Council postpones decision on aviation leases at SMO BY MATTHEW HALL Daily Press Editor
SMO Non-aviation tenants and miscellaneous airport users have been granted new leases at the Santa Monica Airport, but the council postponed action on aviation leases pending additional information from city staff. At the July 14 council meeting, staff recommended three-year leases for non-aviation tenants and month-tomonth leases for aviation tenants/miscellaneous uses. Council did authorize part of the staff recommendation, providing leases to Ruskin Theater (threeyear term at $3,595.27 per month), Spitfire Grill (three-year term at $8,474.40 per month or 6 percent of gross receipts, whichever is greater), Typhoon Restaurant Inc. (three-year term at $6,060 per month or 6 percent of gross receipts, whichever is greater) and various month-to-month lease agreements for single spaces of either land or portions of buildings for artists, aviators and others. However, they postponed action on the aviation tenants primarily due to the presence of sublease agreements within their leases. The council requested staff return with a more in-depth
economic analysis of the sub-lease agreements, information on the possible city takeover of fuel sales and more options for environmental measures tied to the leases. Staff was also directed to explore recent legal rulings that might favor the city, seek ways to avoid intensification of use at the airport (potentially caused by the Federal Aviation Administration’s recently proposed Metroplex plan) and update the council on airport security. The council debate followed a recent trip by city officials to Washington, D.C. to discuss the airport. Also present on that visit were airport supporters, critics and federal lawmakers. In summarizing the current state of the City’s efforts, Mayor Kevin McKeown said it was clear Santa Monica had a strong ally in Congressman Ted Lieu, but he cautioned against overreaching when it came to specific decisions regarding the airport. “We sometimes can’t take the shortterm actions that people demand of us because we have to play the long-term game,” he said. “We can’t afford to take a misstep that takes us back five years and a court hearing that we may or may not win.”
Councilwoman Sue Himmelrich, who along with Mayor Pro Tempore Tony Vazquez, attended the District of Columbia visit, said the leases should be considered as part of the City’s overall efforts to close the airport and warned that proposed changes by the FAA will not favor Santa Monica. “There’s an intention to turn LAX into a commercial airport and Santa Monica airport into a private jetport for luxury planes that belong to billionaires and I personally know someone who has two of them there and I think that is a disaster for us,” she said. The FAA recently released an environmental assessment of its Southern California Metroplex and the regional air transportation plan has worried local officials who fear it intensifies traffic at the airport. Councilman Ted Winterer said residents who advocate for extreme measures because they believe the FAA will fold are mistaken. “[The FAA’s] got plans and they’re going to fight back and that much is very clear,” he said. City Manager Rick Cole said staff were happy to provide the additional

More than 850 seniors at three SMMUSD campuses took part in graduation ceremonies last month, with Samohi and Malibu High honoring students at formal ceremonies on their respective campuses and Olympic High School celebrating the achievements of its graduates at a local hotel. “While it is hard to say goodbye to our graduates,” Superintendent Sandra Lyon said in a statement, “we are confident that our students will continue to pursue meaningful and innovative college and career paths.”

Samohi graduation rates have improved in recent years, according to data from the school’s most recent annual accountability report card. The graduation rate was 90.78 percent during the 2010-2011 academic year, rose to 92.77 the next year and climbed to 96.45 the
year after that, a figure that compares favorably to district-wide (93.47) and state (80.44) numbers. The high school’s dropout rate has declined over the same period, falling from 7.10 percent in 2010-2011 to 2.60 two years later. That’s better than 3.50 and 11.40, the respective district and state dropout percentages in 2012-13. PURSUIT OF THE ARTS

