After all, it’s where the makings of her musical career were established. The Crossroads School alumna will be the featured violinist in the Los Angeles Doctors Symphony Orchestra’s show at 8 p.m. Friday, June 12, at New Roads School. “Whenever I go back to that area, I’m filled with so much gratitude and so much pride,” said Kwuon, who is now splits time between New York City and Cleveland. “I’m really excited.” Kwuon’s engagement comes as the doctors symphony celebrates its 25th season with director Ivan Shulman, who spearheads a musically gifted group of doctors and other medical professionals that

WILSHIRE BLVD The building that formerly housed Callahan's and is now home to a hip diner is up for Landmark designation. The decades old diner closed on New Year's Eve and reopened as Ingo's Tasty Diner, a farm-to-table restaurant, in April. Vienna Pastry remains inside the other half of the building. The landowners, who also own the new restaurant, nominated the Wilshire Boulevard property for City Landmark status, a designation that would make it harder to alter or demolish the building. The Landmark Commission will consider the nomination at its meeting tonight. In order to be considered for Landmark status, a property must meet one of six criteria set forth in Santa Monica's law. The Callahan's property meets two of those six criteria, according to City Hall's historical consultant, who recommends the designation. Built in 1946 by an unknown architect and contractor, the structure includes significant aspects of Streamline Moderne style, which was popular the decade prior. SEE CALLHAN’S PAGE 5

Local woman wins $80,000 from bodybuilding.com This January, Bodybuilding.com kicked off it's fifth annual Transformation Challenge. With the largest prize to date, the $200,000 contest attracted an astonishing 57,327 entrants from all around the world. The male and female winners each took home $80,000 in cold hard cash. I always look forward to reading Erik Huberman's interviews for the Daily Press' "Faces of Silicon Beach" feature. One, because it is informative about the high tech changes going on in our town. And two, because he always asks the young entrepreneurs a question that makes me chuckle: "How are you changing the world?" In the most recent interview (SMDP June 4), the techie answered: "We want to make advertising fun and interactive." Yep. Changing the world, one consumer consuming at a time.

Mr. Cole, I presume? TOMORROW EVENING, CITY COUNCIL
will officially approve the employment contract and welcome new City Manager Rick Cole who replaces Rod Gould. Gould completed five years as City Manager as of January 31 and had announced his retirement last summer. Rick Cole has extensive experience in municipal business and financial affairs and comes to our city with high praise. He most recently served two years as Los Angeles' deputy mayor of budget and innovation and is a former Pasadena, CA mayor and city council member. He was previously the City Manager of both Ventura and Azusa. Cole is a 1978 Occidental College graduate. Cole's salary will be $329,424 and he'll receive the same benefits as other city department heads. Gould resigned after a controversial decision to hire and then fire a public relations manager for the city. Former chair of the North of Montana Neighborhood Association and slow-growth advocate Elizabeth Riel was hired for the new job of “Communications and Public Affairs Officer.” A red-faced Gould revoked the job a few days later. Word had leaked out that Riel's politics made one particular city council person uncomfortable. The Santa Monica Coalition for a Livable City (SMCLC) charged that politics were behind Gould's decision to fire Riel and has suggested that he acted illegally. It seems that Riel had also contributed to a 2006 SMCLC campaign that opposed the re-election of councilwoman Pam O'Connor and she was very unhappy with Riel's appointment, letting Gould know her feelings in no uncertain terms. Riel's contract was abruptly terminated in what is now described as one of City Hall's major political and public relations blunders. Gould has moved on and his new title is Vice President of Management Partners - a firm that does consulting on contract with the city. Cole will have his work cut out for him. He enters City Hall at a time of monumental distrust of and dissatisfaction with government. He will find a city with conflicting goals and deep divisions. The most obvious schism is between slow and pro-growth advocates. He'll be faced with satisfying the needs and desires of mostly longer-term residents who feel that poor planning decisions especially regarding development and traffic management have harmed Santa Monica's livability. At the same time he'll have to work with the generally younger, newer arrivals eager for change who embrace "urban apartment living" and who want more development, bike lanes, walking amenities and mass transit. Cole will also have to make decisions as to how to best improve city services. For thirty years the Planning Department's, traffic management division has pursued halfcocked theory after theory for calming traffic. Traffic jamming street improvements have made driving here increasingly demanding and dangerous. Removing con-
gested traffic lanes for the five percent of street users on bicycles is utter nonsense. City Hall's traffic management philosophy is among the worst in the state by design. Forcing people out of cars by making driving more difficult and unpleasant hasn't worked. Traffic remains bad while traffic engineering's pursuit of rainbows and unicorns lurches from one, stupid, ineffective, street redo to another. Ongoing complaints are ignored by policy makers whose social agenda preempts residents' quality of life. Cole will also have to balance the business -vs- lifestyle aspect of Santa Monica living by making sure tourism and development don't turn this city into “Disneyland by the Sea.” Many viewed Gould as being “too tight” with Chamber of Commerce interests and major developers thus throwing a delicate balance out of kilter and shortchanging residents. Accusations of undue-influence, back room dealing and cronyism seriously marred some residents' interpretation of the Land Use and Circulation Element (LUCE) and related zoning code updating to the point that it and city government have no credibility and that now, most municipal activity is subject to suspicion and mistrust. Welcome aboard, Mr. Cole. The fun is just beginning. ECEC STILL IN THE WRONG PLACE
The controversial Santa Monica Early Childhood Education Center (ECEC) is before City Council tomorrow. Action calls for amending the Civic Center Specific Plan, reviewing designs, and adopting amendments to an expired Memorandum of Understanding with Santa Monica College (SMC) plus execution of a ground lease on Civic Center land with SMC for the ECEC. City taxpayers are being hosed. Council will consider approving a 50year lease of approximately 1.6 acres worth an estimated $20-milllion to SMC for one dollar. The rush to sign this lease without it being made available in advance for public or council review is unprecedented and raises big red flags concerning its terms and transparency. The city is also expected to kick in $5.5-million to help pay ECEC construction costs. In essence, Santa Monica taxpayers are providing land, a new facility and financial support for what is essentially an SMC academic department. This is nothing more than a huge childcare perk for the well-paid employees of Rand Corporation, City Hall and the college who have priority. Families will be charged going rates for services although some financial aid may be available. I'm all for early child care and education but the heart of the Civic Center is the wrong place for this, especially when SMC has a perfect spot for it - on vacant college property at Pico Boulevard and 14th Street adjacent to their campus. This development also removes valuable acreage from cultural and park resources and adds another disparate element that's incompatible with culture and a renovated Civic Auditorium.

