Nine years ago, when Kezia Setiawan moved with her family from Indonesia to Southern California, her parents were hoping to pro-

vide her with a solid education. It appears she’s getting that and then some. The recent St. Monica Catholic High School graduate will go to college on a full scholarship that she earned through her work as a stu-

dent and, yes, golf caddie. Setiawan, who is planning to attend Purdue University in the fall, received the award after going through the Western Golf Association’s Caddie Academy. “My parents decided that America was an opportunity for their children to have a good education, and a fair one,” said Setiawan, who has an older brother and younger sister. “To get this scholarship means that all their hard work has paid off. I’ve relieved some of their stress, their financial burdens, so they can focus on my siblings.” Setiawan and fellow St. Monica alumna Sarahi Ortiz both landed the college scholarships after participating in the Caddie Academy, through which students learn as much about life skills as they do about golf. Many students in the Santa MonicaMalibu school district are eligible to apply for college. But are they ready? The percentage of SMMUSD students who complete college-entrance requirements far outstrips the percentage of students who are considered prepared for higher education and beyond. The discrepancy came to light during the local Board of Education’s recent review of data on a wide variety of metrics as the district attempts to improve on goals it set as part of the Local Control and Accountability

Plan. Statistical benchmarks were determined as part of the accountability plan, which is being implemented as the district shoulders more responsibility in handling state funds. Eighty-two percent of SMMUSD graduates in 2014-15 had completed the A-G requirements, a 10-percent jump from a year earlier, according to district data. The district surpassed its goal of 75 percent for the first time since 2009-10, the earliest year for which figures were made available. But far fewer students were deemed ready for college math and English, according to their tests results on the recently implement-

The academy program is funded by Western Golf Association director Fritz Souder and by proceeds from an annual women’s golf invitational. The money for college comes via the Chick Evans Scholarship program, which is administered by the Evans Scholars Foundation. Named after legendary amateur golfer Charles Evans, the scholarships are funded by foundation members, alumni and tournament proceeds. “The Caddie Academy provides a oncein-a-lifetime opportunity for dedicated young women to be introduced to caddying and the game of golf,” WGA Chairman David Robinson said in a press release. “Each of these participants reflects the four selection criteria of the Evans Scholarship, including a strong caddie record; excellent academics; demonstrated financial need; and outstanding character. We are so honored to provide these hardworking young women with full scholarships to fulfill their dreams.” Setiawan said she knew nothing about golf before joining the Caddie Academy, which she heard about from an administrator at St. Monica during her freshman year. But as she advanced through the program, she ended up playing golf in her junior and

senior years of high school. Setiawan is planning to study psychological science at Purdue, a public university in Indiana that’s about 150 miles south of the Onwentsia Club Golf Course in Illinois where she and Ortiz have spent time caddying. Setiawan said the program taught her about the values of golf, not only as a sport but also as a community-building activity. “It’s something young people know as boring,” she said, “but it brings up your social network and creates this community where everyone helps each other. A lot of businesspeople play golf because they’re able to have the social networking.” Ortiz also knew very little about golf when she started in the Caddie Academy, but soon enough she was learning about yardage, placement and golf etiquette. She said the golfers often served as mentors, teaching them new things along the way. Ortiz, who is interested in becoming a special education teacher, plans to study communication disorders and sciences at the University of Oregon. “This completely changed my world,” she said of the scholarship. “I’m the first person in my home to be going to college, and this really helps my family out a lot. ... This is a stepping stone for kids who don’t have the privileges that other people have. It makes dreams come true.” JEFF@smdp.com