Q: I decided to become an entrepreneur in the third grade when I recognized that I was always seeing a need that I wanted to fill. As I look back, every venture had something to do with bringing people together. Vixzy is really the culmination of that driving force. E: Tell me about Vixzy. Q: Vixzy makes it easy for anyone to meet new people in a comfortable setting. Our concierge curates compatible groups of people, usually four to eight people, and sends them to local events: bars, dinner, bowling, cooking classes, hiking, dancing, etc. Once the event is over, the members then rate their experience on the app, adding to the algorithm that increases the process of matching members. E: How are you changing the world? Q: As a society, our day-to-day lives are becoming more and more busy. Technology has enabled us all to communicate without meeting in person. Vixzy aims to bring back the face-to-face communication and meeting people out in the real world. E: Why Santa Monica? Q: We like to work hard, play hard. In the afternoon, if we, anyone, wants to take a break, there is nothing better than clearing your mind while going for a walk by the boardwalk. For the business side, Los Angeles is not an easy place to meet new people, but Santa Monica is a great place for Vixzy to get started because of the tourist attraction and the enticing social scene. E: Do you have one piece of advice for an entrepreneur starting their own business? Q: Focus on your team and the people that you are going to be working with. As I was interviewing people over the past couple of months, I came up with a strategy to invite candidates to come and spend time at the office before giving them an offer. It was a great way to test and analyze if you would like to bring that person to the next level. This has created an unintended impression among some readers. The published article reads: “Many residents also remember when companies owned by members of City Council were routinely selected to fulfill lucrative contracts with the city. Those days are gone.” As the article’s author, I have received messages from some readers asking whether the behavior discussed in the published paragraph had taken place recently. The answer is no. The original paragraph with the now-deleted portion read: “Many residents also remember when companies owned by members of City Council were routinely selected to fulfill lucrative contracts with the city. Those days disappeared with the ascendance of SMRR to city government, and are now long gone.” I apologize for any incorrect impression generated by hasty, last-minute editing.
There are voices in the city that are critical of the organization, but the facts of SMRR’s story are, in reality, fascinating and highly instructive. The ascent of SMRR to government in Santa Monica had a remarkable cleansing effect that led to far more effective and honest government, compared to earlier times. This is a story that has not been widely told, at least not in other-than-academic circles, and outside of the organization itself. This is unfortunate, because the story of progressive cities in the US (including Berkeley, for example) have this feature in common, among other things For those interested, detailed and interesting discussions of the organization’s early years are included in the books Community versus Commodity: Tenants and the American City, by Stella Capek and John Gilderbloom, and The Progressive City: Planning and Participation, 1969-1984, by Pierre Clavel. Names familiar to many residents abound in each of these books.

street per day, the pollution generated is equivalent to 140,000 cars! We all need to demand that the city’s traffic planning and engineering department stop with the traffic-impeding devices such as roundabouts, medians, curb bump-outs and all the other failed attempts at making our streets fashionable and hip and work on getting traffic moving and reducing harmful emissions. I have nothing against bike lanes or socalled pedestrian friendly enhancements, but not when it adds to vehicular congestion and puts more carbon and pollutants into the air we breathe. Streets and roads need to move people, efficiently. When that functionality is impaired, everyone pays the price, even non-drivers. Our “sustainability” is a farce. Politicians and their appointees who still think our traffic planning is heading in the right direction need to wake up and smell the fumes.

The so-called four slow-growth City Council members finally got it right last Tuesday night. They appointed architect and Santa Monica Daily Press art co-columnist Mario Fonda-Bonardi to the Planning Commission. A few weeks ago, council was scheduled to make three appointments to the commission. Commissioners Jason Perry and Jim Ries wanted to be reappointed. Everyone expected that Carter Rubin would also extend his run for a full term on the body. But Rubin, who had only been recently appointed to fill the seat vacated by Councilwoman Sue Himmelrich when she was elected to council last fall, pulled his name out of the hat. Although the majority of councilmembers said they were ready to make three appointments at the June 23 meeting, Councilwoman Pam O’Connor said she wasn’t prepared to vote for three candidates, apparently because Rubin withdrew. After being criticized by her compatriots who were eager to move on and fill all three seats, she got up and left the dais. Councilman Tony Vazquez prevailed on O’Connor to return and vote. She did and “perfect attendance” Parry was reconfirmed. Ries was replaced by Landmarks advocate Nina Fresco. The third seat was left vacant. Last week, it was all over in a minute. Sunset Park architect and Architectural Review Board member Patrick Tighe and Fonda Bonardi both received nominations. Fonda Bonardi was appointed in a quick four-three vote with support from Himmelrich, Mayor Kevin McKeown, Vazquez and Ted Winterer. Yeah! Neighborhood favorite and slow-growth advocate Amy Aukstikalnis wasn’t even mentioned. Councilmembers Gleam Davis and Terry O’Day, whose terms on council expire next year, voted for Tighe along with the ever-popular O’Connor, whose sixth term expires in 2018.

