The race for seats on the Santa Monica-Malibu school district’s Board of Education just got a little more interesting. Longtime board member Jose Escarce will not seek re-election to the district’s governing body, telling the Daily Press via email that he will not run to keep his seat in November. News of the future vacancy comes at a critical juncture for the district, which is currently searching for a new superintendent as it faces a protracted legal battle over chemical cleanup at Malibu schools and looks into the possible creation of a separate Malibu district, among other weighty issues. “Serving on the school board

To most, the words “Girl Scout” evoke images of cookies galore or memories of a group they participated in briefly during their younger years. But for Madison Seifer, Natalie Gold, Lana Biren and Zoe Parcells, the mention of “Girl Scouts” will always carry more meaning. Each of these four Girl Scouts received the Gold Award at the Girl Scouts of Greater Los Angeles’s (GSGLA) annual Gold Award Ceremony on June 4. Established in 1916, the Gold Award is considered Girl Scouting’s highest honor. Nationwide, only about six percent of all Girl Scouts ever earn this award, and those who do receive

“Celebrate America” “Celebrate America” - Santa Monica College’s star-spangled salute to the nation’s independence - will be held on June 25. The celebration will feature a fireworks show. Live music includes the Chris Mulkey Band and their country rock sounds, with Eddie Jauregui as Master of Ceremonies. Held on Corsair Field, this year’s festivities will include a food drive sponsored by the Associated Students of Santa Monica College in partnership with Westside Food Bank to help students in need. Guests are encouraged to donate unopened, nonperishable food items to one of the multiple drop-off locations. Also new this year will be the Welcome Lounge, where guests can meet SMC’s new Superintendent Dr. Kathryn E. Jeffery and enjoy light refreshments. Celebrate America festivities will also

feature community service booths, food trucks, and food booths operated by Coffee Bean & Tea Leaf, the SMC Veterans’ Center, Big King, and Kettle Corn and Stuff. HHS awards $24,127,657 Health and Human Services (HHS) Secretary Sylvia M. Burwell has announced $24,127,657 in funding to support 65 health centers in California, including one in Venice. The funding will increase access to integrated oral health care services and improve oral health outcomes for Health Center Program patients. Nationwide, today’s announcement includes nearly $156 million in funding to support 420 health centers in 47 states, the District of Columbia and Puerto Rico. This funding enables health centers to expand integrated oral health care services and increase the number of patients served. The Venice Family Clinic received $350,000 as part of the program. With these awards from the Health Resources and Services Administration (HRSA), health centers across the country will increase their oral health service capacity by hiring approximately 1,600 new dentists, dental hygienists, assistants, aides, and technicians to treat near-

Additionally, lack of access to preventive and routine dental care for underserved populations can result in dental conditions requiring more costly emergency dental treatment. “HRSA will continue to explore ways to further integrate oral health services within primary care settings, and increase awareness of the connection between oral health and overall health,” said HRSA Acting Administrator Jim Macrae. Today, nearly 1,400 health centers operate approximately 9,800 service delivery sites in every U.S. state, D.C., Puerto Rico, the Virgin Islands and the Pacific Basin; these health centers employ more than 170,000 staff who provides care to nearly 23 million patients. In 2014, health centers employed over 3,700 dentists, more than 1,600 dental hygienists, and over 7,400 dental assistants, technicians and aides. Incline opening slated for late summer The new California Incline is scheduled to reopen at the end of summer due to the reconstruction of the Pedestrian Overcrossing and Idaho Trail. The City originally planned to open the new structure to motorists and pedestrians prior to the Memorial Day weekend; however, the addition of the Pedestrian Overcrossing to the CA Incline reconstruction project has

