More than $7M raised in Congress race BY DAVID MARK SIMPSON Daily Press Staff Writer
WESTSIDE Campaign receipts in the race to replace retiring Rep. Henry Waxman (D-Santa Monica) now total more than $7 million. The primary election for the 33rd Congressional District will be held Tuesday. Marianne Williamson, a best-selling author who’s been in the race since before Waxman announced his retirement, leads with $1.66 million. She’s spent nearly $393,000 of her own money on the campaign and has $315,000 on hand as of her last filing in mid-May. More than $1.26 million has come through individual contributions of $2,600 or less, the individual limit. Former Los Angeles City Controller Wendy Greuel is second in line with $1.05 million raised as of her last filing. Greuel, who lost to Eric Garcetti in last year’s Los Angeles mayoral election, has not spent any of her own money. SEE CONGRESS PAGE 5

IRVINE Last year, the Santa Monica softball team ended their playoff run in disappointment. But they were determined to force a different outcome in 2014. “We were here last year [and] got our butts kicked,” head coach Debbie Skaggs
said. “The girls knew that we had to come out here and not just be happy to be here, but get here and finish business.” The Vikings easily defeated the Ventura Cougars, 3-1, in the Division IV CIF-SS championship on Saturday, May 31, giving Samohi its second title in five years. Junior pitcher Whitney Jones struck out three Ventura batters, while senior first baseman Francesca Golick had two RBIs. Senior infielder Marina Coffin had one RBI for the Cougars. Samohi’s last division championship was in 2010 when they defeated the North Torrance Saxons, 11-3. The Viking offense started strong in the

Santa Monican, top surfer Ricky Grigg dies at 77 THE ASSOCIATED PRESS LOS ANGELES Ricky Grigg, a former top-ranked big-wave surfer and oceanographer whose work confirmed one of Charles Darwin’s theories about the origin of tropical islands, has died. He was 77. His wife, Maria, said Saturday that Grigg died of pneumonia May 21 at his home in Honolulu. The celebrated surfing pioneer was also a marine researcher who explored undersea volcanoes and once spent 15 days submerged off the California coast in an experimental capsule called Sealab II, the Los Angeles Times ( http://lat.ms/T1IMTO) reported Saturday.
Richard Wayman Grigg was born in Los Angeles and grew up in Santa Monica. As a youth he traveled the California coast in search of big waves. In the 1960s, Grigg was the world’s top-ranked big-wave surfer. He appeared in more than a dozen surf movies and did a turn as a surfing coach for a 1964 episode of the TV drama “Dr. Kildare.” As a surfer, Grigg was known for exuberantly raising his arms over his head at points during his ride. Jerry Brown heads into Tuesday’s gubernatorial primary with a huge lead, while his top two Republican challengers have pulled into a dead heat, according to a poll released Sunday. Fifty percent of likely voters say they will cast ballots for the Democratic incumbent in the open primary, with 18 percent supporting Republican businessman Neel Kashkari and 13 percent favoring state Assemblyman Tim Donnelly. It doesn’t add up Editor:
Re: Dear Santa Monica-Malibu Unified School District community, A fundamental shift is occurring in our schools, significant enough to this SMMUSD parent to alert school families and the community. For the past several years, math-passionate SMMUSD students have been able to pursue a course of study that allows them to take three calculus classes during their high school years, culminating with multivariable calculus and linear algebra as seniors in calculus! This staggeringly amazing feat, rare for any high school, is a testament to our students and our exceptional SMMUSD faculty. Santa Monica High students first received calc instruction via video-conferencing from Malibu High, but the success of the program created such demand in Santa Monica, teacher Kelly Okla was tapped to teach the class at Samohi. It’s awesome to see our kids graduate and move on to represent SMMUSD at prestigious higher learning institutions like Yale, Harvard, University of Pennsylvania, Middlebury, Brown, Williams, UC Berkeley, UCLA, USC, Stanford and Massachusetts Institute of Technology. There are many great educational features that create this success, and unquestionably, the accelerated math pathway is one. Thus I cannot comprehend why SMMUSD administrators put this valuable program in jeopardy. Love it or hate it, Common Core is here, but it’s not totally inflexible. Local districts may develop plans based on the needs of their students. Some districts, San Jose and San Juan Capistrano for example, are weaving in Common Core while protecting their accelerated programs. The implementation method SMMUSD has chosen, despite vigorous and repeated objections by scores of parents, creates obstacles in the accelerated math pathway, making the calc class onerous to reach. A key component in reaching calc senior year is accumulating all the pre-requisites, which kids start amassing in middle school. They need to reach geometry by eighth grade, but herein lies the rub: middle school geometry is being eliminated! So how will students fit in all the necessary calc requirements? A district administrator states they’ve built in “multiple opportunities for students to accelerate so that all calculus options are attainable by those of our students who love and excel in math.” Here are those potential “opportunities.” Either take geometry the summer before ninth grade or, even worse, take geometry concurrently with algebra 2/trigonometry during their freshman year. And the kicker for the second option: the geometry class would be scheduled before the start of the school day, at 7 a.m. These opportunities are not just dependent on a child’s passion, but on the family’s ability to handle these logistics, as they exist outside the parameters of the normal school schedule. What if a student needs to work over the summer? With the summer geometry option in place that child may be excluded from the ability to attain calculus instruction as a senior. Or a 7 a.m. Geometry class, taken alongside algebra 2/trigonometry? Many families have more than one student enrolled in SMMUSD schools. We have single-parent families, families living many miles away from our schools, it seems highly probable a 7 a.m. class would result in the loss of math students, again not due to a child’s ability or desire but to family circumstances. Plus, can you imagine asking a freshman student to take two accelerated high school math courses together in one year? Factor in the mountain of evidence compiled by the National Sleep Foundation showing the negative impact early school-start times have on kids’ health and studies, and what we have is a 7 a.m. geometry opportunity I’m genuinely amazed any educator would suggest as a preference over the excellent and proven pathway that has been in place. If you have an SMMUSD elementary school child who loves and excels in math, let your administrators know you are concerned about the state of the accelerated math pathway. Parents of math-passionate kids at Lincoln and John Adams middle schools in Santa Monica, find out what’s happening to your eighth grade geometry! If the change to the existing math pathway, traditionally a crown jewel in the SMMUSD curriculum concerns you, reach out to Superintendent Sandra Lyon, Assistant Superintendent for Educational Services Terry Deloria, and to School Board members Ben Allen, Oscar de la Torre, Jose Escarce, Maria Leon-Vazquez, Laurie Lieberman, Ralph Mechur and Nimish Patel.

