It’s Paul Weinberg’s job to hope for the best and plan for the worst. As the emergency services administrator for the City of Santa Monica, he is constantly monitoring potential threats and keeping tabs on terrorist attacks around the world. So when a man in drove a cargo truck into a large crowd a few weeks ago in Nice, France, killing more

than 80 people and injuring hundreds more, he and other local officials were forced to contemplate yet another kind of disastrous tragedy. “When something has happened across the country or across the world, we look at that scenario — that’s our responsibility,” he said. “We have to take advantage of these unfortunate incidents to see what we can maybe do differently, SEE EMERGENCY PAGE 8

Incoming students at Santa Monica High School this summer are exploring issues around gun violence and strained race relations — even if they never see a TV segment or news article. As stories of shootings spark tensions across the nation between different communities and demographic groups, local students are getting a fictional but realistic look at society through “How It Went Down,” a

2014 novel by Kekla Magoon. The plot centers around the killing of a black teenager by a white shooter, providing a storyline that officials believe will serve as a launching pad for discussion on current events and social problems. “Books are selected that will foster deep conversation when the students return to school as part of classroom lessons,” Santa MonicaMalibu school district spokeswoman Gail Pinsker said. “The topic of this book is relevant to conversations happening now

throughout the country.” Each year, teachers from each site meet to decide on summer reading books. The Samohi committee included members of the English, humanities and freshman seminar departments. This year’s book was approved by then-principal Eva Mayoral, who recently resigned to be closer to family. The city of Santa Monica has gone through many alterations since its founding in the late 1800’s. Street names have changed, and buildings have been built. While numerous companies have disappeared through the years, some businesses have survived and have become landmarks and key parts of the city and its history. TEGNER-MILLER INSURANCE BROKERS

Tegner-Miller Insurance Brokers is one of the oldest continuously operating business in Santa Monica. It was created by Chas A. Tegner, a young Swedish immigrant, in 1902, when Santa Monica only had 2,000 inhabitants. It remained a family business for more than six decades, until Bill Aspinwall and Dave Nelson took

over in the early eighties. They merged with Ken Miller in 1996 and have been called Tegner-Miller ever since. The company has always believed in customer service, current owner, Dave Nelson, said. Tegner-Miller employees still make house calls and meet with their clients directly. They have remained traditional in that they prefer to establish human contact with their clients rather than handling affairs remotely over the phone. “While much has changed since Mr. Tegner started our business in 1902, the ideals of honest, ethical behavior… have not,” TegnerMiller said. The business believes in civic engagement, often getting involved with local clubs like the YMCA or the Chamber of Commerce.

Free and Reduced-Price Meals for SMMUSD Students Santa Monica-Malibu Unified School District has announced its policy for providing free and reduced-price meals for children served under the National School Lunch Program and/or School Breakfast Program. Each school and/or the district/agency’s central office has a copy of the policy, which may be reviewed by any interested party on request. Meal applications will be sent to all households with a letter informing parents or guardians of the availability of free and reduced-price meals. To apply, complete one application for all children in the household and submit to the school for processing. Additional copies are available at the school office or you may access the application online at www.smmusd.org/foodservices. Households may submit an application at any time during the school year. Information provided on the application will be used for the purpose of determining eligibility and may be verified at any time during the school year by school officials. Children are eligible for free or reducedprice meals if their household income is less than or equal to the Income Eligibility Guidelines, which will be used to determine eligibility for meal benefits. These guidelines are effective July 1, 2016 through

June 30, 2017. Santa Monica-Malibu Unified School District will notify the household of their children’s eligibility for free meals if any household member receives CalFresh, California Work Opportunity and Responsibility to Kids (CalWORKs), or Food Distribution Program Indian Reservations (FDPIR) benefits. Households will also be notified of any child’s eligibility for free meals if the individual child is categorized as foster, homeless, migrant, runaway, enrolled in an eligible Head Start, or enrolled in an eligible pre-kindergarten class. An Application is not required if a household receives the eligibility notice from school officials. Households should contact the school immediately regarding any child in the household not included on the eligibility notice. The household must notify school officials if they choose to decline meal benefits. Households that did not receive the eligibility notice from school officials and would like to apply for meal benefits must submit a complete free and reduced-price application for Santa Monica-Malibu Unified School District to determine a child’s eligibility. Households receiving CalFresh, CalWORKs, or FDPIR benefits must include the names of all enrolled children, one case number from any household member and a signature of an adult household member. Households with foster, homeless,

