendation at their meeting tonight, a cluster of buildings at the foot of the Santa Monica Pier could be demolished and replaced with the city’s 22nd Starbucks location. The Commission will meet tonight, May 9, to hear a report regarding a group of buildings from 1601-1615 Ocean Front Walk and the consultants report recom-
mends against landmarking the structures, as significant remodels have compromised their historic significance. According to the report, the group represents some of the oldest commercial structures along that section of Ocean Front Walk. Built between 1917 and 1924, the buildings are a mix of one or two story buildings of wood or masonry construction. All feature a setback from Ocean Front Walk for a patio, but the structures have each

first Jewish president. Later, as he looked for work in education, Greenfield was impressed by what he saw at Lincoln. “It was the only school I had visited that was actually doing the in-depth quality teaching that we learned about in our college courses,” he said. For his audition at the California Avenue school, he taught an 8th-grade English class as the principal, vice principal and two teachers observed. He then led a 6th-grade history lesson. He got the job, eventually becoming a fixture as an 8th-grade history teacher. Greenfield was briefly a counselor at Lincoln returned to the classroom after four years, saying he missed teaching too much. “My greatest challenge as a teacher is also the most fun — helping students to be able to understand and articulate both sides of an issue,” he said. “If it’s the Civil War or the American

Maybe, just maybe, there’s a silver lining in California’s prolonged drought. The state’s condition in recent years has led legislators, companies and community members to view water not as an infinite resource but as a precious treasure. Government agencies have looked into expanding options for recycling water. People have altered habits at their homes and business-
es. The City of Santa Monica recently implemented fines for citizens who exceed their water allowances. “It has really moved the conversation,” said Tom Ford, executive director of the Bay Foundation. “The drought has taken this from, ‘Wouldn’t this be a good idea?’ to ‘Wow, we need this as part of our water portfolio.’” The ongoing drought and its impact on both Santa Monica and the region loomed large in the State of the Bay report, a scientific assessment of local environmental

Acclaimed social practice artist Candy Chang delivers Beach = Culture talk On Tuesday, May 10 from 6 - 8 p.m., all are welcome to the Beach House for an evening with artist Candy Chang. Inspired to visit Santa Monica by her interest in the psychology of place and the City’s awardwinning Wellbeing Project, Chang will share her past and present work and demystify the creative process. In a twist on the traditional artist’s talk, she’ll also share tools for personal reflection and psychological exercises to cultivate personal mental health - while focusing on how this contributes to community wellbeing. Come early to explore the historic site, and stay after for a discussion and light reception with the artist. A small seed of an idea can be the source of dramatic innovation. In 2011, Candy Chang began her Before I Die project, when she stenciled the words “Before I die I want to _______” on a chalkboard wall on an abandoned house in New Orleans after losing someone she loved. The participatory project has since grown into a global phenomenon, and today there are over 2,000 Before I Die walls in over 70 countries. She is currently creating a large-scale participatory mural in Philadelphia. Inspired by the I Ching, The Atlas of Tomorrow will be a device for philosophical reflection that includes 64 fable-like guides to help people contemplate their lives and destigmatize discussion around mental health. Through participatory experiments in the public realm that examine the thresholds between isolation and community, the psychology of civic engagement, and how shared places can cultivate introspection, intimacy, and kinship, Chang provokes playful and profound visions for how we can nurture the health of our communities. She was named one of the Top 100 Leaders