stretched the schedule to late summer. An official opening date will be announced before the end of July. With the addition of the Pedestrian Overcrossing in November 2015, crews embarked on an ambitious schedule to open both projects to the public in early July, instead of Memorial Day weekend, when only the Incline was being constructed. However, the Overcrossing’s unique design and structural complexities will require additional time to complete outside of the original schedule. Completing the Overcrossing before reopening the CA Incline ensures both the safety of the traveling public and construction crews. Building the two bridges concurrently is also ultimately the most expeditious and cost effective way to manage the project because it leverages the existing traffic closure and detours. The CA Incline, an iconic symbol in Santa Monica, was last renovated in 1930. To meet current seismic standards, the bridge is being reconstructed and when complete, it will be replaced with a wider, safer bridge with improved bicycle and pedestrian access. The Overcrossing crosses over the Incline providing pedestrian access to the beach from Palisades Park. Project updates are available at www.smconstructs.org. months off and already a number of issues are getting plenty of pre-election buzz. The major issue is LUVE - Land Use Voter Empowerment (LUVE) Initiative that will be before Santa Monica voters November 8. In a nutshell, the citizenbacked measure (which might not appear on the ballot as “LUVE,” but under some other designation) promises to stop the new, oversized construction projects such as the kind we see sprouting up all over our fair city. LUVE is similar to 2008’s slo-growth RIFT Initiative, a citizen-generated measure (Proposition R on the ballot), also vehemently opposed by developers that spent $800K to defeat it in a campaign riddled with lies and deceit. With the amount of development in play here, other issues such as traffic and congestion, parking shortages, “road rage” and a decreasing quality of life have become fodder for vigorous debate and adamant differences of opinions. It would appear that currently elected City Council members believe that poorly designed, six and seven floor, wall-to-wall, apartment buildings - located mostly along major thoroughfares and near major transit routes such as the new Expo Light Rail line - are a small price to pay for a handful of unneeded, “affordable” (low-income?) apartments and other questionable community benefits. Citizen advocates backing LUVE believe that giving voters the final say on size, scope and density of development will put an end to the hideous, oversized, environmentally damaging mixed-use projects currently being developed through City planning’s development agreement process under council’s watch. Despite claims by special interest groups financed and backed by developers, their attorneys, consultants, contractors, architects and advisors, LUVE will protect rent controlled and affordable housing in Santa Monica and will empower voters to stop the feeding frenzy that’s eroding our existing housing stock and making Santa Monica even more unaffordable except for the very rich. Let’s get something straight, here. To those in power - and that includes elected officials, overpaid city policy makers, powerful business interests and behind-thescenes pro-business advocacy groups - any attempt to restrict size, mass and shape of local development is viewed as a major threat to their power, wealth and profitability. Low income housing, diversity and all the pie-in-the-sky platitudes spewing forth from developer advocates like Santa Monica Forward, Santa Monica Next and even the local Chamber of Commerce are nothing more than an attempt to disguise the real reason for backing the City’s aggressive prodevelopment policy: earning money and lots of it. LUVE will protect existing housing and neighborhoods and provides opportunities to add all the housing we could ever need. LUVE will stop the stampede of bad development and greed, ill-designed buildings, lack of open space, and promised “commu-

