According to the staff report, “basic requirements are that lobbyists register with the City, make periodic disclosures about their activities, and pay registration fees to cover City costs. A few activities would be prohibited. Remedies would be established.” Lobbying would be defined as attempting to influence a city official with regard to action by the city and a “lobbyist” would be defined as someone receiving compensation for that work in excess of $1,000. All airport leases expired on June 30 and the city is considering lease renewals with all rents set to “market rate.” According to the report, three-year leases are appropriate for some tenants as any city action on closing part of the airport will be delayed for several years due to ongoing litigation. However, those leases would include a provision allowing for early termination if litigation is resolved more quickly. Aviation tenants are being offered month-to-month leases. Lease recommendations are: 1. Ruskin Theater (3-year term at $3,595.27 per month). 2. Atlantic Aviation of Santa Monica (3-year term at $54,889.93 per month and 40% of the net rental revenue from subleasing). 3. Krueger Aviation Inc. (month-to-month at $4,920 per month and 50% of the net rental revenue from subleasing) (western parcel). 4. Gunnell Properties LLC (3-year term at $91,170.80 per month and 12% of gross revenue above the amount of the City’s base rent). 5. Ameriflyers of California dba American Flyers (month-to-month at $11,229.58 and 50% of the net rental

Expo testing to begin this week BY DAILY PRESS STAFF CITYWIDE The Expo Light Rail Line extension from

Culver City to Santa Monica is scheduled to start train-testing activities in Santa Monica on July 16 and will continue for several months. Initially the trains will be pulled along the rail corridor before being run on their own power. The testing activity will test train clearances, the Overhead Catenary System which powers the trains, the crossing gates and traffic signals and all related systems before the project is turned over to Metro for pre-revenue operations. The testing will start Thursday and continue through the fall along the light rail alignment between Venice Boulevard in Los Angeles and 4th Street in Santa Monica. Operations will occur Monday through Friday 8 a.m. to 5 p.m. The testing will come after delays in the construction process that had pushed the completion of the construction process back three to four months. The $2.4 billion project that began in 1989 is still expected to open in March or April of next year. Once under operation, commuters will be able to travel from Downtown Los Angeles to

Santa Monica in 46 minutes. There will be three stops in Santa Monica: Olympic and 26th, Colorado and 17th and Colorado and Fourth. Trains will run every 12 minutes during rush hour and every 10 to 20 minutes during the midday and evenings. Preliminary testing activities will take place intermittently before the crossing gates are activated at gated crossings and the train signals are coordinated along Colorado. During this time, testing may result in brief interruptions of street traffic as trains cross the intersections assisted by safety personnel. Once the crossing gates are operational and the signals are coordinated, testing will continue on a more regular schedule. The train’s audible devices may be used during testing activities. Throughout the testing period, safety personnel will be available at the crossings to assist. The purpose of this pre-revenue testing is to give Metro staff hands on experience with stimulated service and the physical characteristics and equipment of the line.

PROJECT LOCATION: The approximately 30,000 square-foot project site is located at 1318-1320 4th Street, between Arizona Avenue and Santa Monica Boulevard, in the Downtown area of the City of Santa Monica, California. Regional access to the site is provided from the Santa Monica Freeway (Interstate 10). Local access is provided from 4th Street. See Figure 1 for the project site location map. PROJECT DESCRIPTION: The proposed project would involve demolition of an existing 325-space public parking structure (City Parking Structure #3) and development of an approximately 100,000 square-foot theater building consisting of 90,000 sf of floor area for a theater use with up to 16 screens, 2,700 seats, and associated lobby, lounge, and food service areas; and 10,000 sf of retail/restaurant commercial space available for lease to commercial tenants unaffiliated with the theater operations. The proposed project would consist of approximately four levels and have a height of approximately 84 feet above grade. The main entrance would be at ground floor level with stairs, escalators and elevators transporting patrons to the main lobby located on the third level. The main lobby would include ticket purchase counter/kiosks, a restaurant/lounge, concessions, restrooms, back of house facilities and kitchen. The auditoriums with approximately 2,700 seats and up to 16 screens would be located on all four levels and the restaurant/retail space would be on the ground floor level. Pedestrian access to the theater would be provided on the ground floor from 4th Street. No parking is proposed to be provided on the project site. It is anticipated that the project’s parking demand would be met by the public parking supply in the Downtown and Civic Center. Please see Figure 2 attached for the conceptual ground floor level plan. REVIEW PERIOD: As specified by the State CEQA Guidelines, this Notice of Preparation will be circulated for a 30-day review period. Kudos to Jack Neworth for the very funny and incisive column today on the two notorious narcissists – Trump and Schwarzenegger. Being a “recovering” journalist, I can truly appreciate Jack’s clever and humorous phrasing. And I must admit I experienced quite a bit of “Schadenfreude” as I was chuckling away with great glee. I had heard of Jack’s enticing columns from friends. But today’s column is the first one I read. I won’t miss any of them from now on. Thank you ever so much. Allen’s new law: just what the Doctor ordered