Santa Monica Firefighters asked to assist with Old Fire On June 4, Santa Monica Firefighters answered a request from Los Angeles County Fire Department for Mutual Aid to assist with the battle against the Old Fire. The Fire began at approximately 4:30 p.m., after a day of extremely warm temperatures. Santa Monica Firefighters responded with a team comprised of Firefighters from Santa Monica, Beverley Hills, and Culver City. Santa Monica Fire Department belongs to a Statewide system, that facilitates “Mutual Aid.” Fire Departments offer aid to their neighbors, and in turn have help available to them when emergencies overwhelm their resources. Renters being soaked by landlord lawsuit? A COUPLE OF WEEKS AGO, A GROUP OF

local apartment owners sued the City of Santa Monica’s Rent Control Board alleging that prohibiting them from charging tenants for water use is a violation of the state’s vacancy decontrol laws. The news item was on the front page of the May 28, 2016 Daily Press Weekend edition. The latest flap stems from whether landlords and property owners can charge future, not current, residential tenants for using too much water - or exceeding the mandated guidelines for excessive consumption as defined by state and local regulations designed to curb water shortages during times of drought. Tenants in occupied rent-controlled apartments - especially in older apartment buildings -- often pay gas, electricity, telephone and cable TV directly to utility suppliers. Water service (along with trash pickup) is provided mostly by the City of Santa Monica. In most Santa Monica apartment buildings, whether or not under rent control, the “master water bill” is paid by the building owner. However, in newer rental complexes, where water is metered at each dwelling unit, occupants pay directly to the provider. Costs for water service, sewage and solid waste (trash) pick-ups are paid for by the property owner and that expense is calculated - divided by the total cost and number of units including the landlord’s portion - and is part of the building’s monthly overhead. City Council debated long and hard as to whether fees and penalties for excessive use could be passed on by the ratepayers (landlords/property owners) to their tenants. The Daily Press reported that landlords claim they have requested the ability to negotiate an agreement with new tenants to pay a proportional share of the total water bill, but the Rent Control Board has refused to allow the arrangement. This policy places owners of mostly older, master-metered buildings at a competitive disadvantage with owners of newer buildings and forces them to pay for the water actually used by the tenants without compensation. According to the suit, agreeing to pay a proportional amount of the total bill at the time of a new tenancy is one of the landlord’s rights under the state’s Costa-Hawkins legislation regulating rent control measures. While the amount the tenants would pay will vary per month based on use, the Daily Press states that landlords claim the varying amount does not violate the Rent Control Board’s authority to set rates. In other words, “Landlords contend that it is and the Rent Control Board contends that it is not.” Landlords contend that their court action is necessary due to increasing water rates and the ongoing drought.

Santa Monica’s water rates are scheduled to increase 9 percent over the next two years. Tenants face a 41 percent increase in water rates between 2014 and 2020. The “market rate” increases allowed when a unit is vacated won’t cover the “full cost” of water rate increases implemented after a landlord/tenant lease was signed. The major complaint with the Rent Control Board’s action - and City Council’s support of it - is that tenants are not held responsible for water excessive use and basically get a “skate home free” card while landlords end up picking up the tab for water they’re most likely not over-consuming. This must have been a tough decision for some on the Santa Monica for Renters’ Rights dominated council dais to make. On one hand, they want to assure renter-voters (about three quarters of Santa Monica voters are renters) that they “have their back” and are “saving rent control.” Yet, on the other hand, it must really be a pain for an environmental advocate, former “Green Party” member and sustainability booster like Councilman Kevin McKeown for not providing the financial motivation to reduce tenant water use and further protect the environment. You’ve got to hand it to some of these landlords who’ve become so adept at filing challenges to the city’s rent control policies that it seems like their on SMRR’s payroll. Many of us contend that SMRR has given up supporting renters. The 40 year old political organization is more interested in “staying in power” than protecting renters. Even the old time, die-hard SMRR leaders know that Rent Control is here to stay and under no real threat of being terminated. But, telling nervous renters that “they could be evicted” or “if you don’t vote for our candidates your rents will go up” at election times is easy to do. Most renters aren’t wondering how a vote for a SMRR-endorsed school board candidate is going to protect them from evictions. So, they take their SMRR mailer and check off a list of SMRR-endorsed candidates - even though many of the candidates on the official “mailers” were placed there during back room wheeling and dealing fostered by long time SMRR leaders and without full member ratification who are out to further their own social agenda and promote their own pet projects. The landlords unwittingly play into SMRR’s hands and end up keeping their sworn enemies in power. Renters are given lip service and their leadership’s real loyalties are to the developers, hotel unions and special interests who are bought and paid for by entities that could care less about the wellbeing of the community or its renters. cute and quirky flightless birds of the Southern Hemisphere that are loved by humans and have inspired countless films, books, comic strips and sports teams-are in deep trouble as a result of reckless human activity. The nonprofit International Union for the Conservation of Nature (IUCN), which maintains the “Red List” of at-risk species around the world, considers five of the world’s 18 penguin species “endangered.” IUCN classifies five more penguin species as “vulnerable” and yet another five as “near threatened.” Only three species still exists in healthy enough numbers to qualify for IUCN’s “least concern” classification. Penguins have evolved over millions of years and adapted to big ecosystem and climatic changes along the way, but they face their biggest challenges from threats posed by humans over just the last century. One of the more dire threats to penguins is commercial fishing. “Overfishing and concentrated fishing efforts near penguin colonies for forage species such as Antarctic krill can make it more difficult for penguins to find nourishment…especially when fishing grounds overlap with the foraging grounds of penguins,” reports the Pew Charitable Trusts, a leading nonprofit with a focus on ocean conservation. Meanwhile, predators and non-native invasive species introduced by humans are also taking their toll. According to Pew, several colonies of little penguins in Australia, for example, have been wiped out by nonindigenous dogs and foxes, while the Galápagos penguin has suffered big losses as