Let’s just throw out LUCE IN A LETTER TO THE EDITOR OF THE
Daily Press (May 23, page 4) Bob Taylor and Roger Swanson from Ocean Park and the Lincoln Boulevard Task Force, Zina Josephs from Sunset Park and Gloria Garvin from the Pico Neighborhood Association sounded the alarm about a new auto dealership that may be heading to Lincoln Boulevard which is “off-limits” to such dealerships. Auto dealerships are restricted to “Auto Row” which is Santa Monica Boulevard, east of Lincoln in the Mid-City area by the Land Use and Circulation Element (LUCE) adopted by City Council four years ago. The LUCE is at the core of the update to Santa Monica’s general plan that governs development, land use, traffic and growth. Taylor, Swanson, Josephs and Garvin wrote, “The influence machine is out there working its way around City Hall, trying to influence various ex-politician residents in the Ocean Park and Sunset Park neighborhoods.” The quartet singled out City Hall’s busiest lobbyist Kim Karie of The Karie Group. They wrote that Karie “has put out feelers about relocating a new car dealership onto Lincoln south of the freeway.” They reported that a car dealer has already purchased property at 2700 Lincoln Blvd. “It would seem that one would have to have a very high degree of confidence to have already purchased the land knowing it would require a change in the LUCE, when the LUCE is very specific in its stated goal of decreasing auto related services, and that new dealerships are not a permitted use on Lincoln Boulevard south of the I-10.” 2700 Lincoln was purchased by Ron Davis, owner of Santa Monica Ford who would like to relocate his Subaru dealership to the site. If approved, this will set a precedent in direct violation of the LUCE. His team includes land use attorney Chris Harding, a principal in Harding, Larmore, Kutcher and Kozall, LLP and Santa Monicans for Renters’ Rights (SMRR) honcho Judy Abdo, who is also eliciting support for the dealership. Abdo, who never saw a development she didn’t like or a developer she wouldn’t cozy up to, is a member of the SMRR steering committee, board member of the Ocean Park Association and chair of the Santa Monica Pier Corporation. Harding was chairman of the Santa Monica Chamber of Commerce’s Land Use Committee when he (and it) came up with a whole raft of last minute, probusiness/pro-development changes for the LUCE just weeks before it was to be adopted by council. This angered many residents who’d spent years attending workshops and communicating with city planners to craft a policy document that would be fair and workable for all concerned. I’m also troubled by a statement in their letter: “The Task Force also did an extensive survey of residents regarding desired improvements to Lincoln Boulevard. The results were that traffic was the primary con-
cern, followed by the need to reduce auto related businesses.” I’ve been going to my mechanic Juda at European Exclusives since the late 1970s when his shop was one of a half dozen auto repair businesses on Montana Avenue — all of which are long gone along with the halfdozen gas stations. European Exclusive is on Lincoln on a site recently purchased by a landlord/developer who has given tenants notice they may have to move in two years. Two weeks ago, auto mechanic extraordinaire Hari Pal announced that his new landlord gave him a month to vacate his 30-year-old car repair shop at 2633 Pico Blvd. When these sites are developed, they’ll inevitably become cookie-cutter, four- or five-floor apartment buildings. Of course, they’ll have ground floor retail space for yet another Chase bank branch, Subway, Peet’s Coffee and/or real estate office. These mom-and-pop auto repair shops, smog stations and auto parts stores are truly neighborhood serving businesses. Unfortunately, they’re going the way of the drive-in movie, bowling alley, favorite diner and pitch and putt. In a few years, they all will be scarcer than hen’s teeth. Tens of thousands of us will have to take our vehicles out of town to Venice, Torrance or Culver City for oil changes, tune ups and brake jobs because Starbucks doesn’t service cars. City Hall planners don’t want auto repair shops — favoring new, banal, apartment buildings with street level stores, instead. City Hall’s propaganda seems to be working because some residents have apparently bought into this flawed planning with its promises of street utopia. Even more infuriating is the chutzpah demonstrated by developers, lobbyists, land use attorneys and their power-hungry cronies in thinking they can arbitrarily manipulate the LUCE again. What’s next? Throwing out the zoning codes? Build anything they want, wherever they want? Planning commissioners and City Council should “round-file” this as fast as they can. BIG BOO BUS

