SMMEF raises $2M, falls short of goal School board closes deficit after heated discussion BY JEFFREY I. GOODMAN Daily Press Staff Writer

The local Board of Education was forced to make another tough budgetary decision after the Santa Monica-Malibu Education Foundation fell short of its annual fundraising goal. The foundation raised $2.03 million for school programs in a cycle that ended June 30, well short of the $2.5 million it was asked to collect over the last 12 months. After about an hour of testy deliberation, the school board last month voted to make up for the nearly $500,000 deficit by using $300,000 in funds tied to the Local Control and Accountability Plan and roughly $200,000 from the school district’s general fund. The board’s heated debate came as district stakeholders continue adjusting to the recently implemented centralized fundraising

model, which was opposed by many Malibu families. Ongoing litigation over chemical testing at Malibu schools and efforts to create a separate Malibu district have also hampered the foundation’s efforts. “We’re a school district with lots of distractions,” SMMEF board president Kathleen Rawson said. “We would be remiss not to acknowledge that these obstacles are hindering some of our fundraising success.” Giving fell slightly from the $2.36 million raised in last year’s cycle, which lasted 17 months so the foundation could align its campaign with the school district calendar. Board member Richard Tahvildaran-Jesswein said it wouldn’t be right to make reductions to SMMEF-funded programs even as the district faces a $10-million shortfall heading into 2016-

For years, Suzanne Verge has been trying to educate people about gun violence and urge them to advocate for change. They’re finally listening. The recent mass shooting at an Orlando gay nightclub has shoved problems surrounding gun safety and gun control into the national discussion, drawing in citizens who may have avoided the issues in the past. “People are coming out and saying, ‘I can’t stand by anymore — I’ve got to be part of the solution,’” said Verge, the president of the Los Angeles chapter of the Brady Campaign to Prevent Gun Violence. “But we can’t come up with a solution unless we have these tough conversations.” Verge, a Santa Monica resident,

will be featured in a panel discussion about guns following a screening of the documentary “Making a Killing: Guns, Greed and the NRA” at 7 p.m. Tuesday at Santa Monica College. The event, hosted by the local community college’s Public Policy Institute, will be held in Room 165 of the Humanities and Social Sciences building on the main SMC campus. The panel will be moderated by institute co-director Richard Tahvildaran-Jesswein and will also include Rep. Ted Lieu and the film’s director, Robert Greenwald. According to the League of Women Voters of Santa Monica, the screening and discussion were planned long before the recent spate of gun violence that has fueled debates across the country about public safety and the Second

Michelle Arellano has moved around in the last two years. She lived in Oregon but flew back and forth to Santa Monica to serve as an interim director for the Boys and Girls Clubs of Santa Monica, staying in the city for weeks at a time. Arellano then moved to Sacramento to serve as an interim director for the Boys and Girls Clubs there. During those two years, she also consulted nonprofit organizations, coached new CEOs and became a minister. “One thing I noticed was that there’s only so much you can do as an interim,” Arellano said. For her, it was about time to settle down, and Santa Monica gave her that opportunity. In April, the Boys and Girls Clubs of Santa

Monica, a nonprofit organization supporting nearly 4,000 youths throughout Los Angeles County, chose Arellano to be a full-time CEO, two months after she had started out as an interim. Arellano had worked as the club’s interim chief in 2014 as well. Arellano did not imagine coming back to Santa Monica. However, she said she has known the club for the last 10 years. When she was approached to again lead the club, she said she knew the club was a good fit for her. “They have such a big heart, rich history, dedicated staff and wonderful community,” Arellano said. After Tim Blaylock stepped down in February, a couple board members approached her about leading the club, Arellano said. SEE BGC PAGE 7

Schwarzenegger and others who donated land or worked to make possible the 67-mile Backbone Trail across the Santa Monica Mountains. It’s a scenic and hiking jewel for Southlanders to treasure. I’d like to acknowledge another actor and philanthropist who helped start the trail in 1944. His spirit fills the mountains, canyons and coast of Santa Monica and his park legacy is growing across Southern California more than 50 years after his death. Leo Carrillo. Born Leopoldo Antonio Carrillo in the mud brick pueblo of Los Angeles in 1880, he was reared and lived in Santa Monica. In his autobiography he waxes lyrical about a youth spent fishing and hunting, rambling and roving around the Santa Monica Mountains. “Lions, fish, quail, plover,” he wrote, “dogs, horses, coyotes, swimming, lassos, branding, fiestas! The mountains and the sea were mine.” The Carrillo family legacy begins in Alta California in 1769 with three members in the Portolá Expeditions. By 1885, historian H.H. Bancroft wrote the Carrillo family “must be considered in several respects the leading one in California by reason of the number and prominence of its members and of connections by marriage with so many of the best families, both native and pioneer. “ The 19th-century Carrillos were oldschool, Spanish-speaking Californios. Leo was a modern Californian, a young man with talent and 20th-century ambitions. Just after 1900, Leo left SoCal to start a fifty-year career in show business, first in vaudeville and then on the Broadway stage. Sound in movies succeeded and siren Hollywood beckoned. Leveraging his ethnicity and skills at mimicking dialects, Leo was perfect for character roles in the talkies, and mostly played roles of Italian or Mexican descent. Returning home, he built Los Alisos (The Sycamores), his “ranchita” home on 14