a result of pathogen-borne illnesses introduced by non-native species and some natural bird migration. Yet another threat is habitat destruction. “Tourism-related pressures, such as foot traffic and litter, can encroach on penguin colonies and nesting sites,” says Pew. “Oil spills have had severe effects on the health of individual colonies of penguins as well as their foraging habitats.” And climate change-with its resulting melting of vast sheets of sea ice-could well be the greatest threat to already struggling penguin populations. “Ice plays a crucial role in the breeding process for several species of Antarctic penguins and also provides a place for penguins to rest and to avoid predators during long foraging trips,” reports Pew. “The loss of sea ice along the Antarctic Peninsula is contributing to reductions in the abundance of Antarctic krill, a favorite food of several penguin species.” But according to Pew, the situation isn’t completely hopeless. The creation of more marine reserves where penguins can thrive without the stresses of overfishing and other human activity is a big step in the right direction. Pew is also pushing for better fisheries management in order to increase food sources for penguins and other marine wildlife dependent on nutrients further down the food chain, and also for a reduction in the number of introduced predators and invasive species. According to Pew, the penguins’ plight is a portent of larger environmental concerns: “These birds are sentinels for the health of the entire sea. Changes to their populations can indicate trouble for other species that depend on these waters for survival.”

Momentum for parks LIFE CAN BE LIKE QUANTUM PHYSICS

- depending upon how you look at it, it can seem to come in particles or waves. Such is the case with expanding parks and open space in Santa Monica. Sometimes change seems like a particle like the City Council’s recent vote to construct the long-awaited playing field at 4th/Pico - a discrete action leading to a specific result. Other times its more like a probability wave like the City of Santa Monica’s recent procedural victory vs. the Federal Aviation Administration before the Ninth Circuit Court of Appeals - a part of a longer process toward a final destination not yet known. NEW PLAYING FIELD AT 4TH/PICO

On May 24 - in response to significant community organizing - the City Council voted to construct a temporary multi-use sports field near the corner of 4th/Pico by mid-2018, with synthetic turf, fencing, lighting and portable restrooms. Ever since the first Civic Center Specific Plan was approved in 1993, the corner of 4th/Pico was planned to be open space and since 2001, a playing field was specifically planned there. But only with this May 24 decision has a clear path leading to actual construction been taken. The significance of this new field can not be overstated, because of the real difference it will make in young people’s lives - not only do we need more playing fields citywide, but especially in that part of town. A new field across from Samohi will address the concerns of numerous young athletes in our community, who have spoken at City Council meetings about the time and difficulty after school to get to fields elsewhere. Every year that we provide them with more field space, is a year of opportunity in their youth they would not have had otherwise. What about the “temporary” nature of the field? Under the Civic Center Specific Plan,

