City settles lawsuit over Downtown Expo station BY MATTHEW HALL Daily Press Editor
The Exposition Metro Line Construction Authority and the City of Santa Monica have settled a lawsuit over the price of land at the Downtown station. Santa Monica will receive $20
million for a nearly 34,000-squarefoot plot of land at 402 Colorado Ave., where the terminus station has opened. In October 2014, the Exposition Metro Line Construction Authority filed a lawsuit against the City of Santa Monica seeking eminent domain and declaratory

relief relating to the compensation for land on Colorado Avenue owned by City Hall. The City and Expo disagreed on the price. In their original filings, both sides agreed the property was purchased with rail reserve money derived from the Transportation
Development Act. However, the City maintained it has complied with all agreements and requirements related with Expo. The city claimed Expo and its contractors had occupied the site without just compensation but they did acknowledge, and reject, an initial offer of $14.4 million.

After years of attending festivals and workshops without her children, Lisa Arshawsky wanted to create a venue where her entire family could “unplug and dive in to spirit together.” That is where the Santa Monica-based yoga instructor got the idea for the Awakened Family Gathering. “At festivals, there is a flavor for adults rather than children,” Arshawsky, co-founder of the “urban family retreat,” said. “Because of my experience of wanting to attend these festivals, but yearning for my kids when I’m away from them, I thought finding a way to bring the whole family together in a festival setting that was kid friendly would be great.” Arshawsky has been teaching yoga, as well as Mommy and Me classes, kids’ circles and mindfulness circles, for years in studios is very excited to take Santa Monicans out of their natural habitat and into the nearest counSEE RETREAT PAGE 9

SMC student receives scholarship from State Department to study Punjabi in India Santa Monica College (SMC) student Sharon Nat has been awarded a U.S. Department of State Critical Language (CLS) Scholarship to study Punjabi this summer in Chandigarh, India. She is one of 560 students selected from more than 200 colleges and universities across the nation for the all-expenses-paid linguistic and cultural immersion program, a U.S. government effort to expand dramatically the number of Americans mastering critical foreign languages. CLS recipients like Nat will spend eight to ten weeks in one of 24 locations around the world studying languages including Arabic, Azerbaijani, Chinese, Korean, Swahili, Persian-and Punjabi. Nat is one of approximately 12 students from across the U.S. who will be studying Punjabi at the American Institute of Indian Studies (AIIS) Chandigarh Language Center. Born to a Mexican-American mother and Punjabi-Indian father, Nat grew up learning how to speak, read, and write Punjabi. But her beloved father passed away when Nat was eleven, they moved away from their Indian relatives, and-as her own form of grieving, says Nat-she stopped speaking Punjabi. Today, Nat is a Psychology major at SMC, and incoming Director of Sustainability for the SMC Associated Students. When the college’s academic support Adelante program-which Nat is a part of-forwarded her an email about CLS, her friends at SMC encouraged her to overcome any apprehensions and apply for this once-in-a-lifetime opportunity. “I am thrilled to have the chance to relearn Punjabi,” says Nat, who describes her proficiency as a beginner’s. This opportunity, adds Nat, is important to her both academically and personally. “I want to be a psychologist, to work with people who speak English, Punjabi and Spanish,” says Nat. “I think that, as a psychologist, if I really want to understand what people are going through and earn their trust, I need to know the culture, and speak the language.” Learning Punjabi will also fulfill her desire to be true to her own culture: both the Mexican and the Indian sides. “I have always regretted that I stopped speaking Punjabi. I’m ready now!” During her two-month stay in Chandigarh in the Indian state of Punjab, Nat will also get to meet her relatives in India for the very first time. Nat is grateful that at SMC, she has “learnt so much about herself.” “I learned here that I am an environmentalist, and learned how to take my love for people to the next level…this is where I had my first therapy session, and got my first job too!” says Nat, who is a part-time student worker at the SMC Latino Center. She hopes to transfer to Loyola Marymount University next fall. Over the past ten years, the CLS Program has sent over 5,000 American undergraduate and graduate students overseas to learn critical languages all
over the world. CLS Program participants are expected to continue their language study beyond the scholarship and apply their critical language skills in their future professional careers. Lissette Bravo Appointed New Samohi House Principal The Santa Monica-Malibu Unified School District Board of Education approved the appointment of Lissette Bravo as a new Santa Monica High School house principal at its May 19, 2016 meeting. Bravo’s appointment is effective July 1, 2016. Bravo comes to SMMUSD from Poway High School where she has been assistant principal since 2012. She is also currently the Advancement Via Individual Determination (AVID) district director to Poway High School and two middle schools since 2013. She began her teaching career as an English teacher at Leuzinger High School in Lawndale in 2004 becoming the English department chair in 2006. During her employment there she served as club advisor, school site council member and Beginning Teacher Support and Assessment (BTSA) support provider. She served