FAA: Proposed SMO departures will follow existing flight tracks BY DAVID MARK SIMPSON Daily Press Staff Writer
SMO The Federal Aviation Association says westbound departure routes from the Santa Monica Airport will not be changed under its upcoming Metroplex project, avoiding the controversy associated with an experimental route flown in 2010. From December of 2009 to June of the following year, the FAA ran test patterns that routed aircraft over Ocean Park, rather than straight to the ocean — a test that drew thousands for complaints. City officials pointed out last week that, in 2010, when the FAA reverted back to the original departure routes, they said they’d make a decision about the test departure routes during the Metroplex project. The FAA’s draft environmental assessment of its Southern California Metroplex, a regional air transportation plan, was released Wednesday and the agency said the controversial route, utilizing a 250-degree turn, won’t be coming back. “The FAA is not proposing a 250-degree turn right off the runway end,” FAA
spokesperson Ian Gregor told the Daily Press in an e-mail. “The FAA is proposing a departure procedure that would have aircraft fly the runway heading (210 degrees) until they are near the shoreline, and then make a 260degree turn. The proposed procedure follows existing flight tracks.” The FAA is hosting a meeting about the Metroplex project on June 17 at the Main Library, 601 Santa Monica Blvd. “The FAA will have Google Earth maps at the public workshops showing the location of current flight tracks and proposed procedures,” Gregor said. City officials met with the FAA last week and saw some of the draft plans for the Metroplex. “The procedures presented were shown from a very high level perspective and not layered upon a clear map that had recognizable streets or neighborhoods that identified the new flight paths areas,” Airport Manager Stelios Makrides said in a report to council. “The FAA was still in the process of finalizing details of the route and stated that a