State Senator Ben Allen (D-Santa Monica) and Sen. Richard Pan (D-Sacramento) who co-sponsored SB 277 which requires that California school children must be vaccinated against communicable diseases such as measles and whooping cough. SB 277 was signed into law June 30 by Gov. Jerry Brown. The new law requires vaccinations against measles and whooping cough for nearly all public and private school children including those in daycare. The law eliminates vaccination exemptions based on religious or personal beliefs and requires that children entering kindergarten be vaccinated unless a medical doctor certifies that a child has a medical history or a condition such as allergies that would make vaccinations detrimental to the child’s health. Children who are home schooled or in activities not conducted on school grounds are not required to get vaccinations. Allen is a Samohi alumnus and former Santa Monica-Malibu Unified School District (SMMUSD) board member. Pan is also a pediatrician. Early this year, a Samohi freshman baseball coach was diagnosed with measles. Luckily, players and students who may have had contact with the coach had already been vaccinated. About the same time, 14 infants were ordered quarantined and one of Samohi’s child care center’s rooms was closed indefinitely when an outbreak hit the facility. At that time, SMMUSD officials reported its vaccination opt-out rate to be 11.5 percent - down slightly from 14.8 percent a year earlier. A group opposed to the measure marched from Santa Monica Pier to City Hall July 3 in protest of the law. Radio host Tim Donnelly, a former Assemblyman from Twin Peaks in the Inland Empire filed paperwork with the state attorney general’s office to float a ballot referendum to overturn the new law within days of Brown’s signing. Donnelly claims the law violates religious freedom and parental rights. I have news for Donnelly and all the other knuckle-draggers out there who still think the earth is flat. If you don’t like the ordinance, send your kids to private school or school at home. Your unvaccinated child shouldn’t put the public’s health in danger. BLOOM’S AB 1100 UNDERMINES DEMOCRACY

Then, there’s the latest piece of shortsighted legislation co-authored by our own Assemblyman Richard Bloom along with Evan Low (D-Campbell). Bloom’s bill would call for raising the fee for filing a ballot initiative from $200 to $2000. AB 1100 which recently passed the Assembly is expected to go before the State Senate next week. The trigger for Bloom’s bill was the “Sodomite Suppression Act” that would have criminalized homosexuality and “commanded” that gays and lesbians be executed. The proposal came from Huntington Beachbased attorney Matt McLaughlin who is in serious need of counseling - or real religion. Luckily, it never made it to the ballot. I’m sure Bloom thought that a higher filing fee would discourage people from filing

frivolous ballot proposals. But there’s also a huge downside: It would also exclude people of limited means from participating in governing and make it much harder to file legitimate grass-roots petitions without extensive financial support. Talk about discouraging the democratic process, AB 1100 does it in spades. Bloom’s bill is a knee jerk reaction that won’t stop misguided people from submitting crazy ideas. Just think no further than Donald Trump. FRIEND ME ON FACEBOOK?