there remains a long term planning process for the Civic Auditorium and the entire 4th/Pico area. The temporary field is to be in place at least until that process is complete. For the long term, it makes sense to relocate the field a few blocks to the north, as part of capping over the I-10 freeway just north of Samohi - a possibility the City Council voted to explore in conjunction with the School District back in February. When new field space there is built, 4th/Pico should be converted into multi-purpose real grass park that would be synergistic with public uses at a revamped Civic Auditorium; and the corner should provide an open neighborhood-friendly gateway to promote pedestrian flow to/from Ocean Park. (By contrast, the 17-foot high fence legally required around the new field is not how we want 4th/Pico to be for the long term, but is acceptable for now to get the temporary field.) NEW GATEWAY TRIANGLE

A new green space most people don’t know about is the new Gateway Triangle located between Main St., the Colorado Esplanade and Sears. Originally envisioned to be densely planted with shrubs, the space was re-conceived as an open grassy area in response to public input - with the ability to sit, play and people watch as the Esplanade flows by. The Gateway Triangle will be programed/managed by Downtown Santa Monica, Inc. - the City-funded non-profit that helps manage the downtown area. They are open-minded about what direction it will take, making this an interesting public space to watch unfold. FISHER LUMBER SITE BACK IN PLAY

As far back as the mid-1990s, acquisition of the Fisher Lumber site at 14th/Colorado has been seen as an ideal opportunity to

expand Memorial Park and reconfigure the playing fields. In 2004 the City purchased the site for $18.5 million. But with the planning process to expand Memorial Park still years off (because of multiple competing priorities and the elimination of City Redevelopment Agency funds by the state), the site has been used as a staging ground for City grounds crews and landscaping personnel and vehicles. Earlier this year a $1.7 million plan was under consideration to build a small public parking lot there, and to repair leaks in the roof of the existing occupied building, and remodel it to consolidate supervisory staff with their employees. While very understandable given limited space to house City operations, the Recreation and Parks Commission argued this plan would institutionalize a non-open space use of the site for years to come, and the plans were ultimately withdrawn from consideration. The Commission’s efforts point to the important advocacy role City advisory boards and commissions can play. Now just like at 4th/Pico, the choice is how to best utilize City-owned land for an interim period. The surrounding Pico and Mid-Cities neighborhoods are “park-poor” - i.e. they have the least amount of open space per resident in Santa Monica. If we tear down the existing structures at the Fisher Lumber site, we could create a simple neighborhood green park that would serve the community for years, and would not compromise longterm comprehensive planning of the entire 16-acre block. For the longer term, we could also combine the Memorial Park expansion with capping the I-10 freeway for new park space between 11th St. and 14th St., and between 14th St. and 17th St. This would triple the open space in the immediate area, and reunite a part of the city which the construction of the Santa Monica freeway in the

1960s tore in two. AIRPORT TO PARK

Another recent decision with major open space implications was by the Ninth Circuit Court of Appeals on May 16 - allowing the City’s 2013 lawsuit seeking to confirm its ownership and control of the land at Santa Monica Airport (SMO) to proceed upon the merits. If Santa Monica ultimately wins its case - and the Ninth Circuit’s written decision suggests many reasons that it could then this procedural victory could turn out to be a quantum leap towards turning all of SMO into a 160-plus acre great park - something local voters said they wanted in November 2014 in approving Measure LC with 60.5 percent. RESPONSIVE LOCAL GOVERNMENT