Council is the Major Leagues of reviewing development agreements, then the Planning Commission is Triple-A and the Architectural Review Board is Double-A. The ARB tweaks development agreements, or gives recommendations, very early in the development agreement process and after an agreement has been approved by council. With the departure of ARB member Kevin Daly, council is looking to fill a slot that ends next year.
Seven applicants have thrown their hat in the ring. Joseph Marek is a landscape architect who’s lived in Santa Monica since 1994 and filed an application for the board in September. “I hope that the ARB will continue to have a role in guiding the rapid development going on in Santa Monica,” he said in his application. Chui Tsang to speak at SMC commencement June 16 Santa Monica College President Dr. Chui L. Tsang — Superintendent of the Santa Monica Community College District — will be the 2015 SMC commencement speaker. SMC’s 85th commencement ceremony will be held at 6 p.m. Tuesday, June 16 at Corsair Field. For the sixth year in a row, the ceremony will also be webcast live and available on the SMC Alumni Association webpage (alumni.smc.edu). About 3,900 degrees and certificates will be awarded and 700 students are expected to take part in the festivities, which will also feature the awarding of the Santa Monica College Distinguished Alumni Recognition Award to artist Andrew Hem, renowned for his illustrations and murals, and to author and retired Microsoft Corporation executive Nathan Myhrvold. “It is a distinctive privilege for us to have President Tsang address our graduates this year, at the end of his tenure at SMC,” said Executive Vice President Jeff Shimizu. “He has transformed the College with his unique vision of global citizenship, his progressive brand of leadership, and his passion for academic excellence. Thanks to his initiative, SMC is one of the most global campuses in the world, and will offer a Bachelor’s degree in Interaction Design as one of 15 community colleges in a historic state pilot program.” Dr. Tsang began his nine-year tenure as SMC’s Superintendent and President in 2006. He championed a first-of-its-kind initiative called “global citizenship” that taps curriculum, study abroad programs, and extracurricular activities to open the eyes of students to the opportunities and responsibilities of living in a global, interconnected society. SMC faculty and staff
also participate in professional development programs abroad. A strong supporter of student advancement, Dr. Tsang helped recruit and hire more than 100 full-time professors with distinguished academic credentials. He also oversaw the creation of new programs like the Veterans’ Resource Center and Guardian Scholars for foster youth. He championed the formation of an SMC Alumni Association and the President’s Ambassadors. Under Dr. Tsang, SMC launched an interdisciplinary model to capitalize on job opportunities for students in the Information, Communication and Technology (ICT) industry. That model became the foundation for a Los Angelesbased community college, high school, and industry consortium called “LA HI-TECH,” which was recognized by President Barack Obama as part of his TechHire Initiative. Dr. Tsang strengthened relationships with the City of Santa Monica, the Santa Monica-Malibu Unified School District, and other local and regional organizations. Under his leadership, SMC solved its long-standing parking problems through a combination of a public transit initiative and the building of a new satellite parking lot. SMC and its Associated Students partnered with the City of Santa Monica’s Big Blue Bus to create the “Any Line, Any Time” free service for employees and students. Dr. Tsang oversaw the opening of several large-scale facilities, such as the awardwinning Quad on the main campus. Plaza project illustrates Planning Commission’s myopic vision THE PLAZA AT SANTA MONICA PROPOSED
for 4th and 5th streets and Arizona Avenue moved closer to reality June 3 when the Planning Commission voted 4-1 to forward the 12-floor version of the project to City Council for review and recommended that council direct staff to enter negotiations with Metropolitan Pacific Capital on a development agreement. The developer proposes a 12-story project with 195 hotel rooms, 48 affordable apartments, 206,800 square feet of office space, 40,000 square feet of retail space, 12,000 square feet of cultural space, 51,000 square feet of public open space and a four-level subterranean garage with 1,143 parking spots. The distinctive zig-zag design features cantilevered, angled floor plates soaring to 148 feet. While a bold and audacious design, it’s totally out of scale with downtown Santa Monica. Its massive size and shape will dominate the skyline and open doors for similar, if not more massive, developments in the future. Planning commissioners typically ignored most of the Plaza’s bad planning aspects by focusing on the affordable housing opportunities it could provide. Sorry folks, 48 units of affordable housing for families from out of town who want to move here is too high a price to pay for this monstrosity. The Daily Press noted June 5 that Commissioner Amy Anderson opposed too much performance space and said she’d she would prefer a larger housing component. She also praised the design for its ability to preserve access to the sky and facilitate movement. “I really like the design, it’s quite unique, it’s quite thoughtful … I love the open space that it gives us,” she said. “To me it seems the approach to the design is so much about trying to create open spaces, usable open spaces, some private some public, but open space.” Open space 12 floors high? Wonderful, Amy. The top levels of down-
town’s parking garage provide open public space already! Richard McKinnon liked the design, and we agree it’s not the right location for a building of this size and bulk. Hooray for common sense. Added another housing advocate, Commissioner Gerda Newbold: “So, I just agree with my fellow commissioners that I think there needs to be a lot more housing in this project.” Commissioner Carter Rubin wasn’t concerned about the height of the proposed project but noted the uses within the development. “I want to make sure we divorce the height question from the traffic question because they’re not explicitly related, he said. “It’s what you put in the building that might generate traffic and how much parking you provide.” Rubin forgets that bigger, denser or taller usually portends more traffic and it definitely does in this case. Rubin noted that at 148 feet, the Plaza would be about the fifth-tallest building in downtown Santa Monica and that its design effectively mitigates some of the issues people have with height. Really, Carter? That’s why there’s no controversy? Many speakers at the hearing suggested the 2.5-acre property be used for a green park. Rubin responded that revenues generated from the Plaza’s ground lease could be used to acquire land for park space in a high-density area where there is a significant amount of affordable housing. Can’t say these commissioners don’t have a onetrack mind, huh? Maybe the Plaza should go in “an area of high density and where there is a significant amount of affordable housing.” Commission Chair Jason Parry noted the extremes in public opinion for and against the proposed development. “I would hope that there is some sort of space for some middle ground,” he opined. Yeah, there was until City Council gave the developer the go-ahead to plan a 12-floor building last June because it would have 48 affordable apartments instead of 24 in a smaller
84-foot version. Aside from McKinnon, apparently nobody on this Planning Commission realizes that the draft Downtown Specific Plan maximizes structure height at 84 feet so this taller Plaza could require a general plan amendment for the excessive building height. The debate on the Plaza points out some serious Planning Commission problems. Council appoints folks to the Planning Commission primarily because they’re affordable housing zealots. Good planning views are irrelevant and, like most things Santa Monica, social engineering is the whole shebang. Unfortunately, we’re all paying a huge price with a poorly planned urban landscape that contributes to traffic, congestion, pollution, density and an increasingly crowded environment. For the record, the terms of Jason Parry, Jim Ries and Carter Rubin all expire June 30. I doubt that council has the guts, but a wholesale house cleaning is needed and this is a perfect time to begin reducing the commission’s burdensome social agenda by appointing three new people who believe that good planning comes first.
“Juneteenth” will be celebrated by thousands if not millions of African Americans, Native Americans and others nationally and internationally. This day will mark 150 years of emancipation from the horrific, dehumanizing American legal institution of slavery. For that matter, Juneteenth is synonymous with America’s Independence Day, finally freedom. When we take a deeper look into America’s history over the fast approaching 400 years (1619present), it reveals that as a nation we are still searching for true identity. An identity that is allinclusive, not one which continues to alienate itself while the world is becoming even more diverse. An America that continues to hold on to many bad habits from the past will fail to convince the world the (true) sprit and meaning of democracy. Nevertheless, a greater understanding and recognition for Africans in America, their continued struggles, contributions and hope could finally help eliminate the ignorance about a

