Police body camera project moves into research phase BY MATTHEW HALL Daily Press Editor

The Santa Monica Police Department has concluded the pilot program for body worn cameras and is now entering a research phase to determine if cameras should become standard equipment for all officers. SMPD began wearing cameras in September of 2016 and the sixmonth pilot program ended on March 11. “During the six months, select uniformed police officers and civilian personnel were equipped with these cameras,” said Lieutenant Saul Rodriguez in a press release. “The pilot offered an opportunity for SMPD to study the technology, to assess its usefulness in the com-

Downtown Community Plan heads to City Council KATE CAGLE Daily Press Staff Writer

Santa Monica’s massive new planning document has cleared a major hurdle and now heads to the City Council. The Planning Commission voted 6 to 1 Wednesday to approve the final draft of the Downtown Community Plan (DCP) with several recommendations that the Council can either keep or nix. “This is astonishing,” Commissioner Richard McKinnon said of the plan. “It’s extensive. It’s deep. I’m not certain any other city in the United States could have done what’s happened here. The outcome doesn’t always satisfy everyone but this is a forward looking document and it’s about managing the change that goes on in a city regardless of

what people want.” The DCP faced criticism from both sides of the development spectrum – slow growth activists complained it would result in a level of unsustainable development while lobbyists for developers fought for taller height allowances, fewer fees and less stringent affordable housing requirements. For the past thirty years, new buildings have been allowed to go up to 84 feet in the downtown area. The new guidelines in the DCP carve area between Ocean Avenue and Lincoln Boulevard and Wilshire Boulevard and Interstate 10 into separate districts. While new apartment complexes near the Expo Line will be able to reach the historic height, new developments

The iconic Santa Monica High School SS Viking is a symbol showing students that summer is here and graduation is near, but 2017 will be the final voyage for the popular tradition. Over 600 students will be attending this year’s Samohi Grad Nite 2017 on June 8. The rite of passage for graduates consists of food, various activities throughout the night and jumping on the SS Viking to an exotic destination, this year being Jamaica. Every year a group of men work together to construct the 28 feet tall and 34-foot long blue and gold ship. Fathers Chuck Kearsley, Chris Emhardt, and Woody Coleman direct much of the boat construction. They have dedicated nearly 20 years of work to provide an unforgettable experience for the graduating seniors. SMC Art Mentor show “Amp 2017” reception The Santa Monica College Pete & Susan Barrett Art Gallery will present "AMP 2017," an exhibition of works by gifted students in the highly selective Santa Monica College Art Mentor Program (AMP). “AMP 2017” will combine two-dimensional works on canvas and paper with mixed media installational sculptures, video and audio works, and performance. The show will be open to the public from Monday, June 12, to Saturday, June 17, with a gallery reception on Saturday, June 10, from 6 p.m. to 8 p.m. The gallery is located at the SMC Performing Arts Center on Santa Monica Boulevard at 11th Street, Santa Monica. The Art Mentor Program is a unique yearlong program for gifted visual art students, selected by SMC Art Department faculty. AMP was created to provide an innovative, experimental, and interdisciplinary environment for students to explore a variety of art forms, professional practices, and critical theory. Emerson College Entrepreneurial Student Chosen For MassChallenge Start-Up Program Lea LeBlanc, an Emerson College 2017 graduate, has been accepted into the 2017 MassChallenge Boston accelerator program. Lea will continue her work on her venture, Wunder, created during the Emerson E3 Program, for which she won first prize at Emerson’s Expo Pitch Competition in April 2017. Lea and her venture were chosen to join the MassChallenge cohort that represents the top 8% of applications from around the world in 12 countries and 16 U.S. states. LeBlanc’s venture, Wunder, is a reusable underwear for women with urinary incontinence, an issue impacting quality of life of women of all ages, but especially the 65+ population. Sales of adult incontinence products are forecasted to increase to $2.7 billion by 2020, but current solutions are unreliable and wasteful. With a multilayered, moisturewicking design, Wunder will absorb up to 20 ounces of liquid while looking and feeling like regular underwear – allowing women to live active lives without disruption. Upon the announcement that she is now a MassChallenge start-up, LeBlanc said “MassChallenge has been my dream since I toured the Boston site last fall with classmates in the Emerson E3 Program. It's an honor to be included in the 2017 cohort, and to have so much support behind Wunder and its mission to improve the day to day experience of woman living with incontinence,” she continued. The E3 Entrepreneurship Program is a minor at Emerson College where students spend a year developing ideas to launch as sustainable ventures. At the end of the year, students compete for cash awards and are scored by a panel of judges. E3 Director and Professor Lu Ann Reeb says, “I couldn’t be more excited for Lea after winning the E3 Expo competition, and now this major accomplishment at MassChallenge. She and her team will now be able to take Wunder to the next phase of development and the marketplace.” LeBlanc, who is from Santa Monica, is among 128 teams chosen from 1,500 pitches to MassChallenge. How are farms and farmers dealing with climate change?

