Police force to get body cameras KATE CAGLE After a successful seven-month pilot program, the Santa Monica Police Department is moving forward with plans to purchase body cameras for the force. More than fifty officers participated in the pilot which started in September of last year. While the City is still analyzing all the data collected from the program, the overwhelming majority of pilot program officers saw a significant benefit to the technology, according to a new report from the SMPD. Officers thought the presence of the cameras improved both citizen’s behavior and their own.

The makeover of the Waldorf Astoria in New York City may have repercussions in Santa Monica, as City leaders look for ways to prevent luxury condominiums from popping up by the beach. Nearly two years after China’s Anbang Insurance Group Co. bought the Waldorf for nearly $2 billion, the hotel has become a construction zone. When the building finally reopens, the hotel’s function will be permanently transformed with hundreds of new

private condominiums hitting New York’s luxury real estate market. Only some of the historic building’s 47 floors will remain a hotel in two or three years. “International investment trends show multi-national corporations gobbling up American hospitality facilities, sometimes to cash them out by conversion of hotels into luxury condos,” said Councilmember Kevin McKeown, who has introduced an item on Tuesday’s Council agenda to direct staff members to look into ways to keep it from happening here. The memorandum looks to

“explore ways to protect hotel tax revenue, jobs and employment opportunities, preservation of visitor-serving uses in the California Coastal Zone and controls on coastal land use intensification under Santa Monica’s 1990 Prop S.” Anbang also owns Loews Santa Monica Beach Hotel on Ocean Avenue near Olympic Drive. Santa Monica’s largest union, Unite Here Local 11, is in the middle or negotiating a new labor contract there for housekeepers, bellmen and other workers. Ocean Pollution reduction partnership In partnership with the Surfrider Foundation, the Standard Hotel has committed to replace all in-room plastic water bottles with glass bottles, and all plastic straws with paper straws at both its Hollywood, and Downtown LA locations. “After meeting with The Surfrider Foundation and learning about the damaging impact of our single-use plastic bottles and plastic straws, we knew we had to change our practices immediately,” said Felipe De Paz, a spokesperson for The Standard. “We hope that this initiative incentivizes other hotels to adopt more sustainable measures and that our donation per bottle will help the Surfrider Foundation reach even more people with their message of water conservation and coastal protection practices.” Each year, an estimated 5-13 million tons of plastic flows into oceans, much of it comprised of single-use plastic consumer products such as bags, bottles, straws, caps, and wrappers. It is now believed that if the flow isn’t drastically curbed there will be more plastic than fish in our oceans by 2050, according to an Ellen MacArthur Foundation report launched at the World Economic Forum in 2016. The primary proven solution to combat this problem lies in source reduction and the elimination of single-use plastic products from consumer streams. “It’s absolutely refreshing to see a company dedicated to being a proactive part of the solution to the plastic pollution crisis plaguing our oceans,” said Graham Hamilton, Surfrider Foundation’s West LA / Malibu Chapter Coordinator. “By committing to sustainable product sourcing to reduce single-use plastics in our waste stream, The Standard has shown that it truly is an Ocean-friendly Business.” The Surfrider Foundation is a non-profit grassroots organization dedicated to the protection and enjoyment of the world’s oceans, waves and. Founded in 1984 by a handful of surfers in Malibu, California, the Surfrider Foundation now maintains over 500,000 supporters, activists and members, with more than 80 volunteer-led chapters and 60 clubs in the U.S. The Standard Hotels have locations in Hollywood and Downtown Los Angeles, the latter of which was originally constructed as the headquarters of Superior Oil.

What are some ways people are using games to help reduce their carbon footprints?

organizations are increasingly employing gamification—defined by Merriam-Webster as “the process of adding games or game-like elements to something...so as to encourage participation” — to get people to learn about environmental problems and take action to reduce their carbon footprints and overall impact. To wit, the National Oceanic and Atmospheric Administration, Ecoresearch.net and the DecareboNet research project have partnered on a “game” called Climate Challenge that gets everyday people to pit their predictions about climate change and its effects against the opinions of experts around the world in an effort to see if the “wisdom of the crowd” can come up with answers faster than the experts alone. Players are encouraged to research answers to questions about things like annual Arctic Sea Ice minimum coverage or the monthly average global surface temperature before submitting their answers. According to Climate Challenge creators, it’s not cheating to research to find the best answers; indeed, it’s the goal. Players can come back every month for new questions, and see how they are doing compared to experts, friends, and even the collective “crowd” — and can win prizes by guessing closest to the actual value for a given question each month. Another game focused on educating people about climate change is EduCycle, from Finnish game designer Neste. The free augmented reality (AR) app encourages players to design a city’s transportation, buildings