Last Thursday, 12:35 p.m. I’m waiting at the bus stop at Euclid Street and Montana Avenue with plans to grab a bus and head into Westwood for a movie. Along comes the Number 3 but it’s not slowing down. I jump up and down and wave my arms over my head. It rolls on by. While individual contributions to candidates’ campaigns are capped at $2,600, political action committees that operate independently from the candidates can spend much more. Women Vote!, a national committed whose treasurer Stephanie Schriock lobbies on behalf of pro-choice candidates, has spent more than $158,000 in support of Greuel mostly through mailers. Blue America PAC spent $20,000 in support of Williamson’s run for office. Greuel had $186,000 in hand as of midMay’s filing. State Sen. Ted Lieu (D-Santa Monica) has raised $900,000 but leads the pack in terms of cash on hand. As of mid-May he had more than $452,000 to spend. Lieu loaned himself $55,000 for the election and spent another $5,000. Last week, the State Senate passed a measure authored by Lieu that, with the support of voters, could urge Congress to overturn the U.S. Supreme Court’s Citizens United decision. The ruling allows outside interests to spend millions in support of candidates.

If it passes the State Assembly, Lieu’s measure would place an advisory question on the Nov. 4 General Election ballot, asking voters whether Congress should propose an amendment to the Constitution overturning the supreme court decision. “We need to send a strong message to Congress that corporations and billionaires must not be allowed to decide our elections,” Lieu said. “The voters must have a voice this November.” Matt Miller, a journalist and the KCRW radio host of the political debate show, “Left, Right & Center,” has more than $405,000 of the $759,000 that he’s raised on hand. In April, Miller called on politicians to “reduce the corrupting influence of money in politics and policymaking” by, among other things, incentivizing small-dollar contributions. He urged Congress to make changes that would keep money from defining elections. “It won’t happen if we keep electing politicians who owe their careers to the current system,” Miller said. David Kanuth, a former Los Angeles public defender, has raised $913,000 with $304,000 still on hand. Nearly all of the contributions come from individuals. A Republican, L.A. County Deputy District Attorney Elan Carr, raised $424,000 as of the last filing.