A number of local politically-oriented Facebook pages that have sprung up over the last few years. They include Residocracy’s page, “Santa Monica Government, Politics, Policies and People” moderated by former mayor and city councilman (and occasional Daily Press columnist) Mike Feinstein, Santa Monica Transparency and Santa Monica Green Space & Parks among others both open and closed to the public. Also, there are a number of Facebook pages maintained by individuals. Recreation and Parks Chair Phil Brock’s page and Laura Wilson-Hausle’s page are always fresh and lively. She’s the neighbor waging war against the adjacent and very noisy Palihouse Hotel which she says is an illegal operation condoned by City Hall. The only problem is that with all these Facebook sites created and maintained by neighborhood groups and persons with a particular social agenda such as development, anti-airport or “safe streets,” is that they reach relatively few people and are preaching to the choir. There are always the same dozen people or so who repeatedly post to these various pages - some posting to multiple sites at the same time to insure that their opinion reaches the biggest audience. Veteran political watchers claim the real number of local activists is around “a couple of hundred” and they’re disorganized. In other words, a few hundred activists (out of 64,625 registered voters) can’t seem to find a major issue and build a large, permanent core such as Santa Monicans for Renters’ Rights (SMRR) did with rent control almost four decades ago. SMRR’s success is built on convincing renters that the only thing between them and exorbitant rent increases and eviction is SMRR. It’s all nonsense. These days, SMRR leaders are interested in only one thing: staying in power and calling the shots on all aspects of Santa Monica life. Rent Control is protected by City Charter. Any politician calling for an end to it would be playing political suicide. So what’s left? It’s obvious that many of these groups and individuals are standing fast to whatever agenda or purpose they espouse. Many people hold grudges and that limits cooperation between groups. My question is, “If we can’t find a common ground, expose the SMRR myth and elect three new councilpersons next November, how is change ever going to come?

Council will consider an ordinance that extends the current rules for development downtown. Council is being asked to extend the current governance structure for the operation of the Pier and that the current Board’s term be extended until December 31, 2015. Council could create an internal audit committee composed of council members. The committee is a result of previous council requests to bring the city in line with best practices in financial management. Several appointments are scheduled for the meeting including seven members of the Pier Corporation (depending on the outcome of the Pier Corporation reauthorization), three members of the Social Services Commission and one Planning Commissioner. The Planning Commissioner is controversial as it follows a terse exchange at the last meeting that ended with Councilwoman Pam O’Connor threatening to walk out of the meeting if the appointment were not continued to this month’s meeting. Officers were dispatched to a family disturbance in the 1800 block of 11th St. Investigation revealed the two occupants were in a dating relationship and arguing about methamphetamine. The male said he threw the girlfriend’s drugs away and she was upset while the female said she through the male’s drugs away and he was upset and he got physical with her. However, evidence at the scene led the officers in arresting the male subject for domestic violence. No narcotics were recovered. Erik Anthony Ma, 27, of Santa Monica had bail set at $50,000.

Oscar de la Torre relayed the student’s story last month as he and his fellow Board of Education members debated how the school district should develop the skills of its English learners, evaluate their progress and assist them beyond the classroom. Improved testing criteria, native-language assessment and parent engagement were among the ideas floated by the board for helping the district’s English learners, who make up about 9 percent of the student population. The California English Language Development Test is used to identify students with limited English proficiency, determine their skill levels and measure their progress. The number of SMMUSD students taking the test has declined significantly over the last decade, dropping from 1,823 in 2002-03 to 1,079 in 2013-14, according to state data. Determining where to place students and when to remove language support — and monitoring students once they’ve advanced — are complicated steps that typically involve analyses of students’ grades and standardized test scores as well as meetings with families, officials said. According to Irene Gonzalez-Castillo, the district’s director of elementary curriculum and instruction, state officials are looking to revise language surveys to extract more accurate information about students’ skills in their home tongues. Board member Jose Escarce said testing proficiency in a student’s native language would help the district better understand the student’s overall academic abilities. He noted that many children know “kitchen Spanish” — used in informal conversations with family — but that they might not necessarily have a strong command of the home language. Currently, native-language testing usually occurs only at the beginning of a student’s time in the district and sometimes reveals deficits in both English and the student’s home language, Gonzalez-Castillo said. Escarce said it’s strange that language learners who have the same academic characteristics as English speakers are treated differently. “If it leads to rethinking what we’re doing, that’s a good thing,” he said. “These