acres on East Channel Road in Santa Monica Canyon in 1932. He was back, with New York wife Edith in tow, in his beloved California. For two decades, Leo acted. After more than 90 movies and at the age of 70, you and I would be thinking retirement at the rancho. Not Leo! The 1950-56 TV series “The Cisco Kid” rocketed Leo to wide popularity. He played the lazy, English-challenged sidekick Pancho, ironically a far cry from the athletic and articulate real-life Leo. Acting was not all he’d been doing this whole time. He was also giving back to California. In 1938 and 1942, he was urged to run for governor (as his great grandfather Carlos Antonio Carrillo had been) but decided not to. Despite being a Democrat, he campaigned for old Republican friend Earl Warren when he ran for and won the governorship in 1942. It was then Leo found his true calling as outdoorsman and pioneer environmentalist. Warren appointed Leo to the State Parks Commission. Leo served from 1943 to 1961, helping to preserve and acquire state parks, monuments and landmarks. During that time, he also fought against the defacing of public beaches by oil drilling or other industry. “Natural resources, beauty spots, historic sites ...,” Leo wrote, “ ... should be perpetuated and conserved for future generations ... never be used for any purpose except the benefit of the citizens and the education of children.” This leads us back to the very beginnings of the Backbone Trail in time and place. Leo and Will Rogers had been friends since vaudeville days and next-ranch neighbors since 1932. Will died in a plane crash in 1935. In 1944, Will’s widow Betty Rogers gave their 186-acre ranch to the people of California as a State Park. That was the first step in a 72-year journey of transfer and acquisition in the Santa

Monica Mountains culminating in the 2016 completion of the Backbone Trail. And there at the Oct. 1, 1944, Rogers Ranch acceptance ceremony, dressed in cowboy hat standing behind dignitaries and Governor Warren, is the master of ceremonies and chairman of the State Parks Commission — Leo Carrillo. Leo’s parks service led to Malibu’s Leo Carrillo State Park being named in his honor in 1959. When Leo’s cancer forced him to resign the Commission just months before his death in 1961, the Commission expressed “ ... its appreciation and commendation to Pancho, Mr. California, and our State’s beloved Ambassador of Good Will, Señor Leo Carrillo, for his untiring efforts on behalf of the State Park system.” At heart and in service, in word and deed, Leo was much less Pancho and much more a Park Man. But even death could not stop Leo’s relationship with the Santa Monica Mountains and his contributions to California. In 1953, Leo and wife Edith endowed a trust. Upon the death of their last heir, the assets of the trust were to go to the State of California and be used to acquire public parkland in the Santa Monica area. Edith died in 1953; Leo in 1961. Their only daughter Antoinette passed away in 1978 and her one adopted son in 2012. Soon after, the Santa Monica Mountains Conservancy was approached by the Attorney General’s office about using trust proceeds to acquire property for a public park. The Conservancy authorized entering into an agreement with the Mountains Recreation and Conservation Authority for the acquisition. Trust funds paid for a portion of acquisition of Decker Canyon Park in May, 2014. The Carrillo funds acquired 163 of 425 total acres. The Leo A. Carrillo and Edith Carrillo Memorial Park is named for the 163 acres. The Backbone

Trail runs inland from it and the Coastal Slope trail runs right through it. Leo has two stars on Hollywood’s Walk of Fame, but three public parks named for him. Leo Carrillo State Park runs from the Santa Monica Mountains to the beach in Malibu. Leo Carrillo Ranch Historic Park in Carlsbad is listed in the register of National Historic Places and a municipal park since 2003. It was Leo’s 1,700-acre cattle ranch and get-away from Hollywood. And now, we have the new Carrillo Memorial Park that sits next to the State Park. Two stars to three parks sums up Leo’s ratio of stardom to service. On the last page of his book Leo reflects on a long, successful life: “I have trod many a stage. Applause has been mine. Many dreams have come true. The everlasting hills are my proscenium. The vaulted sky is my roof. The stars lean down to pronounce their benediction. I have spoken my lines. ‘Pais, agua, sol.’ [Earth, water, sun] These are the simple things, the true things, the good things. Let them, when the time comes, signify my exit.” He passed away, at his Santa Monica home, just weeks before his autobiography, tellingly titled “The California I Love,” was published. So put down the paper, turn off your TV (or device) and go walk some of the Backbone Trail. Or grab some friends and visit one of your three southland Leo Carrillo parks. As Pancho would say, “Let’s went!” Take a dip. Take a hike. Or just take a look. They are yours for the taking. And as you swim in the sea or ramble our gorgeous Golden State, think on Leo’s words and enjoy his everlasting parkland legacy. “Earth, water, sun ... Lookin’ for LUVE RESIDOCRACY HOSTED THEIR KICK-OFF

