For parts of three decades, Robert Seymour figured out how to make science engaging and relevant in classrooms filled with pubescent preteens. It was perhaps the former stuntman’s greatest act. Seymour, a longtime teacher at Lincoln Middle School, confirmed this month that he’ll be retiring from the Santa MonicaMalibu school district at the end of the school year. But for Seymour, teach-

ing middle school students about everything from genetics and ecology to bacteria and viruses was less of a stunt than a thrill. “You can still excite them about the wonder of science,” he said. Raised in Royal Oak, Michigan, Seymour studied biology and psychology at the University of Michigan while developing his skills as an acrobatic cheerleader. Seymour started dental school at Michigan but steered himself in a different direction after two years, going to Orlando to work as

a stuntman at the former Disney MGM Studios (now Disney’s Hollywood Studios). Seymour eventually relocated to Southern California to pursue acting and began taking classes at UCLA to earn a master’s degree in education. Click It or Ticket participation, save lives From May 23 to June 5, the Santa Monica Police Department will participate in the national Click It or Ticket campaign in an effort to save lives through increased seat belt use. This education enforcement period comes ahead of the Memorial Day holiday, one of the busiest travel weekends of the year. According to research conducted by the National Highway Traffic Safety Administration, while 88.5 percent of passenger vehicle occupants buckled up in 2015, almost 50 percent of occupants of fatal crashes nationwide are not restrained. In some states, the rate is as high as 70 percent unrestrained in fatal crashes. In California, more than a half million people travel our roadways at grave risk without proper restraints. These facts gravely highlight the need for increased education, awareness and enforcement of seat belt use. This year, NHTSA is aiming to increase campaign participation even more by coordinating a “Coast to Coast” seat belt education and enforcement effort with the California Highway Patrol and law enforcement around the I-10, I40, I-70 and I-80 corridors. Additionally, law enforcement agencies statewide are joining the Click It or Ticket effort to emphasize the “Coast to Coast” seat belt safety awareness campaign in all 50 states. “As law enforcement, we have a special role in helping protect the safety of our community,” said Chief Jacqueline Seabrooks, Santa Monica Police Department. “Time after time, we see the tragic results that come from drivers and passengers refusing to wear a seat belt. Wearing a seat belt is one of the most important steps in increasing survivability in a crash. Our job is to stop those who are not buckled up, and to keep them from repeating this potentially deadly mistake.” “Hundreds of thousands of people will be traveling this Memorial Day weekend, as well as throughout the summer vacation season. We want to make sure that people are buckling up to keep themselves and their families safe. It is the greatest defense in a vehicle crash,” said Rhonda Craft, director of the California Office of Traffic Safety. According to the report, the financial status of non-General Funds remains stable and the proposed Citywide FY 2016-17 exception year operating budget is $508.1 million. ZONING RULES

Development in the Downtown area has been guided by an interim ordinance while the city worked toward what is now known as the Downtown Community Plan. With the timeline for the DCP extended, the interim ordinance needs to be extended through Aug. 31, 2017. “Extending the interim ordinance ensures there continues to be a development agreement process, in the interim, for Downtown projects over 32 feet high so that the City has flexibility to incorporate into the development review process goals for the Downtown, including urban design, open space, community benefits, and expanding transportation choice,” said the staff report. The extension includes two amendments. The first is a temporary ban on converting full service restaurants into socalled “fast-casual” eateries. The second amendment would lift the cap on alcohol establishments in the downtown area. “Alcohol sales in restaurants are an incidental component of the primary use of the business as a restaurant. Further, alcoholrelated impacts are generally not associated with restaurants that provide alcohol service,” said the staff report. BUSINESS PERMITS

Council will consider revisions to permitting rules for some business types. As written, some rules can create conflicting limitations for some business types. The Chamber of Commerce has asked council to revise rules for Conditional Use Permits to clarify the rules and their applicability. EXPANDING CITY HALL

Like all water providers of a certain size, Santa Monica is required to prepare and adopt an Urban Water Management Plan (UWMP). The plan must outline the City’s efforts to comply with a State mandate to reduce water consumption by 20 percent by the year 2020. Santa Monica’s plan adopts the most stringent options for compliance. “Beyond merely meeting the State requirements for preparing an UWMP, the City of Santa Monica continues its proactive approach in managing its water resources through significant policy and practice developments since 2010. These include the City’s Water Shortage Response Plan, Sustainable Water Master Plan, and Groundwater Basin Assessment. The building is striving for a Living Building Challenge certification, achieving net-zero energy and net-zero water use. “The City Services Building would eliminate the majority of expensive offsite leased space unifying administrative staff and customer service in one location, which results in ongoing operational savings,” said the report. According to the report, costs continue to increase for the building. “The estimated cost increased by $17,691,000 for an updated project total not to exceed of $74,566,130,” said the report. “In addition, associated tenant improvement modifications must be done to the original City Hall on several floors totaling $8 million in order to accommodate the staff and operations moving into those spaces. A total of $8,094,501 has already been appropriated and committed for the feasibility and design phases, leaving $74,471,629 to be funded by lease revenue bonds for the City Services Building and associated City Hall Tenant improvements.”