Beginning with the more than 200 years of operating of the Middle Passage during the Trans-Atlantic Slave Trade to North America, the dehumanization of real people (the 3/5 compromise) and the mental, physical, psychological, spiritual and economic manipulations. It was against the law to teach a black person to read or write, so from an educational point of view, the slave was destined for failure under this system. The country divided the Union and the Confederacy with the question of slavery and economics at the helm. Next, we must realize in order to end slavery, many brave, caring and understanding Whites had to lead the charge for change, including many who lost their lives. The anti-slavery movement helped lay the groundwork for the Underground Railroad. There again, without the help of Whites,

The Underground Railroad was unofficially an important means for early emancipation for African American slaves. During the Civil War, President Abraham Lincoln contemplated the issue to save the Union or abolish Slavery. Hence, Fredrick Douglass later argues that slavery was the true cause of the War and that therefore the Union’s War should be abolition. Douglass campaigned for the recruitment of slaves and free blacks into the Union Army. His two sons were the first volunteers in the all-black regiments formed in Massachusetts. By 1865 there were 300,000 black slaves and black free men in the Union Army. The massive all black regiment in the Union’s Army contributed greatly to the surrender of General Robert E. Lee and the Confederate Army, in April 1865. The all-black

In Lieu We Entrust and seizure is one of the great ideals that this county was founded upon. It is also an issue that has garnered a great deal of attention since 2013, when former National Security Agency (NSA) analyst Edward Snowden revealed the extent to which ordinary Americans are being spied upon by their own government. On May 31, provisions of the USA Patriot Act expired, that has been used to justify some of the most egregious abuses of our civil liberties. Despite a late-night Senate session, lawmakers failed to pass a bill that would have kept the NSA’s controversial bulk data collection programs running specifically controversial Section 215, which had been interpreted to give federal authorities vast surveillance powers to vacuum up the call records of millions of innocent Americans.
Not only was Lieu’s appearance on MSNBC forceful, it was quite remarkable for a freshman Congress member to get such a national profile, on such a key issue on such a historic day. What was the backstory? According to Jack d’Annibale, Lieu’s Senior Advisor/Director of Communications, “Congressman Lieu’s staff worked hard to let producers at MSNBC know about his leadership voice on the issue of privacy. The Congressman was honored to join Chris Hayes on his program to talk about the crucial issue of protecting Americans’ Constitutional rights.” For those of us accustomed to our former Rep. Henry Waxman having that kind of high profile on behalf of progressive issues and our district, this was very good news. Waxman served 40 years and built his profile over time. Who knew that it would so happen so soon for Lieu? The good news was not only that Lieu’s staff - and the stance Lieu took on the issue - got him airtime. Rather, it was that his performance there means he’ll likely be invited back. In a follow up interview I did for this column, Lieu also cited problems with Section 702 of the FISA Amendments Act, which was initially written to allow the government to collect the communications of foreigners, but in practice, has led to a large quantity of American communications being scooped up with them. Once these communications not the metadata, but the actual content are collected, the government searches through them for Americans’ content, but without a warrant. In response, Lieu successfully co-sponsored an amendment on June 11 to the defense appropriations bill that would prevent funds from being used to query this data for U.S. Citizens without a warrant. The amendment also would prohibit the use of appropriated funds by the NSA or CIA to require or request that United States persons and entities build security vulnerabilities “backdoors” into their products or services in order to facilitate government surveillance. Such security weaknesses can also be exploited by hackers and foreign governments, and they under consumer trust in American tech products.
REINING IN THE NSA
On June 1, the House of Representatives voted to authorize the USA Freedom Act, which continued/restored most aspects of the Patriot Act, but let the bulk collection under Section 215 die. That evening Ted Lieu, our U.S. Congressional representative from the 33rd District, appeared on MSNBC’s All In with Chris Hayes to speak about the issue. (http://www.nbcnews.com/id/57447521/ns/ msnbc-all_in_with_chris_hayes/t/all-chrishayes-monday-june-st) Lieu had been calling for the expiration of Section 215 for some time (https://lieu.house.gov/media-center/pressreleases/congressman-lieu-statement-federal-court-striking-down-nsa-collection). But he voted against the Freedom Act, because he didn’t think it went far enough to curb abuse. “The USA Freedom Act clearly is better than the existing Patriot Act....[but] it`s still a little too broad the way it’s written” said Lieu, whose first 2014 campaign TV ad focused on the NSA, concluding with “Strong National Security: Yes. Spying on Americans: No.” (https://www.youtube.com/watch?v=aWl2 mLtRxUY). “My constituents in Southern California sent me here to fight for their privacy and Fourth Amendment rights ... I voted no because I thought the limits don’t go far enough....” Lieu voiced concern about the role of private sector telephone companies holding onto to these records under the Freedom Act, stating, “I don’t believe private sector companies should be an arm of law enforcement.” He also expressed concerns about the Foreign Intelligence Surveillance (FISA) Courts, which are charged with approving government warrants - which he said “are essentially rubber stamp courts that have done everything the NSA asked.” “I think we should start from the bottom up and scrap the entire Patriot Act and rebuild something that protects liberty and security. But if that’s the only thing Congress can pass, it will be a step in the right direction. At the end of the day, it’s pretty simple, just follow the damn Constitution. That’s all we’re asking our federal agencies to do. And if they don’t, then it’s corrosive to our democracy.”
TRADE POLICY
Lieu also listed his concerns to me about proposed secretive Trans-Pacific Partnership (TPP) 12-nation trade agreement, which has been kept from the American public, while large corporations have been at the TPP negotiating table for years. On July 12, Lieu was one of over two hundred House members who cast historic ‘no’ votes that at least for now, prevent President Obama from receiving Trade Promotion Authority (TPA) to negotiate the TPP. Also known as ‘Fast Track’ authority, TPA would prevent the Congress from amending the TPP, and instead would only allow for a single up/down vote on it, once presented to them by the President. Lieu’s concerns went beyond transparency, to concerns about the TPP’s lack of a currency provision, which he argued “means all enforcement mechanisms are ineffective, because countries can engage in mass cheatSEE LIEU PAGE 9

