On Thursday, the Santa Monica – Malibu Unified School District Board of Education gathered for their last meeting of the 2016 -17 school year. The board advanced plans to finalize improvements to Lincoln Middle School including replacement of buildings, renovations, upgrades to the field and new parking. At the meeting, the Board approved environmental documents necessary to complete work that first began seven years ago. In February 2010, SMMUSD adopted a series of documents related to the California Environmental Quality Act (CEQA) for the Lincoln Middle School Replacement of Building C, Modernization and Site Improvements Project, often referred to as the Original Project. The Original Project included the replacement of Building C, modernization of Building E, upgrade of the existing athletic field and track and the creation of additional parking on campus. However, while replacement of the athletic field lighting was included in the 2010 environmental documents, the Original Project was approved without it and was constructed without the athletic filed and track improvements. Adding the field back to the project could have required additional environmental review
and due to the changes in the project, the district hired Michael Baker International to determine if the project would have environmental impacts on the community. The company prepared a Subsequent Mitigated Negative Declaration, which was presented to the board last week, that found all potentially significant environmental impacts were previously stated in the Original Project. The Board voted complete the athletic field and track improvements including the replacement of the athletic field lighting, which is named Changed Project. The Changed Project would consist of the installation of four new 80-foot-high field lights along the perimeter of the track, synthetic turf pre marked for soccer and a five lane rubberized all weather track. The Changed Project would result in the redevelopment of a 196,240-square foot athletic field and track. Other public agencies whose approval may be required include California Department of General Services, Los Angeles Regional Water Quality Control Board, and the City of Santa Monica Public Works. If approved by the other public agencies the new field would allow extended community usage and can begin construction as early as July. marina@smdp.com

Bill would extend carpool lane access for hybrid and electric cars KATE CAGLE Daily Press Staff Writer
A bill from Assemblymember Richard Bloom (D-Santa Monica) would extend a state law that allows hybrid and electric cars to use the carpool lane. The new program would allow drivers of low and zero emission vehicles access to the lanes through Sept. 30, 2025. If AB544 does not pass the Senate, the program expires in 2019. Under the current program, drivers of energy efficient cars can apply for and purchase Clean Air Decals for $22 to use the lanes. Under the extended program, the green and white decals would be valid for three years, according to Bloom. The cost of the decal would offset the ongoing program cost of about $1.2 million.

Santa Monica has hired Lane Dilg as the new City Attorney. The decision was formally announced at Council’s June 27 meeting and follows the retirement of former City Attorney Marsha Moutrie in December of 2016. According to a statement provided by the city, Dilg currently works for UCLA as Senior Counsel. “… she provides legal advice across the broad range of the University’s teaching, research and public service activities, in substantive areas ranging from constitutional and employment law to

“Zero emission vehicles are very popular with Santa Monicans and the sticker program enhances their popularity,” Bloom told the Daily Press. “Santa Monica has been a leader on environmental issues for decades and is now working on developing a plan to reach carbon neutrality by 2050. Over half of the city’s emissions come from transportation, so zero emission vehicles will undoubtedly be part of reaching that goal.” Right now about 260,559 cars across the state have the decals, according to the Department of Motor Vehicles. That’s only a fraction of the nearly 1.2 million hybrid and electric cars registered in California. About 32,158 cars in Los Angeles County applied for the stickers in 2016. SEE BILL PAGE 6

County’s Sales Tax Rate to Increase The half-cent sales tax increase approved by Los Angeles County voters in November 2016 – Measure M – went into effect on July 1. The increase will apply to every city and unincorporated area of Los Angeles County, bringing the countywide sales and use tax rate to 9.25 percent. “The sales tax increase enacted by the passage of Measure M, the Los Angeles County Traffic Improvement Plan, proposes to improve freeway traffic flow and safety, repair streets and sidewalks, synchronize traffic signals, earthquake-retrofit bridges, expand public transit systems, create jobs, and keep fares affordable for seniors, students, and the disabled,� said Board of Equalization Member Jerome Horton. Fifteen cities within Los Angeles County have special district taxes. The chart below lists the new tax rates for the cities of Avalon, Commerce, Compton, Culver City, Downey, El Monte, Inglewood, La Mirada, Long Beach, Lynwood, Pico Rivera, San Fernando, Santa Monica, South El Monte, and South Gate.