migrant, or runaway children must include the names of all enrolled children, indication of individual child’s categorical eligibility status and a signature of an adult household member. Households who may qualify for free or reduced-price meals based on income must include the ames of all household members (children and adults), amount, frequency, and source of current income for each household member, the last 4 digits of the Social Security number (SSN) of the adult household member who signs the application or check the box if the adult does not have a SSN, and a signature of an adult household member. Foster children are eligible for free meals and may be included as a household member of a foster family if the foster family chooses to also apply for the nonfoster children. Including foster children as a household member may help the nonfoster children in the household qualify for free or reduced-price meal benefits. If the foster family is not eligible for meal benefits, this does not prevent foster children from receiving free meal benefits. Children in households participating in Women, Infants and Children (WIC) may be eligible for free or reduced-price meals. Contact school officials for further information or complete an application for processing. Under the provisions of Santa MonicaMalibu Unified School District Free and

Reduced-Price Meal Policy Statement, the designated determining official(s) will review meal Applications and determine eligibility. Parents or guardians dissatisfied with the eligibility determination may discuss the decision with the determining official on an informal basis. Parents or guardians may also make a formal request for an appeal hearing of the decision and may do so orally or in writing with Elizabeth Powell, Director of Food & Nutrition Services. Contact the hearing official at (310) 450-8338, ext. 70342 for information regarding the hearing procedures. If a household member becomes unemployed or if the household size changes, the family should contact the school. Such changes may make the household eligible for free or reduced-price meals if the household income falls at or below the levels shown above. For up to 30 operating days into the new school year, eligibility from the previous school year will continue within the same school/agency. When the carry-over period ends, unless the household is notified that their children are directly certified or the household submits an application that is approved, the children must pay full price for school meals and the school will not send a reminder or a notice of expired eligibility.

How far along are we on efforts to support large numbers of people on the moon or other planets if our population gets too big or we ruin the environment here on Earth?

global warming compounds other environmental problems here on Earth, the notion of colonizing other planets is more appealing than ever. While we are far from being able to support human communities elsewhere in the solar system and beyond, environmentalists are increasingly interested in space exploration as one potential solution to our own earthly woes. Mars is by far the most promising planet in the solar system on which we could support substantial human life. Currently, Mars is a desolate desert, but the so-called “red planet” once contained liquid water and perhaps harbored life. Many of the elements we depend upon to support life here on Earth, including carbon, silicon, iron and even frozen water, are present on Mars, giving researchers hope that one day some of us could hopscotch through space and set up shop there. The first challenge of colonizing Mars is transportation. The furthest a manned mission has ever gone to date is the moon, and Mars is 140 times further away. Currently the biggest hurdle is the cost of spaceflight. But a new breed of private companies such as SpaceX and Blue Origin have invested in making launching more efficient by streamlining manufacturing and even reusing rockets. Elon Musk, CEO of SpaceX, claims he can reduce the cost of spaceflight 100-fold. The best concrete plan for landing humans on Mars is called Mars Direct. Designed by aerospace engineer and Mars Society founder Bob Zubrin, this plan was

rejected by NASA because it failed to fully utilize new technologies such as the International Space Station. Zubrin thinks we could get ourselves to Mars for only $55 billion, which seems like a bargain compared to the $250 billion figure suggested for a Mars landing back in 1969 after our first moon landing. The most immediate problem for human habitation on Mars is the severe temperature. The average temperature on the surface of the red planet is -67° Fahrenheit compared to the balmy 61° here on Earth. Elon Musk suggests there are two ways to overcome this obstacle. The fast way would be by dropping nuclear weapons on Mars’ poles, while a slower solution would entail emitting huge amounts of carbon into the Martian atmosphere much as we are doing on Earth but to a larger extent. In theory, this carbon seeding plan would cause the atmosphere to grow and eventually shield much of the radiation that would otherwise be harmful to Martians. Since carbon dioxide is the main gaseous nutrient consumed by plants, it’s possible that many plants could thrive on Mars. Without competition, plants could take over the planet and put oxygen into the atmosphere, eventually making it possible for humans and other animals to populate Mars without oxygen masks. There are still problems with colonizing Mars, however. Its low gravity would corrode human bones and giant storms rage across the currently barren planet. In sharp contrast, Earth is rich in resources and water, making it naturally habitable for plants and animals. Addressing the problems here on Earth will likely be easier than escaping them by fleeing to Mars or other planets. Officers responded to the 2600 block of 28th Street regarding a disturbance at a residence. Officers determined a domestic dispute occurred which began with a verbal argument. The argument continued and escalated to the suspect throwing a metal chair at the victim that hit the victim’s legs. The suspect was taken into custody without incident. The victim did not require or request medical treatment. Timothy Keith Truman, 24, from Santa Monica was arrested for assault with a deadly weapon, vandalism and a probation violation. Bail was set at $30,000.

