Local Olympians head to Rio amid Zika concerns BY JEFFREY I. GOODMAN Daily Press Staff Writer

When Jordan Wilimovsky leaves for the Olympic Games in Rio de Janeiro next month, he won’t just have his swimming gear. He’ll also have bug spray, specially treated clothing and a library’s worth of information about the Zika virus. The standout local athlete and his Team USA peers are being diligent about their health as they head to Brazil amid concerns over the much-publicized virus, which has spread throughout the Americas. But Wilimovsky, a Malibu native who has trained with Team Santa Monica, isn’t about to miss out on his chance to compete in the world’s most heralded international athletic competition. “The nice thing about being a part of the U.S. team is that you’ve got an army of M.D.s and Ph.D.s who are looking after us and who are getting us the best advice possible,” said Dave Kelsheimer, a Team Santa Monica coach who is part of this summer’s USA Swimming staff. “That’s all we can do — make sure we’re following the advice of experts and taking precautions.” Wilimovsky, a qualifier in the open-water and 1,500-meter swimming events, could have chosen to sit out the 2016 Olympics altogether. It’s an option that other athletes, including elite golfer Jason Day, have selected or contemplated in recent weeks. Day, for one, will not be competing in Rio. “The sole reason for my decision is my concerns about the possible transmission of the Zika virus and the potential risks that it may present,” he said in a statement last month.

Ballot measures head for final approval Tuesday BY MATTHEW HALL Daily Press Editor

A relatively short council meeting on July 26 will hopefully wrap up two pending ballot measures and schedule a future discussion to formalize council’s intent to close Santa Monica Airport. Old business covers changes to telecommunications regulations, finalizing a ballot measure to update anti-corruption laws and correcting language from the last meeting related to a tax increase ballot measure in November. New business covers stormwater fees paid by property owners.

Back for its second reading is an ordinance to regulate telecommunication facilities on public property and in the public right of way. Recent changes in regulations have forced Santa Monica to update its laws regarding the placement, style, size and construction of antennas for cell phones. Without updated rules, companies would have a mandatory right to expand their equipment in the public right of way, potentially creating giant installations atop existing infrastructure like street lights or utility poles.

The new rules preserve the city’s ability to regulate the size of new equipment and requires new equipment installations include concealment elements to lessen the visual impact of the work. Also returning Tuesday is a ballot measure to update the city’s ethics rules. Council has already taken two swings at finishing the proposed ballot measure during both its June meetings. Council asked for another set of revisions to the proposal at their June 26 meeting in response to public comment and a lengthy discussion. The final version will be presented Tuesday.

According to the staff report, “if adopted by the voters, the proposed measure would: expand the Oaks Initiative to make its prohibition applicable to both public officials and recipients of public benefits who confer personal or campaign advantages on public officials; facilitate enforcement by eliminating current ambiguity in the term “public official”; delineate enforcement responsibilities and procedures; specify that the Oaks prohibitions are intended to apply outside of the City; make express that remedies are cumulative; SEE COUNCIL PAGE 7

GMO Hawaii Dear EarthTalk: Why do environmentalists consider Hawaii “ground zero” in the fight against genetically engineered crops?

Most of us think of beaches, surfing and luaus when we think of Hawaii. But the constantly warm and moist climate actually provides some of the most productive land in the world with a never-ending growing season. As a result, Hawaii has become a major player in commercial agriculture, and is frequently used to test new farming techniques. Large agricultural companies moved in on this productivity by using Hawaii for trials of new genetically engineered (GE) crops. Monsanto and DOW Chemical both produce huge numbers of genetically modified seeds in Hawaii for distribution around the world. Some of Hawaii’s more common GE crops include corn, sugarcane, and papaya, among others. But not everyone appreciates how widespread GE crops are in Hawaii. Many local Hawaiians are upset that their homeland, otherwise a natural paradise, is used for such risky activities. Most GE crops are designed to resist intensive chemical pesticides that kill most other plants. Around the state, vulnerable populations including kids and the elderly have suffered the effects of this type of chemical exposure resulting from the over-spraying of pesticides. These issues aren’t unique to Hawaii. People all over the world are increasingly wary of GE products, even as the chemical companies insist they are safe. However, the information on long-term effects is still inconclusive. Consumers want to know what’s in their purchases. Chemical companies are denying them this right by refusing