The St. Monica Catholic High School cheer team has taken cheer to a new level on the SMCHS campus. While consumers obviously want these new cars, this year’s phase-in of President Obama’s higher automotive fuel efficiency standards have given automakers another reason to step up the manufacturing of less consumptive vehicles that compete in price with their gas and diesel counterparts. Also, new car buyers can cash in on up to $7,500 in federal tax incentives (and possibly more from their own state-check out the Database of State Incentives for Renewable Energy to find out) to help defray the costs of getting into an EV or plug-in hybrid. What this means is that giving up gas has never been so easy-or cheap. A case in point is Ford’s redesigned CMax Energi, a plug-in hybrid that gives drivers a range of up to 500 miles as well as 19 miles of all-electric driving for under $28,000 factoring in the federal tax rebate. Not to be outdone, General Motors’ Chevrolet brand is coming on strong with several of its own affordable EVs and plug-in hybrids. The Spark Electric gets more than 80 miles per charge and can be had for less than $19,000. Chevy fans looking for a beefier engine and torquier ride can opt for the Volt plug-in hybrid, which runs for 380 miles using its gas engine as a generator or 38 miles on electric battery power alone-all for less than $27,000. Meanwhile, German automakers contin-
ue to innovate on the electric vehicle front. BMW’s all-electric I3 EV zooms from zero to 60 in seven quiet seconds and, despite its punky look, drives just like a...Beemer. The all-electric base version of the I3 can be had for around $35,000 and gets drivers 81 miles per charge, but owners can opt to add a small back-up gas engine (for another $4,000) turning the car into a plug-in hybrid with a 150-mile range. While Volkswagen may be in the dog house with environmentalists given its diesel emissions cheating scandal, the company is making some amends with the new all-electric version of its zippy sport-tuned hatchback, the e-Golf. Factoring in the federal EV tax credit, customers can drive off in a new e-Golf for less than $23,000-a great deal on a cutting edge fuel efficient vehicle if there ever was one. If even that seems like too much money, consider an even smaller electric car. Smart’s FourTwo Coupe is a two-seater, aroundtown EV that will set you back just $13,000 following the federal tax rebate. Another logical choice is Mitsubishi’s similarly compact I-MiEV for under $16,000. While all these choices are well and good if you need a car ASAP, those willing to wait until next year might want to hold out for Tesla’s forthcoming Model 3, a sporty allelectric sedan with a 215 mile range. The car will retail for $35,000, meaning that consumers should be able to get it for $27,500 after the federal tax rebate). Tesla is hoping that the solid range, sporty drive train and stylish look might just make the Model 3 the “it” EV on the market when it hits showroom floors in 2017. David Pisarra calls it “partisan pandering” when the Republican Senate refuses to consider President Obama’s Supreme Court nominee. Yet it was Democrats who injected partisan pandering into modern Supreme Court nominations. In 1987 President Reagan nominated Robert Bork to the Supreme Court. Feminists, the ACLU, and Norman Lear’s People for the American Way were among the liberal activists who pressured Senate Democrats into rejecting Bork (who was easily as qualified as Obama’s current pick, Merrick Garland). Liberals were so proud to have tanked Bork, they coined a new phrase - “to bork” - which Wordnik.com defines as, “to defeat a judicial nomination through a concerted attack on the nominee’s character, background and philosophy.” When in 1991 President Bush nominated Clarence Thomas to the Supreme Court, feminist Florynce Kennedy, addressing a NOW conference in NYC, said of Thomas, “We’re going to bork him. We’re going to kill him politically.” There followed their “I believe Anita” campaign. In picking that slogan, feminists essentially admitted there was no evidence to support Anita Hill’s claims of sexual harassment by Thomas. One had to believe Anita on her word. Feminists vowed “to bork” any nominee who might create an anti-Roe majority, even if it meant the court seat would remain empty. Alas for liberals, Thomas prevailed. But the concept stuck. Google and you’ll find headlines such as “Republicans vow to bork Obama’s nominee.” So yes, Republicans play by dirty rules, but those rules were written by Democrats. Call it karma. Finally, there is, arguably, no open seat on the court, and so no need to nominate or confirm anyone. The Constitution does not specify a number of seats. The Judiciary Act of 1789 created six Supreme Court seats (no tie-breaking Justice). That number later increased to nine. In 1937 President Roosevelt urged Congress to increase the number of Justices to 13, so he could “pack” the court with a liberal majority. In response, the conservative court began upholding New Deal legislation. Until FDR’s threat, it had consistently struck them down. Historians call this sudden judicial turnabout “the switch in time that saved nine.” Can you beat FDR for partisanship? Can you imagine if a President Trump threatened to pack the Supreme Court with a pro-Trump majority? Liberals would scream “dictator!” Yet FDR remains a hero. Hypocrisy indeed.