She was not aware of any other feedback received by the district office. “Any parent with concern can speak with a teacher or a district curriculum leader to better understand the very careful and purposeful selection process,” she said. Pust said a few parents contacted her department directly with concerns and added that their children are allowed to read previously selected all-school summer books instead. She noted that parents are sometimes uncomfortable with other, more popular school reading assignments, including widely taught works like Nathaniel Hawthorne’s “The Scarlet Letter” and Mark Twain’s “Adventures of Huckleberry Finn.” “As always, if parents have concerns or questions about any of our curricular choices, we welcome them to contact teachers directly, as we can often arrive at understanding together through conversation,” Pust said. The selection of the book fits in with other efforts at Samohi to build understanding across racial lines, officials said, including the school’s restorative justice program. Santa Monica’s local lumber yard, Fisher Hardware & Lumber, was founded in 1923 by John Fisher and George Swartz. The business remained family owned until 1948 when Bob Sievers became partner. His son-in-law, Erik Jorgensborg, bought the store in 2005, and is the current owner. He has worked at Fisher Hardware for over 40 years, as he joined the company in 1975 and became president in1985. “We’re at our third generation of customers and we create a personal relationship with them,” Jorgensborg said. “When people come in the shop, we know their name.” The biggest challenge through the years has been competing with larger lumber yards that pop up, he said. Their quality and consistency of service is what has helped them survive, Jorgensborg added. in its fourth generation of family ownership. The restaurant was born in a railway train car parked on a lot in downtown Los Angeles, but the Santa Monica local was purchased and opened in 1990. While the Cooks never intended to work in the restaurant industry, the little restaurant soon became one of the most popular dining spots in the area, the business said. Grace worked in the kitchen and was helped by her daughter Virginia, and later by her son-in-law, Wes Idol. “(My mother) made the most incredible pies,” Virginia Idol said, according to the restaurant’s website. “What a pity it isn’t an inherited feature.” Wes Idol II, Wes and Virginia Idol’s son, purchased the restaurant in 1975 and he remains the current owner to this day. This 24-hour quality restaurant marked the first time that Santa Monica residents had a realalternative in late-night dining, the business said. While the Santa Monica locale opened much later than the one in downtown Los Angeles, the Dining Car’s hospitable features gladden the hearts of regulars and tourists alike, they said.

The Fairmont Miramar Hotel was originally built in 1888 as Santa Monica founder John P. Jones’ 30-room mansion. The building has evolved throughout the twentieth century and it became the Miramar Hotel in 1920 when the property was sold to hotelier and real estate developer J. C. H. Ivins, according to a report by Ben Kutcher from Harding Larmore Kutcher & Kozal. “Santa Monica has always been a popular tourist destination and the Miramar Hotel contributed to this dimension of the City’s identity,” the report said. The hotel changed ownership relatively frequently, going from the hands of razor magnate King Gillette to the Japanese corporation Fujita. The Miramar continuously expanded, as extensions were added to the hotel as the years passed. The Moreton Bay Fig Tree planted by Jones’ second wife, Georgina Frances Sullivan, in the late 1800’s is a landmark that has remained and survived through the years. Maritz, Wolfe & Company purchased the property in 1999 and made Fairmont Hotels the operator in 2000. The current proprietor is computer magnate Michael S. Dell, who has owned the Fairmont Miramar since 2006.