It was conducted between May 21-28 by the USC Dornsife College of Letters, Arts and Sciences and the Los Angeles Times. Kashkari, a former Treasury Department official making his first bid for elected office, had previously trailed Donnelly, a conservative Republican legislator from San Bernardino County. “Given that Brown has no opposition from the left, the battle in the primary is who will win the Republican vote. Right now, it is too close to call but Kashkari appears to have the momentum and edge with key primary voting groups,” said David Kanevsky, research director for the Republican polling firm American Viewpoint, which conducted the survey along with the Democratic polling firm Greenberg Quinlan Rosner. Among likely Republican voters, 32 percent support Kashkari, with 21 percent favoring Donnelly and 17 percent backing Brown. The governor, who is seeking an unprecedented fourth term, has the support of 73

Among likely voters who state no party preference, Brown leads with 54 percent, while Kashkari and Donnelly each have 9 percent. If the general election were held today, the poll shows Brown winning over Donnelly 54 percent to 26 percent and over Kashkari 55 percent to 27 percent. “Whichever candidate advances to the general election, the race should tighten once the GOP nominee solidifies their base,” Kanevsky said. “The challenger needs everyone who voted against Brown in 2010. That won’t be enough to win, but you need to walk before you can run.” Meanwhile, The Sacramento Bee reported that independent spending in California’s statewide and legislative races has reached its highest levels in nearly a decade leading up to Tuesday’s primary. As of midday Saturday, outside spending on those races on Tuesday’s ballot had reached nearly $23 million, including contributions from unions, dentists, oil companies and many other groups. Six legislative races were standouts, including the Sacramento-area race to succeed Senate President Pro Tem Darrell Steinberg. Each race attracted more than $1 million in outside spending.

LAX FROM PAGE 1 The new campaign, “LAX is Happening,” includes several elements that will hopefully keep travelers informed while providing some tips for those who will encounter construction-related problems. “LAX is Happening goes beyond the typical airport ‘pardon our dust’ campaign. While we’ll be informing the public about potential impacts and providing them resources to plan ahead, we’ll also be communicating our vision for LAX and getting the public excited about all that’s happening with our modernization efforts,” said Gina Marie Lindsey, executive director of LAWA in a statement. Amanda Parsons, public relations specialist with LAWA, said some problems like traffic, parking and security lines are largely out of the company’s control but the construction will hopefully improve the overall travel experience. “What we can control is the atmosphere that we try to cultivate once you’re beyond those security points and that’s a large part of what these capital improvements are about,” she said. “Working hard to make these in-terminal experiences a pleasant as possible.” The outreach campaign includes a website, LAXisHappening.com, featuring real-time traffic information, road closures, “insider” traffic tips, video shortcuts, information on upcoming phases of construction and universal icons to help international travelers. Parsons said much of the construction is being planned for off-peak hours and that all projects are being built in phases to limit

LAWA is also releasing monthly updates on the project. According to the June update: The latest impacts to travelers will be the closure of Center Way from Theme Way to East Way, the temporary and intermediate closure of the Upper/Departures Level Roadway, and the relocation of the TSA Screening Area on the south side of the Tom Bradley International Terminal (TBIT), among other ongoing construction projects. Visitors and travelers should look for and follow the comprehensive way-finding signage in place near all construction sites to ensure their safety and to enhance mobility. Passengers and motorists are advised that roadway lane restrictions are in effect on a nightly or continuous (24 hours, seven days a week) basis in the Central Terminal Area: Every night, short portions of Lane 4 (the inner lane) on the Lower/Arrivals Level Roadway will be shut down in front of preselected terminals, two at a time, from May 27 to June 24, from 1 a.m. to 8 a.m., for Ground Penetrating Radar exploration. This non-destructive examination calls for work crews in scissor lifts placed on the Lower Level Roadway to examine the Upper Level Roadway in order to locate reinforcing steel (rebar) within the structure in order to aid roadway reinforcement efforts. There will be two sets of crews, one starting at Terminal 1 and working west, the other starting at
Terminal 4 and working east. Impacts to traffic and passenger flow are expected to be minimal. North Center Way between Theme Way (the street near Parking Structure 2A) and East Way will be closed from 12 a.m. to 11 a.m. Monday through Friday, and from 6 a.m. to 4:30 p.m. Saturday as needed, as part of the Center Way widening effort. This closure is ongoing through Aug. 29. This effort will ultimately result in a three-lane road for part of Center Way North, which will ease traffic congestion for motorists. The northbound portion of East Way, as well as part of one lane of southbound East Way, will be closed from World Way North to World Way South from May 27 to Sept. 5, 12 a.m. to 3 p.m., for roadway improvements related to the Center Way widening project. Sidewalk closures will be in effect at the following locations: Terminal 7’s lower level sidewalk and median will be closed for work on curbside escalators. Pedestrians will be rerouted from June 2 to Aug. 8. The sidewalks along Center Way North will be closed between the Central Utility Plant and East Way, and along East Way for the Center Way Widening effort. There will be periodic and intermittent partial sidewalk closures outside TBIT on the Upper/Departures Level due to work on the exterior canopies as part of the New Face of LAX Project, which aims to unify the exterior appearance of LAX’s nine terminals. Closures are expected to occur from 12 midnight to 9 a.m. and from 4 a.m. to 2:30 p.m. through July 14. Some escalators outside TBIT may also be periodically impacted by this work.