regiment was instrumental in the ending of the Civil War. They helped to save the Union and contribute to the abolition of African Americans in slavery. Acting under his wartime powers, President Abraham Lincoln declared free only those slaves in rebel-held territory. However, President Lincoln calls the Emancipation Proclamation of January 1, 1863 the “central act” of his administration and the “greatest event of the 19th Century”. Few were actually freed by this act; the majority were emancipated with the Thirteenth Amendment, passed January, 1865. Union Army Major General Gordon Granger along with 2,000 Union Army Troops arrived on the island of Galveston, Texas on June 19, 1865. Granger announced that the Civil War had ended and that all slaves were free. In addition, Grander read General Order No. 3. This document enforced President Lincoln’s Emancipation Proclamation, emancipating the remaining 250,000 slaves in Texas and bordering states. The emancipation proclamation that had gone into affect two and one-half years earlier. Immediately following the announcement slaves threw off their shackles, danced, sang and prayed, all joining in a chorus of freedom. A newly restored nation pledged to live up to its most noble goals of liberty and justice for all. We must continue to work together to ensure that all citizens will be treated fairly and equally. Only then can we say that we have fulfilled the promise that was made on June 19, 1865 (Juneteenth). “It’s our holiday, blacks have been celebrating the Fourth of July, but we were slaves when the United States got independence. We were still in the fields and in shackles and still considered chattel and were not independent,” once remarked Texas State Representative Al Edwards who proposed making Juneteenth a state holiday. clearer map with longitude and latitude coordinates will be made available for the public during the public workshops.” When planes take off to the west, they’ll have to hold for clearance from the SMO tower, which will be coordinating with the Los Angeles Airport north runways. “When cleared, aircraft fly straight off the runway heading to the west and begin their turns at the shoreline,” Makrides said. “According to the FAA the new proposed procedures require that aircraft meet the operational standard criteria of a three mile separation in order to allow for independent departures between LAX and SMO, which decouples the two airports.” The process is meant to reduce idling and fuel consumption by aircraft waiting for clearance, he said. “The location of the turn to the northwest has not been clearly ascertained at this time,” Makrides said. “However, staff believes that the turn will occur between Lincoln Blvd. and the shoreline based on preliminary plots due to the fact that the