City grants fund Playhouse Theatre Arts Programs Santa Monica Playhouse Education Coordinator Serena Dolinsky has announced that the Playhouse has been awarded two grants from the City of Santa Monica Community Access and Participation (CAP) Grant Program and the Santa Monica Arts Commission to fund the annual free Fringe Festival of Theatre aka Binge Festival (BFF for short) at Santa Monica Playhouse that will include a series of free theater workshops along with its free performances and to support ten free school theatre field trips for SMMUSD third-graders during the 2016-17 academic year. The Festival hopes to be the first free Fringe Fest in Santa Monica, featuring at least two dozen artists, companies and performances by Santa Monica and Los Angeles based artists. The BFF will take place Monday, October 17 through Friday, October 28, 2016. Free daytime performances of the acclaimed Musical Matinee production “Absolutely Halloween” will be the central family-friendly event in the BFF. Free evening performances include the world premiere political romantic comedy “How To Love A Republican” by playwright Jerry Mayer. All performances take place at Santa Monica Playhouse. Tickets are free but reservations are required. Free public performance workshops, Speak The Speech, Shakespeare Without Fear, Fun with Physical Theatre, Stage Combat 101, and From Page to Stage, will be scattered throughout the BFF. In addition, Playhouse Co-Artistic Director Chris DeCarlo will lead a special ShortBurst Theatre artist/community devised theatre collaboration where participants will create and perform a theatre event highlighting issues of personal and local concern. All workshops take place at Santa Monica Playhouse and advance reservations are required. Marathon hires new Pro Athlete Coordinator Conqur Endurance Group, the organizer of the Skechers Performance Los Angeles Marathon, has announced the hiring of Matt Turnbull as Pro Athlete Coordinator. Matt Turnbull has acted as Pro Coordinator for such companies as Competitor Group, producer of the Rock ‘n’ Roll Marathon Series & Carlsbad 5000, and Nova International, a premiere running event producer in the U.K. Turnbull got into the business by volunteering to work at the Great North Run as a 13 year-old. After graduating from university, Matt got a job with the event and eventually was recommended by Olympic Silver Medalist Peter Elliot to succeed him as the event’s Pro Athlete Coordinator. “I’m excited to have the opportunity to join the Skechers Performance Los Angeles Marathon as the Pro Athlete Coordinator,” said Matt Turnbull. “This race is one of the most popular marathons in the U.S. with a long, and impressive history. But whereas bombings and shooting rampages have seemingly become expected means of violence, the incident in Nice involved a less common weapon of destruction. “Unfortunately, we have to learn from it and figure out what might have prevented some of the damage,” Weinberg said.

Local emergency officials, who are tasked with developing and implementing preparedness plans for the entire city in the event of natural and manmade disasters, work with numerous agencies and community groups throughout the year. They work with the Santa Monica police and fire departments, which handle first response, and also meet with business leaders, school officials and security experts to assess risks and chart out response strategies. “We’re sharing information constantly,” Weinberg said. Police and fire officials were not immediately available for comment. Officials are keenly aware of Santa Monica landmarks that could be viewed as potential targets, including Santa Monica Pier, Third Street Promenade and the McClure Tunnel between the Interstate 10 freeway and Pacific Coast Highway. Authorities have held drills at the pier

and Santa Monica Place mall as well as at Santa Monica College and Santa MonicaMalibu school district sites, working with their respective leaders to address issues and devise plans, Weinberg said. Officials prepare for many different kinds of incidents so they can adapt quickly based on location, time of day and other factors. “Everything is based on partnerships in our community,” Weinberg said. Following the Boston Marathon bombings in April 2013, local authorities trained specifically for similar incidents because of Santa Monica’s position as the terminus of the Los Angeles Marathon, Weinberg said. Santa Monica emergency experts have also tried to make improvements in action and communication tactics since the June 2013 shooting rampage at SMC, he said. Officials noted the work that’s been done since the 2003 farmers market crash, which was not considered a terrorist attack but

which required intensive emergency response. Weinberg said people who live or work in Santa Monica can get more involved in emergency preparedness through the city’s Community Emergency Response Team, which guides volunteers through a free, federally recognized training course. The training includes a segment on terrorism awareness. “The key is, ‘If you see something, say something,’” Weinberg said. “The City will never be upset at someone calling 911 and saying, ‘This seems odd’ or ‘This doesn’t look right.’” It’s not an inconvenience by any means.” Civic leaders have also encouraged locals to establish emergency plans with loved ones and sign up for the City’s emergency communications system at SMalerts.net. jeff@smdp.com