Expo link cuts through hate, voting in November IT MIGHT NOT BE LIKE THE ORIGINAL

Woodstock in 1969 - where millions now say they were there, when in reality it was (only!) “half a million strong.” But if you were part of the official opening of the Expo light rail line to Santa Monica this past weekend, you were truly part of history. Not only was the opening of Expo a victory for public transit, but a victory against racism and classism in our region as well. Back in 1989, today’s Expo reality was mostly a dream, and potential segments were under hot debate. At that time, many envisioned the route to Santa Monica passing through Rancho Park and Westwood, with a stop near the Westside Pavilion, as well as easy bus connections to nearby UCLA and jobs at Wilshire/Westwood. EXPO LIGHT RAIL FORUM

In September 1989, I attended an Expo light rail forum at St. Timothy’s Catholic Church in West Los Angeles, with more than 500 people in attendance. To say the atmosphere was uncomfortably tense would be an understatement, as local opposition came out in force. As one letter in the LA Times described it: “Organizers of this staged event whipped the crowd into an anti-rail frenzy as they denounced the proposed rail line. The only person allowed to speak on its behalf was Neil Peterson, executive director of the Los Angeles County Transportation Commission. He was often interrupted and shouted down.” The event also had a specific anti-Santa Monica dimension. Two months before, the councilmember from that district was quoted in the LA Times saying that the Expo Line was “a bald-faced attempt by the city of Santa Monica to ram something down the throats of the city of Los Angeles.” Why were so many opposed to light rail in general, and specifically running through that community? Some made the traditional arguments - LA is a car culture, LA is designed differently, and public transit doesn’t pay for itself. DOG-WHISTLE RACISM

But there was also a dog-whistle racism among some (not all!) in attendance about not having “those people” coming to the Westside Pavilion on the Expo Line, and that light rail would bring down property values - the kind of dog-whistle racism the Trump presidential campaign has given a platform to in 2016. Whenever any of the speakers mentioned Santa Monica, the crowd jeered. During the question and answer period, a few were foolish enough to identify themselves as being from Santa Monica. The crowd turned on them with anger and vengeance. Anyone there from Santa Monica could feel it. I know I did. When I think back to that forum, I think of today’s Trump rallies, where Trump riles up the crowd in a hooligan-like manner against the media in the room - and how intimidated those vulnerable, unprotected

journalists and camera people must feel especially as they’ve watched attendees beaten at other Trump rallies. FASCISM IN AMERICA

This is no joke. Trump wants to attack free speech and the First Amendment by weakening libel laws so wealthy people like him can sue the media when it is doing its job as the fourth estate of a healthy democracy. Different people have definitions of fascism. But most include the attempt to eliminate a free and independent media. Public transit is an antidote to fascism, because it emphasizes our commonality - physically, by putting more of us in a common space (and heading towards a common destination), and economically, by proving more opportunity via the public sphere, which narrows the gap between the haves and have-nots. This past weekend I ran into a young Latina at the 17th/SMC Expo station, that I know who works at the Co-opportunity organic food market on 16th/Broadway. For the last few years, she had been commuting from south of the I-10 freeway near Crenshaw. With three buses and connections, it took an hour and a half or more each way. Why did she make such a commute? Because she wanted to work at and learn from a co-op, and that kind of opportunity was not available in her community. Now, the Expo Line was going to cut her commute by more than half - and she will have an extra hour to be creative each day. Who knows what great contribution to society she may now make because of Expo? BERNIE SANDERS, JILL STEIN AND THE POLITICAL REVOLUTION