the state legislature debated the measure. Since 1980, Juneteenth has been a holiday for Texas State workers. With Texas roots, the holiday has spread across the county and is celebrated in over 225 cities. I have lived in Santa Monica for the past 58 years. I have served on two City of Santa Monica Commissions for 20 years. My family and I brought the spirit of Juneteenth to Santa Monica. In 1992 I founded the Juneteenth Celebration Committee Celebration Inc. (JCCI), a non-profit organization based in Santa Monica. The JCCI presents an Annual Juneteenth Celebration in the Virginia Avenue Park. It promotes the African diaspora, cultural awareness, build coalitions and recognize the underrepresented students with scholarships. Over the past twenty-three years, there are many memories I have from our celebrations with the people of Santa Monica and surrounding areas. All the wonderful people who have helped make this holiday a success, have given me strength to continue this labor of love. The volunteers, vendors, artists, grounds people, law enforcement, staff and many others have contributed to this event. MY family and friends have also contributed greatly. However, the most impressive and heartwarming gesture came when the City and the City Council proclaimed the third week of June as “Juneteenth Week”. So, January 1st and June 19th each year we recognize the end of one era and the beginning of another, the Emancipation Proclamation and the Juneteenth Celebration. With that, we have the opportunity to be as the ole Negro Spiritual says, “Free at last, free at last, and thank God Almighty we’re free at last.” The 23rd Anniversary of Juneteenth in Santa Monica will be celebrated at the Virginia Avenue Park, 11 a.m. - 4 p.m. LA VERNE ROSS is the Founder, CEO and President of the Juneteenth Celebration Committee. Departures to the east will change. “The current departure to the east (during Santa Ana wind conditions) requires aircraft to make a turn by the 405 freeway to head northwest,” Makrides said. “The new proposed procedure will not require this turn, but rather direct aircraft to the east, the reverse of the path for arrivals from the east.” A new arrival pattern from the west used when the Santa Ana winds render landing dangerous from the east - would eliminate the current turn over Sunset Park and Ocean Park neighborhoods. “City staff has requested a meeting with the FAA to get a more detailed description and clarification on the plot of the proposed flight path,” Makrides said. “The City will continue to reiterate Santa Monica’s opposition to any modifications that would change headings on takeoff from the current heading, by which aircraft fly directly to the coast, rather than over Santa Monica’s hills and residences.” DAVE@smdp.com

Edythe Broad Stage - better known as “The Broad” - opened at the SMC Performing Arts Center, quickly establishing itself as one of LA’s iconic venues. Legendary artists such as Mikhail Baryshnikov, Joshua Bell and Helen Hunt have graced the Broad Stage, now one of the largest educational outreach providers in the county. Under Dr. Tsang, SMC’s public radio station KCRW 89.9 FM expanded not only its web presence around the world, but also acquired a Santa Barbara station to expand its broadcasting footprint. A former community college student himself, Dr. Tsang earned a BA in Linguistics from UC Berkeley, and went on to earn his Doctorate in Linguistics from Stanford University. Through the Alumni webpage, SMC graduates will be able to watch videos and read and post comments. ing by manipulating their currency.” He also cited experience with other trade agreements, that had the effect of “hollowing out the middle class and leading to greater wage inequality by shipping jobs overseas and hurting the American worker.” But perhaps most insidiously he cited the TPP’s “Investor-State Dispute Settlement,” or ISDS provision, that would allow foreign companies to challenge U.S. Laws - and to potentially pick up huge payouts from taxpayers -without ever stepping foot in a U.S. court. The ISDS would allow foreign companies to challenge any U.S. Law that protects public health, safety, the environment or workers, by arguing it unreasonably limited their profits - from say Santa Monica’s Sustainability Rights of Nature ordinance (http://www.smgov.net/departments/coun cil/agendas/2013/20130312/s2013031207C-1.htm), to water rationing on farm land owned by foreign investors here in drought-stricken California. If a company wins, the ruling can’t be challenged in U.S. courts, and secret arbitration panels can require American taxpayers to cough up millions- even billions - of dollars in damages - which would then also have a chilling effect on passing such future legislation. REPRESENTING THE DISTRICT
With Santa Monica and the Westside’s overall liberal leanings, we’ve become used to especially strong progressive voices representing us over the years, both in Congress and the state legislature. Before Waxman surprised many by unexpectedly announcing in January 2014 that he would not seek another term, most Santa Monicans only knew Lieu as the State
Senator from the neighboring South Bay district (including Venice), who had been an early and strong voice supporting closure of Santa Monica airport (SMO) for environmental and safety reasons. But while we got a sense of Lieu on national issues as a candidate within a crowded filed of 16 to replace Waxman, it remained to be seen whether he would approach Waxman’s leadership role if elected. Early indications suggest that not only is Lieu in sync with the district on policy, but that he could develop into a nationally recognized voice over time. And what about SMO? “I congratulate Santa Monica residents rejecting corporatesponsored Measure D in the November 2014 elections,” which would have handicapped the City’s efforts to close part or all of SMO. Lieu is also working together with Rep. Karen Bass from the neighboring district to facilitate a meeting with Santa Monica officials — including Mayor Kevin McKeown — and the FAA. “The Federal Aviation Administration (FAA) needs to pay attention what the voters of Santa Monica are saying, as well as to the multiple studies showing the negative health effects of having an airport so close to homes.” More than in most communities, Santa Monicans are used to direct democracy through initiative and referenda, as well as easy access to our municipal elected officials, who we informally see and talk with frequently at community events, the corner market, and by phone and email. But on the Congressional level, because of the absurdly large and populous nature of Congressional districts, and with the Representative working primarily in Washington, D.C., the logistics by definition make that process unavoidably more remote, despite the best intent, giving even more meaning to ‘serving in the public trust.’ Thus far, it seems Representative Lieu is taking that trust to heart.

