CITYWIDE A former Santa MonicaMalibu schools employee is accused of stealing about $40,000 worth of district technology equipment, according to district and law enforcement officials. The suspect, Jorge Lopez-Paredes, was arrested on burglary charges and terminated by the district after security video showed the suspect taking valuable electronics from SMMUSD
headquarters in the 1600 block of 16th Street, officials said. Police detectives serving a search warrant at Lopez-Paredes’ residence in Los Angeles on April 29 found evidence as well as previously unreported stolen property that was later identified as belonging to the school district, Sgt. Rudy Camarena said. Lopez-Paredes, 27, has been charged with grand theft by the L.A. County District Attorney’s Office, according to Camarena. A court hearing is pending.
The school district has cooperated with authorities on the investigation, which comes as new equipment is being installed across the district with funding from voter-backed bond measures to upgrade school facilities and classrooms. “This is disappointing to all of us who work so hard to provide exemplary programs and services to our students on a limited budget,” district spokeswoman Gail Pinsker said.

About 3 percent of the city’s electricity demands are met by solar power. City Hall diverts about 50 percent of its solid waste. More than 50 percent of city vehicles run on alternative fuels. The ordinance, which will dictate land-use throughout the city for years to come, goes into effect 30 days from June 24, the day after its adoption, assuming no one pulls a referendum. On top of setting height and density standards, which were at the center of the debate, the ordinance will allow two medical marijuana dispensaries to operate within the city limit. Santa Monica-Malibu Education Foundation (SMMEF) has announced that on Tuesday, June 30, Whole Foods Market at 5th and Wilshire in Santa Monica will donate 5 percent of the day’s sales directly to SMMEF. Proceeds from the event will support SMMEF, which raises funds annually to support programs that ensure excellence for every student and school in the district. SMMEFfunded staff and programs include elementary arts education, instructional assistants, and enrichment grants for all 16 schools in the district. Many schools use these grants to provide science, technology, engineering and math (STEM) or visual and performing arts programs. The Santa Monica College Emeritus College Art Gallery is pleased to present the Tom Krumpak: “Built & Placed” Exhibition from July 9 through Sept. 10. The opening reception for the exhibit will be from 5 p.m. to 6:30 p.m. Thursday, July 9 in the gallery, located on the first floor of Emeritus College, 1227 Second St., in downtown Santa Monica. Parking is available next door in Santa Monica Public Parking Structure No. 2. Gallery hours are 8:30 a.m. to 4:30 p.m. Monday through Friday. The exhibit and reception are free. Krumpak - a professor of Drawing and Painting at California State University, Long Beach - has established a uniquely expansive, interdisciplinary profile for an exhibiting studio painter. His paintings feature clustered colored shapes and silhouettes that overlap endlessly to produce potent colorfield abstractions, incredibly tight detailed rendering, and obsessive gathering of visual information in mass abundance. Krumpak’s works have been shown in more than 100 exhibitions in the United States, Europe, and Korea. He also curates exhibitions of works by emerging and established artists, and leads tours for student groups and collectors to artists’ studios, through historical neighborhoods, and to visit architectural sites and music venues both in Los Angeles and New York City. “My artwork has almost always dealt with Place, past and present,” said Krumpak. “I am interested in the real place of intersection between the individual and the crowd, the private and the public. Therefore, while the artwork’s composition may be based on plans, elevations, onsite photographs, it is also intermixed with elements of personal history such as poetry, music lyrics, tracings of collected items from travels, spoons and forks used to take liquid color out of paint cans in my studio.” Though known for his paintings, Krumpak recently started creating small-scale sculptures/combines in mixed media. He describes them as “very process-oriented in nature. They mate existing containers with inserted, treasured, and found objects; hand painted scrolls and fitted paintings.” Two of Krumpak’s sculptures are included in the exhibition. He describes ‘Dim Dim’ as “reminiscent of Duchamp’s ‘Boite-en-Valise’ because I have always loved the idea of a portable museum,” and says ‘3516 Centinela’ “pays homage to my father’s Hardware store as Place.” Emeritus College was founded by SMC in 1975 to serve the lifelong learning interests of older adults. Today, the widely praised program offers more than 120 free classes and special programs, and serves over 3,000 students each year. Council still hasn’t got the message LAST TUESDAY, CITY COUNCIL WAS scheduled