students are so much more like regular students. Testing them in their native language shows they’re not proficient at all.” Meanwhile, de la Torre advocated for an increased emphasis on parent engagement. “Can we help the parents improve their English skills?” said de la Torre, who recalled learning English without assistance from his parents. “That would be important to help students in the house.” He also suggested exploring how the district could use its community liaisons to help break down language barriers. “When we talk about parent engagement, what do we mean?” de la Torre asked. “How do we define that?” Added board member Maria LeonVazquez: “It’s hard for them to understand what their children lack.” It would be helpful if the district’s literacy coaches knew languages other than English and Spanish, board member Richard Tahvildaran-Jesswein said. Although 65 percent of the district’s English learners come from Spanish-speaking homes, several dozen other languages are spoken in the district. Board president Laurie Lieberman said it’s possible that the issues facing English learners are common among other lowachieving students in the district. “I wonder whether the keys for all of these students aren’t similar,” she said, “and then, for each group, some layers (of intervention) are appropriate. ... But it’s very fuzzy. That’s one of the backdrops.” Added board member Craig Foster: “At what point does failure to transition out of this program indicate there’s an overall learning issue rather than we just haven’t handle the language part? At some point, it’s probably not about the language.” Terry Deloria, assistant superintendent for educational services, cautioned that student progress in English proficiency can have negative side effects. “You can end up in a situation where there’s not enough language for children and families to communicate,” she said. She added that model language programs help students develop their skills in their home language as well as in English. contracts for major leaguers, the New York Yankees spent nearly $18.1 million on international amateurs during the last signing period. “All of our top guys really felt that this crop of young kids was the best they’ve seen in years and years and years, so we went out and we grabbed seven of the top 10 or 11 guys,” owner Hal Steinbrenner said. “For that kind of money, I guess if one or two of them works out, you made the right decision.” And it’s not just the Yankees. Boston spent more than $38 million, Arizona topped $10 million and the Los Angeles Angels were just below $9.7 million. And they all incurred hefty tax bills for their global splurging. In all, the 30 clubs committed $160 million to 801 international amateurs from July 2 last year through June 15, up from $95 million in the 2013-14 signing season, according to Major League Baseball. And just this month, the Los Angeles Dodgers gave a $16 million signing bonus to 19-year-old Cuban right-hander Yadier Alvarez. Teams hope they will follow the path of players already in the higher levels of the minor leagues. Among the international prospects on display at Sunday’s All-Futures Game were Texas outfielder Nomar Mazara ($4.95 million signing bonus), New York Yankees catcher Gary Sanchez ($3 million) and Kansas City infielders Raul Mondesi ($2 million) and Chelsor Cuthbert ($1.35 million). “They are looking all over for those guys, especially in Cuba,” said World team manager Tony Perez, who left Cuba at age 17 to sign with Cincinnati, helped the Reds win a pair of World Series titles and was inducted into the Hall of Fame in 1990. “For the agents, they know it’s going to be big money.” Teams can sign international free agents starting July 2 in the year they turn 17 by Sept. 1. Beginning with the 2012-13 signing period, teams were penalized for exceeding their signing bonus pools. Thirteen teams went over their pools for 2014-15, resulting in $71.5 million in tax. Five teams owe most of the money: the Red Sox ($36.1 million), Yankees ($15.9 million), Diamondbacks ($7.9 million), Angels ($7.3 million) and Tampa Bay Rays ($3.4