■ Apartment buyers in ridiculously expensive Hong Kong are now eagerly paying up to the equivalent of $500,000 (U.S.) for units not much bigger than a U.S. parking space (and typically physically selfmeasured by the applicant’s wingspan). An agent told The Wall Street Journal in June that, for example, standard furniture does not fit the units and that having guests over requires sitting on the window sill. .ON JUNE 5 AT APPROXIMATELY 11:50 P.M. Officers were dispatched to Lago restaurant in the 200 block of Arizona regarding a subject who left without paying. The subject, described as a tall, slender male wearing a grey hoodie, was being followed down the street by employees of the restaurant when officers approached. When officers made contact with the subject, later identified as Benjamin Bayer, 35, of Santa Monica, they noticed that he was swaying, could not keep his balance and spoke slowly. At this point, Bayer was placed under arrest for public intoxication. When the two witnesses that had followed Bayer were interviewed, they told officers that Bayer did not pay for his dinner bill and became confrontational when they approached him as he walked out of the establishment. As the investigation continued, it was discovered that Bayer was accompanied by a female and they both had been sitting together eating and drinking on the patio, when she stated that they could not pay the bill and they both walked out of the restaurant. He was booked and served with a $500 citation.

A Santa Monica resident since 1999, Bourlier hopes “to contribute my experience in building materials, sustainability, architecture and urban environments to the thoughtful development of Santa Monica’s vital natural, cultural and built character,” she said in her application. Joshua Hadley Rosen, another landscape architect who applied for the board in September, has lived in Santa Monica for years. “My goal is to utilize a perspective and experience grounded in landscape architecture to preserve and enhance the unique beauty and vibrancy of Santa Monica,” he said. Jodi Summers, a real estate broker who also serves as a member of the Civic Working Group and the Action Apartment Association, filed her application on Halloween and hopes “to keep Santa Monica one of the most architecturally dynamic and aesthetically pleasing cities in the country.” Patrick Robert Moore, a design-oriented principal of an architecture firm, filed for the board in April. “My general goal is to provide high quality feedback based on my unique perspective

Talks with Noguera arise as district officials attempt to narrow the stark gulfs in performance and behavior that exist between African-American and Hispanic students and their peers. Noguera’s efforts will be part of a broad assortment of district programs aiming to improve academic outcomes and race relations. District officials ultimately hope Noguera will help them determine what they can be doing better to support African-American and Latino students. “He has experience that nobody here has,” board member Jose Escarce said. “Our goal is to draw on his expertise in a way that is helpful to us. ... I want to set up a mechanism where he can interact with the community. He might be the one who knows how to do that in a way that’s helpful to him so he can understand the different points of view.” Noguera was recently appointed to join

News of the district’s forthcoming work with Noguera was met with a mixture of optimism and frustration. Some were encouraged by the district’s plans to tackle racial problems, while others said they feel it’s a systemic issue that one scholar can’t solve on his own.