to make three appointments to the seven person Planning Commission. They failed to perform that simple task. Of course, it all had to do with politics, hissy fits and the inability of council members to appoint individuals that would best serve the community. Here’s the scoop. Three Planning Commission positions are set to expire at the end of this month. Council could reappoint commissioners for additional four-year term or make new appointments from a list of applicants. Chair Jason Parry’s term was up, as was member Jim Ries’s. Carter Rubin apparently withdrew his name as an applicant the day that council was scheduled to vote on the three appointments. Council member O’Connor announced that she was not prepared to vote for three candidates because she didn’t have the time to interview or “get to know” all the applicants even though most of them had been on the candidate’s list since late 2014. O’Connor announced she wouldn’t be voting, got up and left the dais before being called back by Councilman Tony Vazquez who begged the ruffled O’Connor to continue. The whole scene was pathetic. This led to a series of motions and discussions about whether to appoint three commissioners, or just two commissioners that night and hold off on the third seat until a later date. Voting for three seats ran the risk of losing O’Connor and possibly one or more other councilpersons. During deliberations, Mayor Kevin McKeown, commented, “The public expects us to do our job.” Yes we do, but this appointment fiasco fell far short of barely adequate. I wouldn’t expect this council to “do anything for residents,” however it set a new low standard for acting petulantly and predictably. Although, this would have been a perfect time to initiate a new direction for a commission, council members rewarded familiarity and personal agendas. Ultimately the council moved and voted to
appoint two of the three positions and go for a third person at a future date. Council first voted on the seat held by Jim Ries who was seeking reappointment. It went to longtime Landmarks activist Nina Fresco. Time and time again, Reis defied residents and neighbors over his dogged advocacy for extra height limits during the debates on LUCE zoning updates. He pushed hard for increased heights for new developments on LUCE-protected, “neighborhood” streets like Montana Avenue to accommodate an extra floor of “affordable” housing. Luckily, for us his “more development” efforts were unsuccessful. Time will tell whether Fresco’s obsession with landmark preservation will leads to support of smaller or larger developments. Fresco strongly advocated for height and density bonuses for renovated landmarked properties during the recent Land Use and Circulation Element (LUCE) zoning update process, angering many neighborhood activists. Next up was Chair Jason Parry’s seat. Parry, another pro-development advocate and social engineer, had asked for an additional term and got his wish. Parry was reappointed - get this - for having a perfect “30 meeting” attendance record while a commissioner! Unfortunately, that perfect attendance means he’ll be around for four more years making more bad planning decisions and unpopular choices. Although architect Mario Fonda-Bonardi and Northeast Neighborhood Chair and community activist Amy Aukstikalnis received a couple of nominations, along with Wilmont Chair Laurence Eubank, they did not garner enough support to score a seat on the commission. In a few weeks, council will have an opportunity to bring independent thinking to the commission by choosing a candidate with expertise and who is not obsessed with the city’s overwrought housing agenda. The new Planning Commissioner must be an individual favored by residents who’ve been underserved by the incompetency or personal agendas of the political
appointees who’ve been and/or are currently serving. Fonda-Bonardi and Aukstikalnis still have a chance but don’t hold your breath, they’re too smart and independent for this council’s palate. We’ll be watching the next Planning Commission appointment very closely. The road to re-election next year for some council members may be coming to a bumpy ending as everyone I’m talking to says they’re tired of being repeatedly slapped in the face and not seeing community needs addressed. The new revolution will begin with a ballot measure to undo what this Planning Commission and City Council have done and that’s to reduce post-LUCE density and height standards for future development, citywide. Next step is to find good individuals willing to serve us instead of themselves and then get them elected.