Labor’s lost love highlights California congressional race DON THOMPSON Associated Press
Sacramento - Democrat Ami Bera retained his Sacramento County congressional seat two years ago by the slimmest of margins — fewer than 1,500 votes, many drummed up by union supporters who helped him tip the balance in a district that had long been held by Republicans. As Democrats dream of regaining control of the U.S. House this election year, however, some labor organizations are backing Bera’s latest Republican challenger despite the chance that could throw the race. The infighting in a key swing district highlights battles in more than a dozen of California’s 53 congressional contests in the June 7 primary. This year’s congressional candidates include former gubernatorial firebrand Tim Donnelly, who is now trying to unseat fellow Republican U.S. Rep. Paul Cook in a district northeast of Los Angeles; embattled Assemblyman Roger Hernandez, who is attempting to oust fellow Democratic U.S. Rep. David Valadao in the southern Central Valley. In Orange County, two former state legislators and a mayor are among eight candidates trying for the seat being given up by Democratic U.S. Rep. Loretta Sanchez as she runs for the U.S. Senate. And north of Los Angeles, Republican U.S. Rep. Steve Knight is fighting for his political life in a district evenly split in voter registration between the political parties.
In the Sacramento-area race, Bera is seeking a third two-year term in the 7th Congressional District, where Democrats hold just a 3-point edge in voter registration; 21 percent of registered voters have no party preference. Bera faces Sacramento County Sheriff Scott Jones, a Republican who has made an issue of President Barack Obama’s immigration enforcement after a Mexican national in the country illegally was charged with killing two sheriffs’ deputies in 2014. But it is organized labor’s opposition to Obama’s foreign trade agenda that first alienated key Bera supporters. Bera supported the departing Democratic president’s bid for “fast track” negotiating authority for a Trans-Pacific Partnership that Congress could ratify or reject, but not change. Bera says he has not decided if he will support the deal itself. That triggered a television ad campaign against Bera last summer by the AFL-CIO union, which fears the pact could cost the U.S. jobs. The pressure hasn’t let up despite warnings that the split could tip the seat into Republican control. Even with the work, officials said much of the original building material is present. “These older structures collectively are the last vestiges of a bygone era of amusement piers, beach front boardwalks, and grand recreational and social beach activities in this section of Santa Monica,” said a report by Ostashay & Associates Consulting. “All other similar buildings, structures and improvements that once lined Ocean Front Walk north and south of the Santa Monica Municipal Pier have been removed for residential and commercial development.” The buildings have served primarily as restaurants and gift shops throughout their history with a residential or hotel component above the retail spaces. Some of the units were recently damaged in a fire displacing the residential tenants. The report said the current landmark application, filed by nearby resident Louise Steiner, is the first time the collection of buildings had been evaluated or surveyed for historic significance, but other structures in the area, such as the Hippodrome and carousel on the Pier, have been recognized for their historic value. Despite their age, the report concludes the buildings do not qualify as landmarks because they have undergone too many changes over time. “The application of wood siding, ceramic tile, and stucco over brick walls; the replacement of window frames and entry doors on