as WASC accreditation coordinator and as a committee member for Poway High as well as the Smarter Balanced Assessment Consortium (SBAC) coordinator. Bravo has utilized the Restorative Justice program, currently also in practice at Samohi. Bravo received the Bronze Award from the California Association Future Farmers of America for providing exemplary support to Poway High School FFA Chapter, awarded to a school administrator each year. Bravo holds a Bachelor of Arts in English with a minor in political science from Loyola Marymount University, a Master of Arts in secondary education from LMU and a Master of Arts in educational administration from Cal State Northridge. She is fluent in speaking and writing in Spanish. “I am ecstatic to be given the opportunity to work at Samohi,” Bravo said. “My main goal is to provide students with the resources they need to reach their educational dreams. Providence Saint John’s to present 6th Annual Community Cancer Forum A free educational forum will feature preeminent physicians and researchers of The John Wayne Cancer Institute (JWCI) at Providence Saint John’s Health Center. The forums will be presented in two sessions on June 15 and 16. Discussion topics include: the immune system and cancer, immunotherapy and melanoma, genetics and cancer - including breast, ovarian, pancreatic, colorectal and endometrial cancer. Lung, brain and genitourinary cancers will be specifically addressed. According to the American Cancer Society, more than 1.6 million new cases of cancer will be diagnosed this year and cancer will take the life of an estimated 600,000 Americans in 2016. The recently launched, national “Moonshot” initiative aims to eliminate cancer as we know it today. Ballot measures: here today, gone tomorrow IT LOOKS LIKE ARMEN MELKONIANS AND
his Residocracy movement has been successful in floating a ballot measure that would require voter approval for overly large developments within our borders. Melkonians posted recently on Facebook, “To stop developer control of our city, residents of Santa Monica submitted 10,116 signatures in support of putting on the Nov. 8 ballot the Land Use Voter Empowerment (LUVE) Initiative...” With the measure sure to qualify for the ballot (with thousands of ‘extra’ signatures) the real battle is now just beginning. In 2008, another “slow-growth” ballot measure, Prop T, also known as Residents’ Initiative to Fight Traffic (RIFT), would have capped most commercial development at 75,000 sq. ft annually for 15 years. It was soundly defeated at the polls with 17,878 voters (56.5 percent) rejecting it and 14,170 (43.5 percent) voting for it. An anti-T group was co-chaired by Santa Monicans for Renters’ Rights power player Judy Abdo and SMRR-endorsed City Councilman Terry O’Day. Save Our City (SOS) raised and spent an eye-popping $772.000 -- a record amount for a political advocacy group up until that time. The contributions obtained mostly from development interests was about six times the $140,000 spent by T’s proponents according to campaign finance disclosure statements. SOS also sent out a blizzard of mailers trumpeting opposition to the measure by major unions - police, firefighters, municipal employees, teachers and hotel workers as well as most City Council members and other elected officials. Messaging stated that jobs including emergency (911) services would be cut, schools would suffer as teachers were fired and contributions dried up. Paying for things like police, fire, libraries and parks would be curtailed if T prevailed. Typical of the dirty pool played by SOS and its developer, real estate and land use attorney supporters was this game of political hard-ball with a public school support group. Two volunteers for the Community for Excellent Public Schools (CEPS) resigned from the educational advocacy group before the election because of the phony ‘scare” campaign being forced on it by SOS’s developer backers and politicians such as (then) State Senator Sheila Kuehl. “Despite contentions of the developers funding the campaign against it, you must know that [Measure] T will not harm our schools,” one of the volunteers told the Daily Press (Oct. 6, 2008). “Everyone knows that if you can make a ‘schools’ argument you can get the sympathy of voters. “And everyone knows the argument here is nothing more than a scare tactic.” She disclosed that education groups were under pressure to support the City Council because they controlled school funding allocations through the Master Facility Use Agreement which allowed the district and City Hall to exchange money for access to school facilities. The majority of council members opposed Prop. T. “I know that people aspiring for local office do not want to face the ire of develop-
ers and their deep pockets, which one risks by refusing to do their bidding here,” she said. “However, we should not allow ourselves to be blackmailed into opposing a ballot measure that has nothing to do with schools just to help the developers and appease the City Councilmembers.” Everyone expects developer’s interests to pull out all the stops to defeat LUVE at the polls, this year. Already, one group Santa Monica Forward has formed a coalition with the Santa Monica Chamber of Commerce, the Santa Monica Next bicycle advocacy and other special interest and business groups in spreading half-truths, blind suppositions and old fashioned B.S about LUVE - and it’s not even on the ballot, yet. CITY ATTORNEY MEASURE