Carried by mosquitoes and transmitted between humans through sexual contact, the Zika virus is not typically severe in terms of symptoms, but it has been linked to congenital defects in the babies of infected pregnant women. There is no known vaccination. World Health Organization officials stated in late May that they had no reason to advocate for moving or postponing the Olympics, although they said they would continue monitoring the situation and tweak their advice as necessary. “Based on the current assessment of Zika virus circulating in almost 60 countries globally and 39 countries in the Americas, there is no public health justification for postponing or cancelling the games,” a WHO statement reads. Kate Grace, an Olympic track and field qualifier in the 800 meters, was expecting to receive more information this past weekend regarding the Zika virus and travel to Brazil. Grace, who grew up in Santa Monica, said representatives from the sport’s national governing body and the United States Olympic Committee are keeping tabs on the

to label those products containing genetically modified ingredients. Unfortunately, the state of Hawaii has hesitated to enact any legislation banning some of their most lucrative business ventures. Responsibility has fallen to the counties. Three Hawaiian counties initiated ordinances and moratoriums against additional GE crops and pesticide use in 2014. However, large companies like Monsanto and Syngenta sued to prevent these measures from being implemented, temporarily postponing these bans. While they did win their initial suit in late 2014, the counties have appealed the decision through the federal 9th circuit court of appeals in a trial that started this past June. The cases hinge on the concept of preemption, i.e. does the county legislation conflict with state rulings? The counties believe that the state’s acceptance of genetically engineered products does not mean that the counties cannot implement their own harsher regulations. Whichever way the federal 9th Circuit Court of Appeals decides will set an important precedent. If the court decides the federal law allowing GE products preempts the rights of the Hawaiian counties, any future GE bans would likely experience a similar ruling. However, the converse is also true. The judge allowing the counties to construct their own regulations regarding genetic engineering would pave the way for other counties and states to do the same. The cases will hopefully be resolved before the end of 2016. Safe to say, Hawaiians, chemical and agricultural companies and the rest of the nation will be watching. Mosquito counts have reportedly dropped since the outbreak in Brazil, where it’s wintertime, but the virus has still had an impact on U.S. swimmers ahead of the Olympics. Team USA cited Zika-related concerns in moving its training camp to Atlanta from Puerto Rico, which has also experienced an outbreak. “We’re listening to the experts, following that advice and just being sensible,” Kelsheimer said. “We can’t control everything, but the factors we can control we’re going to make sure we’re following.” Wilimovsky, Kelsheimer and other members of the U.S. swimming delegation are scheduled to leave Aug. 1 for Rio de Janeiro and arrive in the host city the next day. It’s the opportunity of a lifetime, the coach said. “It’s incredible,” he said. “It’s such an honor to be a part of this team. ... Every day is another amazing experience. Women Build Metro Line Twenty-one women today graduated from the first Los Angeles County Metropolitan Transportation Authority (Metro) all-female construction boot camp as part of the Women Build Metro Los Angeles program. Six weeks of training were held at Los Angeles Trade Technical College (LATTC) facilities in downtown Los Angeles. The boot camp trained participants on heavy lifting, shoveling and wheelbarrow use among other activities. “This is an excellent and unique opportunity for women to enter the predominantly male world of construction with support, training and encouragement from Metro,” said Metro Board Member Jacquelyn Dupont-Walker. “Metro meets its goal of hiring women for our construction projects. And women gain a secure, well-paid job that is career oriented.” In early 2012, the Metro Board of Directors approved the Project Labor Agreement (PLA) and Construction Career Policy (CCP). Both policies were designed to help more people get jobs on Metro construction projects. Metro and the agency’s partners and stakeholders have exceeded or met hiring goals of those policies. Metro’s program also requires contractors to comply with Executive Order 11246 which includes a goal of 6.9 percent female participation in what has traditionally been a male-dominated industry. Female participation is now 3.22 percent. The 21 women that graduated today are a step in the right direction to assist Metro in reaching this federal participation requirement. “More and more women are being introduced to a world they may not have seen as a real possibility,” said Metro CEO Phil Washington. “This is only one example of what Metro can accomplish when building major transit construction projects. We’re providing women with training and support that move beyond traditional careers.” Metro created a task force to recruit qualified female candidates for apprenticeship and placement with all trades on Metro construction projects.