still up in arms over the Santa Monica Airport (SMO) and the detrimental effects of its aviation related activities. Rightly so. Noise, safety and air pollution are big issues. While anti-airport neighbors decry SMO’s contribution to the quality of air in their area, traffic-generated exhaust emission, quite likely the major source of air pollution in Sunset Park, isn’t getting much, if any, traction. It’s fairly obvious from reading news reports about the recent meeting in Washington, D.C. between elected officials, city staffers, airport-haters and the Federal Aviation Agency about reducing airport operations or closing it all together, that any meaningful remedies are still years, or even decades away. However, we all can do something now about the tremendous volume of non-aviation generated air pollution in the area. I avoid Ocean Park Boulevard and 23rd Street during peak traffic periods but I wonder why neighborhood activists haven’t been raising hell with City Hall to do something about it and related pollution and public safety issues with the same fervor that they’ve been using to attack the airport with. Maybe folks have taken for granted that the traffic is going to be what it is and nothing short of building a wall around Sunset Park will solve the problem. But, the horrendous traffic, which gridlocks major streets, is now gridlocking side streets and alleys, endangering public safety and spewing tons of hazardous toxins and carbon pollution into the atmosphere. Our traffic engineering department is either unwilling or unable to deal with the traffic, let alone its harmful side effects. Excuse me for sounding like a broken record, but instead of solving problems Santa Monica traffic engineers are making them worse. Restriping Ocean Park Boulevard from two to single lanes in each direction reduced traffic bearing capacity. Adding medians and crosswalks jammed traffic even more, creating the perfect opportunity for motorists to divert onto quiet residential side streets looking to escape the congestion. Planted medians on 23rd restrict views affecting safety and further reducing traffic handling capacity. Granted, the bottleneck at Walgrove and Rose Avenues in Venice contributes to the problems. With 1,305 new apartments and condos currently under construction in Playa Vista and the Howard Hughes Center with more to come, things are going to get much, much worse. And, don’t get me going on Pico Boulevard, another traffic engineering failure. It’s a narrow, undulating, slalom course, a dirty and dangerous, traffic nightmare that also adds tons of toxic chemicals to the local air. Stop and go traffic generates many times the air pollution that smoothly moving traffic does. A city traffic consultant told me a few years ago that a car accelerating from a stop generates 70 times the air pollutants as a car driving at a constant speed. So neighbors, if there are 20,000 vehicles on your

a reality that Board of Education members and district officials reiterated to stakeholders during their discussion of the topic on July 15. Although the committee did not identify any “deal-breakers,” it pointed to several significant financial and legal obstacles involving bonds, taxes and environmental remediation as the school board weighed how to proceed on the matter. One of the biggest potential challenges would likely be the division of money arriving through Measure BB and Measure ES. Measure BB, which voters approved in 2006, designated $268 million in bonds for local schools. In 2012 voters also passed Measure ES, which is providing $385 million in bonds for technology and facility upgrades in SMMUSD. The latter guarantees at least 20 percent of proceeds, about $77 million, for improvements at Malibu sites. “Our conclusion is that the bonds that are currently outstanding ... would not be affected by separation,” committee member Tom Larmore said. But he added that dividing the funds would be complicated. Larmore noted that much of the Measure ES money has not been allocated or issued and that, in the event of separation, the theoretical Santa Monica district would have authority over the bond. He urged the board to consider legal review of the matter. “It’s an example of a difficult issue to work through and is going to require whoever is doing that to give that some serious thought,” he said. “In order to ... preserve the original intent of the voters, you’d have to have some kind of special legislation to have the authority to do that.” Another thorn in the side of separation is the chemical cleanup at Malibu schools, where the discovery of polychlorinated biphenyls has led to a protracted battle on which the district has spent millions of dollars for consultants and legal fees. A lawsuit on the matter recently cleared a challenge by SMMUSD. “It’s critical to understand what lingering exposure there might be for a Santa Monica district as a result of these claims,” Larmore said. “It’s critical to have legal review of that issue.” Officials said separation would require

Malibu voters to adopt their own new parcel tax, although it is believed that the amount they would pay would be similar to what they pay now. A vote on the parcel tax would likely accompany the possible ballot measure on separation, which is sometimes confusingly referred to as “unification.” “Unification advocates in Malibu clearly intend to ask the voters in Malibu to do that,” committee member Paul Silvern said. Among other potential obstacles, figuring out a system for distributing benefits to teachers who work or have worked in Malibu schools would also be difficult, and would likely require legal assistance. Board member Richard TahvildaranJesswein wondered aloud how far the district could go in analyzing possible paths to separation without fully committing to the process. “At what point in time do we envision, as a board, that we’re going to say politically that we’re going to move forward with unification?” he said. “There needs to be a much more certain road map here.” Board member Ralph Mechur noted that the district has still not signed an agreement with Advocates for Malibu Public Schools, a nonprofit that has indicated it will cover costs associated with exploring separation. A district contract with law firm Dannis Woliver Kelley is contingent on that agreement, officials have said. Board member Maria Leon-Vazquez said she had not yet been convinced to support separation and that further polling is needed. “We probably have [the support] of the majority of those with children in the school district,” she said. “But beyond that, the others, the citizens of Malibu, those voices haven’t been heard.” A separation subcommittee will meet with Superintendent Sandra Lyon and chief financial officer Jan Maez and report back to the school board, officials said. Board discussion will continue at a later date. “We wouldn’t have charged the [financial oversight committee] with this if we weren’t serious,” board president Laurie Lieberman said. She added that the board will aim to work carefully through each potential issue so a possible split doesn’t “come back in 10 years to bite one district or the other.” JEFF@smdp.com