After a dozen years, Council unanimously agreed to staff ’s request to cease funding the Pico Youth and Family Center (PYFC). The non-profit that works with at-risk youth applied for a city grant this year of $190,000. City Hall is funding a number of “at risk” youth programs and Human Services administrators didn’t feel the PYFC was getting the results they wanted for the money being spent. Most of the PYFC’s problems centered around is its founder and director Oscar de la Torre, who is also on school board. The consensus is that de la Torre and his non-profit had done good work with its clients. However, the constant organizational and financial problems, added to de la Torre’s ongoing clashes with City Hall politicians and administrators on top of the PYFC’s steppedup political organizing and social justice activities had become major stumbling blocks. column and interviewing amazing Silicon Beach entrepreneurs, I thought it was about time to introduce myself in the same fashion. In the past six years, I have founded two ecommerce businesses and been on the founding team of a third. At this point I run Hawke Media, an outsourced CMO and digital marketing team here in Santa Monica. What made me want to become an entrepreneur? I have always been an “entrepreneur.” From when I was 6 years old and I gathered up a bunch of my parents things in a trash bag and went out and sold them door to door, to jumping into the beanie baby craze at 10 with the sole goal of making money (bought a new guitar, a bicycle and later a car with that money), to the lemonade stand, I always wanted to build and grow things. I have been a serial entrepreneur, having started a Storm Drain Maintenance company in college with a partner and starting four more businesses
since, I love creating and taking risks. What is Hawke Media? So Hawke Media is an outsourced CMO and Digital Marketing Team. We work with companies of all sizes to grow their revenue online. We can manage one service (like facebook ads, email marketing, web design etc.) their entire digital business, or anything in between. The original reason was I have traveled all over the world and there is not a city in the world that has the same balance of beauty, lifestyle, industry, culture, things to do and just great people. One key piece of advice for a new Entrepreneur? I have interviewed dozens of CEOs and Founders at this point and there is one thing that seems to hold true with successful CEOs. They get things done and move forward. Less talk and more action. Come up with an idea, why isn’t it done? They don’t have excuses, they don’t take no for an answer, they do it themselves and make it happen. That is truly the key to success. Something I would like to share with Santa Monica… Hopefully this column has helped you get a glimpse of this amazing Start up community in Santa Monica. He did not have direct contact with students, Pinsker said. The equipment was stolen from a “secure storage area,” according to a district report, and Pinsker said the district has a variety of security measures in place to prevent theft. “In this case, these measures provided proof of this misconduct,” she said, adding that the district continually seeks more ways to protect valuable equipment. Meanwhile, the local Board of Education voted Wednesday to amend a district contract for wireless technology infrastructure to replace the stolen equipment. The extra $40,734 allocated to Meridian IT and Promark Technology is part of a $3million contract for technological improvements funded through Measure ES, which voters approved three years ago.

Santa Monica’s environmental goals may be esoteric on a large scale, they can inspire cities around the country to make big changes. “We’re looking to this future that we’re trying to help craft,” Mckinnon told Kubani toward the end of the presentation. “We have really an extraordinary opportunity. We’re going to revisit the zoning code in a year’s time. We’ve got these three specific areas. We do have 34 development applications or approvals that are coming to us. Literally in front of your eyes we’re reshaping the way things are going to be done.” “We can strike for something,” he continued. “How far away is it for you to be able to come to us and give us some guidance along the path?” “I think our Long-Range Climate Action Plan will have much more concrete things that we can present to you as these are the types of things that we need to do if we’re going to carbon neutrality,” Kubani responded. “Again, I don’t know that anybody’s got the answers right now but to get to a 15 percent reduction, which not many cities have done, below 1990 levels. We’ve got the low-hanging fruit. We’ve done the easy stuff. All the rest of the stuff is going to be painful. It’s going to require, I believe, pretty transformative things, and we’re going to have to change the way people think or what they’re used to in order to achieve those goals so they’re going to cause some pretty big community discussions about, is this the way we want to go, and they’re going to make people kind of question our way of life right now.”