The first step came last November, with a symposium at the LATTC campus, and continue with the six-week construction boot camp. The final step will be an interview and placement process that will take place after the luncheon/graduation ceremony. Metro will continue tracking the progress of participants for one year after the graduation ceremony to determine the success of this effort and to plan future endeavors. Metro is a multimodal transportation agency that is really three companies in one: a major operator that transports about 1.5 million boarding passengers on an average weekday on a fleet of 2,000 clean air buses and six rail lines, a major construction agency that oversees many bus, rail, highway and other mobility related building projects, and it is the lead transportation planning and programming agency for Los Angeles County. Overseeing one of the largest public works programs in America, Metro is, literally, changing the urban landscape of the Los Angeles region. Dozens of transit, highway and other mobility projects largely funded by Measure R are under construction or in the planning stages. These include five new rail lines, the I-5 widening and other major projects. LA County Arts Organizations awarded over $4.5 million in grants The Los Angeles County Arts Commission has announced $4,518,000 in two-year grants to 205 nonprofit arts organizations through its Organizational Grant Program (OGP). The program provides support to ensure arts organizations are able to provide cultural services for the diverse population that comprises Los Angeles County. Grant amounts range from $2,300 to $154,500. Grantee organizations are spread throughout LA County with offices located in 48 of the County’s 88 municipalities. Seventeen percent of the organizations funded are receiving County arts grants for the first time. The Arts Commission provides most applicants with the flexibility to request support for their current critical needs, rather than require they request support for specific types of projects. “This program ensures that organizations can continue to provide LA County residents, neighborhoods and communities direct access and increased opportunities for quality arts activities and programming,” said Bettina Korek, president of the Arts Commission. “These opportunities are often free or low cost and would not be accessible otherwise.” Applications were reviewed and scored by over 70 knowledgeable panelists from the arts community, including artists, nonprofit arts administrators and members of the academic community. “Nearly 75% of the organizations receiving grants have budgets under a million dollars,” said Laura Zucker, executive director of the Arts Commission. “This demonstrates the tremendous impact the Board’s ongoing funding commitment has on LA County organizations of all sizes. Ronald Reagan UCLA Medical Center performs 6,000th liver transplant Ronald Reagan UCLA Medical center has performed its 6,000th liver transplant, a national milestone based on the United Network of Organ Sharing database. This is the most liver transplants performed at any center in the country. The accomplishment highlights the growth of the program, which was launched in 1984 when liver transplantation was still in its infancy. The transplant was performed June 30 by the founder of the program, Dr. Ronald Busuttil, executive chairman of the department of surgery at the David Geffen School of Medicine at UCLA and chief of the division of liver and pancreas transplantation. At the time of its creation, UCLA’s liver transplant program was the only one west of the Mississippi River. “This landmark 6,000th liver transplant reflects the work of our incredibly dedicated and talented team at UCLA and also underscores the importance of organ donation for the many thousands of patients who await the precious gift of life,” Busuttil said. “I could not be more proud of what we have accomplished together.” The recipient was Steve McDowell, who underwent surgery on his birthday, receiving what is arguably the best present ever - a new liver that saved his life. McDowell, who lives out of state, was in the end stages of advanced liver disease and had been in and out of the hospital since November. He had been on the list for an organ transplant since January. “I was getting weary, and I was really worried,” McDowell said. “The week before they called me to tell me they had a liver, it was touch and go. I

