Downtown zoning rules make final trip to Council MATTHEW HALL Daily Press Editor
The Downtown Community Plan will have its last public hearing on Tuesday during the July 25 City Council Meeting. The zoning document will guide development in the Downtown area between Wilshire, the freeway, Lincoln and the beach. While Council has already revised zoning
rules throughout the city, Downtown was specifically excluded from the citywide standards to allow for an area specific plan. Council held two days of discussion earlier this month that included options for revising some sections of the plan and a request for the final version to return this week. In the final document, Council has chosen to preserve three sites that could exceed the design standards set by the DCP. The
Plan makes no ruling on what can be built at 1133 Ocean Ave, 101 Santa Monica Blvd. and 4th/5th and Arizona, but it does allow projects at those sites to apply for height limits of up to 130 feet. Outside the three zones, heights are generally limited to 84 feet. The DCP subdivides Downtown into several small districts and the revised DCP allows office use on the ground floor within the Neighborhood Village district
(Broadway to Wilshire and 5th to 7th). Housing construction has been streamlined to an administrative approval for projects up to 75,000 square feet, density has been increased for the Neighborhood Village area and individual projects are required to produce affordable housing instead of averaging affordable housing production across SEE ZONING PAGE 7
Beautify Earth receives Award and continues a movement MARINA ANDALON Daily Press Staff Writer
Beautify Earth was recently honored with the Cultural Tourism Champion Award from California Travel Association earlier this month. The award highlights the impact on tourism through either performance art or visual arts. In a recent press release, Misti Kerns, President and CEO of Santa Monica Travel & Tourism said, “Beautify Earth is such a wonderful representation of the creative spirit and innovative thinking that is alive and well in Santa Monica.” Previous Cultural Tourism Champion winners include San Francisco Museum of Modern Art and Laura Zucker of the Los Angeles County Arts Commission. The award recognizes an entertainer, musician, event, festival or individual artists in ceramics, painting, printmaking, design, photography, video, filmmaking, architecture or a related institution. The award recognizes an entity or artist significantly impacting the building of the California Brand and visitation through the Arts. Beautify Earth was founded by Santa Monica resident and Executive Director, Evan Meyer. “I was once some crazy guy on Lincoln Boulevard painting walls by myself and sometimes with
artist friends and one thing lead to another,” said Meyer. “That wall people seem to like, and it got a lot of good traction. From one wall went to another two walls, three, four walls and ultimately leading to projects in New York. “ In his acceptance speech he acknowledges his Beautify Earth team, as they are a huge factor to the organization and really bring their mission to life. Artists Ruben Rojas, business partner to Meyer’s said “Beautify Earth’s focus has been in Santa Monica with the goal of supporting it to become the first blight free city. We have grown and expanded throughout the country and world organically.” The City has 50 murals by Beautify Earth, and as the startup location and home to the organization, Meyer expressed his gratitude toward the City and said the City has been extremely supportive through it all. However, Beautify Earth has expanded their vision by not just painting murals in Santa Monica and Venice, but reaching further locations like Seattle, Brooklyn, Mexico and India. “As a movement it is important to us to share our mission on a global scale,” said Rojas. Beach Fun Photo Exhibit The Santa Monica Public Library presents a Beach Fun photo exhibit in the Main Library’s 1st floor lobby area near the Santa Monica Boulevard entryway continuing through the end of August. The library will feature pictures of Muscle Beach, Junior Lifeguard training, and their most recent Beach Pop-Up Library and much more. Many of the Muscle Beach pictures capture the amazing acrobat and pioneering stuntwoman Paula Dell, who was a longtime Santa Monica resident and just passed away at the age of ninety in January of this year. The photographs will be on display until late August and are digitized and available at their digital archive, Imagine Santa Monica. The exhibit is free and open to all ages. The Santa Monica Public Library is wheelchair accessible. For special disabled services, call Library Administration at (310) 458-8606. Governor Brown Announces Appointments and has announced the following appointments: Paula Amezola De Herrera, 41, of Culver City, has been appointed to the California Board of Vocational Nursing and Psychiatric Technicians. Amezola De Herrera has been a master of public health career services coordinator and advisor for the University of Southern California, Keck School of Medicine since 2015. She was a program and financial manager for the University of Southern California, Annenberg School for Communication and Journalism from 2009 to 2015, a program and evaluation manager for the Cancer Information Service at the Norris Comprehensive Cancer Center, University of Southern California from 2006 to 2009 and an epidemiologist at the Los Angeles Gay and Lesbian Center from 2002 to 2006. Amezola De Herrera is a member of the Parks, Recreation and Community Services Commission for Culver City, Hispanas Organized for Political Equality Leadership Institute, Latina Task Force, American Public Health Association and the California Dialogue on Cancer, Cervical Cancer Committee. She earned a Master of Public Health degree in epidemiology from the University of California, Los Angeles. This position does not require Senate confirmation and the compensation is $100 per diem. Amezola De Herrera is a Democrat. Ronna Mee Brand, 68, of Los Angeles, has been reappointed to the California Structural Pest Control Board, where she has served since 2012. Brand has been state director at the California Association of Realtors since 2006 and founder, owner and broker at Brand Realty since 1984. She is a member of the Beverly Hills-Greater Los Angeles Association of Realtors and the National Association of Realtors. The position does not require Senate confirmation and the compensation is $100 per diem. Brand is a Democrat. Jeannie Kang, 46, of Los Angeles, has been reappointed to the California Acupuncture Board, where she has served since 2013. Kang has been chief executive officer and president at Serenity Total Acupuncture Treatment Center since 1998 and a guest lecturer at South Baylo University, Emperor’s College of Traditional Oriental Medicine, and Dongguk University, Los Angeles since 2007. Kang was a doctor of acupuncture and oriental medicine lecturer at Yosan University, a lecturer at the California State Oriental Medical Association in 2007 and a temporary advisor to the World Health Organization for the Traditional Medicine-International Classification of Diseases (ICD-11) Project from 2005 to 2010. Kang is a member of the American Association of Acupuncture and Oriental Medicine and the California State Oriental Medical Association. Montana Avenue Traffic Signal Replacement For the week of July 24, work will continue along the Montana Avenue corridor at 4th, 7th, 11th, and 14th Streets. The entire intersection hardware will be replaced, including poles, signal and pedestrian heads, controllers and underground conduit. Work includes underground utilities, curb ramp construction, traffic signal installation, and all activities necessary to implement the traffic signal improvements. Work areas will be contained; crews will make practical efforts to minimize sound, dust, and disturbance to the neighboring community. One lane of traffic in each direction will be maintained. Work is scheduled to take place between the hours of 8am - 3pm, Monday – Friday, until September 2017. ON JULY 12, 2017 AT ABOUT 8:32 P.M. While patrolling in the area of 100 block of Colorado Blvd, officers observed a subject sleeping on a bench. The subject also had numerous personal items spread out amongst the surrounding benches. Officers determined the subject was in violation of the public camping ordinance. Officers attempted to identify the subject; however, he was not cooperative and provided several different names. The subject was taken into custody and transported to SMPD Jail for booking. Travis Dwayne Conish, 35, homeless was arrested for camping in public, and giving false identification to a police officer. Bail was set at $5,000.

■ Craniopagus parasiticus is even worse than it sounds. It is an extremely rare medical condition in which a baby is born with a parasitic second head.