nity benefits” and that has the wealthy and powerful feeling very threatened. It’s unfortunate that supposedly neutral groups such as the League of Women Voters have jumped ship and are weighing in with assertions and positions that seriously damage their credibility as reliable sources of information. Nevertheless, last Tuesday night, our “slow-growth” City Council refused to adopt LUVE and asked for a 28-day Cityconducted study of the measure. The study is due back for review July 12. The consensus is that LUVE with all its development restrictions and public approval process, is just too extreme for their taste. Because the current council has more or less ignored the will of the residents on development issues for years, taking major planning decisions out of their hands is the obvious solution to the growing community discontent with the City’s planning policy. Just sayin’, that in the mid-1970s, the same issue was before the community when the then business/developer controlled City Council voted to demolish the Santa Monica Pier (actually two structures) and replace it with a modern causeway extending Colorado Avenue about a mile out into the Santa Monica Bay where an artificial island with a convention center and 1500 room high-rise hotel was planned. The 1972 City Council, never understood the importance of the Piers to the community. On top of that, they deliberately defied the people. Overwhelming public reaction against the project sunk the luxury island, but when key council candidates then refused to rescind their demolition order for the Pier, they were voted out of office. This November, will history repeat itself? You better hope so. Their mantra was, “We don’t have to listen to you, we know better what’s important to the community.” Never has an elected body been so wrong. When the municipal elections came along that spring (literally weeks after pro-demolition council persons thumbed their nose at the public), the antiPier crowd was gone and replaced by proPier supporters. BTW, there are many who feel that the emergence of the Pier “powerto-the-people” movement in 1972 and 1973 is what eventually triggered the rent control takeover in April, 1979. If adopted, the LUVE will require most new developments higher than 32 feet obtain voter approval (instead of City Council’s) along with major changes in planning policy and “development agreements.” LUVE doesn’t require voter approval for affordable and/or moderateincome housing developments, senior citizen housing or single-unit dwellings. With the credibility of city government at issue, one can only wonder what kind of hodge-podge is going to result from a study commissioned by a City Council that has been so openly opposed to LUVE and who stand to lose a major source of their power, influence and campaign donations if it prevails at the polls. As far back as 1913, there has been a “social-welfare non-profit” exemption in the Internal Revenue Service (IRS) tax code. The Tariff Act of 1913 exempted “civic leagues or organizations not organized for profit but operated exclusively for the promotion of social welfare.” In 1954, Congress kept this definition as is, while undertaking a major revision to much of the rest of the Internal Revenue Code. Americans favor full disclosure of campaign donations for all elections. But there is a gaping loophole in the law that allows some political contributions to be hidden - and it’s being used in Santa Monica. How does this loophole work, who is using it locally and how can it be fixed? Under two sections of the Internal Revenue Code - 501(c)(4) and 501(c)(6) certain politically active tax-exempt nonprofit organizations are not required to publicly disclose their donors. These nonprofits can then take money from undisclosed donors and give it to a candidate committee or issue committee. However, the only thing that shows up on these committee’s campaign disclosure forms is the name of the non-profit that made the donation not where that money originally came from. There have been at least three recent cases where this has occurred in Santa Monica: Residocracy LUVE Initiative reports receiving on 5/19/16 $5,000 from “Coalition to preserve LA Sponsored by AIDS Healthcare Foundation Los Angeles CA 90024 — whose donors have not been revealed. This funding went towards qualifying a ballot measure that will be on the Santa Monica November 2016 general election ballot. Save our Town sponsored by Residocracy reported receiving on 2/24/14 $4,000 from Santa Monica Coalition for a Livable City (SMCLC), a 501(c)(4), whose donors have not been revealed. This funding went towards qualifying an early 2014 referendum on a local development project, after which the City Council rescinded its approval of the project. Santa Monica Coalition for a Livable City Political Action Committee (not the nonprofit) in filing for period 7/1/14 to 10/18/2014 reports receiving $12,500 on 9/22/2014 from Santa Monica Coalition for a Livable City (the non-profit.) This money was then included with other funds and to spend $9,183 to support three Council candidates (two were elected) and $9,408 to oppose another (who was elected nevertheless). That means the public’s right-to-know is being circumvented, and incredibly, it’s legal. But is it ethical? And how did we get this loophole?

As a result of that decision, our tax code gives donor anonymity (and tax-exempt status!) to organizations that engage directly in electoral politics. That means donors who want to make secret contributions to a political campaign without disclosing their identity or contribution can get a tax break - as if they had donated to a charity - while at the same time their money is secretly funneled into supporting or opposing a candidate or ballot measure. In other words, not only are these donors able to hide their donations from the rest of us and avoid all transparency, but we have to pay for it with our own taxes, to make up for the tax break they get rewarding their secret donations. During the 2012 election cycle - the last time the presidency was at stake - dark money groups pumped approximately $300 million into political messages that called for the election or defeat of federal candidates, according to the Center for Responsive Politics; with hundreds of millions more spent on political advertisements that focused more on issues. The most notable example? Americans for Prosperity, the nonprofit of the conservative billionaire brothers Charles and David Koch.