FBI facilitates return of artifacts to Guatemala At a repatriation ceremony held at the FBI Offices in Los Angeles, FBI Assistant Director in Charge, Deirdre Fike, and Los Angeles-based Consul General of Guatemala, Roberto Archila, met to view Mayan artifacts that will be returned to the country of Guatemala. Seven pieces, all of which are more than one thousand years old, were on display for members of the media. The items displayed were a collection of limestone sculptures that were traced to ancient ruins in Guatemala from a period known as the “pre-Columbian” era. “The cultural significance of these preColumbian artifacts is priceless to the people of Guatemala,” said Assistant Director Fike. “I’m very pleased that the FBI’s Art Crime Team was able to facilitate the return of these ancient treasures to their proper home.” The items came to the attention of the FBI’s Art Crime Team earlier this year when an individual managing the art collection of the owner made contact. The individual could not determine the date the

The innovative surgical techniques and immunosuppressive therapy regimens developed at UCLA now improve outcomes for patients around the world, and the surgeons trained in advanced transplantation techniques now take their skills to patients in other hospitals, states and nations. “Consider that in the 32 years since its inception, the UCLA Liver Transplant Program has performed roughly one liver transplant every other day,” said Johnese Spisso, president of UCLA Health and chief executive officer of UCLA Hospital System. “By all measures, that is a remarkable feat, and it exemplifies our commitment to working on the leading edge of clinical care and research to advance treatments and cures to benefit society.” This year alone, UCLA surgeons have performed more than 90 liver transplants. Currently there are 421 people are on the UCLA waiting list for a new liver. “We have grown up a lot since that first patient in 1984, but the fundamental mission - saving lives - has not changed,” Busuttil said.

The U.S. signed the 1970 UNESCO Convention addressing the illicit trafficking of cultural property around the world. Under the implementing legislation, the U.S. has a bilateral agreement with the Republic of Guatemala which restricts the importation of archaeology artifacts into the U.S. In the spirit of the agreement, the FBI is facilitating the return of these artifacts. According to the FBI’s consultants three of the pieces are part of a Mayan hieroglyphic inscription carved in limestone with provenance originating in the Petexbatun Region of Guatemala. The pieces are believed to date to the Late Classic Maya Era (A.D. 600-900). Experts conclude these fragments were discovered outside of a ruined temple building and that the inscription is part of a text which recorded the passage of time, a calendar of sorts. Four of the pieces are Mayan limestone with provenance originating in the El Peru area of Guatemala and are believed to date to the Early Classic Period (A.D. 400-600). Experts conclude these pieces are consistent with Mayan iconography, and that the carvings are associated with symbolism depicting an earth or mountain monster. The pieces will be properly packaged and shipped to Guatemala in the coming days. The Guatemalan government will determine the most appropriate place to house and display the artifacts. The FBI established a rapid deployment Art Crime Team in 2004 composed of 16 specially trained special agents, each responsible for addressing art and cultural property crime cases in an assigned geographic region. The Team maintains the National Stolen Art File, a database of stolen art and cultural property entered by law enforcement and others worldwide. Anyone with information about a work of art in the National Stolen Art File is urged to contact the FBI. Since its inception, the Art Crime Team has recovered more than 14,850 items, including the recovery of hundreds of artifacts looted from archeological sites, valued at over $165 million. ON JULY 12, AT ABOUT 8:30 P.M. Officers responded to a report of a petty theft incident with a subject in custody at RiteAid located at 1331 Wilshire Blvd. Officers met with a Loss Prevention agents who told them he was monitoring the store (via security cameras) from the Security Office around 8:15 p.m. The Loss Prevention Agent watched as the subject selected merchandise from the sales floor. The suspect exited the store without paying for the merchandise. The subject walked out of the store and was stopped by the Loss Prevention Agent. The agent recovered the stolen items and led the subject back to the Security Office. The Loss Prevention Agent detained the subject and called the police. The suspect admitted to stealing the items and did not have any means to pay for them. Rey David Vasquez was booked for shoplifting and violating probation. Vasquez’ bail was set at $10,000.