One of the things that will not be on the November ballot is a measure that would make the position of City Attorney an elected position as opposed to an appointed one. Miller formed Santa Monicans for Democracy, a group that was collecting signatures from registered Santa Monica voters for a ballot measure that would require an election to appoint a City Attorney if the measure had qualified for the ballot and been approved by fifty percent of the voters plus one person. Last week, the group which had been collecting the estimated 6,500 qualified signatures necessary to qualify the measure for a voter referendum announced that it was no longer gathering signatures and would devote its future efforts towards a “City Attorney Accountability Project” that would monitor the position and assure proper job performance. None of the major municipal positions are electable. Department heads, including the City Manager, Police and Fire Chiefs are appointed and approved by City Council. It’s up to City Council to insure that department heads and key employees are doing their jobs and performing to the standards determined by their job titles and periodic performance reviews. Moutrie was appointed City Attorney in 1993. Over the years, there has been criticism of the way she has performed her duties on a number of fronts - from legal opinions on development agreements to leases at the municipally owned Santa Monica Airport. Miller and Moutrie previously locked horns over the issue of non-profit advertising on the city’s Big Blue Buses - a practice that had been prohibited for the last 15 years . The disagreement over banning non-profit bus ads was finally resolved in Miller’s favor just this last February There’s probably no advantage to voters or taxpayers in having an “elected” City Attorney. And, despite occasional carping and complaints, City Council has never made a formal move to criticize, censure or remove Moutrie from her position. If there’s a problem, council needs to do its job. U.S. Air Force Auxiliary Civil Air Patrol mobilized last week to rehearse disaster relief and search and rescue operations in support of Southland emergency relief. In this exercise, a missing aircraft triggered mobilization of the all-volunteer organization, which counts emergency services disaster response and search and rescue as primary missions. Santa Monica Airport was the incident command post, hosting logistics, communications and search aircraft. Tasking for emergency operations typically comes from the Air Force Rescue Coordination Center in Florida. Over 30 volunteers from the Los Angeles County Civil Air Patrol are involved in training operations, flying three single engine Cessna aircraft and operating various ground vehicles, including mobile computerized communications systems. The need to practice staging from Santa Monica Airport became apparent this month when CAP launched search and rescue operations to locate a missing small airplane whose flight path followed the local coast line. Lessons learned from that effort convinced CAP leadership that staging from Santa Monica will increase the number of available volunteers during a future search, particularly during traffic hours. “We are grateful to have this central location to prepare for the day we are needed for an actual emergency in West Los Angeles,” said Capt. Charles Christian, incident commander at the Santa Monica command center. “Civil Air Patrol volunteers and resources are ready to help our communities in any way we can and they’re proving it by taking part in this important exercise.” Santa Monica Airport is home to CAP Clover Field Composite Squadron 51. The Squadron has over seventy adult and youth members who focus on emergency services, aerospace education and cadet programs. Participants said they were proud to serve the local community. Civil Air Patrol, the longtime all-volunteer U.S. Air Force auxiliary, is the newest member of the Air Force’s Total Force, which consists of Regular Air Force, Air National Guard and Air Force Reserve, along with Air Force retired military and civilian employees. CAP, in its Total Force role, operates a fleet of 550 aircraft and performs about 85 percent of continental U.S. inland search and rescue missions as tasked by the Air Force Rescue Coordination Center and is credited by the AFRCC with saving an average of 70 lives annually. Civil Air Patrol’s 58,000 members nationwide also perform homeland security, disaster relief and drug interdiction missions at the request of federal, state and local agencies. Its Airmen additionally play a leading role in aerospace education and serve as mentors to more than 24,000 young people currently participating in the CAP cadet program. Civil Air Patrol received the Congressional Gold Medal in 2014 in honor of the heroic efforts of its World War II veterans. But impressions require more than vocal manipulation. “The most important thing is the point of view of the character,” he said. “Anybody can sound like Bill Clinton, but if you don’t know the point of view of the character Bill Clinton, then you’re stuck with just saying phrases like ‘sexual relations.’ You’ve got to put Bill Clinton in a situation.” Kaye, a Santa Monica native, has found an even better outlet for his talents than parties. He’s a contestant on “First Impressions,” a competition televised by USA Network, and the episode featuring him is scheduled to air May 31 at 10:30 p.m. It’s another step forward in a budding entertainment career for Kaye, who has dabbled in acting, comedy and voiceover work since graduating from UC Santa Barbara in 2010. Born and raised in Santa Monica, Kaye attended Canyon Charter School for kindergarten and Marquez Elementary School for grades 1-3 before landing at Crossroads School for the remainder of his K-12 education. Growing up, Kaye would watch daytime reruns of “Saturday Night Live.” He said he remembers being impressed by the vocal adaptability of Dana Carvey, who is now featured on “First Impressions.” Kaye also recalled impersonating his grandfather well enough to gain access to his grandfather’s voice-activated carphone.