meeting at the Santa Monica library a week ago Sunday. The purpose of the meeting was to organize various committees to work on Residocracy’s Land Use Voter Empowerment (LUVE) ballot measure campaign. LUVE, if approved in the November 6, 2016 election, would amend the city’s land use and circulation (LUCE) element and zoning ordinance to require voter approval of certain types of new development projects. This measure would amend the City’s LUCE and Zoning Ordinance by adding new requirements for voter approval of large or “major” developments, all development agreements, and certain modifications to land use and planning policy documents. The measure would also create a new permitting requirement and process. A “Major Development Review Permit” would be required for projects exceeding the LUCE’s Tier 1 maximum height (32 feet/two stories) and size limits. 10,116 Santa Monica voter signatures were gathered and submitted by Residocracy volunteers to the Santa Monica City Clerk’s Office on May 5, 2016. The Los Angeles County Registrar’s office verified the signatures, and the City Council placed LUVE on the municipal ballot at their last July 12 meeting. The initiative then goes before the county Board of Supervisors, which will provide the final administrative approval necessary to place LUVE on the ballot and it will receive its official alphabetical ballot designation such as “Measure X.” I joined fellow Daily Press columnist Charles Andrews to observe the meeting. Fifty invited “volunteers’ who helped gather signatures and a couple of self-promoting gatecrashers also attended. It was an excited and enthusiastic crowd. They were especially buoyed by social media chatter an informal surveys that indicate LUVE would coast to victory by a wide margin (if the election were held at that time.) The polls obviously don’t show how the LUVE campaign will play out in the months to come. It’s expected that developers and related business interests including land-use attorneys, real estate executives, architects, contractors, publicists, and labor union members will raise millions of dollars for an anti-LUVE war chest. Money will be spent on every type of campaign material imaginable - similar to the campaign by developers and their cronies to defeat another slow-growth ballot measure, Measure T, known as the “RIFT initiative, in 2008. People at the library meeting were fired up. If Residocracy’s leadership can maintain this level of enthusiasm through to the election, LUVE will be victorious despite the well-moneyed opposition. A win in November will have a far reaching and positive impact for the community. LUVE will override the Planning Department, Planning Commission and City Council’s penchant for approving unpopular, ugly, oversized developments

with woefully inadequate community benefits — benefits which are frequently never delivered despite the promises. It will return control over what our city will be, look like and how it will function to residents by ending behind closed door wheeling and dealing between City Hall and developers. However there was a huge elephant in the refrigerator and you could smell its breath throughout the entire library: endorsements. When the subjects of Residocracy endorsing candidates for City Council or fielding a slate of candidates outright came up, Residocracy founder and leader, Armen Melkonians made it clear that the meeting was an “organizational meeting” and that the subject would not be discussed there. Maybe it wasn’t the right time or place, work needed to be done. Residocracy’s leadership needs to study this issue very carefully. One viewpoint says that the group needs to focus on making sure the measure passes. The second take sees Residocracy leaders either endorse or outright sponsor two or three candidates for City Council to assure that their “people first”,”stop over development” position becomes permanently and positively implemented. I think the organization should back candidates and announce early endorsements — before the end of the month. Endorsing a couple of candidates in the very near future would give them an advantage in gathering other endorsements and raising funds. It takes a minimum of $200-grand to mount a competitive council campaign with city-wide mailers eating up lots of assets. Winners will spend double or triple that amount, which is why proper financing and key endorsements are so important Lack of early endorsements cost Phil Brock a seat at the dais in the 2014 race. He told me that every organization he went to — from labor unions to civic groups — backed away when he told them he had “no major endorsements.” Most special interests want to back a “winner” and they don’t see minimal endorsements or inadequately funded candidates as likely to win. The same was true when I ran for City Council in 2004 … No key endorsements (What? After the things I’ve written in this column?) and, only a few grand in campaign funds. I finished way out of the money. Who would I like to see Residocracy get behind? Residocracy founder Armen Melkonians and Recreation and Parks Chair Phil Brock. If LUVE wins,Residocracy affiliated candidates will most likely coast to victory on its coat tails. We can’t afford to pass up any opportunity for residents to take back our City. A couple of new slow-growth/Residocracyendorsed council persons on council will make it impossible for developer backed councilpersons to pull any fast ones or play dirty tricks on us as has been so “matter or course” in the past. ON JULY 8 AT ABOUT 5 P.M. Santa Monica police officers responded to the Sears department store at 302 Colorado Ave., for a theft suspect being detained by store security personnel. Sears security told the officers they watched via surveillance camera as the suspect entered the store while carrying a brown Starbucks paper bag. The suspect walked over to a display of watches and selected two different models and placed them into the Starbucks bag. The suspect then walked past several staffed cash registers and exited the store. Sears security confronted the man outside, escorted him back into the store and notified SMPD. Both watches were recovered and had a total value of $60. Officers accepted the arrest from Sears security for shoplifting. David Rey Vasquez, 24, of Los Angeles, was issued a citation with a promise to appear in court at a later date.