industries hardest hit by the effects of global warming. The non-profit Natural Resources Defense Council (NRDC), a leading environmental advocacy group, reports that warming-related drought and flooding is already behind tens of billions of dollars in American agricultural losses annually. Given this growing threat, more and more farmers are looking to incorporate tools and techniques — let alone switch up what crops they grow — to be prepared for the big environmental changes already underway. According to Washington State University’s Center for Sustaining Agriculture & Natural Resources (CSANR), some of the most promising warmingfriendly farming technologies and practices include conservation tillage (stirring up the soil less), precision agriculture (which employs information technology to monitor crop development, refine soil inputs and optimize growing conditions), improved cropping systems (refining the sequence of which crops follow each other on a given piece of land), and anaerobic digestion of organic wastes (via capturing methane waste and turning it into useable energy). NRDC has been working on sustainable agriculture for decades, and recently launched its Climate Resistant Farms campaign to focus on helping farmers roll with the punches of global warming through implementation of some of these new techniques. The group works directly with farmers to develop and share some of these best practices regarding soil health and water use. “Climate change and extreme weather will likely have detrimental impacts on crop

does the crew and they feel it is time to throw in the towel. It is no secret the boat build is no easy task as it takes three weeks before graduation to setup and one weekend to tear down. The construction of the ship needs roughly 20 volunteers each day of the three-weekend process to make it happen. The process begins with scaffolding, and then the bridge and smoke stacks are added. Then onto the shell, and it is finally sanded, repainted, portholes put in, water waves applied along the bottom and then a real Santa Monica Pier sign is put above the entrance. Kearsley said, “Fathers, Bill Dearn, Dennis Payne, Doug Thomas, Rick Gates, Joe Perches,Murray Harreschou, John Balfus, Paul Ford, Brian Black, Dan Heiderman, Tom Wilkens and Dave Sonderdregger continue to return year after year to construct the boat.” Kearsley said many of the men are in their 60’s so they feel it is time to retire and refer-

production, but farmers can use cover crops and other soil stewardship practices to make their farms more resilient to the climate change impacts already being felt and those likely to come in the years ahead,” reports NRDC. “Such practices can also help to reduce and capture the greenhouse gas emissions that contribute to climate change.” NRDC analyzed the carbon capture and water-holding benefits of soil stewardship methods to increase soil organic matter in the 10 highest-value-producing agricultural states in the U.S. They found that “using cover crops on just half of the acres devoted to the nation's two most ubiquitous crops — corn and soybeans — in those top 10 states could help capture more than 19 million metric tons of carbon each year and help soils retain an additional trillion gallons of water.” But despite the benefits, fewer than seven percent of U.S. farms plant cover crops, while only one percent of total cropland nationally has them. NRDC would like to see the Federal Crop Insurance Program (FCIP) — which is backed by U.S. taxpayers — offer discounts to farmers who implement cover crops “just as safe drivers can get discounts on their car insurance.” “While the program was created to help farmers manage risk, premiums are set using a formula that fails to equip them for the challenges of climate change,” states NRDC. “Instead, the program spurs farmers to make risky production decisions.” NRDC points out that besides saving taxpayer dollars in insurance payouts, expanding climate-friendly agricultural practices helps “ensure a reliable food supply for the nation even in the face of more extreme weather and climate risks.” EarthTalk is produced by RODDY SCHEER & DOUG MOSS and is a registered trademark of the nonprofit Earth Action Network. He has built the boat from the time his children went to Samohi to his youngest grandson who recently graduated. It seems to be the perfect time for the SS Viking and crew to retire. “In the coming years, the area where we build the boat will be under construction and it seems a good time for current parents to come up with other wonderful ideas,” said Kearsley. Parents and staff are saddened to see this be their final voyage. However, Lori Whitesell, Co-chair for Samohi Grad Nite, 2017 said, “The party will continue in the future with a new entrance, as the boat will retire with it’s crew.” Kearsley is eager to see what is in the future for Samohi Grad Nite and said, “In the coming years, the area where we build the boat will be under construction and it seems a good time for current parents to come up with other wonderful ideas.” marina@smdp.com