and farms while cutting greenhouse gas emissions to levels specified under the 2015 Paris climate accord. “By simulating the carbon cycle in real life,” Neste maintains, “the game teaches kids and adults about the effects of global warming.” Save Ohno is a creative take on gamification for the sake of the climate, courtesy of concerned college student Dylan Husted. The main character in the free online game is Ohno, who represents the player’s great granddaughter and is impacted by climate change in the future thanks to our actions and behaviors today. On the game’s SaveOhno.org website, players can see Ohno’s town get destroyed by extreme weather. But when players take positive action in the real world, the conditions in Ohno’s online (future) town improve accordingly. Players can improve Ohno’s world by following tasks suggested within the game, and can also plug in real world campaigns and activism they are involved with to improve Ohno’s town. “An example ‘campaign’ could be a petition to get your local school to invest in renewables,” says Husted. Meanwhile, World Climate Simulation is a role-playing exercise whereby groups can take part in mock United Nations climate negotiations and learn what it’s like to work with others to craft global environmental policy. The game uses an interactive computer model that allows participants to find out how their proposed policies impact global climate in real-time. All the tools and materials for the World Climate Simulation are available for free and multiple languages are supported. Officers responded to the Sunglass Hut – 1334 3rd Street Promenade regarding a suspect stealing sunglasses. The suspect exited the store without paying for any merchandise. The store manager followed the suspect and pointed out the suspect to responding officers. The suspect was detained for an investigation. Officers determined the suspect entered the store, selected a pair of sunglasses, placed the sunglasses in his pant pocket and exited the store. The suspect was placed under arrest. Raivon Aubert, 24, from Los Angeles, was arrested and issued a citation for petty theft.

Bank of America has announced it has awarded nearly $2 million in economic mobility grants to 70 nonprofits working to increase basic needs, education and workforce development opportunities in greater Los Angeles. Nearly one-quarter of residents over 25 years of age do not have a high school education and only 21 percent have a high school diploma or the equivalent, according to a 2016 report from the Los Angeles County Economic Development Corporation. Paired with an extremely high cost of living, these low levels of educational attainment create an underprepared workforce in which people are unable to put a roof over their head or food on the table. Without access to basic resources and work skills, the cycle of poverty becomes harder to break. The nonprofits receiving funding will help underserved people in Los Angeles chart a path toward greater economic mobility by improving access to food, shelter, benefits and other fundamental needs. Funding will also help nonprofits provide career readiness resources such as mentorship and skills training and offer financial education to families – work that aligns with Bank of America’s commitment to creating diverse paths to economic opportunity. “We recognize that addressing immediate basic needs as well as connecting people to long-term success through skill-building and jobs are critical to achieving greater economic mobility,” said Raul A. other hotels Anbang purchased as part of a $6.5 billion deal with the Blackstone Group that included a total of 16 properties in 2016. “We are very concerned because we really don’t know who owns Anbang,” said Elliott Mallen, a researcher for Unite Here. “There’s been a lot of unanswered questions about their ultimate sources of financing and who controls the company. Those questions have remained unanswered.” In a letter to Anbang’s managing director Philip Yee in May, Unite Here requested to see the group’s hotel management agreement regarding the Loews, residential conversion documents and Anbang ownership documents. “Anbang’s willingness to pay much more than the previous owner for the properties heightens our concern that Anbang may be seeking an alternative use for some or all of the hotels. Assemblymember Richard Bloom (D-Santa Monica) has honored Operation Iraqi Freedom veteran and Brentwood resident Grant Royal as the 2017 Veteran of the Year for the 50th Assembly District. “Grant distinguished himself as a leader and teacher during his service in the Marine Corps,” said Bloom. Today he distinguishes himself by serving as a role model and assisting other veterans as they re-integrate into civilian life. I want to personally thank him for his contributions to our country, our state, and our community.” Grant Royal served in the United States Marine Corps from 2004-2012 and during that time he deployed three times and led a 6-man combat team during Operation Iraqi Freedom with the First Battalion First Marines. One deployment was to the Babil Provence and the two other deployments were to the Al-Anbar Province. During this time he held billets such as radio operator, point man, assistant team leader, and Scout Sniper Team Leader. In 2008, Grant reported to the First Marines Division Sniper School in Camp Pendleton, California to serve as a Sniper Instructor. In 2009, Grant and his partner competed in and won the 9th Annual International Sniper Competition in Fort Benning, Georgia and were the only Marines to win in the event’s seventeen year history. He was part of the 1st Marine Division and stationed at Camp Pendleton for his entire enlistment. Grant left the Marine Corps in 2012 and immediately began attending Santa Monica College. Soon after, he transferred to UCLA where he eventually graduated with a degree in anthropology in the spring of 2016. While at UCLA, Grant worked at the campus veteran resource center helping veterans as they re-integrated to civilian life. The officer does not have to obtain consent to record when in a public location where there is no reasonable expectation of privacy or when the officer is engaged in the performance of official duties, according to Lt. Saul Rodriguez. However, Rodriguez says officers are encouraged to be sensitive to privacy concerns and may turn off the camera when privacy outweighs law enforcement interest in the recording. The SMDP is two years behind the Los Angeles Police Department, which rolled out 7,000 cameras for its officers in August 2015. The LAPD has a similar policy to the Santa Monica pilot, where it is up individual officers to turn on their cameras before or during incidents. A recent review by the Los Angeles Times found four officer-involved shootings since the program began that were not caught on camera because the officers did not turn them on. Purchasing 60 in-car cameras and 330 body worn cameras for SMPD will cost the City about $700,000, including hardware and software. In addition, the City will likely negotiate a $315,000 agreement with Watch Guard Video, Inc to maintain the equipment for up to five years. The Texas-based company will also store and archive the video for about $600,000 for up to five years. The City Council will consider approving the deal at their next meeting on Tuesday, June 27. The SMPD is required by State law and