A new analysis of data from the U.S. Environmental Protection Agency (EPA) by the non-profit Natural Resources Defense Council (NRDC) found that 18 million Americans live in communities where water systems contain unsafe levels of lead. In “What’s In Your Water: Flint & Beyond,” NRDC reports that 5,300 different water systems across the country either shirked responsibilities to treat their water supplies to reduce lead levels, failed to monitor water supplies for lead, or neglected to report unsafe lead levels to the public or regulators. “These violations were recorded because the systems were not doing everything that they are required to do to protect the public from lead issues,” added NRDC. “Imagine a cop sitting, watching people run stop signs, and speed at 90 miles per hour in small communities and still doing absolutely nothing about it-knowing the people who are violating the law…” said Erik Olson, NRDC’s health program director. “That’s unfortunately what we have now.” Even more surprising to NRDC is the fact that Flint didn’t even show up as having violations for lead in the EPA’s database, illustrating “the serious problem of underreporting and gaming of the system by some water supplies to avoid finding lead problems, suggesting that our lead crisis could be even bigger.” Of course, Flint is far from the only metropolitan area with contaminated water supplies. Researchers believe thousands of water

supplies across the country have been “gaming” the system for decades, with the EPA turning a blind eye to the situation. “Cheating became something you didn’t even hide,” Marc Edwards, the Virginia Tech researcher credited with exposing water supply management issues in Washington DC and later Flint, recently told CNN. Some of the most common “bad practices” by water supply managers include testing only homes that are unlikely to have high levels of lead, asking residents to “pre-flush” their taps, and taking water samples slowly to reduce lead levels. For its part, the EPA says that individual states are responsible for the majority of drinking water enforcement actions and should continue to be “the first line of oversight” of drinking water systems. The agency adds that “many of the drinking water systems that NRDC cites in its analysis are already working to resolve past violations and return to compliance with the Safe Drinking Water Act.” So what’s to be done? According to NRDC, fixing Flint-with both emergency relief and long-term infrastructure and systemic improvements-should be priority #1. Beyond Flint, NRDC says that the EPA should be taking a hard look at the rest of the country’s water infrastructure, removing lead service lines and fixing other water problems, especially in underserved communities. That’s up slightly from the 2,260 parents who gave in 2014-15 but well below the 2,517 who participated two years ago. Parents this year totaled more than $1.29 million in donations, averaging $558 per household. More than one-third of families participated in this year’s SMMEF fundraiser, a slight improvement on the 30.3 percent who donated in 2014-15. But rates of giving among district employees dipped across the board. Management participation declined to 64.8 percent from 74.4 percent a year earlier, teacher involvement in the campaign dropped to 30.4 percent from 33.9 percent in 2014-15 and classified staff participation fell from 11.2 percent to 9.3 percent. tured food and beverage tastings as well as live, silent and online auctions. The wine auction “will grow leaps and bounds” in the comings years, Rawson said. The campaign closed with the community matching a $200,000 contribution from the Franklin Elementary School PTA. Half of the gift was designated for the fundraiser, while the other half was allocated to the SMMEF endowment. The donation sparked controversy at the Montana Avenue campus, where some parents felt blindsided by the site PTA’s large cash reserve. That was one of several obstacles during the campaign. “While implementing the School District’s centralized fundraising policy has not been without its challenges,” Greenberg said, “we join with the District in their continued commitment to equitable access for all children and look forward to raising even more money next year to provide a stellar education for our students.”

■ Attorney Chris Dyer convinced a jury in La Crosse, Wisconsin, in June that there was “reasonable doubt” about what his client was doing in a family’s basement when he was discovered, pants down, perched (“doggy style”) over the family’s golden retriever, Cooper. Client Daniel Reinsvold (a stranger in the house) told the jury that he has an “intestinal disorder” that makes him subject to “emergencies.” What Reinsvold was doing was apparently perfectly clear to the resident’s 17-year-old daughter, who discovered the scene and reported Reinsvold “screwing Cooper” (and a vet said later that Cooper showed signs of trauma). Nonetheless, Reinsvold was convicted only of trespass and disorderly conduct.