King and Rousseau as temporary leaders through the end of the calendar year. “Our district is really lucky and is going to have a good six months with the two of them at the helm,” Lieberman said. “We can already see it in their ability to work together and take on all of the many things that make our district what it is and keep our district moving in the right direction.” Over the last few weeks, King and Rousseau has been traveling to various school sites, meeting with principals and getting caught up on work in the district. They have also had discussions with board members and district staff. It’s a homecoming of sorts for Rousseau, a longtime schools administrator in the region who served as principal at Santa Monica High School from 1993 to 2000. “I’m happy to be back,” she said. “I’m looking forward to a really productive six months. I plan to enjoy it.” Of particular importance to Rousseau is keeping alive the momentum on Pedro Noguera’s efforts to improve equity in the district. She and King have met with the education reformist. “We’re looking at ways to take his report and turn it into action,” Rousseau said. “That’s where the difficulty is.” Both interim chiefs are likely to attend the district’s annual convocation Aug. 17, when Noguera will deliver a keynote speech. The district hired him as a consultant last year to help SMMUSD close longstanding achievement gaps between minority and

low-income students and their peers. “It’s a pleasure knowing we can continue doing the work we’re doing,” said Terry Deloria, the district’s assistant superintendent for educational services. King and Rousseau have also met with Santa Monica police Chief Jacqueline Seabrooks and City Manager Rick Cole, among other local leaders. “I’m trying to be out in the community as much as possible so people can put a name to a face,” King said. King said he’s enjoyed the vibrancy of the Pico Neighborhood, where he has an apartment. But he told board member Richard Tahvildaran-Jesswein, a Santa Monica College professor, that noisy students living near the campus have kept him awake at night. “Richard, you need to assign a little more homework,” King joked. King, who recently served as interim superintendent in the Anaheim City School District, said he “couldn’t be happier” to be working in SMMUSD and thanked the board and district leaders for making him feel comfortable as he settles into his new job. “We hope you continue to feel that way,” Lieberman said. Sarah Braff, who represents the Santa Monica-Malibu Classroom Teachers Association, welcomed the co-superintendents to the district’s “jolly boat” and said she’s anticipating genuine collaboration on equity work, bias training and other issues. “I hope we’ll all be rowing together,” she said. jeff@smdp.com

Council approved a new tax measure to go before voters earlier this month, however, according to staff, the motion as passed contained unintentional errors. “Resolution 10977 (CCS) failed to include, as part of the ballot question presented to the voters, the revenue amount anticipated to be raised annually by the tax, and it also failed to include the duration of the tax. The attached resolution corrects these oversights,” said the report. The measure is anticipated to raise approximately $16 Million annually and is without a sunset date. NEW BUSINESS

Council will hold a public hearing on a report necessary to receive stormwater funding. The County of Los Angeles requires two reports per year listing each property in the city and the amount of stormwater fees to be paid by each owner. “Adoption of the bill enables the City to receive its stormwater fees in the coming fiscal year. These fees support the City’s Watershed Management Program. The Stormwater Management User Fee, and the Clean Beaches and Oceans Parcel Tax (Measure V) generate approximately $4 million annually. These funds are critical to the

City’s ongoing watershed management program, enable the City to comply with federal and state water quality regulations, and support the City’s Watershed Management Plan and the Sustainable City Plan,” said the staff report. The fees proposed for this year are $36 per Parcel Billing Unit (PBU) for the Stormwater Management User Fee and $99.29 per Basic Tax (BT) for the Clean Beaches and Ocean Parcel Tax. The final items on the agenda are requests by council for future discussions. The first is a request by Mayor Vazquez and Mayor Pro Tem Ted Winterer that Council support the designation of Kizugawa, Japan, as a friendship city as recommended by the Santa Monica Sister City Association. The second is a request of Mayor Vazquez and Mayor Pro Tem Winterer “that the City Council place an item on the August 23, 2016, City Council agenda, regarding consideration of a resolution (1) expressing the City Council’s intention to close the Santa Monica Airport to aviation use, as soon as that is legally permitted with a goal of June 30, 2018 and earlier if possible, and, upon compliance with applicable legal processes, to transition the land currently occupied by the Airport to uses consistent with Measure LC (Local Control), and (2) authorizing the City Manager to initiate all administrative measures necessary to implement the resolution, including commencement of planning and environmental review processes required by the California Environmental Quality Act and the State Planning Act.” editor@smdp.com