A FEDERAL FIX TO DARK MONEY IN POLITICS

What would happen if the IRS just reversed their decision? Virtually all current 501(c)(4) organizations would become taxable, and be required to disclose their donors. It would instantly cleanup much of the dark money most Americans oppose. Why then doesn’t the IRS reverse its decision? The IRS Commissioner reports to the Deputy Secretary of the Treasury. Hence, the President, the Treasury Secretary or the Deputy Secretary all have the authority to instruct the Commissioner on matters of policy. Yet the Obama administration has done nothing to address this issue in its seven and a half years in office. The reality is that there are deep and powerful vested interests that benefit from this status quo, as it enables them to make dark money contributions to support candidates in both ‘major’ parties - and those parties then benefit in return. Here in California, the Green Party is updating its campaign finance reform platform to address this issue. The party’s proposed new plank calls for Congress to amend the Internal Revenue Code “to unequivocally define that such organizations must operate exclusively for the promotion of social welfare and that no Federal agency, including the IRS, may interpret this to mean otherwise, including by redefining ‘exclusively’ as ‘primarily’, and that any such past interpretations be rendered invalid and void going forward.” Wouldn’t it be refreshing if we heard this debate in Washington, D.C.? We would, if we had a true multi-party democracy (with elections from multi-seat districts by proportional representation), because in that scenario there would already likely be Greens elected in Congress who would have already introduced said legislation. And Alba isn’t just going to any college. The standout Class of 2016 student this fall will attend Yale University, where he plans to build on his numerous academic achievements. Of course, being honored as salutatorian in front of his 700-plus classmates at Samohi’s Greek Theater earlier this month reminded him just how far he’s come on his educational journey. “To get the title was pretty great, but it wasn’t like I was competing for this title or anything,” he said. “I was never working my way to get that title. It just kind of happened. But it was a great achievement for me.” Growing up in a single-parent household, Alba saw his mother as a role model as he attended Franklin Elementary and Lincoln Middle schools. She nurtured him even as she worked two jobs to make ends meet, and she encouraged him to pursue his passions. Alba also learned from Aidan and Remi Nathanson, who were raised in part by his mother. “Seeing them be so successful motivated me to keep going,” he said. At Samohi, Alba was involved in numerous extracurricular activities. He was an Associated Student Body leader, a member of the Delians honor society and a threeyear athlete in the cross-country and track and field programs as well as a choir singer. He also climbed the ranks in Junior State of America. Alba is currently planning to major in biology at Yale with an intent to attend medical school, a career path he’s considered

Escarce, an internist, health economist and researcher, has taught at the David Geffen School of Medicine at UCLA and served as a scientist at RAND Corporation. His three children all graduated from Santa Monica High School. In recent years, Escarce and other board members have spent ample time on nonclassroom issues, including environmental remediation, districtwide fundraising, possible separation, bond allocations and budgetary considerations. He said the biggest challenge for SMMUSD going forward is implementing programs to reduce academic achievement gaps that persist between minority students and their peers. “In the big picture, the only [challenge] that really matters is improving the education we provide to our students, and especially to our disadvantaged students,” he said. “That’s why everyone is in this, although I realize that it often seems to get lost.”

His love of the subject deepened in Kate Song’s Advanced Placement class in high school. “She was always encouraging, and she made bio more fun than just giving out facts,” he said. “We got to apply concepts we were learning to the real world.” Through his involvement in student government organizations, though, Alba also became interested in global affairs and health policy. He said he’s thinking about pursuing a double major. When it came time to weigh his college options, Alba had his pick. He got into Yale as well as Harvard, Princeton, University of Pennsylvania and Stanford, and he was offered significant financial aid. “I was just looking for a good sense of community, and I found my niche of people at Yale,” he said. “When I went to Bulldog Days, I was more able to connect to the people who were going to Yale. I knew I’d get great academics, so I was focused on where I could see myself fitting in.” This summer, Alba is working under investor and entrepreneur Ted Meisel to research integrated health care systems. He’s also planning to attend a JSA symposium in Philadelphia next month. Alba said he’s motivated to build on the success he’s already achieved. “My driving force is just, I want to get to a point where I’m able to live a comfortable life and give back to my mom,” he said. “She’s always working really hard, and she worked two jobs to fund everything for me. So I want to get to a point where I can help her out.”