Minimum Wage Increase Santa Monica workers are one step closer to $15 minimum wage by 2020. All workers will now be eligible for the City’s increased minimum wage and workers in larger businesses will receive the second wage increase on the path to $15. The minimum wage will increase to $12/hour for larger businesses, $10.50/hour for smaller businesses, and hotel workers’ pay will match Los Angeles’ at $15.66/hour. These increases are in line with the region, and six months ahead of the State wage increase January 1, 2018. “All workers now benefit in this second year of Santa Monica’s minimum wage law,� said Mayor Ted Winterer. “We are pleased hard working people will have a little more money in their pockets as affordability continues to be a challenge for many families in our region.� With this increase, employees in businesses of all sizes – and nonprofit organizations – will now be eligible for a wage above the State minimum wage. In order to help Santa Monica’s small businesses adjust to the labor cost increases, the minimum wage law provides a one-year delay in annual increases. Qualifying nonprofit organizations may also follow the small business schedule. “I am pleased to know that the minimum wage is increasing this year. The raise will make a difference in the money I can spend to take care of my family and make ends meet. I know some of my friends are also looking forward to a boost in their income,� said Reina Mendez, a domestic worker in Santa Monica. The minimum wage is part of City Council’s “Inclusive and Diverse Community� citywide strategic goal, and supports the Economic Opportunity area of Santa Monica’s new budget framework based on wellbeing and sustain-

Officers responded to a radio call for service on the Santa Monica Pier regarding a person down. Officers arrived and saw an open beer can next to the subject. Officers asked the subject to stand up. The subject stood up and fell back to the floor. He displayed symptoms of alcohol intoxication and became agitated towards the officers. Officers placed the subject under arrest. As officers were placing the suspect in the police vehicle, he kicked at one of the officers striking the officer’s face. The officer was not injured. Joe Estrada, 26, homeless, was arrested for public intoxication and battery on a police officer. Bail was set at $20,000.

The patrons of the Los Angeles County Metropolitan Transportation Authority (Metro) system will benefit from a substantially increased presence of law enforcement personnel beginning July 1 due to a new five-year, multi-agency approach led by Metro’s Security Team that includes the Los Angeles County Sheriff’s Department, Los Angeles Police Department and Long Beach Police Department. “The Metro system is safe today, but we want to make it even safer and more secure as we continue to expand our transit system throughout the county,” said John Fasana, Metro Board Chair and Mayor Pro Tem of the city of Duarte. “This new multi-agency approach strategically places law enforcement resources where they can provide the best service to our customers.” Law enforcement will be able to respond to incidents more quickly from within their own local jurisdictions, improving response times to approximately five to six minutes from an average of 16 minutes. Increases in personnel throughout the system will result in a consistent 314 personnel over each 24-hour period. “Improving public transportation means making sure that all of our transit lines are safe to ride, so that Angelenos can move around our city, and connect with one another,” said Mayor Eric Garcetti. “This new approach puts more LAPD officers on patrol keeping our communities safe, and makes Metro a better transit system for all of our customers.” Metro’s plan is consistent with best practices within the transit industry. Other transit agencies like Denver, Portland, Sacramento and Oakland work with multiple law enforcement agencies to patrol their systems. A multi-layered transit security strategy positions Metro to accommodate its growing transit system. With the implementation of Measure M, Metro must continue to elevate safety and security initiatives as well as partnerships to keep safety as the number one priority. “We have a unique opportunity to continue the policing services that we’ve provided to Metro patrons since 1987,” said Los Angeles County Sheriff’s Department Captain Jennifer Bateman. “I’m confident that working together with our law enforcement partners, as well as Metro security, we will continue to provide the level of service that Metro employees and patrons have come to expect.” “This law enforcement partnership with Metro will not only bolster the LAPD’s ability to respond and react to crime while protecting the commuting residents of Los Angeles, but it will also strengthen our commitment to relationship-based policing,” said LAPD Chief Charlie Beck. “The geographical expanse of our city makes a traditional ‘foot beat’ very difficult, but with our officers riding the buses and trains of our Metro transit system, the men and women of the department will be able to have more interaction with Angelenos, which will hopefully continue to build bridges between the department and the public.” “We are looking forward to our Long Beach Police Department taking over policing along the Blue Line,” said Long Beach Mayor Robert Garcia. “We plan to improve safety and increase police presence on our trains.” “We are excited about our new partnership with Metro and appreciate the ongoing support we have received from our city and community leaders,” said Long Beach Police Chief Robert Luna. “Our employees have been working tirelessly to create a staffing and operational plan that will focus on reducing response time to calls for service, increasing law enforcement visibility, and deterring crime in and around this important transportation corridor.” Total reported bus and rail crimes are down systemwide since January 2016. Metro continues to seek more improvements while also implementing a range of new safety and security measures that will protect the public while riding Metro. “Our overriding goal here is to ensure our transit riders can ride safely – without fear – 100 percent of the time” said Phillip A. Governor Jerry Brown has set a goal of 1.5 million zero or near-zero emission cars on the road by 2025. A 2014 survey from the California Center for Sustainable Energy found nearly 60 percent of respondents said access to HOV lanes was an important motivation for purchasing a clean air vehicle. The bill would not allow drivers who applied for a Clean Vehicle Rebate to apply for the sticker unless they meet certain income restrictions. Critics worry the program could become a victim of its own success – as more clean air cars clog up the lanes, the diamond marked lanes slow down and other drivers have less incentive to carpool. When state leaders eliminated the cap on the number of green decals issued for clean energy cars in 2016, they directed Caltrans to prepare and submit an update on the status of HOV lanes throughout the State. Caltrans issued a report in 2014 that found 63 percent of carpool lane performance had been degraded, although traffic counts indicate that clean air vehicles made up only about 5 percent of HOV traffic in Los Angeles and Ventura counties. An Assembly report on the bill cited a recent UCLA study that found HOV access prompted the purchase of more than 24,000