pound by 2030. Some are suggesting that City Hall should aim for carbon neutrality by 2050, a goal that Kubani admits is a steep one. And then there’s the goal of water self sufficiency by 2020 — the city still gets about 30 to 40 percent of its water from the Metropolitan Water District. “One of the things that we’re looking at right now is tapping into our sewer lines and building some small treatment plants and treating the water that’s in the sewer lines, treating that and then re-injecting it into the groundwater basin to increase the amount to water that’s available in there,” Kubani said. The other plan, aside from water reduction, is to tap the new groundwater supplies within City Hall’s basis that haven’t been tapped. City officials are working to put price tags on the costs, for developers, of implementing green appliances, allowing City Council and the commission more knowledge when negotiating. During public testimony, one former Planning Commissioner who has recently worked on several of the city’s greener development agreements, urged the commission to give developers very specific targets. City officials could also look to require green retrofitting of older buildings, said Walker Wells, who works for Global Green, an environmental nonprofit based in Santa Monica. These requirements could go into effect anytime a building is sold. He also pointed out that, while some of

the specifics of the document. Substantively, council upheld an appeal of a Planning Commission decision - an act that strips several activity centers from the Land Use and Circulation Element (LUCE), another significant planning document. The activity centers would have allowed taller and denser development in areas near transit hubs. Councilmember Terry O’Day, who opposed the decision, feared that it would result in less housing in the area. Councilmember Pam O’Connor, the other dissenting voter, suggested that young people would prefer the activity centers. Councilmember Gleam Davis, who supported the removal of the activity centers, pointed to the neighborhood-serving businesses that operate around Lincoln and Ocean Park boulevards, where one center was proposed. “That is one of the sites that has what I would call an affordable general commercial grocery store,” she said. “My concern would be that if it were redeveloped, the cost of redevelopment would be such that the square footage, the rental per square foot, would go up and you’d end up with a more high-end shopping experience. For me part of this is about conserving current neighborhood businesses that are neighborhood serving and moderately priced.” After removing the activity centers, council voted to allow taller and denser residential development on Broadway and Colorado Avenue around 20th Street. would have to go through a development agreement process with City Hall. “Gentrification is a result of not having enough high end and market rate housing and so the people who can afford to live in Santa Monica buy into those neighborhoods because they can’t find enough housing to suit them and so they go into some of our, shall we say, less prosperous neighborhoods, buy up properties, and then upgrade them,” Councilmember Gleam Davis said. “That’s what gentrification is. Gentrification is not rich people moving in. It’s rich people not having a place to move and then buying up and displacing current residents. So I think that actually allowing housing at Tier 3, if people are willing to do it, which includes some market rate, will actually discourage gentrification.” Councilmember Sue Himmelrich opposed the decision, stating that she wants this type of development to be allowed only if high percentages of affordable housing (she suggested 100 percent) were required. Councilmember Ted Winterer pointed out that, because these projects would require development agreements, council could demand any percentage of affordable housing and that it would be challenging or impossible to write in requirements because the development agreement process is a more flexible negotiation. Himmelrich voted against the change along with O’Connor, who railed against the LUCE and zoning process writ large, stating that a lack of housing would lead to gentrification. ON JUNE 18 AT ABOUT 3:26 P.M. Officers were dispatched to the 1500 block of Palisades Park regarding a robbery that just occurred. The victim told officers an acquaintance (suspect) of his whom just got out of jail asked him for five dollars. The victim did not give the suspect any money, which made the suspect angry and threatening. The victim walked away from the suspect, but the suspect continued to follow and taunt him. The suspect threatened to take the victims stuff and pulled out a metal box cutter. The suspect punched the victim in the face while the victim used his skateboard to knock the box cutter out of the suspect’s hand. They started to wrestle causing them both to fall over the railing. The victim took the box cutter and through it since he was scared the suspect was going to use it on him. The suspect then fled on foot. At about 5:35 p.m., the victim called police and said he saw the suspect at 7th and Arizona. When officers responded, the suspect refused the officers commands and resisted arrest. He was taken into custody after a brief struggle. Harry Lewis Shepard, 33, transient, had bail set at $100,000.

