Santa Monica is about to shell out $45 million toward tackling its biggest threat to long-term fiscal sustainability: its long-term unfunded pension obligations for staff members under CalPERS. The money will add up to about an 11 percent decrease in the City’s unfunded liability, according to estimates from PERS cited by the City. The City Council approved the decision Tuesday to pay down a

The 41st Annual Festival of the Chariots is slowly approaching and is looking for volunteers and donations to help with the Aug. 6 event that brings three huge carts through the streets of Santa Monica and down the Venice boardwalk. The Festival of the Chariots can be referred to as Ratha Yatra, which began 5,000 years ago in India. The annual parade celebrates the arts, culture, food and spirituality of India with a huge colorful chariot parade, along with live entertainment. The tradition was brought to the West in 1967 and is celebrated in many of the major cities of the world, such as London, Delhi, New York and Santa Monica. “It is a re-enactment of a huge annual

Detectives have discovered more evidence in a bizarre shooting after they found a Santa Monica man with a gunshot wound to his face outside JP’s Sports Bar and Grill near 11th and Wilshire Blvd early Monday, June 12. Police now believe the gunshot victim shot himself at his home a few blocks away on the 1300 block of 9th Street in the Mid-City neighborhood. The victim has been identified as Jayson Albertorio, a wanted fugitive from New York. Police say Albertorio had a warrant for an armed robbery parole violation. Albertorio has been released from the hospital and will be extradited to New York on the fugitive warrant. Meanwhile, detectives are still investigating the shooting incident in Santa Monica.

A recent decision by CalPERS to lower the anticipated rate of return on its investment portfolio is expected to increase the burden on cities across California. A friend of the victim who lives in New York called NYPD shortly before 6 a.m. Monday to report his friend had been shot in Santa Monica and the victim was outside the JP’s Bar. When local police got to JP’s, the victim was waiting outside the bar, which had been closed for hours. Police believe the shooting may have happened around 3 a.m. Lt. Saul Rodriguez said the SMPD forensics team found no evidence that the shooting happened inside or outside the bar. Despite the proximity of the wound to the victim’s mouth, Lt. Rodriguez said it was considered a “minor gunshot wound” and the victim was listed in fair condition at the hospital. parade attended by over one million pilgrims in Jagannatha Puri, India,” said one of the organizers of the event, Janice Gunn. The International Society for Krishna Consciousness (ISKCON) is the host of this festival, and they are looking for donations and volunteers to help with this extravagant celebration. “The Festival of the Chariots is a procession of three forty foot colorful, authentic chariots, decorated with brilliant canopies, banners, and flowers,” said Gunn. ISKCON is the launch pad for the Festival of the Chariots. Many people dedicate their time year round for this event, getting city permits, painting exhibits, and decorating new chariots. Devotees create and finalize the stages, from dance performance, electric and sound equipment preparations, and finalize the decoration of the floats. “This event is one where we can always use volunteers and donations,” said Gunn. “This event cost nearly $100,000 so anything is greatly appreciated.” At the event, there will be three chariots, one for each of the three deities, Lord Jagannatha, Lord Balarama, and Lady Subhadra. The canopied chariots are decorated with flowers and balloons and are pulled with long, thick ropes by hundreds of people who dance while chanting sacred

contributions into the plan to make sure that it is funded over time,” said the City’s finance director Gigi Decavalles-Hughes. The City estimates the $45 million pay down will save the City about $3.8 million a year. “Santa Monica is one of the early adapters of a best practice where we make accelerated pay downs of our liability, similar to paying down a mortgage,” DecavallesHughes told the City Council Tuesday. “Since 2010, we’ve paid down over $31 million and this has resulted in savings of over $2.5 million in our contributions each year. Aside from paying our debts and lowering annual costs, were able to invest funds in the PERS portfolio which yields a higher return than the City’s portfolio.” The majority of the money, approximately $35 million, will come from General Fund reserves. The City will also use $8.6 million