At the May 24 City Council meeting where the 4th/Pico field was approved, City Manager Rick Cole established a publicly transparent construction timeline for the new field, with periodic updates at Council meetings. Afterwards long-time sports fields advocate Maryann LaGuardia stressed the importance of this and other recent City actions to gain new open space. “The sports fields community feels like after all these years fighting, we are being heard, and we are encouraged by the commitment of our local government.” The Heisenberg Uncertainty Principle (in quantum physics) teaches us that on the most fundamental levels of reality, how we look at things affects how they appear to us. Just 7 percent of students in the district were considered prepared for college math and 36 percent were assessed as ready for college English in 2014-15, the first year of the new state tests. The district’s rate in math was even lower than the overall state rate (11 percent). The discrepancy puzzled board member Ralph Mechur, among others. “If we have high A-G completion, why are only a small percentage ready for collegelevel math or English?” he said. “Achieving a C level should have you closer to being eligible to take college-level classes.” Terry Deloria, assistant superintendent for educational services, explained that A-G requirements are needed to apply to University of California campuses and many other colleges. On the other hand, she said, the college readiness metrics focus specifically on English and math marks from standardized tests. “There are students who pass math class-

es but don’t get standard [benchmarks] on standardized tests,” she said. Deloria said the district is trying to act on early-warning indicators that a student might be falling behind. Figuring out which students need intensive intervention, which need practice and which need to be pushed beyond the baseline standards, she said, would make it easier to provide the necessary services and assistance. “We have a lot of work to do in that area,” she said. Superintendent Sandra Lyon, who recently announced she’ll be stepping down to become the top administrator of the Palm Springs Unified School District, said SMMUSD is still developing in its collection and application of data. She noted that changes in state processes have made it more difficult to assemble figures that give officials accurate information on student outcomes. Officials also said it can be hard to tell the extent to which a particular program or method is impacting students. “We’ve been in a data vacuum,” Lyon said. “We want to put together a dashboard that looks at these key indicators. ... Young entrepreneurs come together for sustainable summer summit Junior Social Entrepreneurs Summit Santa Monica 2016 begins in June BY JENNIFER MAAS Daily Press Staff Writer

Just like many other teens his age, 15 year old Harvard-Westlake freshman Luca Pistor has a summer job lined up for after the school year ends. But Pistor won’t be lifeguarding or waiting tables. Instead, he will be hosting another installment of the Junior Social Entrepreneurs Summit (JSES), a program he founded in 2012. “I would say the most valuable skill that you can gain from JSES is students can learn to create the changes that need to be made in their community,” Pistor said. “They learn what they need to do to make those changes happen.” Since its inception, Pistor has held multiple JSES camps in both Santa Monica and Berlin. This year’s Santa Monica summer camp - held at the Annenberg Community Beach House - will run from June 20 - 24. The program takes applicants 11 to 17 years old. “Santa Monica is a great location for the camp as the beach is so close and gives us a great environment to work in. There are also so many start ups in Santa Monica that we can learn from.” The setting of the city also lines up with the focus of this year’s camp: sustainability. The camp is committed to “green goals” (like much of the city of Santa Monica), will have a plastic-free campus and students will be taking the new Expo line to the University of Southern California for some programming events at USC’s Lloyd Greif Center for Entrepreneurial Studies (a sponsor of the program since 2014). The camp also has a

strong tie to the university through their mentor, Dr. Elissa Grossman, a USC associate professor in social entrepreneurship. Speakers lined up for this year’s camp include: Ed Begley Jr., actor/eco-activist; Ken Budd, author of “The Voluntourist”; Dianna Cohen, cofounder of Plastic Pollution Coalition; Sebastian Copeland, environmentalist, author of “Arctica, The Vanishing North”; David Dressler, co-founder of Tender Greens; and Dr. Karol Watson, UCLA cardiologist and mentor for JSES’ Teen Heart-health Initiative. Students will be travelling around Santa Monica on field trips to InVenture, Tender Greens and WeWork. Tuition for JSES is $450 including lunches, and scholarships are available to students. So far the camp has 14 students signed up for the summer and has room for a total of 25. Pistor said the next step for JSES is JSES XI’AN 2017, a program being developed by JSES alumnus Jacob Tamkin and JSES ambassador Scott Tamkin who are Mandarin-language students traveling to China this summer. And as for what the young entrepreneur is planning for his own future, he says JSES is taking up most of his focus at the moment. “So far I’m interested in continuing JSES. Officers asked the suspect to leave several time but she refused. The hospital was desirous of prosecution. The suspect was taken into custody. Bail was set at $5,000.