plug-in electric cars and hybrids (about 40 percent of zero-emission sales) in urban areas. “Study after study has shown that these decals affect consumer behavior and have incentivized Californians throughout the state to buy zero emission vehicles,” Bloom said. “This decal program is one of the most cost-effective incentive programs we have and it would be shortsighted to allow it to end while we are still working towards meeting our environmental goals.” In Santa Monica, City leaders support the decal program. “Creating incentives for alternative fuel vehicles makes sense and is an added bonus for consumers comparing vehicles,” said Dean Kubani, the City’s Chief Sustainability Officer. “We still hope all drivers will find trips in their week that they can transition to rail, bus, bike, or walking. Small reductions add up.” Caltrans is in the process of adding HOV lanes to Interstate 10 east of downtown Los Angeles. When the project is completed, there will be a continuous 40 miles of carpool lane between the downtown area and I15 in San Bernardino County. Plans to add additional HOV lanes west of downtown LA toward Santa Monica are in the planning stages, according to Metro. kate@smdp.com

Before working at UCLA, Dilg prosecuted public corruption, organized crime, human trafficking, fraud and other federal criminal offenses as an Assistant United States Attorney in the United States Attorney’s Central District Office in California. “Dilg also served as Counsel to the United States Senate Committee on the Judiciary, where she was a trusted legal advisor to U.S. Senator Dianne Feinstein in confirmation hearings for United States Supreme Court Justices Sonia Sotomayor and Elena Kagan, in the aftermath of the 2008 financial crisis and during consideration of the Affordable Care Act,” said the release. Moutrie said the city made “an excellent choice” in hiring Dilg. She said Dilg will face many challenges in her time at the city. “It’s a challenging time for public servants, and the City is a challenging (and wonderful) client. So many issues and projects. Second, you are in for an exciting ride; laugh often and enjoy it.” Mayor Ted Winterer described Dilg as a dynamic, strategic and thoughtful person. “Ms. Dilg brings a wealth of legal experience and a formidable intellect to the job and she’s passionate about public service and the issues that align with our city’s vision,” he said. “I speak for the entire Council when I say that we are thrilled to be working with Lane for years to come.” The City Attorney is responsible for a team of 24 attorneys and 18 support staff in the areas of civil litigation, code enforcement and criminal prosecution. She will begin work on Aug. 14 with a starting salary of $283,872. “It is an incredible privilege to serve the people of Santa Monica as City Attorney,” said Dilg. “I am grateful to the City Council for the opportunity, and I look forward to working with the talented attorneys of the City Attorney’s Office to serve my home community.”

■ Humans naturally come with only two sets of teeth -- baby and adult -- so most of us work pretty hard to hang onto the latter. Alligators, on the other hand, can be reasonably assured of a toothy grin throughout life. They may replace each of their 80 teeth as many as 50 times in a lifespan. ■ Scientists at the University of Southern California are trying to tap into that admirable regenerative ability. They report identifying unique cellular and molecular mechanisms underlying the gator’s tooth renewal and hope to use the knowledge to help regrow teeth in adult humans. ■ “Ultimately, we want to identify stem cells that can be used as a resource to stimulate tooth renewal in adult humans who have lost teeth,” said study author Cheng-Ming Chuong. “But, to do that, we must first understand how they renew in other animals and why they stop in people.” ■ Using microscopic imaging techniques, the researchers found that each alligator tooth is a complex unit of three components -- a functional tooth, a replacement tooth and the dental lamina -- in different developmental stages. ■ The researchers found that the dental laminae contain what appear to be stem cells from which new replacement teeth develop. Researchers plan to isolate them to see if it’s possible to use the stem cells to regenerate teeth in the lab. Not to worry. The idea isn’t necessarily to grow alligator teeth for humans, but to extrapolate the learned principles of regeneration to people.