ON MAY 25, AT ABOUT 10:05 A.M. Officers responded to the 2600 block of Santa Monica Blvd regarding a subject acting suspiciously and possibly trying to burn a building. Officers spoke with the manager of the building. The manager reported seeing what appeared to be burn marks on a wall and various debris (blankets and property) that appeared partially burned. The manager and officers reviewed surveillance video which appears to depict the subject lighting the debris, blanket and personal property then walking away. Later in the day, officers responded to a follow-up additional call from the manager indicating the subject had returned to the location. Officers detained the subject and the manager was able to positively identify the subject. The subject was taken into custody without incident. Sega Vega, 20, homeless was arrested for setting a fire to an inhabited dwelling. Bail was set at $25,000.

Santa Monica College (SMC) has announced that film producer/director Frank Stiefel will be the 2017 commencement speaker. SMC’s 87th commencement ceremony will be held at 6 p.m. Tuesday, June 13 at Corsair Field. For the eighth year in a row, the ceremony will also be webcast live and available on the SMC Alumni Association webpage (alumni.smc.edu). Families and friends from all over the world who are not able to attend graduation will be able to watch the ceremony and see the graduates receive their diplomas. About 675 of the more than 3,750 students who have earned degrees and certificates are expected to take part in the festivities. “We’re honored to have Frank Stiefel address our graduates,” said SMC Superintendent/President Dr. Kathryn E. Jeffery. “Mr. Stiefel is an inspirational individual on many different levels: as an executive who has established a highly successful career in one of the most competitive industries; as an artist whose empathy and vision created powerful and moving documentary films; and – perhaps most significantly – as a longtime member of the Santa Monica College Foundation, giving of his time and resources to support the educational aspirations of Santa Monica College students and to make innovative faculty endeavors a reality.” Stiefel was born in New York City. He is a product of the New York Public School system and attended the evening division of The City College of New York. At the age of 19, he established the New York-based Stiefel & Company Inc. to represent commercial photographers. The company shifted its focus to represent commercial directors in the 1970s. By the 1980s, the company opened an office in Los Angeles and moved into the production of television commercials. During his years as an executive producer, Stiefel served on both the east and west coast boards of the Association of Independent Commercial Producers. He is the only person to be elected twice to serve as the national president. Stiefel is also a two-time past chairman of the AICP Show at the Museum of Modern Art. In 2002, he merged Stiefel & Company with the international production company RadicalMedia. Stiefel continued as executive producer and also produced a number advertising sponsored television programs. Over the years, Stiefel produced short subject documentaries. Several have been honored at the Toronto Film Festival, Edinburgh Film Festival, Berlin Film Festival, Sundance Film Festival, and others. In 2009, he left RadicalMedia to direct a documentary based on his mother’s life. Ingelore was honored by the International Documentary Association and the Museum Of Modern Art. The film also appeared in 30 international film festivals and was acquired by HBO. In 2016, Stiefel completed Heaven Is A Traffic Jam on the 405, a documentary based on the life of artist Mindy Alper. The documentary film premiered at The Broad Stage at the Santa Monica College Performing Arts Center and has gone on to a very successful festival run. In April, Heaven Is A Traffic Jam on the 405 became the only film ever to win both the Audience and Critics prize at the prestigious Full Frame Documentary Festival. Stiefel served on the Santa Monica College Foundation Board from 1998-2016. He was President for six years. Through the Alumni webpage, SMC graduates will also be able to watch videos and read and post comments. Graduates and SMC friends are encouraged to visit and “like” the Alumni Association’s Facebook fan page (facebook.com/SMCAlumni), as well as upload their graduation photos. They can also tag their pictures to Flickr or Twitter with #proudtobesmc to have them published on the Alumni website. After the ceremonies, the SMC Alumni Association will host a reception on the Quad, with free hors d’oeuvres, beverages, and photo booths where pictures will be taken and uploaded to the SMC Alumni website. the reports, they say the report doesn’t accurately reflect what happened,” he said. However, with footage available, disputing the officer’s account became much harder for the defense. White said the only drawback to his office was the physical time it takes to process and review footage. Feedback from officers wearing the cameras was gathered in real time during the trial period but those officers are also completing post-pilot surveys. While active participants might have feedback about the mechanical use of the unit or its value during a specific stop, all officers and members of the public are being encouraged to participate in the post-pilot survey to gather broad reaction to the program. “Some people might not have even noticed we had the program or might not have participated before the pilot but we still want to hear from those people even after the fact,” said Rodriguez. “Whatever they may say is what the researchers from Fullerton want to find out.” SMPD is partnering with California State University (CSU) Fullerton to gather and study data from the program. Rodriguez said CUS Fullerton has expertise in studying the use of cameras by police and working with the educational institution will provide some independent analysis of the program’s effectiveness.