mantras. Gunn explains anyone and everyone is welcomed to the festival, and if people want to volunteer the day of, we would really appreciate it as there is so much to do all day. The festival is considered to be the largest religious festival event in Southern California, and typically attracts an estimated 40,000 festival participants. This has not been in problem in the past as every year they will serve free feasts for 20,000. “This year will be a bit different because there will be a twelve piece marching band at the beginning of the parade,” said Janice Gunn. “We had them with us last year and it was a big hit. Also we have a guest in town named Parivddha Prabhu, who has performed dozens of playhouse musicals, and he is currently directing a wonderful musical performance on one of our stages.” The parade will finish at their festival site which offers about 50,000 people a chance to take a good look at Indian art and culture, taste Indian cuisines, and get spiritual books to take home. The event begins at Santa Monica Civic Auditorium. Chariots receive final touches before 8 a.m. Parade commences from the Auditorium at 10 a.m., while the chariots arrive at noon at the festival site, (1530 Oceanfront Walk). from other operating funds’ reserves to make the payment. CalPERS’ decision to lower its rate of return assumption accounts for $13 million of Santa Monica’s $19 million budget shortfall in fiscal year 2021. Pension costs make up approximately seven percent of the City’s overall budget and 10 percent of the operating budget. Santa Monica City employees who work more than 1,000 hours per year receive pension benefits after five years of service. Employees contribute up to 30 percent of the total payment each year and do not participate in Social Security, meaning CalPERS is often their only source of retirement income. Santa Monica established a second-tier retirement in 2012 so that new civilian employees accrue pension credits under a reduced formula and contribute seven percent of their income towards retirement, according to City Manager Rick Cole. kate@smdp.com

TODAY’S BIRTHDAY (June 19)

By PETER GALLAGHER

Strange Brew

By JOHN DEERING

There is little more satisfying than being able to fill in the void where you had a lack of skill. The satisfaction will not come immediately. In fact, it will be preceded by confusion and frustration. But keep at it and you will soon be good at what you need to be good at. There’s a windfall in July. In February, love rains down. Virgo and Libra adore you. Your lucky numbers are: 10, 6, 16, 37 and 18.

ARIES (March 21-April 19)

LIBRA (Sept. 23-Oct. 23)

Separate what is said from who is saying it. This is how you make sure to clear your own prejudice from the information. Context is important to meaning, but the most integral information will stand up to several contexts.

You’ve a way of encouraging your loved ones that is absolutely unbeatable. There will be no substitute for your presence. It will be extremely important that you show up in person if even remotely possible.

TAURUS (April 20-May 20)

SCORPIO (Oct. 24-Nov. 21)

Your personal rules for yourself warrant examination. You’re different now. You need other things, and what you face in the future will be a completely new challenge. Time for new rules.

You tend to feel deeper into the situation than others will, and that is your strength. Sure, it means you can hurt more. But it also gives you greater motivation to make things right through work, love and creativity.

Agnes

By TONY COCHRAN

GEMINI (May 21-June 21) The higher-maintenance a person is the less free he or she is. Knowing how to live with less gives a person power. To let go of needing this or that — it’s the way to a lighter, brighter spirit.

SAGITTARIUS (Nov. 22-Dec. 21)

CANCER (June 22-July 22)

CAPRICORN (Dec. 22-Jan. 19)

You’re not lost, yet you’re experiencing a drifting feeling, as though your raft, gently tugged by the waves, is suddenly slightly farther from the shore than is comfortable. Time to paddle home.

Questions get us through. Good questions make the day better. Ask, “How can I bring a little more (love, levity, clarity...) to the situation?” It is also lucky for you now to ask the kinds of questions for which there are no answers.

You’re not above using sneaky ways to get people to do what you want them to do, especially because what you want them to do is better for them and for everyone else involved, too.

Dogs of C-Kennel

By MICK & MASON MASTROIANNI & JOHNNY HART

LEO (July 23-Aug. 22) The unmanageable parts of life won’t be the difficult ones; rather, it’s the lovely ones in need of prioritizing that will require your most critical faculties and diligent efforts.

AQUARIUS (Jan. 20-Feb. 18) Be careful how you help people. There will be a natural tendency to rush in and give what you have, but that’s not always best. Let people show you what they need first.

VIRGO (Aug. 23-Sept. 22) Among the saddest words are “if only.” An opposite grouping isn’t so easy to land on, but it’s something along the lines of “I accept.” It’s more resigned than happy, yet “I accept” will bring you today’s peace, if not joy.

PISCES (Feb. 19-March 20) Science and art are not opposites as suggested by some dictionaries. You’ll meld the two in today’s endeavor, finding a beautiful arrangement of facts and a reasonable order to fantasy.

Zack Hill

By JOHN DEERING & JOHN NEWCOMBE

Armored Moon In civilized society, it would seem that most days don’t require much courage, but this is a falsity believed by those who’ve become too comfortable. The status quo is flawed. Fear keeps it this way. What would you do if you were terribly brave? The moon dons a warrior’s armor in Aries, reminding us that courage is just fear suited up.

Best Medicine ■ A doctor is asked to give a speech at his local medical society’s annual dinner. On the morning of the event, he jots down some notes. That night, standing at the lectern, he pulls out his notes and realizes, to his chagrin, that he can’t read his own writing. ■ And so he begins his talk with a question: “Is there a pharmacist in the house?”