“I’d make prank calls as him,” he said. While studying music composition in college, Kaye took part in a collaboration between music and acting students on a musical that he helped write. The project also gave him an avenue for testing his acting skills, which he did by playing a Russian character. It gave him “the acting bug.” Although Kaye liked playing music — he stills rocks out to Van Halen and Dimebag Darrell licks on his guitar — he said he enjoyed doing comedy even more. So he started taking classes through Upright Citizens Brigade and gained further experience in accents and impressions at The Second City in Hollywood. He’s currently honing his craft at Groundlings to keep his skillset diverse and widely applicable. “If comedy was a martial art, you don’t want to just know jiu-jitsu or karate,” he said. “You want to learn all of them. It’s important to check out all the places.” Through iO West, another sketch comedy and improv outlet, Kaye heard that “First Impressions” was looking for possible contestants and submitted his materials. The show was taped in February. Kaye said his favorite celebrity to impersonate is Albert Brooks, an award-winning actor and comedian. He can also swing impressions of politicians, which tend to increase in popularity during an election cycle. “Honestly, anybody can do Donald Trump,” he said. “Make your voice a little nasally, put your lips out and say something like, ‘This is gonna be huge.’” jeff@smdp.com

The subject was holding a stick and threatening several people as they walked by. Officers attempted to contact the subject, but he walked away. Officers were able to detain the subject in Santa Monica Place without incident. Hiyabu Gebremedh Hiyabu, 59, homeless, was arrested on charges of resisting arrest and walking in a roadway.

The Human Relations Council of the Santa Monica Bay Area (HRC Santa Monica) has announced the culmination event of its Kids with Cameras Program, On Our Minds. The photography exhibit will be held on Tuesday, May 31 from 3 - 7 p.m. at StreetcraftLA, 2912 Main Street in Santa Monica. HRC Santa Monica’s Kids with Camera program explores the ideals of social justice. The students from John Adams Middle School’s (JAMS) Vision Program participated in five weekly workshops. The workshop curriculum was developed and facilitated by Bobby Rodriguez of Streetcraft LA, and explored topics of social justice and how to express those issues through photography. Topics include climate change, bullying, the high cost of basic needs, homelessness, stereotyping and cyber bullying. In addition to learning how to shoot on location, students received a crash course in photography and design, digital editing and preparing images for printing, and event promotion. HRC Santa Monica is a partnership of community organizations, institutions, businesses, and individuals that promotes and supports a respectful and socially just community through education, advocacy, and resolution of local conflicts and issues. The Kids with Cameras program supports the development of our youth’s ability to become respectful participants in the community through education, guided discussion and programs. lence.” Earlier this spring, Swenson was supposed to lead a group of 83 students, 11 parent chaperones and a few educators on a 10day trip whose itinerary included stops in Paris, Bruges and Amsterdam. The orchestra was slated to perform at Salle Gaveau, an historic concert hall in the French capital, and stop in Belgium on its way to Amsterdam, where it had planned a performance at the world-renowned Royal Concertgebouw. Then, on March 22, the day before the orchestra was set to leave for Europe, terror struck Brussels. The airport and metro bombings in that city killed more than 30 people and injured hundreds more, putting authorities and world leaders on notice. Swenson and Santa Monica-Malibu school district officials canceled the orchestra’s trip due to safety concerns. Since Swenson’s students were missing out on the chance to play at some famous European concert halls, she wanted their benefit to be held at another esteemed venue. Swenson worked with Musical Celebrations, a concert organizing group, to
arrange the show at Disney Hall. Santa Monica City Council recently allocated $5,000 in discretionary funds towards the $20,000 rental fee for Disney Hall. The council had previously allocated $24,000 towards the orchestra’s $357,000 overseas trip, according to a City report, and the City’s initial contribution could be recovered as part of an ongoing insurance claim to recover costs. “I’m hopeful that we’re going to be able to recoup all the funds,” said Swenson, who added that the orchestra has pro bono help from an insurance attorney. “We’re in good shape. And that’s not deterring our fundraising efforts for Red Cross.” The students are planning to perform Leonard Bernstein’s overture to “Candide,” Maurice Ravel’s “Mother Goose” suite, Arturo Marquez’s “Danzon No. 2” and Nikolai Rismy-Korsakov’s “Scheherazade.” The musicians have been working on perfecting their parts since August. “It’s been a whole year of learning this repertoire,” Swenson said, “so they feel like they’re going to play it in a great venue and hopefully raise funds for a great cause. “This is a very unique opportunity.