this award are rewarded by honors such as the ability to enter the military one rank higher and qualifying for more college scholarships, among other things. In order to earn this honor, each Girl Scout is required to complete a large-scale project, which requires each girl to go work on their project for 80 hours, working on a process proposal and creating a website. “Although there is a lot of work involved, I just think the idea that I would be making a difference and being an activist for something is what really motivated me to do it,” Seifer said. “My friends were really helpful and supportive, we all helped out each other with our projects, and I think the idea of being independent on a project was really cool.” Seifer’s project, “Bridging Our Circle of Friends”, aim was to spread awareness about kids with disabilities. In particular, Seifer’s project brought attention to the fact that many kids with disabilities are being mainstreamed into public schools rather than going to school in specifically special needs schools. “There are some kids that aren’t as high functioning [that] have to go to school with just special needs kids because they can’t be around the general education kids,” Seifer said. “I think the idea of having a voice for those kids is really important because they’re really underrepresented in the high school society. Also, my uncle works at one of those schools, and when he passed away I thought it would just be a really great idea to commemorate everything that he contributed to that school by being able to stand up for kids that have no voice.” Seifer’s project not only earned her the Gold Award but also truly made a difference in the community. After one of Seifer’s friends visited the website she had created and read the research she had done, he confided to Seifer that he had Tourette’s syndrome. “Although he had a very mild case, it meant so much to me to see that he trusted me enough to tell me such an intimate detail about himself,” Seifer said. “I think it’s just amazing that I made an impact on his lifemade him feel comfortable enough to tell me that.” While Seifer chose to provide a voice to the underrepresented with her project, Gold’s project inspired where inspiration seemed to be lacking-inspiring girls to go into engineering. “I want to be an engineer when I’m older and wanted to find out more about women in engineering,” Gold said. “I found out only 14% of all engineers world wide are women, which is a very small percent. The lack of women in engineering is because girls don’t know about the field or don’t have [the] inspiration to pursue engineering.” Gold created pamphlets and a website that described almost every type of engineer and how each engineer can make the world a better place. Her website also placed a special emphasis on women engineers, including interviews from 25 women engineers from around the country. Additionally, she presented this information in the Los Angeles and Santa Monica areas to help inspire young women, like herself, to pursue careers as engineers. “The most meaningful experience was

hearing feedback from all the girls that I spoke to,” Gold said. “They all said that they now know what an engineer is and does and that they might pursue a major or career in engineering because it sounds interesting. I felt like I was making a difference and getting more girls interested in engineering, which was my whole goal.” Similar to Gold, Biren utilized the Gold Award project as an opportunity to help other students. “My Gold Award project, ‘Use You Head, Wear a Helmet’, evolved from observing on my way to school every day, many students riding bikes without helmets,” Biren said. “I wanted to raise awareness about the serious dangers of head injuries from possible bicycle collisions and to encourage more kids to wear helmets.” Biren’s website is a combination of warnings of the various dangers that riding without a helmet can incur, along with true stories about helmet use and a way to purchase discounted helmets. Her website helped start a conversation in the community about the importance of wearing helmets. “It was very meaningful to me when people would come up to me at a community event I was at, and tell me stories about someone they knew who got in a bad bicycle accident and how wearing a helmet saved their life,” Biren said. In a different vein, Parcells decided to use her Gold Award project as an opportunity to protect her home-the entire beach town of Santa Monica. “I had always hoped to tackle the huge issue of plastic pollution, which I have seen to be devastating in my area,” Parcells said. “I found the best way I could start was through completing a Gold Award project focused on plastic straw pollution. Plastic straws are an unnecessary tool for many and are the fourth largest beach pollutant in Los Angeles. Reducing plastic straw pollution in my community through service and outreach creates a healthier and more beautiful environment for the community of humans and animals.” Parcells’s project helped raise awareness about plastic straw pollution within the community one individual at a time. She saw this direct effect after presenting this information to a fifth grade class. “A few weeks later I received a comment on my website from someone in the class,” Parcells said. “They told me they had gotten a reusable straw and had stopped using straws entirely. Seeing that I could have an impact on someone really made my project more significant to me.” Mother of Gold and Girl Scouts leader of troop 8355 Lisette Gold saw these four young women grow up in the Girl Scouts community and watched as they earned their Gold Awards. According to Lisette Gold, Girl Scouts provided these four with an audience for their voices. “Girl Scouts is the mission of building girls of character, leadership and courage,” Lisette Gold said. “What makes me so proud is that each of the four girls picked something that they were very passionate about, and it speaks so much of them [and] of what they saw in the community that they wanted to help solve or help fix.