Addressing social inequities has also been a big part of the 2016 presidential campaign, and it comes to focus today in Santa Monica with Democratic presidential candidate Bernie Sanders in town. As a Green Party organizer who went through the Nader 2000 campaign, I am very familiar with being ignored as part of movement to democratize electoral politics and give more voice to the dispossessed. In many ways, the 2016 Sanders campaign has more in common with the Green Party platform and the Nader 2000 campaign, than with the mainstream Democratic Party. Sanders is riding the energy of the Occupy Wall Street. Nader’s campaign flowed from the Seattle, anti-WTO movement of 1999. The large grassroots rallies for both were mostly ignored by the media. Now there is debate about how to “unify” the Democrats to beat Trump, and whether Sanders voters in the primary will vote for Clinton in the general. This is a false debate in California. Owing to the undemocratic nature of the Electoral College, only about a dozen states will be in play in November. California is not one of them. Stein is campaigning on a Green New Deal to address climate change and create millions of ecologically-oriented local jobs, while cutting military spending and reigning in Wall Street. We still remember the half million strong from Woodstock. What if half a million progressive Californian’s said their revolution can’t be taken-for-granted, by voting in November for Stein. Obama won California by 2.9 million votes in 2012. If Clinton only wins in 2016 by half of that, it still won’t be close - and what if at the same time, another half a million voted for Libertarian Gary Johnson instead of Donald Trump from the right? Not only would this kind of voting send more clear policy signals from the electorate, but it would accelerate the movement to enact ranked-choice voting (RCV) for president, governor and other executive office. NEEDED ELECTORAL REFORM

Under RCV, voters can rank the candidates in the order of their preference. For the Democrats, instead of trying to get unenthusiastic Sanders supporters to turn out for Clinton in November, they would already be at the polls ranking Stein No. 1 under RCV. If Stein isn’t elected, under RCV her votes

would then go to her voter’s second preference. The Clinton campaign would only have to encourage Stein/Sanders supporters to rank Clinton No. 2. What about electoral reform for state and federal legislature? Countries with policies that Sanders advocates elect their state and federal representatives using multi-seat districts with proportional representation (PR), instead of the single seat, winner-takeall elections used in the U.S. Under PR, if a party gets 20 percent of the vote, they get 20 percent of the seats, and more of the diversity in society gets representation. This is the opposite of trying to funnel all voters - including the large number of independents - into the Democratic and Republican party primaries, and then only having two choices in November. Instead we need a system where as many parties as truly represent the voters have a real chance at being elected. EXPO AND DEMOCRACY

School in 1992. In 1996, Seymour obtained a second master’s degree in administrative services and later served one year as an assistant principal at Lincoln. In 2005-06, Seymour achieved National Board Certification in early adolescent science, a highly regarded credential in the teaching profession and perhaps the biggest highlight of his teaching career. The distinction is earned through a rigorous, performance-based assessment. As of last year, SMMUSD had more than 70 teachers with the prestigious certification. Seymour’s tenure at Lincoln was broken up by a one-year stint in Albuquerque, where he taught middle school science in 2007-08. But, he said, he missed the people and environment in SMMUSD. “There’s nothing like Santa Monica,” he said. “It’s an awesome district, and Lincoln is an amazing place.” Seymour said the camaraderie among the staff at Lincoln made his job enjoyable and inspired him to prepare for his classes each day. He added that he will miss “working tirelessly to make learning come alive for our kiddos and being able to have some fun doing our yearly Faculty Follies.” He served many years as director of the follies, a popular series of stage performances featuring members of Lincoln’s staff.

Seymour said it was a satisfying challenge to figure out how to maximize each student’s potential and come up with ways to make the academic material accessible through a variety of methods. “Each one is like a puzzle,” he said. Seymour said his only regret is not embarking on his teaching career sooner. He didn’t start until he was 32. attention, don’t fall in a doctor’s office. Thursday, April 7. I had another in a series of ongoing doctor’s appointments for my ongoing gastrointestinal problems. I had just concluded a conference with my doctor, stood up, exited the exam room, turned down a hallway and promptly stumbled. I hit the floor like a ton of bricks. “Patient down!” echoed throughout the cavernous room at 2020 Santa Monica Blvd., as every nurse, medical assistant, secretary and associated staff member in the place came running to my aid. “Did you hit your head?” I was asked. “No, just fell. I’m OK.” I replied. I was lucky. No broken bones and only a bruise or two. Arrangements were quickly made to ship me off to UCLA/Santa Monica Hospital for an evaluation. “I’m fine,” I told them, “I don’t need to go to the hospital…” “You’re obviously ‘not fine’ or you wouldn’t have fallen for no reason,” I was informed by one of those attending me. Less than an hour after I showed up for a routine doctor’s appointment, I’m admitted to the hospital as a “medical emergency.” Over the course of the next eight days, I was subjected to every test and procedure known to modern medical medicine. I had CAT scans, physical exams, brain scans, Doppler ultra-sound scans and Xrays. It took forever to get some of the tests performed, but they were finally completed and evaluated. The results revealed a variety of minor medical issues. However, the net results of lying flat on a hospital bed for more than a week resulted in extreme loss of muscle mass to the point of being unable to even stand up. In other words, it only took eight days to turn me, a fully functioning former weight lifter, into a quivering, bed-ridden invalid. If I were to resume my normal life living alone, including driving, shopping, writing, working, maintaining my apartment, going to the YMCA and other usual activities rehabilitation was necessary. That meant entering a convalescent home or nursing center for weeks of physical therapy. UCLA Health placed me in the Brentwood Health Care Center, 1321 Franklin St. in Santa Monica. On Friday, April 15, I was ferried from the hospital by ambulance to Brentwood HCC and checked in. I was greeted warmly by the staff and settled into a semiprivate room next to a lovely courtyard and garden. My rehab consisted of both occupational and physical conditioning under the watchful eyes of a battery of professional trainer/therapists. I rebuilt my strength and endurance, which allowed me to stand from a seated position, get in and out of bed and walk without stumbling or falling. Nevertheless, I had a temporary setback: a life-threatening low red blood cell count sent me to UCLA/Reagan Hospital for emergency blood transfusions. After nearly six weeks, I graduated from bedpan and wheelchair to complete control