His organization, the Nonhuman Rights Project (NhRP), is working “to change the common law status of at least some nonhuman animals from mere 'things' which lack the capacity to possess any legal right, to 'persons' who possess such fundamental rights as bodily integrity and bodily liberty, and those other legal rights to which evolving standards of morality, scientific discovery, and human experience entitle them.” According to NhRP, nonhuman animals are still considered property in the eyes of the law. Even those animals that we know possess feelings, emotions and higher forms of intelligence-great apes, elephants, dolphins, whales-have no more legal standing than a shoe, a table or a car. “These are complex animals who have deep emotions, understand each other's minds, live in complicated societies, transmit culture, use sophisticated communication, solve difficult problems, and even mourn the loss of their loved ones,” reports the group. “Just like humans.” “But they are still considered property, poached and taken from their natural habitat, separated and held against their will, subjected to cruel experimentation, exploited for entertainment, sold on the black market, used, abused and treated like objects for our amusement and financial gain,” says NhRP, adding that such experiences can scar animals for life. “Yet the law affords them no rights, allowing humans to do with them whatever we want.” Wise and company would like to see animals who are confined for use in
research or entertainment have the opportunity to live out their days in a wildlife sanctuary with a hospitable climate where they can enjoy “bodily liberty” to pursue their free will. NhRP is working to first establish a legal precedent that nonhumans can have legal rights in the U.S. judicial system. The organization filed its first cases in New York State in December 2013 representing four individual chimpanzees being used in research labs and for entertainment purposes, and hopes to expand its caseload to other nonhuman species in the near future. In the meantime, NhRP is looking for the help of volunteer lawyers, scientists, mathematicians and predictive analysis professionals interested in lending their expertise to the fight for recognizing the legal rights of nonhumans. “Over the coming years, we will be filing as many cases as we can afford, so contributions are very important, too,” reports the group. “We also need funds to help establish sanctuaries for the animals we're working to free from captivity.” Why should we care that animals have legal rights too? Steven Wise is fond of quoting Abraham Lincoln, who said: “In giving freedom to the slave, we assure freedom to the free.” If we don't want to live in a world where humans are enslaved, why should we tolerate similar treatment of our closest animal relatives and other sentient beings great and small? Whether or not the chimps he is fighting for ever get to a sanctuary, Steven Wise will forever go down in history as the Abraham Lincoln of the non-human rights movement.