California is in the midst of one of the worst droughts in recent history, the jury is still out as to why, at least according to some conservatives like former Hewlett Packard CEO and 2016 Republican Presidential hopeful Carly Fiorina. This past April, Fiorina told talk show host Glenn Beck that California’s drought was a “man-made disaster” caused by “liberal environmentalists” who blocked the construction of appropriate reservoirs and other infrastructure that could have helped prevent the current crisis. The vast majority of the state’s 1,400 dams and reservoirs were built more than four decades ago. According to FoxNews, environmentalists “have since stopped the construction of water storage and delivery systems through legal and political actions” while fighting “to ensure that captured water is released into streams and the ocean-rather than the water delivery system-in order to boost fish populations and dilute the salinity of the delta.” Conservatives are particularly incensed about releasing water from the state’s control to help a small number of fish species already on the brink of extinction anyway. Priority #1 for state wildlife officials has been protection of the endangered delta smelt, a three inch long minnow that feeds on plankton and has a tough time surviving passage through the pumps of California’s existing water diversion system. Since the fish was listed as endangered in 1993, biologists have tried to maintain a friendlier environment for it by withholding fresh river runoff that would otherwise go to homes, businesses and agricultural
operations across the state. The state has flushed upwards of 1.4 trillion gallons of freshwater into the ocean since 2008 to protect delta smelt from the water system pumps. But despite these herculean efforts, delta smelt look to be headed for extinction anyway. “In California, fish and frogs and flies are really important,” said Fiorina. “California is a classic case of liberals being willing to sacrifice other people’s lives and livelihoods at the altar of their ideology.” She went on to tell MSNBC that whatever California does to address climate change at this point won’t make a bit of difference: “A single state, or single nation acting alone can make no difference at all, that’s what the scientists say,” she said. “We’re disabling our own economy and not having any impact at all on climate change.” “Droughts are nothing new in California, but right now, 70 percent of California’s rainfall washes out to sea because liberals have prevented the construction of a single new reservoir or a single new water conveyance system over decades, during a period in which California’s population has doubled,” added Carly Fiorina. “This is the classic case of liberals being willing to sacrifice other people’s lives and livelihoods at the altar of their ideology.” Of course, environmentalists counter that blaming them for their efforts to preserve and protect landscapes, hydrological flows and wildlife is nothing more than a smokescreen to divert attention from the real culprits in California’s current drought woes: climate change due to man-made carbon emissions and our profligate water usage habits. ■ In May, the Museum of Modern Arts in Krakow, Poland, began showing a video of naked men and women entering a room and playing a game of tag -- then revealing that that particular room was actually a building in a Holocaust gas-chamber facility in Auschwitz. The idea, apparently, was to bring three affected nations (Poland, Germany and Israel) together, and among the sponsors of the exhibit was the Israeli embassy in Warsaw, despite criticism that the work was somewhat “repulsive and offensive.” (A similar project opened in Tartu, Estonia, in February, but was closed almost immediately after objections from Jewish-advocacy organizations.)

The government’s newest anti-fraud weapon, employed recently in the city of Luoyang during the crucial university-determining tests, is a sixpropeller drone that can hover above a cavernous exam hall, trying to pinpoint the locations inside in which designated ace test-takers are radio-transmitting correct answers to their clients, whose tiny earbuds are worn deep in ear canals. Cheating students also use beverage-bottle cameras, ordinary-appearing eyeglasses that can scan and transmit images, and fingerprint film (to fool fingerprint scanners that otherwise would root out test-taking “ringers”).