of bodily functions and a walking cane for stability. I was finally cleared to “go home” last Monday. My recovery wouldn’t have been possible or as quick without the help of my good friends and the 100 percent professional staff at Brentwood HCC. Administrator Tanner Mitchell is on top of things at Brentwood HCC constantly. He’s responsible for its reputation as one of the top-ranked rehab/nursing care/convalescent facilities in Southern California. Everyone took extraordinary care of me. One Brentwood HCC housekeeper shared a thermos of her home-brewed coffee with me early one morning because I “looked like I needed a cup.” A nurse’s aid brought cotton swabs from home because we couldn’t locate any at the facility. Deepest thanks to my good buddy Ron Hooks (West Coast Care) and his wife Lenore who handled everything for me, including personal laundry, shuttling me to and from doctor’s appointments and paying household utility bills. Hooks was also my partner in crime by taking me out for (or delivering) cheeseburgers, Cokes or “Jumbo Jack” combos because bland hospital food becomes very boring after a while. My thanks and appreciation goes to officers and non-sworn personnel at the Santa Monica Police Department. They, especially my fellow “partners” on the Homeless Liaison Program team, frequently visited and offered their support and “anything I needed.” Needless to say, watching the reaction of folks at Brentwood HCC when a team of uniformed police officers came a calling was a kick. Fellow DP columnist Charles Andrews frequently dropped by to keep me current with local affairs. My gratitude to Daily Press Editor Matt Hall and Publisher Rob Schwenker for their visits and the knockout SMDP-logo sweatshirt. Neighborhood activist Tricia Crane of Residocracy gave her support in the form of a home cooked meatloaf dinner after I returned home. Thanks. It was delicious! Thanks also to my fellow patients at Brentwood HCC such as the Manhattan Beach Indian family in a neighboring suite who brought in Chicken Tikka Masala, Aloo Gobi and other ethnic delights. However, my real joy was watching the family patriarch recover from a serious brain injury during the period I was in rehab. Lastly, I’d like to thank my long-time friends like Peter Tigler who provided their best wishes and other “goodies” to speed my recovery - and that includes many neighborhood leaders whose deeds and best wishes were also gratifying. Next week, the old “Bill Bauer” will be back with some comments on the LUVE petition, the Santa Monica Chamber of Commerce’s latest public relations stumble and the lies and outright B.S. being disseminated by developer-backed, pro-growth groups. presumptive Republican Presidential nominee Donald Trump dropped a bombshell on environmentalists: If elected, he would try to renegotiate the landmark Paris COP21 climate accord agreed to by 177 nations (including the U.S.) in December 2015. Calling the agreement “one-sided” and “bad for the United States,” Trump said he’s “not a big fan because other countries don’t adhere to it, and China doesn’t adhere to it, and China’s spewing into the atmosphere.” He added that if he takes the Oval Office, he would work to re-negotiate the emissions cuts agreed to by the U.S. at a minimum. “And at maximum, I may do something else.” Environmentalists immediately jumped on Trump, long a climate naysayer. “This is another example of Trump’s dangerous lack of judgment and the very real impacts it could have for all of us,” said Gene Karpinski, president of the non-profit League of Conservation Voters. Billionaire environmental financier and NextGen Climate founder Tom Steyer concurred, called Trump’s denunciation of the Paris accord “short-sighted.” He worries that a Trump presidency would be “terribly costly” for the U.S. and would jeopardize the nation’s ability to lead the world out of its climate crisis. “We cannot go backwards on this important step towards a clean energy economy that benefits all our families,” said Steyer. But try as he might, a President Trump would have a tough time backing out of U.S. commitments under the Paris accord. For starters, a clause in COP21 forces any signatory nations to wait at least four years before