The building exemplifies, symbolizes, or manifests elements of the cultural, social, economic, political or architectural history of the city, according to the consultant, the first of City Hall's six criteria. It was built during a time of great growth in Santa Monica, following World War II, when industrial work was booming and a housing shortage was being corrected. “Callahan's location on Wilshire Boulevard, away from the hotels along Ocean Avenue and the tourist attracting pier, indicate that the restaurant most likely served the growing local community as opposed to the weekend travelers and vaca-
tioning out-of-towners,” the report said. “Callahan's Restaurant provided a social space where local families could purchase an affordable meal.” It also hits the fourth criterion by embodying distinguishing architectural characteristics valuable to a study of a period, style, method of construction, or the use of indigenous materials or craftsmanship, or is a unique or rare example of an architectural design, detail or historical type valuable to such a study. “Callahan's Restaurant is a rare intact example of a post-war era diner, embodying the changing attitudes toward family dining as working class families became more prosperous,” the consultant said. Numerous neon signs have adorned the corner building, which is now white and green, including “Grove's Bakery” and, currently, the word “Restaurant.” At least 114 structures have been designated as City Landmarks since landmarking began in 1975. has been around since 1953. The free concert at Moss Theater will also feature children involved with Harmony Project, which provides free instruments and music education to public school students in underserved communities. It’s a program that resonates with Kwuon, who was introduced to the violin as a Los Angeles Unified School District student when she was 6 years old. “I can’t imagine having lived my life without music — and it came by way of exactly that type of exposure,” she said. “You never know where your next inspired performer or composer is going to come from. “I think music gives young kids a focus that inspires creativity and concentration. It’s an outlet and a form where they can watch their own progress and feel like they’re a part of a community. All of those things can lead to so many different great things in life. Regardless of whether you become a professional musician, I think it’s really important.” Kwuon first became fascinated by the violin during in-school sessions with Nora Graham, then a traveling music teacher and a former member of the doctors symphony. As Kwuon remembers it, Graham would cue up recordings of orchestral pieces on a record player in the auditorium and hold up large flashcards with pictures of instruments. “I was so intrigued by the violin sound,” she said. “They found an instrument that was small enough for me, and that was it — I was hooked.” Kwuon later applied to Crossroads after seeing a newspaper article about the school, and she received a scholarship to continue her musical pursuits. For five years her
mother drove her daily from their home in Los Feliz to the campus in Santa Monica. Kwuon then studied music at Indiana University, the Juilliard School and the Cleveland Institute of Music, where she is now a faculty member. But she credits Crossroads for giving her a head start in the demanding discipline. “It was eye-opening being around other young players who were just as focused,” said Kwuon, who graduated from the private school in the late 1980s. “I realized there was so much more to learn. I was so fortunate to be exposed to the training at that age. It was a very rigorous program. One of the most important turning points for me was being at Crossroads.” At the doctors symphony concert Kwuon will deliver a rendition of German composer Max Bruch’s “Scottish Fantasy,” an 1880 piece whose themes are derived from folk melodies and offer examples of cross-cultural art in a pre-YouTube world. “It has a far reach,” Kwuon said. “It’s an opportunity for me to explore those melodies and what that was all about.” Kwuon has performed with the Royal Philharmonic Orchestra and London Symphony Orchestra as well as the Tokyobased NHK Symphony Orchestra and Moscow State Radio Symphony, among others. But she said there’s a common thread in any concert she plays — regardless of the size of the venue or the prestige of the performing body. “There’s that moment where the music comes to life,” she said. “There is always that amazing spontaneity and energy and excitement, which keeps me going. It makes it feel very alive. It’s art in a moment in time — you live it, and then the performance is over.” For more information, visit www.ladso.org.

ON MAY 29, AT APPROXIMATELY 10:15 P.M. Officers responded to assist the Santa Monica College Police Department with a call of a DUI investigation in the 1700 block of Pearl Street. Upon arrival, officers noticed a driver sitting in a car that was parked diagonally across two parking spaces. According to the SMC officer, he responded to a call of a vehicle horn going off when he found a running vehicle and the driver, later identified as Katherine Maier, 63 of San Diego, asleep on the steering wheel. When Maier was asked to exit the vehicle, she had a difficult time balancing herself and the officer smelled a strong alcoholic odor emitted from her breath and person. The subject stated that she had just had one beer while at the beach with a friend and was looking for a safe place to sleep. Upon a closer inspection of the vehicle, numerous empty and open containers of alcohol were found in the car. Maier was booked for driving under the influence of alcohol. Her bail was set at $25,000.