The Commission recommends a few additions to the plan, including an expedited process for housing projects to ease developer’s concerns over other requirements. They also added additional incentives for 100 percent affordable housing projects that included height and density bonuses. “I am so proud of this plan,” Chair Amy Anderson said. “I spend my days thinking about the affordability crisis … I think this DCP does such an amazing job of changing land use patterns in terms of density and mobility options and by doing that creates a lot of access and opportunity.” The Planning Commission narrowly voted to remove a special overlay for three potentially large projects headed to downtown: a remodel of the Miramar Hotel at 1133 Ocean Avenue, a mixed-use hotel designed by Frank Gehry at 101 Santa Monica Boulevard and a City-owned project at 4th Street and Arizona Avenue. Four Commissioners voted to delete language that would have allowed those projects to reach a maximum height of 130 feet with greater floor area ratios. Following the research phase, the department and the City will decide if the program is worth pursuing department wide. “A comprehensive and measured evaluation is underway to assess the Pilot Program’s effectiveness in terms of legislative requirements, the needs of the Police Department, and community expectations,” said the press release. “Following the postpilot surveying effort, all data and information collected will be evaluated to determine the feasibility of permanently implementing the BWC Program.” During the research phase, officers who participated in the pilot can voluntarily choose to continue wearing the cameras and additional officers can who were not part of the study can also voluntarily wear a camera. The costs to date for the Pilot Program for equipment and data storage needs is estimated at about $186,000. The department said it’s difficult establish future costs because the systems are sold as bundles and equipment cost will vary depending on future needs. People realized that was the Miami Beach prototype that we didn’t want for Santa Monica. We wanted something different… we are in a very fragile turning point now where we should really take the time to weigh and look at these projects one at a time.” Before heading to the Council, several other commissions and boards will review the plan, including the Landmarks Commission (June 12), the Housing Commission (June 15), and the Architectural Review Board (June 19). Bike Festival success The Santa Monica Bike Festival was a success as over 800 persons participated in the festival on the McKinley campus. The Festival and the bike ride parade in Santa Monica streets were a success with the presence and participation of Mayor Ted Winterer who rode his bike among participants and had a chance to discuss with community members along the road. Mayor Winterer earlier that day kicked off the festival along with McKinley Principal Dr. Susan Yakich, Santa Monica Spoke Director Cynthia Rose, City Transportation Manager Francie Stefan, SRTS City coordinator Cory Keen, SMC Sustainability Manager Ferris Kawar and McKinley SBC chair Stephan Corbel. Participants and kids were happy and excited about so many fun free activities for them and for the families. In partnership with the McKinley school Sustainability & Beautification Committee (SBC), the City of Santa Monica and the organization SM Spoke, this free event celebrated bikes with different activities for the community of Santa Monica: free bike rodeo and skills course with SM spoke, free bike swap with the Santa Monica College Bike Club, demonstrations, bike companies booths, Bike decoration, innovative bike application companies, helmet decoration, cargo bike demos, free safety check and repair stations, Breeze bike share, games and craft booths. The festival was also an opportunity for participants to enjoy free skateboarding classes, free martial arts demos and anti-bullying classes, free professional face painting, summer camps activities and discover local healthy food and drinks with free samples. The entire day was entertained by the great professional Hollywood DJ Avi, and the organization with generous donations from community businesses programmed several free raffles full of exquisite prizes (bike accessories, cruise bike, spa massage, healthy food, whitening teeth consultations, home delivery alkaline water, summer camp days ,etc.). It is the second time the McKinley Sustainability & Beautification Committee offers, with the City of Santa Monica, such a bike festival to all students from the District and offer the District families and community the bike opportunity to gather together on the McKinley Campus during the weekend. The Sustainability and Beautification Committee (SBC) is a school committee in direct partnership with the school administration and is composed of dedicated parent volunteers and school staff. The SBC team promotes sustainability efforts with the students and organizes activities and events throughout the year (Garden Bed program, Campus Beautification Days, Classroom’s Garden Angel program, Bike It-Walk-It, Wildlife Habitat program, Edible Schoolyard Project, Santa Monica Bike Festival, Trash Free Lunch Program, Tree Planting program, compost & recycling programs, etc.). Parent Volunteers beautify the campus and manage the school garden during week and weekends offering students a perfect learning environment for their own self-development.