withdrawing, meaning Trump couldn’t even disentangle the U.S. until his second term if he even makes it that far. And according to U.S. chief climate envoy Jonathan Pershing, regardless of the outcome of our Presidential election come November, the other signatory countries would remain bound to the terms of the agreement whether Trump likes it or not-so “renegotiating” isn’t really an option. But Trump could undermine American emissions reduction goals set forth in the agreement by overturning the Obama administration’s domestic Clean Power Plan, which aims to reduce greenhouse gases from U.S. electrical power generation by a third relative to 2005 levels within 15 yearsand is an essential component in the U.S. plan to dramatically scale back emissions. Joe Romm of ThinkProgress adds that Trump could block the “ratcheting down” of climate targets in the future called for under the terms of the Paris agreement to ensure that participating nations don’t backslide after meeting initial commitments. “His threat to blow up the only process we have to avoid multiple irreversible catastrophic climate impacts must be taken as seriously as his candidacy,” says Romm. Environmentalists’ best hope for keeping America’s COP21 commitments alive is to elect a Democrat to the White House in November. For her part, Hillary Clinton would not only abide by U.S. commitments made under COP21 but would rally to surpass them as soon as possible, vowing to cut emissions by up to 30 percent by 2025 and upwards of 80 percent by mid-century. “The United States must lead the global fight against climate change,” Clinton recently commented on the Q&A website Quora. “We can’t wait. installed pay-to-park stations with 3-hour limits at two parks near the light-rail line. City officials said the $1-per-hour meters were put in place to prevent Metro riders from leaving their cars in the park lots all day and taking up spaces that are intended for park users. But local residents are upset that they’re now forced to pay for spaces that were previously free to account for a transit system that they don’t necessarily intend to use. The pay-to-park stations launched at Memorial and Stewart Street parks in midFebruary to prepare for the Expo Line extension, which opened to passengers Friday. Memorial Park, which is located south of Colorado Avenue between 14th and 16th streets, has 63 parking spaces and is easily accessible from the 17th Street/Santa Monica College light-rail station. Stewart Street Park, west of its title road between Olympic Boulevard and Interstate 10, has 32 parking spots and is walking distance from the 26th Street/Bergamot station. “We want these spots to maintain their status as parking specifically for the parks,” City spokeswoman Constance Farrell said. “Putting in the meters with a 3-hour limit makes it less likely that someone will use them for the Metro.” Farrell said the meters were installed to help the City achieve its goal of protecting parking spaces for people in the community who are regular parkgoers. “Having the meters makes it more enforceable and even less likely that folks who are driving there to use the Expo Line will take up those spots,” she said. “That was the intention. It wasn’t to limit park users or to make it more difficult. ... Having the meters increases the likelihood that it’s just the park users in those spots.” Residents who frequent the parks, though, are feeling the squeeze. In a Facebook group for Santa Monicans that has more than 11,400 members, posts about the new pay stations have generated hundreds of comments, many of them critical of the City’s approach. One user said that while she understands the thinking behind the new system, its effects are still negative. Several people noted that park visits sometimes last longer than 3 hours, particularly for youth sporting events that include pre-game activities and postgame gatherings. “It’s not like you can bike a whole car of

kids over there for a game,” one commenter said. “Santa Monica is becoming a very unfriendly city to its residents.” The parks in question have had parking time limits for years, according to Farrell. Some residents believe the City should enforce the existing time limits by chalking tires and issuing tickets to violators rather than asking parkgoers to pay for parking. Phil Brock, chair of the Recreation and Parks Commission, said it might be time to consider a resident parking card with privileges. “The failure to establish park-and-ride lots in Santa Monica was a critical mistake,” he said. “The City must find a better method to help parkgoers access our parks without charging them for parking.” Parking remains an issue around town as the City ramps up its $500,000 marketing campaign to promote alternative transportation. Farrell said the City has no plans to add pay-to-park stations at other parks in Santa Monica. She added that both affected parks have bike racks and Breeze bikeshare hubs nearby. “Santa Monica has made significant investments in last-mile connections and access to regional options,” she said. “We want people to try these options. Try a bike. Jump on a Big Blue Bus. Walk to your destination. Use ride-share. That’s a goal of GoSaMo: to eliminate the hassle of parking.”