million). That quintet also lost the right to sign any international player to a bonus of more than $300,000 for 2015-16 and 201617. Management may again propose an international draft in bargaining for the labor contract that replaces the current deal, which expires in December 2016. “Unfortunately, I think that the increased flow of talent from Cuba has stressed that system, and it hasn’t done as well in response to that stress,” Commissioner Rob Manfred said. “It hasn’t quite worked the way that we thought it would.” More than one in four players on big league opening day rosters, 26.5 percent, was born outside the 50 states, according to the commissioner’s office, and the most came from the Dominican Republic (83), Venezuela (65), Cuba (18) and Puerto Rico (13). Among players with minor league contracts, the figure rises to nearly half, 48.8 percent. Cuthbert, who made his big league debut Tuesday, signed with the Royals in 2009 when he was 16. He said the Royals arranged English classes for his first two years, with one-hour sessions two-to-three times a week. “Right now they’re doing such a good job of making Latin players learn English, and I think that’s something that really helps Latin players,” he said. “I can talk to people. Ordering food and stuff like that. That helped me a lot.” While U.S. players are subject to a draft, limiting their option to one team, international players have all 30 organizations to choose from Cuthbert said he picked the Royals because he and his family had a great relationship with Orlando Estevez, Kansas City’s coordinator of Latin American scouting, and Juan Lopez, the Royals’ Nicaragua scout. Mazara, whose bonus was a record for an international player when he signed with Texas as a 16-year-old in 2011, said he didn’t have a choice of team. Mazara said his deal was negotiated by Ivan Noboa, who runs an independent academy in the Dominican Republic. “That was my buscone,” said Mazara, using the baseball term for local trainers who often sign young players in exchange for a percentage of future earnings. “He just told me the last day. I didn’t have a choice.”

Endangered species Dear EarthTalk: How have polar bear populations in the Arctic been faring since the U.S. put them on its endangered species list in 2008, and what efforts are underway to protect them?

as 25,000 polar bears roam the far north these days, with two-thirds of them in Canada and most of the remainder in Alaska and northern Russia. Environmentalists cheered in May 2008 when the U.S. Fish & Wildlife Service (USFWS) listed polar bears as threatened under the Endangered Species Act because of forecast evidence that circumpolar warming is melting sea ice, the great white carnivore’s primary habitat. This listing represented the first time that climate change effects were officially considered as a cause for a species’ decline, emboldening activists to start calling for stricter regulations on carbon emissions nationwide. Polar bears have been “protected” in the U.S. since 2008, but only recently has the USFWS released a species management plan. The Draft Polar Bear Conservation Management Plan (CMP) outlines six strategies to manage bear populations, including: limiting global atmospheric levels of greenhouse gases to levels suitable for supporting polar bear recovery and conservation, supporting international protection efforts, managing human-polar bear conflicts, collaboratively managing polar bear hunting by Alaska natives, protecting polar bear denning habitats and minimizing risk of contamination from oil spills. While saving polar bears is not the only reason to curb greenhouse gases, the CMP prioritizes that public officials start factoring in the “consequences to polar bears and their habitats of the likely effects of the current baseline greenhouse gases scenario” and “prompt the needed actions to maintain and, as needed, restore sea ice habitat by implementing sufficient regulatory, marketdriven, or voluntary actions.”

As for supporting international efforts, the USFWS is aligning with Russia to protect denning habitats in Chukotka and on Wrangel Island, where almost all denning for the Chukchi Sea population occurs, and with Canada to support polar bear management efforts in the Canadian Archipelago. To manage human-polar bear conflicts, FWS is joining communities and industry to develop safety procedures for bear encounters and establish best practices for garbage management and bear-proof food-storage options to reduce food attractants that draw polar bears into human communities. The agency has also committed to expand the scope and improve the effectiveness of community polar bear patrols. Polar bears are hunted in 15 Alaskan villages for meat or handicrafts like mittens and mukluks, and the USFWS plans to collaborate with the North Slope Borough, the Alaska Nanuuq Commission and others on implementing sustainable hunt management strategies in these villages. The USFWS is also working to minimize development and disturbance on barrier islands, which provide crucial bear habitat. To reduce the risk of contamination from an oil spill, the USFWS will continue to provide feedback on oil exploration plans and ensure that responders and companies have current information on seasonal bear movements and important habitat areas. Standard operating procedures are in the works for the rescue and handling of oiled bears. The USFWS estimates that implementing the CMP over the next five years will cost almost $13 million.