Portions of the sidewalk in and around Terminal 1 and Parking Structure 1 through July 3 and at Terminal 7 and Parking Structure 7 from June 2, 2013 to Aug. 8, 2014 will be temporarily closed during non-peak hours for Americans with Disabilities Act improvements to the sidewalk ramps, sidewalk evenness, crosswalks, and parking structure stalls. Renovations inside terminals are also underway in: Tom Bradley International Terminal (TBIT): The Southside TSA screening area closed for construction of escalators and elevators leading to the upper level of the terminal on May 30. A temporary TSA screening area opened in the rear-center of TBIT’s ticketing area on May 29 to relieve congestion caused by the southside screening area closure. This temporary area will ultimately consist of eight TSA checkpoints and will be used until the final TSA screening area partially opens to the public Fall 2014. Terminal 4: As the Terminal 4 Connector Project — bridging Terminal 4 and TBIT post-security — continues construction on the airfield, it will impact the use of some west-facing gates in Terminal 4. During the interim, passengers are being bussed to remote gates on the west side of the airfield. The Terminal 4 Connector is expected to complete construction in late 2015. Terminal 5: Delta Airlines is continuing its upgrade effort. Passengers will encounter construction barricades and work-related noise on both the arrivals and departures levels. I was a half-generation behind him, and he was one of my heroes.” As an oceanographer, much of his research centered on the atolls and submerged islands of the Hawaiian-Emperor chain, an archipelago extending nearly 4,000 nautical miles into the Pacific. At its northwest reaches, he discovered the “Darwin Point” — a latitude at which, for various reasons, the growth of coral colonies slows and the volcanic islands built upon them start to “drown,” the Los Angeles Times reported. To measure the growth of coral in a vast ocean realm and get a sense of islands rising and sinking, Grigg organized dozens of researchers in airplanes, boats and submersibles. Their study, which took five years, was the first to probe the remote reefs, a col-
laborator, University of Hawaii oceanographer Steve Dollar, told the newspaper. Grigg also explored volcanic activity beneath the waters off Hawaii. In 1971 he and Dollar dived into a sea steaming with molten lava from a volcano. Dodging a layer of scalding water and streams of cascading lava, they came upon a twisting, ropy tangle of exploding volcanic debris. “We decided to collect a couple of samples, take a dozen or so quick pictures and then get the hell out of there,” Grigg wrote in his 2012 book, “In the Beginning: Archipelago, The Origin and Discovery of the Hawaiian Islands.” They were the first divers in history to witness such a spectacle, he said. Data gathered by Grigg and his colleagues helped establish in 2006 the Papahanaumokuakea Marine National Monument, a stretch of ocean and tiny atolls whose total area is larger than that of all the U.S. national parks combined. He was diagnosed with throat cancer in 2003, the Times said.

■ An unnamed 60-year-old Buddhist monk was arrested in Nantou County, Taiwan, in April after a convenience-store manager said he was caught red-handed swiping packets of beef jerky. The messages would be illegal, the Court had ruled, only if they led to a meeting or an offer of sex.