ON JULY 7, AT APPROXIMATELY 7:15 P.M. Officers responded to a call of a traffic collision in the intersection of Ocean Avenue and Idaho Avenue. Upon arrival, officers did not see any signs of what appeared to be a collision and contacted dispatch in an attempt to locate the reporting party. Once making contact with the reporting party, she stated that she and her husband were traveling southbound on the 800 block of Ocean on their way to see a movie when she observed a black automobile traveling northbound pull out in front of them in an attempt to execute a U-turn. In an attempt to get the subject’s attention, the victims honked their horn. The subject, later identified as Matthew Levin, 33 of Santa Monica, never reacted to the sound and continued to proceed with his U-turn. Levin collided with the victim’s car causing moderate damage on the side door panel. When the victim spoke with Levin, he seemed jittery and confused throughout the course of their conversation. Believing that Levin was a danger to himself or others on the road due to possible intoxication, the victim called 911 when she noticed that Levin was attempting to leave the location on foot. With information from a witness, Levin was located in the 100 block of Washington Avenue. While speaking with Levin, the strong odor of alcohol was emitting from his breath and person. Levin was booked for driving under the influence of an alcoholic beverage and was cited out. Bail was set at $30,000.

Initially the trains will be pulled along the rail corridor, and then operated on their own power. Testing will be ongoing along the entire alignment in Los Angeles and Santa Monica. The testing activity will test train clearances, the Overhead Catenary System which powers the trains, the crossing gates and traffic signals and all related systems before the project is turned over to Metro for pre-revenue operations. WHAT TO EXPECT IN SANTA MONICA: Preliminary testing activities will take place intermittently before the crossing gates are activated at gated crossings and the train signals are coordinated along Colorado Avenue. Storms close beaches, cause power outages along local coast ASSOCIATED PRESS LOS ANGELES A summer storm delivered rain, thunder and lightning to central and southern California over the weekend, leading to beach closures, flash floods and outages that left tens of thousands of people without power. The region received scattered shower — in some areas, downpours — as a tropical storm off Baja California pushes clouds and warm and muggy conditions northward. The unusual weather turned Los Angeles County’s typically packed beaches into empty stretches of sand when the threat of lightning strikes forced authorities to close 70 miles of beaches. The popular Santa Monica Pier and its nearby beaches were also shuttered. Last summer, a lightning strike killed a man at Venice Beach and injured about a dozen people. An Alaska Airlines jetliner was apparently struck by lightning after leaving Los Angeles International Airport, and was forced to return shortly after takeoff. The Boeing 737, which was carrying 159 passengers to Washington, D.C., made a safe emergency landing, airline spokeswoman Bobbie Egan said. Los Angeles County’s beaches were open Sunday, despite reports of potential thunderstorms in the afternoon, said AJ Lester of the Los Angeles County Fire Department’s Lifeguard Division. Lester said he has been in touch with weather officials and was tracking reports of afternoon rain. Signs warned beachgoers to avoid storm drain flows into the ocean because of Saturday’s sometimes heavy rain. The Los
Angeles County Department of Public Health recommends people avoid swimming within 100 yards of a storm drain for 72 hours after heavy rain. “All storm drains flowed out yesterday, but it hasn’t rained much this year, so that doesn’t bode well for the water quality,” Lester said Sunday. Warnings were also in place for high surf and strong rip currents on all south-facing beaches, including Venice, Santa Monica, Malibu, Zuma, Newport and Huntington, Lester said. The storms dropped as little as a quarterinch of rain in downtown Los Angeles, and as much as 2 inches of rain in the mountains of Ventura County, according to the National Weather Service in Oxnard. About an inch of rain fell in one hour in the mountain community of Frazier Park in Kern County, resulting in mud blocking a road, the weather service said. Meanwhile, outages were reported across the southern half of the state. At the peak of the outages, Pacific Gas and Electric said 73,000 customers — most of them in the Fresno area — had no power. In the Los Angeles metropolitan area, about 10,000 Los Angeles Department of Power and Water customers and an additional 16,000 Southern California Edison customers were affected by the outages. San Diego Gas & Electric reported several weather-related outages affecting hundreds of customers. The storm helped firefighters advance on two wildfires that broke out in the region on Friday. The tropical storm is expected to bring more moisture to the region through Monday.