City policy to retain all video for up at least three years. The video will be stored locally for up to 90 days at the Public Safety Facility before it is archived to a cloud-based solution hosted by Microsoft. The server exceeds FBI standards for security, according to the City’s Chief Information Officer Joseph Cevetello. The Police Department has had in-car video systems since 2016; however, the current system is no longer supported by the manufacturer and is due for replacement. The new system will integrate the car and body cameras to capture moments from multiple angles. “Aside from having the ability to examine a single incident from multiple perspectives, a fully-integrated system ensures synchronization for date and time while providing an efficient single software application for authorized personnel to retrieve and export video footage,” reads the report from Chief Jacqueline Seabrooks and Cevetello. The cameras are the latest gadget to be added to the police force this summer. The City Council approved new smartphones for officers at their last public meeting. The 345 “rugged mobile phone tablets” from Panasonic cost the City about $730,000. The “toughpad” tablets advertise military grade toughness and can survive thirty minutes underwater, ten-foot drops onto solid concrete and subzero temperatures. Once the system is up and running, it will be the first time smartphones are part of SMPD’s standard issued equipment.

NOTICE OF A PUBLIC HEARING BEFORE THE SANTA MONICA CITY COUNCIL SUBJECT: Public Hearings will be held concurrently by the City Council for the following: Amend the Land Use and Circulation Element The City Council will consider adoption of a resolution to amend the Land Use and Circulation Element (LUCE) of the General Plan of the City of Santa Monica to modify the height and floor area ratio standards for Tier 2 and Tier 3 projects within the Mixed Use Boulevard land use designation within the Downtown District and ensure consistency with the proposed Downtown Community Plan. Amend the Civic Center Specific Plan The City Council will consider adoption of a resolution to amend the Civic Center Specific Plan (CCSP) to remove the Colorado Avenue Special Use District in order to eliminate conflicts with the Downtown Community Plan boundaries. Amend the Zoning Ordinance The City Council will consider adoption of amendments to the Zoning Ordinance (Divisions 1-5 of SMMC Article 9) related to the Downtown Community Plan (DCP), including but not limited to clarifying the relationship between the DCP and Zoning Ordinance regulations; land use regulations; height limits for fences, walls, and hedges; demolition review procedures; parking, loading, and circulation; and outdoor dining in the community plan area. The City Council will also consider adoption of amendments to Land Use and Related Provisions in the City’s Zoning Ordinance (Division 6 of SMMC Article 9) related to the Downtown Community Plan and additional transportation demand management requirements in the community plan area. Amend Santa Monica Municipal Code (SMMC) Article 8 The City Council will consider adoption of an amendment SMMC Article 8 related to the Downtown Community Plan to extend the expiration time limits for demolition permit applications to accommodate new demolition review procedures proposed for buildings over 40 years old in the community plan area. Downtown Community Plan Final Public Hearing Draft The City Council will review the Final Public Hearing Draft of the Downtown Community Plan and Final Environmental Impact Report (State Clearinghouse #2013091056). The Council will consider adoption of a resolution to adopt the Final Downtown Community Plan. The Council will also consider adoption of resolutions certifying the Final Environmental Impact Report (EIR) for the DCP and adopting a Statement of Overriding Considerations and mitigation measures identified in the Final EIR. Opportunity for public input on the above amendments, the draft Downtown Community Plan, and Final Environmental Impact Report will be provided at the Monday, July 10, 2017 hearing. Following public testimony, the Council will close the public hearings and begin deliberations on Tuesday, July 11, 2017 and conclude deliberations on Tuesday, July 25, 2017.