most of the buildings; the modification of storefront entries have impacted the historical integrity of the properties in terms of workmanship, materials and design. Individually, they do not possess sufficient integrity of materials, design, workmanship, or feeling sufficiently to convey their significance and historical character from there periods of significance (their construction dates),” said the report. In addition, the exterior elevations have been altered and while not a factor in landmark consideration, the interiors have also been substantially remodeled. “In summary, based on current research and the above assessment the improvements located at 1601/1615 Ocean Front Walk do not appear to be individual eligible for local landmark designation due to compromised historical integrity,” concludes the report. The application for landmark status comes after an application has been filed to convert some of the buildings into a new Starbucks. An application is on file with the city to convert the building that currently houses Carousel Cafe and its neighbor into a single storefront. The proposal has been discussed at the city’s Architectural Review Board with staff pushing back against what they described as a generic design. The proposal is still working its way through the city process, but according to Starbucks’ website, Santa Monica is already home to 21 Starbucks locations with several more located just outside city borders. Looming marijuana ruling could limit federal prosecutions SUDHIN THANAWALA Associated Press
San Francisco - Rolland Gregg and his family have fought federal marijuana charges for more than three years, arguing that the roughly 70 marijuana plants investigators found on their Washington property were for their own medicinal use and fully complied with state law. A federal jury last year convicted Gregg, his mother and his wife of growing 50 to 100 marijuana plants — amounts their attorney said are in compliance with state medical marijuana law. With prison sentences looming, they have now turned to a recent act of Congress that they say should have stopped the U.S. Department of Justice from prosecuting them because they were doing what their state allowed. Marijuana is illegal under federal law, and the DOJ disagrees with Gregg’s understanding of the new law. “It’s been the hardest thing I’ve ever had to deal with in my life when you see the government coming down on you for simply trying to be healthy,” Gregg said. A federal appeals court is expected to issue a ruling soon on the scope of the law that could
pave the way to end or overturn at least six federal marijuana criminal prosecutions and convictions in California and Washington, including Gregg’s, and limit future prosecutions of medical marijuana users and dispensaries in eight Western states that allow them. “The 9th Circuit is the biggest circuit, one that contains lots of marijuana states. If they were to say, ‘The federal government is prohibited from enforcing medical marijuana law,’ that would be huge,” said Sam Kamin, a professor at the University of Denver Sturm College of Law who studies marijuana regulation. At issue is a Congressional amendment that said the DOJ could not use funding Congress allocated to it for 2015 and 2016 to prevent states that have legalized medical marijuana from implementing laws that permit its use, distribution and possession. The amendment’s bipartisan sponsors — California Congressmen Sam Farr, D-Carmel, and Dana Rohrabacher, R-Costa Mesa,— say it prohibits the DOJ from prosecuting people who are complying with state medical marijuana laws. California and more
than 20 other states have legalized marijuana for medical use. The drug, however, remains illegal under federal law. The DOJ has interpreted the law more narrowly, saying it prevents prosecutors from trying to block state medical marijuana laws or charging state officials who implement them, yet permits U.S. attorneys to go after marijuana dispensaries and growers. The 9th Circuit is expected to clarify the amendment in appeals by three sets of defendants who have cited it as grounds for judges to dismiss their marijuana charges. Steve McIntosh, a dispensary owner in Los Angeles, had permits from local officials that show him in compliance with state law, according to his attorney, Marc Zilversmit. Under the Congressional amendment, the most the federal government can do is refer him to state authorities for prosecution, Zilversmit said. Another defendant, marijuana grower Samuel Doyle, met Washington’s requirements for collective cannabis grows for medical marijuana patients, his attorney Douglas Hiatt said. “He was growing medical marijuana for people who needed it, whether they could afford it or

not,” Hiatt said. The DOJ says McIntosh’s dispensary had ties to a street gang, and Doyle and his co-defendants did not meet the legal requirements for medical marijuana in Washington. Investigators found more than 550 plants growing on the Spokane property Doyle oversaw, and at least one of Doyle’s codefendants indicated the marijuana was being sold, prosecutors said. The DOJ did not respond to a request for further comment. Gregg’s case is not among the ones the 9th Circuit is set to rule on. But he has raised the same argument as the other defendants, and the 9th Circuit has put his appeal on hold pending the outcome of the other appeals, his attorney Phil Telfeyan said. “The feds think they have the power to override voters of the State of Washington and the will of Congress,” said Telfeyan, cofounder of the nonprofit civil rights group Equal Justice Under Law. “It’s up to the 9th Circuit to tell them, ‘Enough is enough. You can’t keep prosecuting people who are using medical marijuana for their needs.’” The DOJ cited a county investigator’s testimony that he saw evi-
dence of a for-profit marijuana growing operation on Gregg’s family property. The investigator said he found records that he believed were for drug sales, a scale and packaging material in the house as well as firearms, according to court documents. Gregg, 34, who owns an alternative energy company, denied he sold marijuana, saying he used the drug to treat pain following a snowboarding accident that left him with a broken back and neck. His mother has rheumatoid arthritis and his ex-wife had an eating disorder, he said, adding that all three had medical marijuana authorizations. But the DOJ argued in his case and Doyle and McIntosh’s cases that the Rohrabacher-Farr amendment doesn’t bar it from prosecuting people violating federal drug law, even if they meet state law. Alex Kreit, a marijuana law expert at Thomas Jefferson School of Law in San Diego, said the DOJ and marijuana defendants have strong arguments for their conflicting interpretations of the amendment. “The (amendment’s) language is not a model of clarity,” he said. “It really is open to a number of different interpretations.”
